1. Introduction Clearstream Banking Frankfurt (CBF) will offer a customer simulation period and test cases dedicated to the enhancements developed by CBF for the existing CBF functionality. The functional details about the envisaged changes are available in Announcement “CBF Release Information May and June 2019”. The test case setup by CBF will support the simulation of business cases where specific environment requirements are necessary for the deployment of T2S Release 3.0 and CBF Release May 2019. These consider mainly the processing between CBF and T2S when the functionality might impact CBF customers acting in ICP and / or DCP mode. As the customer simulation environment is used simultaneously for other Clearstream testing activities, customers must consider the test requirements, if applicable. In addition, customers can execute test cases based on their own needs using the CBF Customer Simulation environment (IMS23). Customers acting in DCP mode might require additional testing for their procedures with T2S using the T2S Pre-Production Environment (UTEST). The participation in this simulation is optional and not a prerequisite for admission to production for the launch date of the CBF Release on 13 May 2019. In the period from 23 April to 10 May 2019, customers can execute test cases related to the modifications in the CBF software. Customers who would like to execute dedicated test cases were already asked to register by latest 11 April 2019. The related registration form is available on the Clearstream website. 2. Scope of the CBF Customer Simulation in April and May 2019 A few functional modifications in the CBF software require a dedicated test setup. Therefore, CBF will offer a customer simulation period with all related software updates induced by CBF, starting from 23 April 2019. Additionally, customers can execute test cases based on their own requirements. In line with the functional description in Announcement “CBF Release Information May and June 2019” the following test cases will be supported. • T2S CR 520 “Add new fields to T2S messages sese.020, sese.024 and sese.025 needed for CA processing” o Customers acting in ICP mode will receive via MT548 (“Settlement Status and Processing Advice“) the information about a cancellation of a transformation by using the field :24B: (“Reason Code“) with the values “CAND//CANT” and the Corporate Action Event Identification (CorpActEvtId) in field :20C: (“Reference”) using the qualifier “CORP”. o Customers acting in DCP mode will receive the reporting via T2S based upon their T2S message subscription in UTEST. • Modifications driven by CSDR The deletion of the underlying transaction for reorganisations in cash takes place when the cash settlement of the redemption and transaction price claims were successfully executed, if the event applies to the payment authorisation principle. • Hold / Release functionality for reverse claims In line with the functionality for market claims, instructions for reverse claims in CSC or NCSC securities will be created with the status “on hold”, if the seller (delivery instruction) has subscribed for the CBF service. That is, if the customer sells securities and a market or reverse claim needs to be created, the instruction will be flagged as “on hold” and must be released, if a settlement of the instruction is aimed. The release of the instruction can be initiated using the automated connectivity channels (“Transaction Processing Command - MT530”) or via CASCADE Online functionality. • New Issues transactions - Withdrawal type “reduction of up-to-nominal” Issuer and issuer agents can request the reduction of the up-to-nominal for CSC securities via the CASCADE Online functionality (HOST / PC) using the transaction “KVEW” (Wertebereich) with the function “AL” (Auslieferung) respectively “vaults // withdrawal”. • CASCADE-RS service: Legal Entity Identifier (LEI) Since November 2018, the LEI can be provided via message-based applications (SWIFT, File Transfer (FT), MQ) and the CASCADE Online functionality (HOST / PC). On customer request, CBF will enable a further test execution for the above-mentioned connectivity channels. Predefined registered shares will allow the registration and modification of shareholder data. • MT536 - Statement of Transactions CBF informed customers that the interim phase for the decommissioning of the label “/CUST” in the MT536 “Statement of Transactions” will end on Monday, 13 May 2019. Customers could (re-)test the reporting of transactions to verify the latest format and the related internal processing. For this test, no dedicated test cases are required to be created by CBF. 3. Preparation customer simulation 3.1 Getting ready for customer simulation According to the T2S Service and Transition Plan, T2S deployed the scope elements for the release on Friday, 22 March 2019. The UTEST phase for T2S Release 3.0 finishes on 22 May 2019. After this date, however, customer can still execute test cases for the resolution of T2S Problem Tickets (PBI) 1, as the software will remain unchanged until the next deployment date. Before the customer simulation can be executed, a downtime from 25 March to 