PROCEDURE TO BE OBSERVED • Tender documents are available on the National Treasury website. • Issue Date: Friday, 13 November 2020 • Closing date: 18 December 2020. • Bid closing date extended : Monday, 18 January 2021 • Submissions must be deposited before 12:00 noon at No:522 Impala Road Glenvista, main gate. • All submissions after closing date will be rejected. • Contact persons: Mpho Khutsoane and Johannes Sebothoma (Supply Chain). 3
VALIDITY PERIOD • The tender shall remain valid for a period of 180 days from the date of closing of the tender. Rand Water reserves the right to extend the validity period if required. 4
PRE-QUALIFIERS 1. Signed Form of Offer. 2. Letter of Good Standing from the Department of Labour or an Accredited Institution. 3. The bidder must have an existing operational office in the Eastern Cape. The bidder must provide proof of an existing and valid lease agreement or title deed or statement of business account or official letterhead confirming the business operational office address operating within the area where the services will be rendered. Rand Water reserves the right to inspect the existence of this office 5

SCOPE OF WORK • Urgent Procurement – Nelson Mandela Bay Metro and Sarah Baartman District Municipality • The procurement, on a supply and deliver basis, of two hundred (200) water storage tanks (5000l) – 100 x for Nelson Mandela Bay Metro – 100 x for Dr Beyers Naude LM • A further twenty (20) water tanker services for use in: – Nelson Mandela Bay Metro (x 10) and – Sarah Baartman DM (Ndlambe LM x 5) for a period of 2 months – Sarah Baartman DM (Dr Beyers Naude LM x 5) for a period of 2 months. 8
Evaluation Process Rand Water conducts a two stage evaluation process for all bids, intending to provide services or goods to the organization as follows: • First part of the evaluation process is the functionality evaluation (Technical part of the tender document). • All bids evaluated at this stage must achieve a minimum of 60% scoring. • Below 60 % will not be considered to second stage of the evaluation. Technical Evaluation will be based on: a) Record of Previous Experience relevant to the current scope/ work (with contactable client ref.) b) Overall Performance on Previous Work c) Quality Management Systems d) Human Resource Capacity e) Equipment Resource Capacity f) Risk Introduced by Bid Qualifications g) Project Risk Management h) Detailed Project Programme i) Method Statement j) SHERQ k) Technology Readiness Score l) Preliminary Life-Cycle Cost Analysis • Rand Water shall then apply the objective criteria in accordance with the PPPFA that will determine the evaluation outcome • Part of the functionality evaluation Rand Water also uses a Financial Tolerance Range • Award is then based on the preferential point system. NB: award based on quality of submission not reputation 9
RETURNABLE DOCUMENTS • Pay attention to all returnable under T Section and ensure that they appropriately returned. • Non-submission of any item listed only under the column “Required for Bid Evaluation” may result in the bid being rejected by the Employer. • Explanations for all for returnable are included 10
