Follow-up Resolution AG/RES. 2958 (L-O/20), “Strengthening Democracy”, Section iii, “Rights of Children and Adolescents” The Inter-American Children’s Institute has the honour to appear before the CAJP in accordance with the mandate of resolution AG/RES. 2958 (L-O/20), “Strengthening Democracy”, Section iii, “Rights of Children and Adolescents” This mandate reaffirms that the principles of active participation by children and adolescents, [...] enshrined in the Convention on the Rights of the Child [...]; NOTING with appreciation the progress made in this regard by the Inter-American Children’s Institute (IIN), particularly the holding of the Third Pan-American Child Forum (Cartagena 2019); and the coordination under way with the Inter-American Commission on Human Rights (IACHR) and Inter-American Court of Human Rights aimed at enhancing their communication with children and adolescents; [...]. In this context, it welcomes “the progress made with the mandate to expand and consolidate bodies within the OAS in which children and adolescents participate, and to encourage further work along those lines”. The actions mentioned in this resolution are contained in the Action Plan (2019-2022) adopted by the Directing Council at its Regular Meeting (Cartagena 2019). It provides continuity to the Inter-American Child Participation Programme and includes a set of lines of action on the basis of which we shall take stock of the progress made since the General Assembly. It should be noted that the pandemic that pervades the region makes it impossible at present to carry out the face-to-face activities that are essential for the formation and consolidation of children and youth organizations in the territory. Paradoxically, together with this difficulty, there were digital instruments that enabled maintaining fluid contacts throughout the region and made possible a set of processes that we are reporting upon here. 1) Training Specialized Human Resources a) Training adult facilitators. Between 2020 and 2021, 104 technicians from 16 States of the Inter-American System were trained. (Argentina, Brazil, Bolivia, Chile, Colombia, Costa Rica, Dominican Republic, Ecuador, El Salvador, Guatemala, Honduras, Mexico, Paraguay, Peru, Uruguay). b) Training children and youth in tools to boost participation. Course on “Participation can also be learned” 36 children (at the request of Ecuador). Course for Child and Youth Correspondents (CORIA Network). c) Training workshops with 40 professionals, “technical liaison officers” (Argentina, Brazil, Colombia, Chile, Paraguay, Peru, Uruguay). 2) Networks of Child and Youth Organizations We worked on establishing and supporting two subregional networks of children and adolescents. 3
These include children and significant adults (“technical liaisons”) appointed by their respective States through the bodies representing them on the Directing Council. 3) Dissemination of documents prepared by children Network of Child and Youth Correspondents (CORIA Network) Two annual courses (2020-2021) in Spanish, English and Portuguese for prospective members of the Network of Child and Youth Correspondents (CORIA NETWORK). Three issues of the CORIA Notebooks with articles written by Child and Adolescent Correspondents - published twice a year. CORIA Network Argentina Costa Rica Barbados Chile Guatemala Canada Colombia Mexico Guyana Ecuador Panama Jamaica Peru Nicaragua Trinidad and Tobago Uruguay Publication and dissemination of proclamation: Our rights are not quarantined Digital publication: “Child and adolescent participation in digital environments”, which collected and systematized the work of children and teenagers who are members of the SURCA Network. This publication will be presented in July 2021. 4) Strengthening children and adolescents in the defence of their rights. Thematic groups of adolescents were formed to work online on topics of interest to them. This period, attended by children from: Chile, Ecuador, El Salvador, Guatemala, Mexico, Paraguay, Peru and Uruguay. Issues addressed were: - Systems for the Promotion and Protection of Children’s Rights (SIPPINNA) - Violence - Safe use of the Internet/virtual settings - Education - Human Mobility 5) Promoting cross-generation discussion for conflict resolution Two consultations were held at the regional level. o Consultation on: “Education and rights after the pandemic” attended by 136,279 children from the Americas. o Consultation on “Violence against Adolescents in the Americas” involving more than 400 teenagers from 18 countries of the four OAS regions. May 2021 Comprehensive Project: “Education and rights after the pandemic” Consisting of 3 subregional workshops and a forum for discussion between adolescents and experts, scheduled for 17 June. Various forums and conversations were held with the participation of children. The States co- organizing these activities were: Colombia, Chile, Ecuador, Paraguay, Peru and Mexico. 6) Promoting participation in institutional settings. • Creating a Cross-Generational Follow-Up Committee to the 3rd Pan American Child Forum, composed of: States (Colombia and Peru), Civil Society and representatives of participating children. • Technical assistance to the Inter-American Commission on Human Rights through the Office of the Rapporteur on Children and Adolescents (5 cross-generational workshops). • Permanent Council of the OAS - Celebration of Americas Children and Youth Day at the meeting of the Permanent Council of July 22, 2020, with the participation of members of the CORIA NETWORK of South America, Central America and North America (Argentina, El Salvador, Canada). - Celebration of Americas Children and Youth Day at the meeting of the Permanent Council on June 23, 2021, with the participation of members of the CORIA NETWORK of South America, Central America and the Caribbean. 6
