City helps San Marcos voters get ready for changes to their local election process By-district elections to take effect this fall Starting this November, San Marcos city council candidates will be elected via a by-district voting system—instead of a citywide vote, commonly called an at-large election. The City Council has created four voting districts, which each include about 8,000 voters: DISTRICT 1 will include the Richmar area and west to Poinsettia Avenue, east to Woodland Parkway, north to Borden Road and south to the 78 Freeway. DISTRICT 2 will include San Elijo Hills along with Old Creek Ranch, Discovery Hills, Rancho Dorado and the adjoining neighborhoods. City adopts $77 million balanced budget In June, the San Marcos City Council adopted a $77 million General Fund budget for the Fiscal Year 2018-19, which began July 1. City refinances bonds to save taxpayers $3.9 million This summer, the City of San Marcos refinanced $20.6 million of bonds that will save some property owners money on their Mello-Roos taxes that help pay for important things like grading, streets, utilities, parks and trails. Property owners in the San Elijo communities of Saverne, Azure, Cambria, Woodley’s Glen, Crestview, Waterford, Village Square and Westridge will see an average annual savings of $120 to $450 per residence on a portion of their property tax bill next year. The bond refinancing will collectively save residents in these neighborhoods about $3.9 million over the life of the bonds. The refunding reduced the net interest cost from 4.82 percent to 3.55 percent and was accomplished without extending the term of the bonds. 4 City of San Marcos | 360 | Fall 2018

The California Department of Transportation (Caltrans) is reviewing all the construction plans and documents that the City was required to submit. Once Caltrans gives the green light to the project, the City will start construction, which is slated for early 2019 through early 2021. Future enhancements will include the widening of Discovery Street to four lanes between Bent Avenue and Via Vera Cruz, a new four-lane bridge spanning the creek on Via Vera Cruz, and a two-lane bridge on Bent Avenue. The project will also create a promenade park, add bike and pedestrian } amenities, and resolve the area’s long-standing flooding issues. Ultimately, this work will improve traffic flow, support habitat conservation efforts and deliver the infrastructure needed for future growth in the area. Local active adults benefit from City and CSUSM collaboration City staff and students hatched a plan to recruit more volunteers at the Senior Activity Center The City of San Marcos is home to about 25,000 residents 50 years and older who are approaching or are in retirement. But that doesn’t mean they’re ready to slow down. In fact, the San Marcos Senior Activity Center is buzzing. It serves about 7,000 senior residents per month, largely thanks to the dozens of volunteers who do things like work the front desk, help in the computer lab and lead activities. A collaboration with California State University San Marcos Go-Biz Director Panorea Avdis (left) shakes hands with Quick Charge Power CEO Tony Williams, who recently secured a state income tax credit with help (CSUSM) will help the City attract more of those critical volunteers. Businesses secure more than $500K from the City of San Marcos. They recently joined forces to launch Democracy in Action, a program that lets students tackle city issues. San Marcos aims to attract, retain startups The City of San Marcos is working to entice and better support entrepreneurs—all in an effort to further boost its growing economy. “Our local economy has grown 25 percent in the past decade, and startups can help keep that momentum going through job creation, attracting capital and encouraging innovation,” said Economic Development Manager Tess Sangster. “We’re a growing city eager to help new businesses grow along with us.” Case in point: in the past two years, the City helped startups secure more than $1.4 million in state income tax credits. That has allowed the businesses to create nearly 80 new jobs in San Marcos. The City now wants to rev-up efforts to help entrepreneurs even more, and California State University San Marcos (CSUSM) students have been researching the best way to go about it.
