01 AN INTRODUCTION FROM STEVE SHERRY, CEO RBLI is now in the third successful year of its exciting 10 year strategic plan – Improving Lives Every Day. Investment, growth and innovation feature largely in our aspirations. A key objective is growing and developing our amazing services on our 75 acre Village site in Aylesford, Kent. The physical development is progressing at pace with 24 new apartments completed last summer, a new 15 bed extra care and day care facility being built now and later this year a total refurbishment of our 50 bed high dependency care home into 2 separate services; dementia care and high dependency. In addition, we have just received planning consent for Phase 2 of our Centenary Village which will see an extra 65 new units; a mix of apartments, assisted living and houses, built over the next 3 years. All of this is on top of the existing facilities which house over 250 Veterans and their families. Of course, the buildings are only the enabler and the absolute top priority is to build a team which can design, develop and implement the appropriate services for our Veterans and families of today and tomorrow whilst delivering exceptional care and welfare development services beyond statutory requirements. There will be a need for the Director to pull together a wide range of external stakeholders to enable collaborative solutions for our embryonic STEP-IN (personal development) programme. RBLI will be 100 years old in 2019 and yet has a modern and commercial take on delivering charitable objectives. I am seeking a Director Care and Welfare who can add real value to the Senior Management Team, will become recognised as a leading light in the provision of integrated social, health and employment services and will successfully lead our Care and Welfare Services over a period of considerable growth and change. I am looking for an individual; with the passion, compassion and exceptional strong leadership qualities to deliver RBLI’s care and welfare services and achieving National recognition for excellence. 02 ABOUT RBLI HISTORY From the battlefields of the First World War, many soldiers left to find they were now fighting a personal battle against tuberculosis. In 1919, we began helping thousands of the 55,000 soldiers who were discharged from the service with tuberculosis. In 1920, Industrial Settlements Incorporated purchased Preston Hall which was home to 240 ex- servicemen and women. This was the start of a Village ideology where healthcare, training and employment was provided. Shortly after the end of the Second World War our name was changed to British Legion Industries (Preston Hall) Incorporated. We are proud to be a sister charity of the British Legion, with a shared ethos of supporting the Armed Forces community. In the 1980s and 1990s a range of accommodation was built including Mountbatten Pavillion, Gavin Astor House and Prince Philip Lodge, and in the early 2000’s we began our LifeWorks courses, providing employment support to Veterans across the UK. This has since expanded, and we now also deliver courses abroad and to the families of serving personnel. RBLI was awarded National Charity Times Awards Charity of the Year in 2013. At this point, we had been providing training, employment and support to the Armed Forces community and disabled people for 94 years. In 2016, we re-launched our social enterprise as Britain's Bravest Manufacturing Company (BBMC), which provides employment for a team of over 100, 70% of whom are either ex-service or have a disability/health condition.
TODAY Today RBLI is an organisation with revenues of £17.2m and over 350 employees. We support veterans as well as people outside of the Armed Forces community. We provide employment to veterans in our Social Enterprise and support those struggling to adjust to civilian life, while also offering a range of accommodation on our village and employment support to those out of work. It is no surprise then that during 2016, RBLI was visited by no less than four Ministers – all of them keen to understand more about the values, and the operational models, that lie behind our exciting and life- changing results. Penny Mordaunt, Minister for Disabled People, Health & Work, who visited in December 2016, spoke on ITV explaining that she was keen to find out whether RBLI’s approach, and positive outcomes, can be replicated. We launched our exciting ten-year strategy, Improving Lives Every Day, on 1st June 2015. Building on our proven success, the intent is to grow and further develop RBLI’s charitable offering by increasing our national reach, integrating modern facilities, and introducing collaborative and innovative new programmes. CORE DIVISIONS RBLI Employment RBLI Employment provides support to those who are long-term unemployed or have disabilities or health conditions. It provides back-to-work support, skills training and support for disabled people to help them stay in work. Many of our programmes are delivered on behalf of, or funded by, organisations such as DWP, the Big Lottery, and the European Social Fund. Britain’s Bravest Manufacturing Company BBMC is the fastest growing road signs company in the country and recently won the prestigious national network rail tender to become their sole supplier of lineside signage. It employs over 120 people, more than 70% of whom have a disability or health condition. BBMC manufacture a range of products for both the public and private sectors, generating revenue and creating employment opportunities for injured exforces personnel and people with disabilities and health conditions. RBLI Living RBLI Living offers accommodation, welfare support and convalescent care to more than 300 people on the RBLI village in Kent, providing independent living in a safe and homely environment. This includes our nursing home Gavin Astor House, assisted living scheme, Queen Elizabeth Court, and a wide range of single veteran and family housing. STRATEGIC GOALS 1. Further develop a thriving community with a fit-for-purpose integrated and comprehensive suite of care, accommodation, welfare and employment services and facilities on the Royal British Legion Village in Aylesford. 2. Build a 21st Century social enterprise and employment academy. 3. Build a resilient work, health and training services business, ‘best in class’ at working with people with disabilities, health conditions and those furthest from the workplace. 4. Develop and deliver ‘best-in-class’ pre-employment support for the Armed Forces community, centred on sustainable and relevant variants of LifeWorks programmes across the whole of the UK. 5. Secure funding, sponsorship, awareness, and profile, to deliver the strategic goals and achieve national reach.
