t Executive Officer Comments January 2018 Permits Lower Due To Weather – Outlook Still Positive MICHAEL C. STOSKOPF, EXECUTIVE OFFICER New Housing Permit Forecast B ased on residential permit data Builders Supply Company compiled by the asabuilderssupply.com Cabinet Corporation Home Builders Association of Southeastern Michigan (HBA) and reported in the HBA Southeastern Michigan Residential Building Activity Report™, a total of 207 single-family permits were issued in Macomb, Oakland, St. Clair and Wayne counties in January 2018. Falling by 38 percent from January 2017 (321), the result was lower than our econometric model predicted (313). The outcome is attributed primarily to the resurgence of colder, snowier weather when compared to recent years. An unexpected surprise was the strong start to the year from multi-family rental permits, totaling 210 for the month. Multi-family permits outpacing single- family permits in one month is quite a rare occurrence, happening only three (3) times since October 1994. While this year’s start was less than spectacular, our preliminary estimate of 5,649 new single-family home permits to be issued across the 4-county region in 2018 remains unchanged. Based on conversations with major home builders in the region, interest and demand for new homes continues to remain positive. We attribute this outlook to the continued, steady growth year-over-year in the number of people employed across the region, which is a key component of our econometric model. As mentioned in last month’s release, while not part of our predictive model, shortages in our residential construction workforce increase the likelihood that new residential construction will have difficulty rising much higher than 6,000 permits without a significant influx of industry-related workers into the region. n BUILDING Business & Apartment Management x March 2018 5

t Apartment Association of Michigan PROPERTY MANAGEMENT® Advocacy Update WRITTEN BY FORREST WALL, CAE, STAFF VICE PRESIDENT AND INDUSTRY RELATIONS Recycling Legislation Introduced In Michigan House A new bill has been introduced in the Michigan House of Representatives which would require multifamily rental property owners to provide on-site recycling for residents. House Bill 5485 addresses multiple dwellings with four or more units, and specifies that the owner shall provide recycling containers to residents. Additionally, the bill mandates that the recycling service be consistent with local ordinances in effect, as well as any governmental contract in place for collection and handling of recycling. Reminder: Apartment Inspection Law Changes Now In Effect Public Act 169 of 2017, which amended the Housing Law of Michigan's rental property inspection section, took effect on February 19. The new law provides that a lessee’s permission is needed prior to local government entry to inspect. Previously, state law allowed a local government to compel an apartment owner, regardless of the resident’s wishes, to provide unit access if the lease allowed the owner right of entry at any time. In addition to providing for tenant permission for inspection, the new law lays out the resident notification/inspection scheduling process, specifies certain exceptions (complaints, vacancy, etc.) to the permission requirement, and states the landlord’s duty to allow inspection of common areas.
