Incorporated associations: current restrictions across
Victoria for attending meetings
Under the restrictions currently in place across Victoria, attending an
incorporated association meeting is not a permitted reason to leave
home. You are also not allowed to:

   • Gather in public places with more than one person, other than members of
     your household, or

   • Have visitors to your home, unless it is to deliver care or essential services.

Holding a meeting
If you need to hold an incorporated association meeting, you can:
• Use a teleconference, videoconference or other means of electronic communication.
  The Associations Incorporation Reform Act 2012 permits members to take part in general
  meetings by using technology that allows members to clearly and simultaneously communicate
  with each other, regardless of the incorporated association's rules about this.
• Use proxy voting.
  You must use a standard proxy voting form if the rules of the incorporated association require you
  to do so. Members must be given a copy of the form with the notice of the meeting. A person
  acting as a proxy must act honestly and in good faith, and exercise due care and diligence
• Apply for an extension of time to hold the annual general meeting (AGM).
  The Registrar is currently granting three-month extensions and waiving the usual fee.

Can your association run over the tradition Christmas break?

Would your members support a shorter break?

        • Christmas Day is a Friday
        • Can you play up to Tuesday 22nd or Wednesday 23rd December
        • Can you return w.c. 5th January

Are your facilities available?

        • Can you access all facilities over that period?
        • Is there scheduled maintenance that hasn’t been completed during lock down?
             • If so, can it be achieved before the end of October?
             • Is it actually needed? E.g. Floors re-sealed in January 2020 have had limited use

This could add up to 4 weeks of competition to some associations

Community Sport Sector COVID-19 Survival Package
Round 2 – Clubs
• Clubs who previously applied to the fund, will automatically receive an
  additional $500 payment. Clubs do no need to do anything to activate this
  funding, it will be deposited straight into your account.

• Clubs who did not apply or were unsuccessful in the previous round may
  apply for a $1,000 grant. This is a very simple application process; we
  encourage you to promote this to all of your clubs!

Round 2 - Associations
• Associations who previously applied to the fund, will automatically
  receive an additional $1,000 payment. You do no need to do anything
  to activate this funding, it will be deposited straight into your account.

• Associations who did not apply or were unsuccessful in the previous
  round may apply for a $2,000 grant.

• Round 2 applications close at 5pm on Friday 16th October 2020
Sporting Club Grants Program
Sport and Recreation Victoria's Sporting Club Grants Program provides
grants to assist in 3 areas:

   • Category 1: Uniforms or Equipment

   • Category 2: Skill Development

   • Category 3: Organisation Operational Capacity

Category 1 - Purchase of sports uniforms and equipment

  • Grants up to $1,000 to purchase uniforms or other equipment that
    is essential for participation, safety, or first aid equipment for
    immediate attention to injury that may occur participating in sport
    or active recreation

Category 2: Skill Development

  • Grants to improve the skills of organisation members by providing
    training for coaches, officials, administration staff and management
    committees.

  • Up to $2,000 for individual organisations.

  • Up to $5,000 for leagues, associations or an organisation who
    collaborates with multiple organisations to deliver training for a broad
    range of participants.

  • Grants of up to $5,000 to improve the operational effectiveness
    and efficiency of organisations through strategic planning

  • Or to increase community participation through accessible sport
    and active recreation opportunities such as alternative, modified
    or pilot programs.

Timing
Applications for 2020-21 will be considered in two assessment rounds.
Round 1 Applications Open: 25 August 2020 – 29 September 2020
Outcomes to be notified by December 2020

Round 2 Applications Open: 25 January 2021 - 26 February 2021
Outcomes to be notified by May 2021
Reimagining Health: A VicHealth Grant
• VicHealth is offering grants of up to $3K, $10K or $50K for local
  organisations who can support young people by creating meaningful
  social connection, providing opportunities for physical activity, or by
  addressing food security issues.

• These grants replace the Active Club Grants and Partnership grants so
  that all local organisations who can create meaningful social
  connection, opportunities for physical activity and address food
  security can apply.
Reimagining Health: A VicHealth Grant
• Applications open on 16 September and close 27 October 2020

• Register via the VicHealth Community Portal

• The application process is expected to take roughly 30 minutes

Australian Sports Foundation
Active Kids Grants
The Active Kids Grants are intended to support and encourage young Australians
into sports participation.

The grants will be made to fund projects that specifically target young Australians
aged under 20, by acquiring:
• Sporting Equipment
• Sporting Kit
• Sporting Uniforms

Grants up to $10,000

Eligibility
• Be volunteer run (no paid staff)
• Be registered with the Australian Sports Foundation (free and easy to register)
• Be a not for profit with an Australian Business Number (ABN)

JobKeeper 2.0 Update
JobKeeper 2.0 has been passed in Parliament and will apply from
September 29th until March 28th 2021.

There were some changes to eligibility requirements to what was first
announced.

JobKeeper 2.0
The JobKeeper payment is to be reduced and paid at two rates:
Tier 1: Employees who were working 20 hours or more per week in February 2020.
Tier 2: Employees who were working less than 20 hours per week in February 2020.

Phase 1 (Oct-Dec 20) rate of payment being $1,200 per fortnight for tier 1 and
$750 per fortnight for tier 2.
Phase 2 (Jan-Mar 21) rate of payment being $1,000 per fortnight for tier 1 and
$650 per fortnight for tier 2

New category of ‘legacy businesses’ who no longer qualify for JobKeeper 2.0
but still meet other requirements will retain the ability to make some
JobKeeper enabled directions with limits to manage their staff.
HR Considerations - JobKeeper
Considerations
The temporary changes to workplace laws have been extended with some changes.
• The extended provisions take effect from 28 September 2020. The last day that they apply is 28
  March 2021.
• Any JobKeeper enabling directions or changes to an employee’s days or times of work already in
  place on 27 September 2020 keep applying after this date as long as you continue to qualify for the
  scheme.
Extended provisions include:
• JobKeeper enabling stand down directions to work less or no hours.
• JobKeeper enabling directions to change duties or work location, or change days or times of work
What’s changed?
• Employers will no longer be able to use JobKeeper provisions to request employees to take annual
  leave. Those provisions will stop applying from 28 September 2020.
Volunteers
• Continue to engage with your existing volunteer base.

• Review training, admin tasks, sign up process and tasks.
• Consider splitting roles to make it easy as possible for volunteers to meet their
 commitments.
• Be flexible with last minute changes.
• Look for opportunities in this period. New volunteers may be available and
 interested in being more involved in community activities.
