Initiatives were selected based on their crucial value to enforce national ICT foundation, enhance competitiveness of private sector, or increase social welfare for citizens, as well as infrastructure performance, mobile, fixed Internet, and training in ICT infrastructure. Two more initiatives were included to advance e-Governance and upgrade e-Government Strategy. Candidate sectors included Environment, Employment, Agriculture, Science & Technology, Industry & Trading, Labour, Economic Development, Construction, Communication & Transportation, Foreign Affairs, Police, Health, Mining, Tourism, Defense, Infrastructure, general Administration, Private Sector, and e-Government.
