1. ARMY OVERVIEW 1.1. The 2020 Force Structure Plan identified the need to create a coordination office for the implementation of robotics and autonomous systems across the land force, as well as the acquisition of a fleet up to a brigade size of un- crewed systems including vehicles. 1.2. The Army RAS Strategy1 identifies five fields that Army will benefit from in its core deployed task. These are: 1.2.1. Maximising Soldier Performance; through lightening the load physically and cognitively; 1.2.2. Improving Decision Making; through AI, data analytics and networks to make better sense of and understand the situation in conflict; 1.2.3. Generating Mass and Scalable Effects; through human-machine teaming, swarming technologies and optionally crewing platforms; 1.2.4. Force Protection; through removing soldiers from some of the most dangerous battlefield tasks including C-IED and CBRNE tasks; and 1.2.5. Efficiency; through improving logistics, maintenance and medical effects utilising AI, data analytics, autonomy and leader-follower technologies. 1.3. Army is hosting an Army Robotics Exposition 2021 (ARX 2021) and the Quantum Technology Challenge (QTC) 2021 (formally known as the Army Quantum Technology Exploration Day 2021) at the Brisbane Convention and Exhibition Centre (BCEC) on 20 April 2021, to facilitate observation and demonstration of RAS concepts and technologies. 1.4. ARX 2021 and QTC 2021 will provide an opportunity for Defence personnel including Capability Manager Delegates to view available technologies and innovations which may be applied to the future operating environment. 2. ARX 2021 and QTC 2021 OVERVIEW 2.1. ARX 2021 and QTC 2021 will be held at the BCEC on Tuesday 20 April 2021 in conjunction with the Chief of Army Symposium 2021, which begins the day prior. 2.2. The ARX 2021 program will include: verbal presentations from the main stage, static displays and physical demonstrations of ground and air based robotic systems within a designated demonstration area. 2.3. The QTC 2021 program will include: demonstrations and presentations from contracted Applicants, pitches from invited Applicants, and opportunities for 1 (https://researchcentre.army.gov.au/library/other/robotic-autonomous-systems-strategy) 3
both groups of Applicants to discuss and receive feedback from defence personnel. 2.4. The event will be promoted through defence media channels and provides an excellent opportunity to build networks within Defence. 2.5. The hours of operation are as follows EXPOSITION DAYS HOURS OF OPERATION Tuesday 20 April 0900 hrs to 1700 hrs 3. VENUE INFO 3.1. ARX 2021 and QTC 2021 will be held at the BCEC. A map of the venue is provided at Annex A. 4. EXHIBITION SPACE 4.1. As an exhibitor at ARX 2021 or QTC 2021, your company display space will consist of the following: 4.1.1. 6m x 6m square display space; 4.1.2. 50 inch TV with one (1) HDMI cable; 4.1.3. 1 x 10amp power lead with a 4 point power board; 4.1.4. 1 x small lockable cabinet; and 4.1.5. 2 x chairs for use during the day. 4.2. A map of the exhibitor floorplan is included at Annex B 4.3. The exhibitor list is included at Annex C 4.4. An example of the exhibitor stand is included at Annex D 4.5. Critical dates for all exhibitors to note are as follows: DATE TIME ACTIVITY 19 Feb 2021 1500 - 1700 Exhibitor Bump-In 20 Feb 2021 1700 – 1900 Exhibitor Bump-out 4
5. EXHIBITOR INFO 5.1. All questions regarding the ARX 2021 and QTC 2021 should be referred to the Exhibition Management Team whose names and mobile numbers can be found at page 9 of this Handbook. 5.2. Exhibitor staff are responsible for maintaining the cleanliness of their individual space. 5.3. Exhibitor staff are responsible for setup and pack down of their exhibits and ensuring that their displays are supervised at all times during operating hours. Each exhibitor stand must have no more than three (3) personnel present at anytime. 5.4. There is a small cabinet allocated to each exhibitor. 5.5. Exhibitors will have lunch provided for them and are responsible for all other meals. No external food or drink (less water) is to be brought into the Centre. 5.6. First Aid. There will be First Aid staff from the BCEC in attendance during the exposition to assist in an emergency. 5.7. Workplace Health and Safety (WHS) Issues. Mr Aaron Shearing (CASG Domestic Events) is the delegated exhibitor WHS Officer for ARX 2021 and QTC 2021 and can be contacted 0458 768 945. All staff are reminded of their obligations under the WHS Act 2011 and are to report any WHS issues to the Stand WHS Officer. To gain access to the venue during Bump-In and Bump-Out of the Exhibition, all persons (including all Exhibitors) must complete the mandatory induction detailed at para 9.2 and are required to wear a Hi-Visibility vest and sturdy enclosed shoes at all times during Bump-In and Bump-Out. Provision of Hi- Visibility vests are the responsibility of the exhibitor. 6. SECURITY AND EMERGENCY PROCEDURES 6.1. All personnel and exhibitors must wear their Exhibitor Passes at all times when attending ARX 2021 and QTC 2021. Any staff member who loses their pass must notify the Exhibition Management Team immediately. 5
