1     COMPETITION NAME:
1.1   The competition shall be called the English Cup and shall be marketed under the title
      ‘Blackwells Holden English Cup’.

1.2   Mainland Football shall have the right to add to or change the competition name to reflect
      the name of the sponsor if it so desires.

2     ENTRIES FOR THE COMPETITION:
2.1   The competition shall be open to all clubs being affiliated to Mainland Football.

2.2   Mainland Football shall call for entries during the month of July from teams wishing to
      compete in the Cup competition. Teams wishing to compete in the competition must register
      for the competition on or before 23rd July 2020.

2.3   Each team’s entry shall be accompanied by the designated entry fee of $250.00 + GST and be
      lodged with Mainland Football no later than 5pm, 5 working days prior to the commencement
      of the competition.

3     COMPETITION FORMAT:
3.1   All teams that have entered this competition shall compete on a knockout basis until two
      teams remain unbeaten.

3.2   Mainland Football shall set the Competition Calendar on which the successive rounds of the
      competition will be held, or by when one or more rounds must be completed. Games must be
      played on the dates specified unless otherwise approved by Mainland Football.

3.3   The Draw for the Preliminary round will be conducted 24th July 2020.

3.4   Draws for the Quarter Final, Semi Final and Final will be conducted the Thursday following the
      last game played in the current round.

4     CUP & MEDALS:
4.1   The English Cup Trophy is the property of Mainland Football. The holders are responsible for
      the loss of and any damage done to the trophy. The holder shall return the trophy to Mainland
      Football in good order by 31 August 2020. Mainland Football reserves the right to request the
      use of the English Cup Trophy for promotional purposes prior to this date, such request not
      to be unreasonably withheld.

4.2   The Steve Sumner Medal is awarded to the “Player of the Day for the Final” as nominated by
      Mainland Football or its nominee, in their sole discretion.

4.3   In addition to the trophies, Mainland Football shall present twenty-one (21) medals to each
      of the clubs in the final, plus four (4) to the match officials of the day.

4.4   Extra medals may be requested with clubs to cover the cost of these, unless otherwise
      approved by Mainland Football.
5       PLAYING OF FIXTURES AND MATCH VENUES:
5.1     The Competition Calendar for 2020 is as follows:

        Preliminary Round       – 4th and 11th August
        Quarter Finals          – 25th August & 1st/8th/15th September
        Semi Finals             – 29th September & 6th October
        Final                   – 17th October

5.2     For all rounds up to and including the Final of the competition, the team drawn first shall be
        deemed to be the home team.

5.3     Unless otherwise specified all matches will be played at English Park, except for the
        Preliminary Round.

5.4     In the Preliminary Round the ‘home team’ shall have first choice to provide a suitable venue.
        If the ‘home team’ cannot provide a suitable venue, then the away team will be allowed to
        provide a suitable venue. If neither team can provide a suitable venue, then Mainland
        Football will arrange for the match to be played on an alternative suitable venue.

5.5     All costs associated with use of a chosen venue will be covered by the hosting team. In the
        event neither team can provide a suitable venue, Mainland Football may, at their discretion,
        decide to cover the costs of hiring a suitable alternative venue.

5.6     No unauthorised ground markings shall appear on any ground unless otherwise approved by
        Mainland Football where applicable.

5.7     Where a game is not played at English Park, the hosting team shall be responsible for ensuring
        the ground is suitable for play. This may include but is not limited to providing; nets, corner
        flags, and changing rooms for both teams and the referees.

6       ELIGIBILITY OF PLAYERS
6.1     Unless a satisfactory reason is given, the team entered by a club must represent their full
        playing strength.

6.2     Unless otherwise stated in these Regulations, players shall be duly registered according to NZF
        Regulations on the Status and Transfer of Players and those of the appropriate affiliated
        Regional Association.

6.3     A player shall not in the same season play for more than one competing team in this
        competition.

6.4     Club player eligibility
6.4.1   In all matches of this competition, each player, must have been registered with his club prior
        to the playing of any match in the competition.

