Sustainable Procurement Process
EU Legal Frameworks Treaty of the European Union ► The following principles must always be respected for any public procurement action regardless of value: – Free movement of goods – Freedom to provide services – Non-discrimination – Equal treatment – Transparency – Proportionality – Mutual recognition – Best value for money The procurement laws define the process “HOW” to procure (including defining your requirements) but not WHAT to buy.
IdenDfy Need • Challenge needs vs wants • Who needs to be involved? • Consider shiaing from products to services • Define clearly what you want to buy. You can address sustainability in the Dtle/subject macer! i.e. Sustainable workplace management

ITT Stage You can request the following: • Requirement to meet certain standards (or equivalent) as a minimum • The type of materials to be contained in a product (e.g. wood/recycled materials) • Avoidance of certain materials contained in or on a product • Methodology and processes through which the product was produced • Running costs and waste associated with the product’s lifeDme/service • TransportaDon costs associated with deliveries and local supply • Disposal methods and waste costs associated with the lifeDme of the product • Prescribe that products must meet eco-‐label criteria -‐ but must accept other forms of proof • Specify the funcDon rather than defining the exact technical characterisDcs
Contract Stage Example Low Carbon Contract Clauses a requirement to take back packaging delivery / packaging of goods in bulk delivery of goods in re-‐usable containers recovery, recycling or re-‐use of waste -‐ by the supplier transport and delivery of chemicals (like cleaning products) in concentrate and diluDon at the place of use a mode of environmentally sound transport (if it does not lead to discriminaDon) deliveries made outside of peak traffic Dmes development of a sustainable improvement plan environmental performance indicators
Key Messages • Promote awareness amongst suppliers and ensure they are aware of the Council’s Sustainable Procurement Policy • Encourage suppliers to introduce more sustainable goods and services at compeDDve prices • Encourage suppliers to bring forward innovaDve soluDons to environmental and social problems • Encourage the purchase of products where evidence that producers are fairly paid and work in reasonable condiDons is provided, parDcularly where the products originate from sources overseas
