1      Introduction

Barker Ryan Stewart Pty Ltd (BRS) was engaged by Orange City Council (OCC) to prepare a preliminary
civil engineering design for the proposed Orange Regional Sporting Precinct at Jack Brabham Park (The
Project). Works have been carried out under Project Number F3113-16. The Project is funded by the NSW
State Government.

The site primarily comprises of a disused golf course with the former fairways and greens overcome with
weed and associated vegetation growth. A number of existing structures and site improvements remain
on the site. Existing sports fields and a maintenance compound are located to the north of the site.

The Project includes the following components:
   a. Bulk earthworks ‘early works’ package;
   b. Main stadium with grandstand and forecourt;
   c. Athletics stadium with grandstand;
   d. Car parking areas; and
   e. Sporting fields for use by cricket, softball, summer football, athletics, rugby league, touch football
       and other sports, and community events.

The site will be accessed via Forest Road and Huntley Road. The site is immediately adjacent to the
heritage listed ‘Bloomfield’ gates off Forest Road and the Bloomfield Health Service precinct.

A Masterplan for the site was prepared by Premise Consulting (‘Orange Sporting Precinct Masterplan – Sir
Jack Brabham Park’, Project Number 219058, Set 1F). A copy of the Masterplan is included in Appendix A
and was used to support a Tree Removal Development Application for the site that is currently under
assessment by Council.

The Project civil engineering works will be undertaken in two (2) stages:
   1. Bulk earthworks package
   2. Civil works package

A separate bulk earthworks package has been prepared by BRS and is presented on the 210090-02 series
documentation.

The bulk earthworks design and this preliminary civil engineering design by BRS adopts the site Masterplan
layout and will develop documentation to a level suitable for inclusion in a Civil Design and Construct
tender. This civil engineering documentation package has been prepared on the basis that the bulk
earthworks package of works has been completed.

This design report summarises the design approach and methodology for the preliminary civil engineering
design of The Project.

This report should be read in conjunction with the engineering design drawings included in Appendix E.

2      Project Start Up and Existing Site Description

2.1    Start Up Inspection and Meeting

A site start-up meeting was held on site on 8 March 2021. The site inspection was undertaken during
daylight hours to observe existing site conditions, project opportunities and project constraints.

The inspection was attended by representatives from:
   a. Department of Finance;
   b. Barker Ryan Stewart.

Following the inspection, a project kick-off meeting was held in Council’s offices. This meeting was
attended by representatives from:
    a. Orange City Council;
    b. Department of Finance;
    c. Premise Consultants;
    d. Barker Ryan Stewart.

2.2    Existing Site Description

The proposed Orange Regional Sporting Precinct at Jack Brabham Park is located approximately 3km
south of the Orange town centre. The site is bound to the north by existing sports fields at Jack Brabham
Park, to the east by Huntley Road, to the south by Bloomfield Health Services and to the west by Forest
Road. The site is known as 1502 Forest Road, Orange and is legally defined as Lot 209 DP42900.

The site has an area of approximately 21.5ha and generally grades from south to north. The site comprises
of a disused golf course with the former fairways and greens overcome with weed and associated
vegetation growth. A number of site improvements remain on the site including structures, paths and
piped channel crossings.

The site includes a large number of trees that line the former fairways. The trees are a mixture of native and
exotic species.

Small dams exist upstream of the site and at the northern boundary of Jack Brabham Park. The dams are
linked by a semi-formal channel that flows north through the proposed site and existing Jack Brabham
Park. The semi-formal channel is not a mapped watercourse.

A number of local and trunk utility services traverse the site. These services primarily comprise of
communications and Council water and sewer assets. Other public utilities are located in the Forest Road
and Huntley Road verges.

Bloomfield Hospital heritage gates are located off Forest Road and form part of State Heritage Register
SHR: 01745. The gates provide access to Bloomfield Hospital and are located beyond the Sports Precinct
boundary.

The existing site is presented in Figure 1 to Figure 10.

