POLICY PAPER 2. Greek pilot actions The goal of the project’s pilot activities is to indentify and select appropriate buildings of the Mediterranean territory in order to increase the energy efficiency and create sustainable and long‐term financing mechanisms for MARIE energy conservation investments in buildings. Greek pilot actions State of art: The priliminary energy audits to the 2 selected buildings and the cost/benefit analysis of possible investment solutions have been concluded At the current phase, the partners are at the process of MARIE setting up the specifications of the Call for the selection of an ESCO company. Greek pilot actions AXIS I – Network building Up: The pilot action is focused on the organizational aspects of the forestry biomass production PROFORBIOMED chains, developing tools to improve the non‐technical issues of the project. AXIS II – a. Biomass office will develop links with experts in Wood Biomass sectors and establish a comprehensive information service dedicated to biomass derived heat and energy technologies and supply chains. AXIS II – b. Web site‐ Tool for biomass use information in local level AXIS II – c. Best Practices The Region of West Macedonia will improve the Logistics in co‐firing or pellet factory Cost relation maps based on GIS The results of the exchange will be used for drawing the Guidelines for a more efficient Biomass Supply Chain. POLICY PAPER 3. Reflections on Policy paper/ Strategic lines Lack of coordination between EU funds and bureaucracy is the most significant identified barrier that lead to time consuming processes. The policy paper should take into consideration the Nearly Zero Energy Buildings and Sustainable building (energy and resources saving) adapted to the Mediterranean context. Biomass solutions, addressed by Proforbiomed could be included in the concept of Nearly Zero Buildings, since Renewable Energies are necessary to achieve zero energy balance. POLICY PAPER 3. Reflections on Policy paper/ Strategic lines The training of the beneficiaries is rather crucial in order to reduce the risk of the Regions when dealing with private funds. Local Authorities could play a key role in energy efficiency and could coordinate the different actors in the region (stakeholders, users, banks, engineers etc..) A secure legal and financial environment is necessary, at least for ESCO’s and for the first stages of development in a new market. AXIS 2 “Competitiveness, economic activities and employment” was characterized as the most challenging, since the renewable energy resources and energy efficiency could lead to new jobs and “green” entrepreneurship opportunities. POLICY PAPER 3. Reflections on Policy paper/ Strategic lines In order to succeed in the set goals the partners should: – Be consistent in long term – Train in order to create employment (MARIE project intention, self‐construction is a concept studied in ELIH‐MED) – Raise awareness regarding the issues that constitute the objectives of the 3 projects – Increase the use of biomass in buildings for energy and heating purposes. This is a big challenge that could have a significant affection to the employment in long term. Local government does not have enough power and a strategy should be developed in order to involve them at a larger extent. We ask the amount of ERDF fund for Energy efficiency (4% today) to be raised, while we cannot absorb the existing fund in most cases – need for efficient policies and programmes Projet cofinancé par le Fonds Européen de Développement Régional ‐ FEDER Project co‐financed by European Regional Development Fund ‐ ERDF
POLICY PAPER 3. Reflections on Policy paper/ Strategic lines The issue of renewable energy should be introduced in the Policy Paper while the weak point is Capitalization and Dissemination. It was stressed out that if the projects do not develop tools, and don’t proceed in construction works, with deliverables that are limited to studies and reports, then the outputs remain unexploited. The real construction work undertaken in pilot projects in ELIH‐MED could lead to significant experience for MED programme, helping to the improvement of next programming calls. POLICY PAPER 3. Reflections on Policy paper/ Strategic lines It was proposed to include a 5th pillar to the 4 existing ones that could be “New knowledge‐ training ‐ dissemination” since the sharing of knowledge is rather important and could improve user behaviour. Capitalization plays a significant role in European projects. It was suggested that the national partners sign a formal agreement regarding the recommendations of the Policy Paper in order to validate it and diffuse them at regional and national level.