22 April 2019 is scheduled in IMS23. During this period, CBF will create additional security holdings on customer accounts for dedicated test cases, if requested. The registration form was published on the Clearstream website on 22 March 2019 and must be returned by 11 April 2019, latest. The CBF T2S Settlement Functionality Team will modify the account settings based on the provided registration form and conduct quality checks. From 23 April 2019, the customer simulation environment will be available and participating customers can start to execute test cases and assess possible impacts on their functional and organisational procedures. For this simulation period, the latest static data for CBF accounts and related connectivity settings requested by customers or other Clearstream test activities will be available. 3.1.1 Testing in DCP mode on UTEST Customers acting in DCP can use the schema defined in SWIFT MyStandards (ISO 20022:2004) or the schema provided via a CSD (ISO 20022:2013). This statement is valid for the upcoming test in UTEST as well as for the production launch on 10 June 2019. With T2S Release 3.0, the ISO transaction type code “BIYI” (Buy-In) will be introduced in ISO 20022. This enhancement is based on the T2S Change Request “T2S-0607-SYS”. To be able to execute the related business scenario a customer acting in DCP mode must have the related privilege “SIM_UBIYI”. In UTEST, CBF will grant this privilege on customer demand only. If so, the DCP must get in contact with the CBF T2S Settlement Functionality Team via the Connectivity Support team (connectfrankfurt@clearstream.com). For the update of the configuration, the CBF account master (4-digit) as well as the Party Technical Address A2A (PTA) needs to be provided. The setup will be enabled between 12 and 18 April 2019. Modification requests received after 11 April 2019 will be processed as soon as possible. However, customers should be aware that the CBF T2S Settlement Functionality Team will need 48 hours of lead time to approve the request once it has been received. As specified in the T2S Change Request “T2S-0652-SYS: Increase the limit of distinct values for the parameters relating to message subscriptions“, T2S allows all T2S Actors to configure their message subscriptions. The number of distinct values for parameters will increase from 50 to 100. Customers can create or modify their message subscription on their demand as the usage of the enhancement is classified as optional service enrichment. Hence, customers acting in DCP mode can create or modify the message subscription on their demand. The subscription that was set up in UTEST must be re-entered in the production environment. It will not be copied by T2S during the deployment weekend in June 2019. 3.1.2 Creation of holdings Between 12 and 18 April 2019, CBF will collect the existing holdings of predefined securities from customer accounts and redistribute them via CBF account 4424 to the respective CBF main account (xxxx 000). Once the holdings are set up, customers acting in ICP mode can verify them via the CASCADE Online functionality (HOST / PC) or MT535 Statement of Holding, if subscribed in IMS23. In the above-mentioned time frame, customers must not enter test cases nor transmit instructions via an automated connectivity channel towards IMS23 or UTEST. In addition, the CASCADE Online functionality (HOST / PC) must not be used. This will allow the CBF T2S Settlement Functionality Team a reconfiguration of IMS23 in time. Customers who are connected to UTEST and receive (settlement) reporting might notice instruction flows between CBF and T2S from setup activities. 1 Please refer to CBF Announcement D19005 to retrieve the latest version of T2S Problem Tickets. It shows the availability of the CBF Customer Simulation environment (IMS23) and highlights the “CCP batch days” as well as the execution days related to the dedicated test cases. According to the T2S Service and Transition Plan, T2S deployed the scope elements for the release on Friday, 22 March 2019. The UTEST phase for T2S Release 3.0 finishes on 22 May 2019. After this date, however, customers can still execute test cases for the resolution of T2S Problem Tickets (PBI) 2, as the software will remain unchanged until the next deployment date. The overall test schedule shown below indicates the downtimes already defined for IMS23 or UTEST. If one of the environments is not available or the testing is limited because of particular measures ensuring a proper test execution, there might be additional downtimes. CBF will inform customers about such downtimes in due time via email to their contact nominated in the customer simulation registration form. Customers acting in DCP mode and connected to UTEST need to consider possible CBF downtimes while executing their test cases. During these periods, the T2S feedback might not be transmitted. This applies if the related settlement processing requires a validation by CBF. However, the T2S reporting will be provided upon message subscription and will contain the information according to the definition of T2S. 2 Please refer to CBF Announcement D19005 to retrieve the latest version of T2S Problem Tickets. 