3      Scope of the Civil Works Packages

3.1    Bulk Earthworks Package

Bulk earthworks at the site are proposed to be undertaken ahead of the main civil works package.

The scope of works for the proposed bulk earthworks package broadly includes:
   a. Removal of selected trees and vegetation;
   b. Demolition of a disused structure and associated infrastructure near Car Park 1;
   c. Demolition of minor site improvements (piped channel crossing, etc) to facilitate bulk earthworks
       operations;
   d. Management of stormwater around and through the site as appropriate to suit the contractor’s
       staging;
   e. Adjustment of utility services that will be impacted by the bulk earthworks operations;
   f. Relocation of site maintenance compound;
   g. Stripping and stockpiling of topsoil;
   h. Bulk earthworks cutting, filling, compaction and testing operations over the site (excluding Car
       Park 5);
   i. Hydromulch stabilisation of the finished bulk earthworks surface.

The bulk earthworks package is presented in the BRS 210090-02 series documentation.

3.2    Civil Works Package

The bulk earthworks package works are assumed to be completed prior to the commencement of the
main civil works package.

The scope of works for the main civil works package broadly includes:
   a. Bulk earthworks over Car Park 5;
   b. Permanent car park connections to existing public roads;
   c. Construction of road and car park pavements, kerbs, wearing course, etc;
   d. Adjustment to existing utility services that are not impacted by bulk earthworks operations;
   e. Adjustment of retained utility service pits and surface fittings to suit revised site levels;
   f. Installation of new utility infrastructure to service the future sports fields (ie electrical, comms,
       water and sewer, etc);
   g. Installation of stormwater drainage pits, pipes and culverts;
   h. Installation of sports field playing surface, including import of specialist growing medium and
       amelioration/improvement of site won topsoil;
   i. Spreading of topsoil.

It is expected that the following items will be undertaken by others as part of a separate contract:
      a. Construction of any structures, including grandstands;
      b. Construction of athletics track;
      c. Landscaping and tree planting;
      d. Directional and way finding signage.

4     Detailed Site Survey

4.1   Topographical Survey

Premise Consultants were engaged by Orange City Council to undertake a detailed topographical
survey of the site and the immediately surrounding area. The survey was undertaken in August 2020 is
presented over 6 sheets as part of Job Number 220366.

The survey was undertaken on MGA2020 co-ordinates with levels to AHD. A screen capture of the survey
extents is presented in the Figure below. A full copy of the survey is included in Appendix B.

4.2   Additional Survey

Additional site survey may be required if the option to include on-site detention as part of the
development is pursued. Any requirement for additional survey will be discussed with Council. Refer to
Section 11.6 for discussion on the provision of on-site detention.

5      Utilities Services

5.1    Dial Before You Dig Information

Dial Before You Dig (DB4YD) plans for the site were requested on 22 March 2021 (Job No 21303286). Utility
assets in the vicinity of the works were identified from the following authorities:
    a. AARNet
    b. APT Management Services
    c. NBN Co
    d. Optus
    e. Telstra
    f. Essential Energy
    g. Jemena Gas

5.2    Communications (AARNet, APT, NBN, Optus and Telstra)

Significant copper and fibre optic communications assets exist in both the Forest Road and Huntley Road
verges. Communication assets are also located within the site parallel to Huntley Road. It is noted that
the existing maintenance compound does not appear to have an underground communications
service.

Assets located within the site parallel to Huntley Road will be partially located within proposed Car Park 3,
4 and 5. It is anticipated communications cabling will be retained and the communication pits will be
adjusted to suit proposed car park levels.

5.3    Essential Energy

Aerial HV, LV and street lighting assets exist along Forest Road and Huntley Road. Underground HV and
LV assets are located along Forest Road. Aerial assets are not expected to be impacted by the
proposed works.

Underground LV assets exist within the site to service a small building located within the footprint of
proposed Car Park 1 and the amenities building near Car Park 5.

Any impacts to underground assets are expected to be limited to proposed car park connections to
Forest Road and Huntley Road. Any assets that will become redundant as a result of the works (such as
the one servicing the small building at Car Park 1) will be capped and removed.

