Section 2: The Project 2.1 Please briefly explain the status of the project: Overall Project and Wider Consultation The construction of a multipurpose trail from Timaru to Tekapo, and the connection of South Canterbury communities is a multi-year long term project. A central vision of the Society is connecting the communities in South Canterbury. This is enabled by the purpose in our constitution that states: Benefiting the community by raising funds to construct and maintain cycle trail networks between Timaru and Lake Tekapo, including connecting other communities in South Canterbury To this end, meetings have been undertaken with Trail groups in Fairlie to work cooperatively, with meetings with groups in Geraldine also planned. The trail will also leverage off existing connections such as the Temuka to Pleasant Point stop bank trail to form an interconnected network. Stage 1 To date we have, along with stakeholder consultation, undertaken detailed alignment optioneering, and the design and costing of the Trail from Sir Basil Arthur Park to Cave. This includes confirmation of the alignment from Sir Basil Arthur Park to Pleasant Point, primarily following the State Highway. Approval in principle has been given by NZTA for the portions within road reserve, from LINZ for the portions within Crown land, and from the two private landowners whose portions of properties are required. This results in an entirely off carriageway trail to Pleasant Point. Many other adjoining landowners along this portion have also been consulted with. The alignment from Pleasant Point to Cave has commenced focusing on low volume roads (Longview Road, Smart Munro Road etc). Landowners along the initial parts of this alignment have been consulted with. Discussions have also been had with local contracting firms around construction options. Of particular note is the offer from Fulton Hogan to construct the portion from Sir Basil Arthur Park to Kennels Road. Given the linear nature of the trail, it lends itself to constructing portions as and when the money becomes available. This means for example that the Kennels Road to Divan road portion could be constructed when sufficient funds are raised. The project is at a “shovel ready stage” with construction possible within the 2020 calendar year subject to funding. Page 5 Doc #1352478 v.1 Page 711

The design and construction capacity of the Society is well supported by a Funding and Promotion team who are developing the promotional material and initiating the fundraising campaign. Amongst these teams, and the governance committee, are other skilled professionals in the fields of legal, finance, spatial analysis, marketing, fund raising, as well as commercial and industrial leaders. 2.4 Costs: How much are you applying for? (NZD): $250,000 What is the total cost of the project? (NZD): Stage 1: $900,000 to $1,000,000 This is based on costs developed by a Quantity Surveyor in conjunction with local contractors. 2.8 Where the project utilises land, does the land have any other interests associated with it: No. Access to NZTA, LINZ and private property has been granted in principle. 2.9 Does the project have appropriate Resource Management Act and Building consents: Not applicable. 2.10 When the project is delivered, what is the plan to operationalise the asset (if an asset), and maintain it throughout its life? If involvement is required from Council, please outline what might be required? As part of the Society’s submission to the Timaru District Councils Annual Plan consultation, Council agreed to consider that portions of the trail on public land (ie NZTA road reserve and LINZ land) be vested in Council and maintained as part of Councils trails maintenance contract. Section 3: Overall Benefits and Risks 3.1 Briefly outline the social, cultural, environmental and economic benefits of the project to the district and overall value for money: Social The TDC Long Term Plan 2018-2028 has identified the following community and social outcomes: CO02: High quality infrastructure to meet community and business needs CO04: People enjoying a high quality of life CO06: Communities that are safe, vibrant and growing The trail will contribute to these outcomes through: ● CO02: A trail that is professionally designed and constructed to current NZ standards that will enable active transport opportunities for the community and support associated businesses. ● CO04: Active transport and trails that connect communities increase the quality of life by providing additional exercise opportunities as well as acting a significant recreational asset ● CO06: The trail will enable a safe connections between communities and will provide increased customers to the business in the communities. In addition, the trail will: ● Providing additional opportunities to communities, groups and whanau to connect and interact in a meaningful way Page 8 Doc #1352478 v.1 Page 714
● Providing opportunities for safe active transport and exercise facilities, this will also contribute to improved health outcomes. Cultural The trail will provide storytelling and cultural heritage information sharing though signage and greater connection to landscape features. These will range from traditional migratory routes to elements of the former rail alignment. Active transport trails are an ideal opportunity to inform travellers of the natural and cultural heritage due to the slower nature of the travel. Environmental The TDC Long Term Plan 2018-2028 has identified the following outcomes: CO03: A valued, healthy and accessible environment The trail achieves this outcome by providing an active transport option to engage with, and traverse the environment, in a safe manner. In addition to the obvious environmental advances of active transport over motorized transport, non-vehicular travel through a landscape is an opportunity to interact with, and gain a greater appreciation of natural landscapes and the environmental values. These will also be incorporated into the signage and story-telling information boards. Economic The economic benefit of multi-purpose trails that connect communities is well established and ranges from supporting cottage crafts to cafés to large hotel chains. 3.2 What procurement process has been undertaken (i.e. selection of a provider), or will be undertaken, and how will that be managed? In addition, please provide a description of how greater public value will be achieved through the procurement process, for example by considering one or more of the following: - How local businesses will be provided with opportunities - How skills will be developed locally - How waste / emissions are being reduced in this procurement Procurement will range from direct appointment (in cases such as Fulton Hogan volunteering to construct a portion) through to negotiated tender. Local contractors will always be given preference. Using the expertise and experience of the Society's procurement team, all construction rates and costs will be constantly tested against current market rates to ensure value for money is being delivered. 3.3 What is the expected contribution to local employment: It is anticipated that the trail will have a two-fold effect on job creation. The first through supporting the existing contracting workforce during the construction phase, and the second being through the jobs created by the additional economic activity from trail users. 3.4 What are the risks associated with the project?