4. CBF Customer Simulation environment (IMS23) The modified static data for CBF accounts and the related connectivity settings in IMS23 might have changed for previous T2S Releases and Clearstream projects. During the setup phase for the customer simulation period April and May 2019, the T2S Settlement Functionality Team will verify the settings for registered accounts. The account and connectivity settings for the account master and main account (xxxx 000) will be aligned with the production setup. Customers requiring a modification of the existing setting in IMS23 need to flag this in the registration form and to contact the Clearstream Connectivity Support team (connectfrankfurt@clearstream.com). 4.1 Stock Exchange transactions (CCP / non-CCP) Upon customer demand, Stock Exchange trades can be entered for settlement via LION or CASCADE. Trades can be set up with a Market Identifier Code (MIC) in the trading system. If the flag: • “XFRA” is used, they are forwarded as non-CCP trades towards the CBF system LION. • “XETR” is used, they are processed via CCP and clearing results will be provided to CBF for further processing in CASCADE. In general, the simulation environment of Eurex Clearing (ECAG) for CCP activities will be connected to the CBF Customer Simulation environment (IMS23). For information on available instruments, please refer to the websites of the trading systems www.xetra.com and www.eurexchange.com. ECAG will forward test instructions to CBF in ICP mode. These instructions will be transmitted on the “CCP Batch Days” only. The batch days defined by ECAG are shown in the “Table 2 - Customer simulation calendar for the period April and May 2019” in section 2.2. Once Stock Exchange instructions arrive at CBF, they will be forwarded for settlement to UTEST. ECAG will delete pending (unsettled) transactions according to their testing / batch day procedures. Stock Exchange transactions processed as LION instructions will be supported during the period from 23 April to 8 May 2019. 5. Execution of dedicated test cases This chapter provides the detailed description of dedicated test cases for the customer simulation in the period from 23 April to 10 May 2019. Each of the following sections provides a short summary of the modifications. The detailed functional specifications are available in Announcement “CBF Release Information May and June 2019”3. If CBF requires information from the customer for a successful test execution, these prerequisites are also shown in the following sections. 5.1 CASCADE Online functionality – Login procedure Due to increased security regulations, the behaviour of the IMS systems of Deutsche Börse AG was modified when incorrect login data is entered. This means that after five unsuccessful login attempts due to, for example incorrect access data, the user will be blocked. As soon as a login attempt is successful, the counter is reset and five attempts to log in can be made again. If all five login attempts fail, the user is blocked and the error message ‘’FY0021I’’ will be displayed. To reactivate the user, the customer must contact the administrator at Deutsche Börse (secuadmin@deutsche-boerse.com). The unblocking cannot be initiated by the Secu-Administrator nominated in the customer’s institution. The administrator of Deutsche Börse will inform the customer as soon as the user has been successfully unlocked. This may take about 24 hours. After that, the customer can log in with the previous (’’old’’) password. 5.2 Limitation for pending instructions CBF is going to deploy its software changes end of March 2019, so that customers can start their end-to-end- test with UTEST on 23 April 2019. During the test execution, each customer participating in the simulation is requested to consider that high volume of pending instructions in UTEST impacts the performance of all T2S test environments. Therefore, the customer should actively monitor the number of pending instructions and ensure that no more than 500 pending instructions are active in the test system. In order to determine the number, all instructions must be considered, independent from: • The status, that is, matched, unmatched, hold or release; • The business procedure, that is, domestic and cross-border instructions, Stock Exchange trades (via LION or CCP) and instructions resulting from corporate actions; • The connectivity channel, that is, ICP or DCP mode; • The test activity conducted with Clearstream Banking (for example One Clearstream). This limitation applies to all accounts (and sub-accounts) of a customer that are set up in the CBF Customer Simulation environment (IMS23) for testing. 5.3 Cancellation of pending LION instructions Pending Stock Exchange trades (LION instructions) are requested to be settled in UTEST. The customer needs to ensure that the necessary position is available in IMS23. If the necessary holding is missing, the T2S Settlement Functionality Team can be contacted via the Connectivity Support team to check whether a position transfer is possible. Customers and counterparties need to consider the successful settlement or cancellation while preparing the test cases. Any pending LION instruction must be cancelled on 10 May 2019 by the customer and if necessary also by its counterparty. 