5.4    Jemena Gas

A network of DN110 210kPa gas mains exist along Forest Road and Huntley Road. No known gas assets
are present within the site.

Any impacts to existing gas assets are expected to be limited to proposed car park connections to Forest
Road and Huntley Road.

5.5    Orange City Council (Water and Sewer)

A utility services plan showing stormwater, potable water and sewer assets was provided by Orange City
Council. The plan showed:
    a. Stormwater drainage assets to the north of Jack Brabham Park to drain the existing dam near
          Huntley Road. Other stormwater assets did not appear to be present on the site.

      b. Multiple potable water services traversing the site, generally in a north-south orientation. Assets
         included DN200, DN250 and DN375 assets. Portions of these mains will need to be adjusted or
         relocated to facilitate the proposed sports field works.
      c. A number of sewer assets traverse the site including a DN375 main that discharges north near the
         centre of the site and a DN150/DN225 network that runs parallel to Huntley Road. Portions of the
         sewer network will need to be adjusted or relocated to facilitate the proposed sports field works.

It is understood that a feeder pipe from the Gosling Creek dam (located about 1.5km south-east of the
site) is located near the proposed athletics stadium and Car Park No 3. It is understood that Council is
undertaking investigations as to the viability of utilising the Gosling Creek Feeder pipe as the primary
source of irrigation water for the proposed sporting fields.

5.6      Proposed Orange City Council Water and Sewer Works

It is understood that significant augmentation and adjustments are proposed to Council's water and
sewer assets on and adjoining the sports field site as part of Council’s Bloomfield Precinct service
infrastructure redevelopment. These adjustments and augmentation will relocate a large portion of
Council's assets away from the sports field site.

Timing of the proposed utility adjustment and augmentation works are yet to be confirmed. Following
further discussion with Council, the final utility adjustment strategy will be included on the 100% civil
engineering documents.

A copy of the proposed utility strategy is included in Appendix E.

5.7      Utility Potholing

Utility potholing to physically locate assets using non-destructive investigation techniques may be
undertaken as part of future stages of the project. Any potholing works should be undertaken by
accredited specialists.

Further details and requirements for the adjustment and/or relocation of utility services will be investigation
as part of the next stage of the project.

6     Geotechnical, Contamination and Pavement Investigation

6.1   Geotechnical and Contamination Works

Macquarie Geotech was engaged by Orange City Council to undertake geotechnical site investigations
and reporting. Results are presented in the Macquarie Geotech report ‘Sporting Precinct – Geotechnical
Investigation, Report number B20292, Rev 02, dated 04/01/2021. A copy of the report is included in
Appendix C.

Envirowest Consulting was engaged by Orange City Council to undertake a preliminary contamination
investigation. Results are presented in the Enirowest Consulting report ‘Preliminary Contamination
Investigation - Proposed New Sporting Precinct, Forest Road, Orange’, Report number R12205C, Rev 0,
dated 21/9/2020. A copy of the report is included in Appendix D.

6.2   Pavement Recommendation

Based upon the recommendations for the above geotechnical report, the following car park pavements
have been adopted:
   a. Car Park No 1, 4, and 5: Pavement Type P1
   b. Car Park No 3: Pavement Type P2

Pavement details are presented below.

The main rugby league field adjoining the grandstand will be constructed from imported growing
medium. The remainder of the fields are assumed to be constructed from ameliorated site won topsoil.

Treatment under the proposed athletics track to accommodate expected subgrade movement as
reported in the Macquarie Geotech report requires further consideration. An allowance of 500mm of
imported material has been allowed within the site bulk earthworks design.

7      Design Criteria and Stakeholder Requirements

7.1    Standards, Guidelines and Manuals

In accordance with the project Brief, the proposed design has been prepared generally in accordance
with the following documents:
    a. The project Brief;
    b. NRL Preferred Facility Guidelines for Grassroots Rugby League, 2019;
    c. Australian Standards, particularly AS2890.1;
    d. Australian Rainfall and Runoff Guidelines, 2019;
    e. Orange City Council Civil Works Specification.