6.2. On entry into the Exhibition area, bags, camera bags and packages may be subject to inspections by security staff. To minimise delays in accessing the site, staff should minimise the personal belongings they bring. 6.3. Do bring: 6.3.1. Business cards, Defence ID card, Exhibitor Pass and a minimal amount of personal belongings (preferably items that can be carried on the person, not stored). 6.4. Do not bring: 6.4.1. Bulky items or luggage that require storage as space is limited; or 6.4.2. Pull up banners as they create trip hazards and obscure artwork. 6.5. Personal luggage is to be left at your hotel or car as there is no space for luggage storage in the hall. 6.6. No responsibility will be accepted for items left unattended anywhere in the Exhibition. People leaving valuables and personal belongings in these facilities do so at their own risk. 6.7. Unattended bags and belongings may be considered a security risk, and will be referred to event security staff for action. 6.8. Suspicious objects or persons behaving in a suspicious manner should be reported immediately to event security. 6.9. Emergency Procedures. A copy of the BCEC Emergency Procedures and Evacuation Procedure is available at Annex E. 6.10. Fire Protection. At all times clear access must be provided to firefighting equipment. No items should be placed in front of fire cupboards and hose reels located within the Centre or on the loading docks. 7. EXHIBITOR STAFFING 7.1. Exhibitors must maintain their exhibits throughout the entire period of the exhibition. 7.2. Individual exhibits are to be staffed 15 minutes before the official opening time until 15 minutes past the official closing time. Stand opening hours are listed at Para 2.4. 6
7.3. To ensure compliance with BCEC and QLD Government protocols relating to COVID-19, companies will be limited to three (3) exhibitor passes for personnel attending ARX 2021 or QTC 2021. 8. DRESS 8.1. Dress for ARX 2021 and AQTC 2021 is as follows: 8.1.1. Civilians - Business attire. 9. BUMP-IN 9.1. Bump in for the Exhibition will occur Monday 19 April 2021 from 1500 hrs - 1700 hrs. 9.2. Exhibitors must complete the mandatory BCEC safety induction course located in advance of the bump-in date and bring with them proof of attainment. To access and complete the safety induction visit www.bcec.com.au/safety-induction/ 9.3. To gain access to the venue during bump-in, all persons (including all Exhibitors) must wear high-visibility clothing (e.g. vest, t-shirt) and sturdy enclosed shoes at all times in the Exhibition halls during bump-in of the exhibition. Persons not complying with this policy will be denied access to these areas. 9.4. All exhibits are required to have sufficient staff on site to set-up their display areas within the allocated times. All set up must be complete by NLT 1700 hrs Monday 19 April 2021. 10. BUMP-OUT 10.1. Bump-Out for all exhibitors is Tuesday 20 April from 1700 hrs to 1900 hrs. As with Bump in, all persons (including all Exhibitors) must wear high-visibility clothing (e.g. vest, t-shirt) and sturdy enclosed shoes at all times in the Exhibition halls during the bump-out of the exhibition. Persons not complying with this policy will be denied access to these areas. 10.2. Exhibitor staff must pack models/displays in their individual freight containers. No responsibility will be taken by the Exhibitor Management Team or the freight handlers for models or kit that is not packed appropriately. 10.3. Any material which is not packed and clearly labelled by 1900 hrs Tuesday 20 April 2021 will be disposed of. 7
11. ADMITTANCE TO ARX 2021 and QTC 2021 11.1. All personnel attending ARX 2021 and QTC 2021 must be registered as an Exhibitor. You will not be able to gain entry using your Defence / civilian ID card only. Personnel who have been identified to work on your exhibit at will be issued with an Exhibitor's Pass. 11.2. Exhibitors will need to self-register using the applicable link below. Each exhibitor will receive an email confirmation and physical passes will be mailed to the address provided. Please ensure that all details entered are accurate. All exhibitors will need to bring their Exhibition pass and wear at all times during the event. 11.2.1. LOGISTICS AND TRAVEL ARRANGEMENTS 12.1. All exhibitors participating in ARX 2021 and QTC 2021 are responsible for making their own travel arrangements including payment in relation to accommodation and transport. 12.2. There is car parking available at the BCEC. Current all day parking price is $35 but is subject to change. Parking details are at Annex F. 13. SOCIAL MEDIA AND IMAGE POLICY 13.1. While Defence does not wish to stifle conversation on social media sites, users must not post or upload any comments or links to Defence social media presences or other personal presences that are unlawful, or may defame, discriminate, offend, interfere with privacy or infringe copyright or other intellectual property rights. Defence reserves the right to moderate comments and may remove any comments that, in Defence’s opinion, are inappropriate. 13.2. Defence does not necessarily endorse, support, sanction, encourage, verify or agree with the comments, opinions or statements posted by users/members on Defence social media presences. 13.3. Any information or material placed online by users, including advice and opinions, is the view and responsibility of those users and does not necessarily represent the views of Defence. 13.4. Your comments/replies/content must not include any material that: 13.4.1. defames, abuses, bullies, intimidates, harasses or otherwise violates the legal rights of any person; 13.4.2. discriminates against or vilifies a person or section of the community on account of race, ethnicity, nationality, gender, age, sexual preference, religion, disability, mental illness or political belief; 13.4.3. contains nudity, offensive, obscene or inappropriate language or material, hate speech, violence, threats, sexist or racist material or any other material that is considered indecent or degrading to any person or section of the community; 13.4.4. constitutes 'trolling' or is deliberately disruptive or provocative; 13.4.5. is illegal or infringes any third-party intellectual property rights (such as copyright); 13.4.6. contains personal information you do not wish to be available to the public, or contains personal information about anyone else without their consent; 13.4.7. is fraudulent, incorrect, misleading or deceptive; 13.4.8. personally, and negatively identifies a Defence staff member. 13.5.