3 In case of updates customers are requested to use the latest version of the Release Information for their preparation of test cases. 6. Detailed description of dedicated test cases In CBF Customer Simulation registration form, dedicated test cases were announced. This chapter provides the detailed test data and steps for a successful test execution. Based on this framework customers can define further requirements and can create settlement instruction on their demand, if applicable. 6.1 New Issues processing – New withdrawal type 6.1.1 Introduction With the launch of the CBF Release May 2019, issuer and issuer agents can request the reduction of the up- to-nominal for CSC securities via the CASCADE Online functionality (HOST / PC) using the transaction “KVEW” (Wertebereich) with the function “AL” (Auslieferung) respectively “vaults // withdrawal”. The withdrawal type “6 – Reduction of Rahmennominale” will be provided as additional service. In general, the enhanced functionality is based on the validation for withdrawals. However, the reduction of the Rahmenurkunde must not be smaller than “1” and the nominal must not be below the already issued volume, taking into account any further emission volume already disposed. Additionally, it is not possible to enter the value “0” (zero) in this functionality. The instruction can be entered for the settlement date and must not be entered with a settlement date in the future. 6.1.2 Test preparation Issuer and issuer agents can propose up to five ISINs that will be assessed by the T2S Settlement Functionality Team. Once the ISIN and static data are enabled in IMS23 and UTEST, the test execution can start. CBF will inform the customer when the test can be performed. As of 14 April 2019, CBF will start to support the test for the withdrawal functionality and provide feedback as soon as possible allowing testing from 30 April to 9 May 2019. 6.2 CASCADE-RS services: Legal Entity Identifier (LEI) 6.2.1 Introduction Since November 2018, the LEI can be provided via message-based applications (SWIFT, FT, MQ) and the CASCADE Online functionality (HOST / PC). Hereby, information for a Legal Entity Identifier (LEI) can be entered, modified, deleted, verified or displayed. The LEI cannot be entered for individual or natural persons. The LEI has been set up with the following credentials: • Field name: LEI • Allowed value: The LEI that identifies participants in the financial market. • Syntax: Alphanumeric (20) • Mandatory: No During the customer simulation, customers acting in ICP mode can use: • The automated connectivity channels SWIFT, MQ or File Transfer: o Instruction to Register (MT500); o Modification of Client Details (MT519); and o Confirmation of Registration or Modification (MT501) will contain the qualifier “LEID” in the “Optional Subsequence C2 Personal Details”. The data is to be provided in field :70C: “Additional Text” with the format :70::ADTX//:4!c//1*35x. That is, 70C::ADTX///LEID XXXXXXXXXXXXXXXXXXXX • The CASCADE Online functionality (via HOST only) The related screens will be updated in order to incorporate the information on LEI for legal entities, that is: o Transaction “KVCE” for registration, “KVCU” for re-registration and “KVCA” for modification of shareholder data via CASCADE HOST; o Section “RS” via CASCADE-PC. The customer simulation is limited to the above-mentioned functionality and dedicated ISINs. In production, the LEI information can be provided via the Investors Portal and the details will be available as output in the related CASCADE-RS reports. However, both features are not available in IMS23. 6.2.2 Test preparation In order to allow the test execution of the CASCADE-RS functionality, CBF will enable five ISINs in the customer simulation environment (IMS23). Customers can enter / transmit their instructions on their demand from 29 April to 8 May 2019. During the customer simulation period, CBF will not transmit instructions for registration or modification to the registers and will simulate the feedback. In order to give customers the opportunity to receive both a positive and a negative feedback, a corresponding configuration will be set up in IMS23. During the internal setup phase, between 12 and 18 April 2019, CBF will collect existing holdings of predefined securities from customer accounts and redistribute them via CBF account 4424 to the CBF main account (xxxx 000) registered for the customer simulation, if the customer account shows no holding in IMS23. If a holding is already available, no action will be taken, unless the customer requires further support from the T2S Settlement Functionality Team. As this dedicated test case will serve for the creation and update of shareholder data, the holding is limited. Customers must not use the test environment for regression or volume testing. Neither the CBF nor the UTEST environment will have the sufficient capacity. Customers are requested to check if the number of instructions to maintain the relevant shareholder data for an entire ISIN is feasible. Before