It is noted that where project specific requirements as noted in the Brief differ from the above
documents, the requirements of the Brief take precedence.

8        Bulk Earthworks Package

In the preparation of the bulk earthworks package, a number of assumptions were made that have the
potential to impact on the proposed civil works package. A selection of these assumptions is presented
below. Full details are included in the bulk earthworks package, 210090-02 series documentation.

8.1      Bulk Earthworks Levels

The site bulk earthworks design as documented in the 210090-02 series documents propose bulk
earthworks levels a specific depth below the final finished surface level as summarised in Table 3 below.
Note BEW = bulk earthworks and FSL = finished surface level.

8.2      Maintenance Compound

The maintenance compound that services the existing Jack Brabham Park is located between the
proposed sports fields and existing Jack Brabham Park playing fields. The compound currently has vehicle
access from Huntley Road.

The proposed site layout includes an earth batter encroaching the fenced compound area. Further, the
existing vehicle access off Huntley Road is likely to require relocation to utilise part of future Car Park No 4.

The maintenance compound is to be relocated as part of the bulk earthworks package, ahead of the civil
works package.

8.3      Tree Removal

The site includes a large number of trees that line the former fairways. The trees are a mixture of native and
exotic species.

Removal of trees approved for demolition will be undertaken as part of the bulk earthworks package.

9      Field and Site Design

9.1    Field Design

All proposed fields have been designed a maximum 1% grade along a uniform plain (ie no ridges or
grade changes within the playing surface). All fields will be constructed with natural turf and will drain to
the north to suit the existing fall of the land.

It is anticipated that the fields will be underlain by an extensive subsoil drainage network that will
discharge to the proposed site stormwater drainage network. Concealed flushing points will be included
as part of the subsoil drainage network.

Field markings will be in accordance with relevant sporting authority requirements.

Areas between the fields have been graded to be as flat as possible while maintaining suitable surface
drainage and matching in with adjoining site improvements or existing perimeter site levels. Batters to
existing have generally been designed at 4H:1V.

With reference to the engineering drawing set included in Appendix E, two areas require further
consideration as part of the next design stage:
   a. Batter extents to the south of Field 8 and 9 (near athletics stadium) to ensure no works beyond the
        site boundary
   b. Batter extents and layout adjoining the maintenance compound to minimise impacts to the
        compound

9.2    Stadium Design

Two stadiums are proposed as part of the project:
   1. Football stadium with grandstand (near Forest Road)
   2. Athletics stadium with grandstand (near Huntley Road)

Both stadiums are proposed on the western sides of the football field/athletics track. Earth spectator
mounds with a typical slope of 3H:1V are proposed around the remaining perimeter of the field/track.

The football grandstand will be accessed from the new internal road off Forest Road. Further
consideration is required to the interaction of the road, grandstand and sports field.

The athletics grandstand will be accessed from the west near the adjoining sports fields. Further
consideration is required to the interaction of the access, grandstand and track.

9.3    Heritage

Bloomfield Hospital heritage gates are located off Forest Road and form part of State Heritage Register
SHR: 01745. The gates provide access to Bloomfield Hospital and are located beyond the Sports Precinct
boundary.

The Bloomfield gates and adjoining heritage precinct that form part of SHR: 01745 are not expected to be
impacted by the proposed works.

10     Car Park Design

10.1 Layout

The car park and internal road layout has been adopted from the site Masterplan and refined in
accordance with reference to AS2890.1.

As noted in Section 7.2, parking bays have designed as Class 2 in accordance with AS2890.1 being 2.5m
wide, 5.4m long and 5.8m aisle widths.

Drop off areas have been adopted at the front of the football stadium and in Car Park 1 per the site
master plan. It is noted there is an opportunity to reduce the width of the drop off areas in Car Park 1.

Areas between the parking bays are assumed to be landscaped and may include footpaths to assist
pedestrians in safely navigating the car park. Further details are to be added during the next stage of
design.