6.4.2   All players competing in matches in the competition which are played on or after 14 August
        must be registered members of their respective clubs as at 14 August of that year (and must
        continue to be registered members of that club on the date of the match). Any players
        registering with the club after 14 August are not eligible to participate in the competition.
6.4.3   All players competing in a match in the competition must be aged 16 years or above. If a player
        is younger than the age of 16, then that player must have dispensation from Mainland
        Football’s Football Development Manager.

7       WITHDRAWAL, PENALTY FOR FAILING TO PLAY AND REPLACEMENT:
7.1     Any team who default in their obligations after the publication of a draw shall be liable to a
        fine not exceeding one hundred dollars ($100.00) and may be suspended from competing in
        the competition the following year.

7.2     Teams must take all reasonable steps to arrive at a match on time. If they fail to do so they
        may be fined an amount not exceeding one hundred dollars ($100.00).

8       MATCHES PLAYED IN ACCORDANCE WITH LAWS OF THE GAME:
8.1     All matches shall be played in accordance with Laws of the Game.

8.1.1   The use of Temporary Dismissals (sin bins) System B will be applied for all rounds of play.

8.2     The minimum number of players a team must have to play shall be as determined by the Laws
        of the Game. If a team during any match is reduced, for whatever reason, to less than seven
        (7) players, the referee shall abandon the match. In the event that a match is abandoned then
        the decision as to whether the match is replayed will rest solely with Mainland Football. This
        decision will be final and not subject to appeal.

8.3     Technical Area
8.3.1   A Technical Area shall be marked out in front of the seated area for substitutes and technical
        staff. Such "Technical Area" shall be located one metre either side of the substitutes’ bench,
        to one metre from the touchline.

8.3.2   Each home club shall provide adequate seating for each person authorised to be in the
        Technical Area.

8.3.3   The occupants of the Technical Area shall be identified to the match official prior to the
        commencement of the match and must be included on the Team Card.

8.3.4   Only one person has the authority to convey technical instructions at any one time.

8.3.5   The coach and other officials must remain within the confines of the Technical Area except in
        special circumstances, for example, a physiotherapist or doctor entering the field of play with
        the referee's permission to treat an injured player.

8.3.6   The coach and other occupants of the Technical Area must behave in a responsible manner.

8.3.7   Only one person is permitted to stand.

8.3.8   Referees shall police the Technical Area and forthwith give notice in writing to Mainland
        Football of any breach under this clause.

8.4     Substitutes Bench
8.4.1   A maximum of twelve (12) persons are entitled to sit on the bench during a fixture, being
        comprised of no more than six (6) substitutes and no more than six (6) others. All occupants
of the technical area must wear different coloured tops to those worn by the club team they
        are associated with.

8.5     Substitution Rules
8.5.1   Up to a maximum of six (6) players may be listed as substitutes on the Team List on COMET,
        providing one of these is a reserve Goalkeeper. A team may name no more than 5 outfield
        substitutes.

8.5.2   Up to a maximum of five (5) players may be replaced across ‘three moments’, not including
        half time, up until the conclusion of normal time (90 minutes).

8.5.3   An additional substitution (and substitution moment) will be allowed if extra time is required.
        This will allow a team to make up to a maximum of six (6) substitutions across four (4)
        moments not including half time (120 minutes). Substitutions made at the conclusion of
        normal time (90 minutes) or at ‘half time’ of extra time WILL count towards one of these
        moments.

8.5.4   A goalkeeper may be substituted during kicks from the penalty mark to determine the winner
        of the match as per the Laws of the Game.

8.5.5   Any replacement players used must be one of the six (6) listed on the Team List on COMET as
        per 8.5.1 above.

8.5.6   The names of the substitutes must be listed on the Team List on COMET when presented to
        the referee prior to the match. Substitutes not so named may not take part in the match.

8.5.7   The completed Team List on COMET must be complete 24 hours prior to the game kick off
        date. Changes may be made after this time, but you must notify the referee on the day. The
        team list may be adjusted in case of an injury during the warm-up etc, up to kick-off, with all
        changes needing to be communicated to the referees on the day.