customers will start with the test using an automated connectivity channel (SWIFT, FT or MQ), CBF recommends to check the connectivity settings. Technically, CBF customers can send instructions to the CBF Customer Simulation environment (IMS23) by using the production BIC DAKVDEFFXXX in the header or the CBF test BIC ZYDGDEF0XDOM when they instruct via File Transfer or MQ. Via SWIFT, BIC ZYDGDEF0XDOM must always be used. If a customer would like to send an instruction to a test system via File Transfer, the message has to be identified as not being for production. This is done by a TNG trailer at the end of the instruction: ä5: äTNG: üü The trailer is also used for CBF replies to customers. This guarantees that CBF test messages can clearly be identified, so that the customer can avoid injections into the customer’s production system. 6.3 Custody services 6.3.1 Specific environment requirements The general framework for corporate actions processing in CBF defines that events will be executed via CBF KADI (Kapitaldienste) or the OneClearstream service. The processing of events in the customer simulation environment (Focus Days) will be executed for KADI, only. The events scheduled in IMS23 are limited to the scope defined in this document. The preparation of Focus Days will distinguish between ISINs where CBF acts in its role as Issuer CSD and Investor CSD. The table below lists the event-driven activities and the related processing during the customer simulation period April and May 2019. Event-related activity General information related to the KADI processing Cash proceeds During the customer simulation, all cash proceeds in Euro will be transferred to the related RTGS account as no “Bund Payment” is scheduled. In general, the liquidity transfer will be initiated in the CBF DD1 cycle using the T2 ASI procedure 3. Cash movements will be reported via MT942 / 950 Cash reporting. Corporate action Customers will be informed via MT564, if subscription rights have been enabled announcement in account master data and connectivity settings. Corporate action In general, the confirmation will be provided once the payment authorisation confirmation has been provided by the paying agent. The corporate action confirmation will be provided on payment date as shown in the event details or in “Table 2 - Customer simulation calendar for the period April and May 2019” Corporate action During the customer simulation, MT565 will not be supported. instructions Creation of market The related free of payment (FoP) instructions or payment free of delivery claims (PFoD) instructions for cross-border transactions are generated and forwarded to T2S for real-time settlement (RTS) several times during the day, depending on when the underlying transaction was settled. Table 4 – IMS23 system parameters for corporate actions processing (KADI) 6.3.2 Introduction With the deployment of the CBF Release May 2019 and the T2S Release 3.0, modifications in the corporate actions processing will be introduced. The necessary software updates were made available in the customer simulation environment at the end of March 2019. This allows customers to test the full range of scope elements regardless of whether they will be launched into production in May or June 2019. The Focus Days will provide customers the opportunity to review their internal procedures for the following enhancements: • T2S CR 520 “Add new fields to T2S messages sese.020, sese.024 and sese.025 needed for CA processing”. o Customers acting in ICP mode will receive via MT548 (“Settlement Status and Processing Advice“) the information about a cancellation of a transformation by using the field :24B: (“Reason Code“) with the values “CAND//CANT” and the Corporate Action Event Identification (CorpActEvtId) in field :20C: (“Reference”) using the qualifier “CORP”. o Customers acting in DCP mode will receive the reporting via T2S based upon their T2S message subscription in UTEST. • Modifications driven by CSDR In November 2018, CBF introduced the payment authorisation procedure. In May 2019, the following enhancement will be introduced: o For the cancellation of OTC and Stock Exchange transaction (LION) due to transformations in cash, intraday processing cycles are used on the day of the payment authorisation in addition to the current end of day processing. o The generation and the settlement of securities instructions for reverse and market claims as well as for transformations of pending instructions due to reorganisations in securities will be done first after payment authorisation. • Hold / Release functionality for reverse claims The existing service for “Hold / Release” functionality for market claims will be extended to reverse claims. The functionality will be available for the claim processing in CSC or NCSC securities. Instructions will be created with the status “on hold”, when the seller (delivery instruction) has subscribed for the CBF service. Hence, the customer must release the instruction, if settlement should be achieved. All Focus Days will be executed based on the conditions outlined in “Table 4 - IMS23 system parameters for corporate actions processing (KADI)”.