10.2 Grading

The design longitudinal car park grades are variable to suit the fall of the site and are generally between
1% and 3% grade. Crossfall has generally been adopted as 2%. Batters to existing levels are typically
4H:1V.

The parking bays have been graded toward the centre of the adjoining car park aisle to form a ‘V’ and
minimise stormwater pit and pipe infrastructure.

10.3 Parking Bay Count

A summary of parking bay numbers in each of the car parks is summarised below.

It is understood that there is no minimum number of parking bays that is required to be provided for
sporting precincts. As such, the number of parking bays has been prepared with consideration to car
park footprints as part of the site master plan (that informed the proposed tree removal DA), and the
requirements of AS2890.1 and AS2890.6.

10.4 Parking Bay Surface

Proposed access roads, aisles and parking bays for Car Park 3, 4 and 5 will generally be constructed from
flexible pavement with asphalt wearing course as outlined in Section 6.2.

Car Park 1 will include:
   a. Access and circulation road and aisle with flexible pavement (asphalt wearing course);
   b. Bus drop off zones with flexible pavement (asphalt wearing course);
   c. Accessible parking bays with flexible pavement (asphalt wearing course);
   d. General parking bays with reinforced turf, or similar treatment.

The provision of reinforced turf is proposed to address some initial project concerns raised by NSW
Heritage. The reinforced turf cells are expected to be Atlantis Turf Cells, or similar. Final reinforced turf
design is subject to input from the landscape architect.

11     Stormwater Design

11.1 Upstream Dam

A small upstream dam exists to the south (upstream) of the site. Discharge from the dam is currently
piped under the Bloomfield access road via a DN300 pipe that discharges to an open channel that runs
to the north. The existing dam is presented below.

It is proposed to pipe overflows from the upstream dam, through the proposed sporting precinct and
existing Jack Brabham Park and discharge into the existing dam adjoining Huntley Road. The pipe is
proposed to collect and convey the 1% AEP storm event from the dam and thus avoid the need for a
formal overland flow through the proposed sporting precinct.

A preliminary assessment indicates the dam has an upstream catchment of approximately 31ha with a
peak 1% AEP flow of about 5.3m³/s.

A preliminary hydraulic assessment indicates that a DN1350 RCP or equivalent box culvert may be
required to convey the flows from the dam.

It is expected that the pipe size would increase as it flows north as runoff from the proposed sporting
precinct is connected and discharged. A preliminary layout is included on the engineering drawings
included in Appendix E.

11.2 Car Park Drainage

As noted in Section 9.2, car parks have been drained to a ‘V’ in the aisle. It is proposed to install a series
of grated surface inlet pits at regular intervals. Stormwater from the car parks will be discharged to either
the existing Huntley Road table drain or the proposed upstream dam discharge pipe discussed in Section
11.1.

Preliminary pipe grading and sizing details are included on the engineering drawings. At selected
locations, box culverts have been used in place of reinforced concrete pipes to manage limited cover.

Flows that exceed the capacity of the car park pit and pipe network will discharge via overland flow
toward the existing dam adjoining Huntley Road.

11.3 Sports Field Drainage

All of the proposed playing fields are proposed to be constructed from natural turf. As such, it is
expected that a network of subsoil drainage will be installed to drain the field and allow play to resume a
short time after the end of the storm event.

The subsoil drainage pipes will discharge to perimeter collector pies that will discharge to field
connection pits. The pits will discharge to the proposed upstream dam discharge pipe discussed in
Section 11.1.

Flows that exceed the capacity of the field subsoil network will discharge via overland flow toward the
existing dam adjoining Huntley Road.

11.4 Stadium Drainage

Both the football and the athletics stadiums include a spectator mound around the perimeter that
adjoins the grandstand structure. Sports field drainage will be provided as described in Section 11.3 with
an overland flow path provided to each stadium area.

Grandstand roof drainage may be collected in rainwater tanks for irrigation of the sports fields.
Requirements for reuse will be discussed and agreed with Council and included in the next revision of the
design.

