Broadcast Lighting and Rigging Technical Manager Department: Venue Development and Overlay (VDO) Reports to: Head of VDO Central Services Position Type: Full-Time 1. JOB PURPOSE In July 2022, Birmingham will host the XXII Commonwealth Games, the largest multi-sport event to be held in England in 10 years. Approximately 6,500 athletes and team officials from 71 nations and territories across the Commonwealth will come together in a 12-day celebration of sport and culture. Events will take place across Birmingham and the West Midlands, entertaining more than one million ticketed spectators and reaching a global broadcast audience of more than one billion. Each of the signatories to the Host City Contract (HCC); the Commonwealth Games Federation (CGF), UK Government, Birmingham City Council and Commonwealth Games England (CGE) together with the Organising Committee (OC) have key roles role in the planning and delivery of the 2022 Commonwealth Games, both individually and collectively to ensure that the 2022 Commonwealth Games and the host community legacies derived from hosting the Games are a huge success. The parties to the HCC have established Birmingham Organising Committee for the 2022 Commonwealth Games Ltd as the Organising Committee (‘OC’). The scope of the OC’s role is broad and complex and ranges from ensuring the physical readiness of the venues and temporary facilities, to the planning, coordination and delivery of more than 40 operational functions such as transport, security and catering to meet
the needs of the Games, including the athletes, technical officials, spectators, press, broadcasters and other Games Family and stakeholders. The OC and partners are committed to delivering the Games as efficiently and effectively as possible to ensure the event is sustainable and accessible to all in the long term. We are seeking individuals to join us who are innovative, commercially astute and have a genuine passion and interest in delivering the most sustainable, inclusive and accessible Commonwealth Games to date. The Venue Development and Overlay Department is responsible for the planning, design and delivery of temporary infrastructure for all competition/training venues and non-competition venues including Commonwealth Games Athletes Village. This includes the adaptation of new and existing venues and development of complete temporary venues. The Department provides design integration of venue requirements for all Birmingham 2022 operational departments and external partners, including host broadcast and security. Overlay refers to the entire temporary infrastructure and hired commodities required to support a particular facility or venue, including but not limited to temporary seating, tents, cabins, staging, power, fencing, flooring, lighting, signage etc. The purpose of this role is to provide technical consultation, design, planning and delivery support to the Birmingham 2022 Contract Management and Overlay Teams for Broadcast Lighting, Rigging, and Technology Support Structure packages during tender preparation, contract execution and post-contract delivery phases. 2. KEY RESPONSIBILITIES AND ACCOUNTABILITIES Responsibilities of the role will evolve during the lifespan of the Organising Committee and it is likely that the role profile will evolve with the changing needs of the OC. Tender Preparation • Manage and work with specialist consultants, internal and external stakeholders, to gather requirements, agree service levels, develop and define scopes of work and technical specifications • Ascertain design requirements from Birmingham 2022 Functional Area (FA) teams (such as Broadcast, Ceremonies, Sports, Technology) working in collaboration with the Overlay Team
• Tender preparation including initial design development, supplier scope of works, certifier requirements and technical work specifications • Participate in tender Q&A, site visits and supplier presentations as the key VDO representative • Evaluate tender responses as part of the technical evaluation team Design Development • Coordinate with multiple FAs, Suppliers, venue owners and all other stakeholders regarding the lighting requirements, rigging items and technology structures to be supported. Validate design proposals with existing venue infrastructure via site audits and design confirmations with venue owners. • Work with the Suppliers to validate the lighting levels, uniformities, quality, access systems, electrical systems, structural support systems, cable management, rigging points, reflected ceiling plans and site geometry • Undertake detailed design reviews of supplier and consultant design information. Work with client stakeholders to manage review process towards achieving design sign-off and scope confirmation. • Ensure integration and communication of design information with wider venue overlay/temporary power teams. Delivery • Monitor onsite delivery, installation and testing/commissioning and certifications • Ensure all items are delivered as per the agreed programme and requirements • Resolve onsite issues with relevant Stakeholders and Suppliers Games Time • Monitor all the Venues with requirements, including any field of play/venue transitions • Provide reports on daily monitored venue status and highlight issues • Liaise with Suppliers regarding any daily inspections and maintenance • Oversee the execution of the agreed Service Levels General Management and other Duties • Act as the key client contact for suppliers on a day-to-day basis for all technical matters to support the Contract Managers in charge of the Contracts • Interface between Suppliers and VDO to manage cost, schedule and scope of work • Provide costing estimates and validation for Overlay Managers • Manage the Overlay database for areas of responsibility • Work with Regulatory Compliance Manager, H&S Manager, Programme Manager, Engineering Services Manager and contractors to ensure compliance with schedule, health and safety, building code and permitting regulations
• Act as an escalation point for Overlay Managers to resolve technical issues related to commodities • Identify and develop risk control measures to mitigate potential risks associated with project 3. PERSON SPECIFICATION a) Skills and experience required AREA ESSENTIAL DESIRABLE • Related post-secondary education Qualifications (engineering and/or business is preferred) • 10+ years’ work experience with minimum of 5 years’ experience in the delivery of temporary event lighting, rigging and structures Skills & • Strong proficiency with Microsoft Office • A willingness Abilities programs with an emphasis on Word and to work in a Excel spirit of • Ability to successfully utilise, interpret partnership drawings/AutoCAD use • Highly developed stakeholder management skills • Able to work independently, with a strong tolerance for ambiguity of an evolving organisation • Demonstrable strong analytical and problem-solving skills • Exemplary negotiation skills • Exceptional interpersonal and communication skills - both verbal and written • Ability to make decisions on complex technical matters • Flexible and can drive change as needed • Highly developed organizational skills, able to multi-task - comfortable working in a fast -paced, high-energy, evolving culture and environment
