• Serve in an advisory role in collaboration with WSF
through sharing technical input, ideas and information
  throughout PEL study process
• Participate in regular (and most likely virtual) meetings
  between now and mid-2023
• Meetings will be recorded for sharing with TAG
members and WSF will provide meeting summaries
• TAG meeting presentations will be published on project
  website

                                                              12

Preliminary Purpose
and Need Statement
Preliminary Purpose and Need

Maintain safe, reliable and efficient
service on SR 160 between West
Seattle and Vashon Island, Southworth,
and communities on the Kitsap
Peninsula and beyond, consistent with
travel and ridership needs.

                                         15
Preliminary Purpose and Need
Replace aging terminal structures to
meet current seismic, storm and
tsunami design standards

Parts of terminal are aging, seismically vulnerable and due for replacement

          Bridge Seat Trestle Bulkhead
 Towers

   Transfer Span Terminal Building

                                                                              16
Preliminary Purpose and Need
Raise the elevation of the terminal to
accommodate future sea level rise

• Rising sea levels and
  increasing frequency
  and intensity of
  storms in the future
  increase damage to
  dock from debris
  during high tides

                                         17
Preliminary Purpose and Need
Provide operational efficiencies that
maintain or improve on-time performance
while maintaining service levels defined for
the route in the 2040 WSF Long Range Plan

• Today traffic regularly
  exceeds the to
  terminal holding
  capacity and requires
  use of shoulder
  holding on Fauntleroy
  Way SW

                                               18
Preliminary Purpose and Need
Improve safety and Americans with
Disabilities Act (ADA) accessibility for
pedestrians, vehicles, and bicycles

• The existing terminal
    configuration creates a risk
    of collision with all modes
    of traffic sharing the same
    space for loading
• All modes of traffic also
    share space at the
    intersection of the terminal
    and Fauntleroy Way SW

                                           19
Preliminary Purpose and Need

Accommodate ridership forecasted in
the 2040 WSF Long Range Plan

                         2017 Total 2017

(walk-on Passengers (walk-on and (vehicles (vehicles
(walk-on and vehicle) and and drivers) and drivers)
                           and
                                         vehicle) drivers)

                                                                                                              20
Project goals
• Meet the 95 percent on-time performance goal for the route
• Accommodate future electrification at the terminal to
    charge hybrid electric ferries
• Promote sustainable modes of travel, such as walk-on and
bike-on passengers, and enhance multimodal connections
    at the terminal
• Foster social equity and community values
• Minimize impacts to the built and natural environment
• Be technically and economically feasible for WSF to
    construct, operate, and maintain

                                                                 21
Discussion: preliminary
Purpose and Need statement

• Do you have input about the core purpose and
need for the project? Is there anything missing?

• What are your thoughts about the project goals for
  the project?

                                                       22
Closing and next steps
 • Opportunity for a project site tour
 • Next TAG meeting expected in early fall focused on
follow up on purpose and need statement input and
discussion of screening process and criteria
 • Broad community engagement later this fall