8.5.8   Teams wishing to make a substitution shall inform the relevant match official.

8.5.9   The substitution process must be in accordance with the Laws of the Game.

8.5.10 Substitutes may warm-up during the game subject to the dimensions of the ground but may
       not use a ball. A goalkeeper is permitted to use a ball to warm-up. Substitutes when warming
       up may be accompanied by one official from the Technical Area.

9       DURATION OF MATCHES, EXTRA TIME, DETERMINING THE WINNER BY KICKS FROM THE
        PENALTY MARK:
9.1     Each match shall last 90 minutes, comprising two periods of 45 minutes with an interval not
        greater than 15 minutes in between, plus any additional time.

9.2     If, in accordance with the provisions of these regulations, extra time must be played as the
        result of a draw at the end of normal playing time, it shall always consist of two further equal
        periods, not exceeding 15 minutes each, with an interval not exceeding five minutes at the
        end of normal playing time and including the two periods of extra time.

9.3     If at the end of extra time the result is a draw, kicks from the penalty mark shall be taken to
        determine the winner, in accordance with the procedure laid down by the International
        Football Association Board and published by FIFA.
10     TEAM COLOURS
10.1   Where the colours of two competing teams are similar, the visiting (second named team) team
       must change. A change relates to shirts, shorts and socks. Goalkeepers must wear colours to
       distinguish them from other players and the referee. The referee’s decision as to whether
       colours are similar shall be final.

10.2   It will be the responsibility of the visiting team to confirm that there is no clash of colours with
       the home team.

11     REFEREES, ASSISTANT REFEREES AND FOURTH OFFICIALS
11.1   Mainland Football shall be responsible for the appointment of the Referees and Assistant
       Referees for all matches. Where no appointment of Assistant Referees is made, each
       competing team shall appoint an Assistant Referee.

11.2   Where possible, a 4th official shall be appointed for the semi-finals and final.

12     MATCH BALLS:
12.1   The home team shall provide three (3) match balls in accordance with the Laws of the Game,
       Law 2.

13     RESULTS/TEAM CARDS
13.1   For all matches, a correctly completed Team List on COMET shall be entered by each team not
       less than 24 hours prior to the kick-off time. Changes may be made after this point with
       notification to the referees.

13.3   The final score shall be entered by the referee within 1 hour of match completion. In the event
       this is not possible, the final score must be communicated to Mainland Football within 1 hour
       of match completion by the referee.

13.3   All Match Information, including goal scorers, disciplinaries and substitutes, shall be entered
       by the referee within 48 hours following completion of the match.

14     DISCIPLINARY MATTERS:
14.1   Mainland Football shall be responsible for all disciplinary matters relating to players
       competing in the English Cup.

14.2   A player receiving three (3) cautions during the competition will be suspended for the next
       English Cup match.

14.3   A player that is sent off will be suspended for the next match in this specific competition.

14.4   If the team is knocked out of the English Cup the suspension will carry through to the next
       match in this specific competition.
14.5   All disciplinary sanctions shall be served within this competition only, except for where a
       player receives a direct red card for offences R7-R10 in the NZF Disciplinary Code. For these
       offences, the player will be suspended from all competitions until the suspension is served.

14.6   If a player commits a subsequent sending off offence (R12) or a suspension is imposed by the
       Mainland Football Disciplinary Committee the player will be suspended from all competitions
       until the suspension is served.

15     MISCELLANEOUS
15.1   Matters not provided for in these regulations and cases of force majeure shall be decided by
       Mainland Football. All decisions shall be final.

15.2   No person is entitled to bring this competition, Mainland Football, NZF, the game or any
       related issue into disrepute. Coaches and players and any other club members, are not
       entitled to communicate negative comments to the media or in any other public forum, aimed
       at any official, which results in such disrepute. Any person who breaches this clause will be
       liable to a fine of $500 per breach, at the sole discretion of Mainland Football.