11.5 Water Quality Treatment

Per email correspondence from Council, the site’s water quality treatment train has been prepared to
target NorBE (neutral or beneficial effect).

A MUSIC water quality model (Version 6.3.0) was prepared to simulate site pre-development and post-
development pollutant loadings.

Pluviograph data in 6-minute time steps was obtained from the Bureau of Meteorology (BoM) for Station
No 63254 at Orange Agricultural Institute (Co-ords: -33.3211, 149.0828). The MUSIC model considers all
available data from the Station between 23/5/1984 and 30/4/2018 (ie approximately 34 years).
Evapotranspiration data from the same station was used within the MUSIC model. Meteorological
statistics and data are presented below.

The MUSIC model was prepared generally in accordance with the NSW MUSIC Modelling Guidelines (BMT
WBM Pty Ltd, August 2015).

The proposed water quality treatment train proposes:
   a. 200um pit insert baskets in all pits;
   b. SPELFilters in underground concrete tanks (total 6 tanks);
   c. Treatment via grassed swales.

The pre-developed and post-developed MUSIC model layout is presented below.

The above table demonstrates:
   a. An increase in overall site runoff volume (Flow), attributable to the increase in imperviousness;
   b. A significant decrease in Total Suspended Solids (TSS) and Gross Pollutants (GP);
   c. A moderate decrease in Total Phosphorus (TP);
   d. An increase of Total Nitrogen (TN).

On-site detention (OSD) is proposed to mitigate the increase in flows. Refer Section 11.6.

A sensitivity analysis was undertaken that doubled the number of SPELFilter cartridges and doubled the
length of grass swales. Results showed only a minor reduction in TN loading (ie negligible benefit).

While of the overall TN loading exceeds the existing condition, it is noted that the proposed treatment
train reduces the TN load from the ‘do nothing’ case by 48.7%.

Further discussions are required with Council regarding acceptance of the proposed treatment train, or
implementation of further water quality treatment measures.

11.6 On Site Detention

Per email correspondence from Council, on-site detention is proposed on the site to limit peak post-
developed flows to be no greater than peak pre-developed flows.

A preliminary assessment was undertaken by applying an assumed 250m³ of OSD storage per impervious
hectare.

Based upon a catchment analysis, preliminary OSD volumes were derived for six (6) proposed OSD
locations. Preliminary locations are shown on the engineering drawings.

OSD details are summarised in the table below.

OSD storage is proposed to be provided in underground concrete tanks that also accommodate the
SPELFilter water quality cartridges. Preliminary underground tank footprints are presented on the
engineering drawings.

As an alternative, OSD could be provided at the existing northern dam (fronting Huntley Road). This
would require augmentation to the existing outlet structure and spillway to manage the increased flows.
If this option were to be pursued, additional site survey and site data will be required.

Through consultation with Council the OSD will be further refined as part of the next stage of the design.

12        Items for Further Discussion/Consideration

The civil engineering drawings included in Appendix E present an 80% complete concept design for civil
engineering elements of the project. The list below presents a summary of items that require further
discussion and consideration as part of the next stage of the design:

     a. Details, requirements and timing for the adjustment and/or relocation of utility services. Refer
        Section 5.6 and 5.7.

     b. Treatment under the proposed athletics track to accommodate expected subgrade movement
        as reported in the Macquarie Geotech report. Refer Section 6.2.

     c. Consider the interaction of the road, football grandstand and sports field; and the interaction of
        the athletics grandstand and track. Refer Section 7.2.

     d. Discuss and agree roof water reuse requirements from the grandstands. Refer Section 11.4.

     e. Discuss viability of the Gosling Creek Dam feeder pipe as the primary source of irrigation water for
        the site. Refer Section 5.5.

     f.   Discuss and confirm acceptance of the proposed stormwater water quality treatment train. Refer
          Section 11.5.

     g. Discuss and confirm acceptance of the proposed OSD strategy. Refer Section 11.6.