03 ROLE OF DIRECTOR OF CARE AND WELFARE 2016/2017 has been a transformational year and this is a particularly optimistic time for our Village, with the opening of new homes for our most vulnerable veterans, and with many more facilities to open within the next 18 months all part of an ambitious £20m plan for Village expansion. PURPOSE OF POST This role is the lead operational Director at the core of RBLI’s charitable delivery of care, welfare and personal development to what will soon be over 400 residents of our care and housing provision on RBLI’s Village in Aylesford. The principal objective, as ever, will be to develop people, services and programmes to meet the current and future needs of residents. The Director will; • ensure that a strategy is in place to plan for the housing provision, this is set to almost double in the next 3 years. • plan for care provision which is expected to grow by 30% and alter significantly in the range and scope of care provision. • design and lead all the programme changes necessary to meet these challenges KEY RESPONSIBILITIES CARE • To be responsible for the provision of high quality care and nursing to residents in RBLI’s care facilities in Aylesford. Currently 50 beds high dependency care; 40 rooms of assisted living with domiciliary care agency. • To plan the change in care service at GAH with the provision of 24 beds for dementia, 24 beds for high dependency, a day care centre for up to 50 and 40 beds assisted living by mid-2019. • To plan the further increase of 24 rooms in assisted living in 2020. • To take ownership for delivery of a CQC rating of GOOD moving to OUTSTANDING • To continually develop RBLI’s STEP-IN welfare programme to circa 250+ residents growing to circa 350 by 2021. • Collaborate with The Royal British Legion (our sister charity) and other service charities in the design and delivery of our welfare and personal development programmes to support Veterans.
INFLUENCE • Represent RBLI nationally as the leading provider of integrated care, housing and employment services. • To be responsible for the engagement of key stakeholders for the support and promotion of RBLI’s care and welfare provision to veterans STRATEGY AND PLANNING • Responsible for the development and implementation of an effective 3 year business plan in line with RBLI strategy • Responsible for the effective delivery of the above to time and budget • As a member of the SMT, provide input to the further development, design, planning and implementation of RBLI’s Improving Lives Every Day Strategy • To keep abreast of the changes in policy at local and national level in provision of care and support COMPLIANCE • To be accountable in ensuring that all necessary systems and processes are in place that provide the appropriate level of compliance and governance to satisfy the CE, Board of Trustees and external stakeholders. • Act as the nominated individual for GAH and Domiciliary Care Agency • Act as the secretariat for the Care Sub-Committee COMMERCIAL/FINANCE • To be responsible for the delivery of the annual budget • To seek input and approval for the annual budget and to ensure that it is sufficient to achieve the overall 3 year plan • To ensure that the CE receives timely monthly performance reports and KPI’s for areas of responsibility LEADERSHIP • To lead by example • To ensure that direct reports have clear and measurable objectives • To maintain the overall motivation of staff within your area by winning hearts and minds To ensure that the values of RBLI are lived • To ensure that the values of RBLI are lived • Deliver an evidence based culture, which is person centred, meets the need of commissioners and potential funders. • Promote cross organisational working and learning
INFLUENCE • Lead Director for external engagement on all care, health, and housing with external stakeholders in the Armed Forces space including COBSEO, MoD, TRBL, other charities plus Veterans, serving personnel and families. • RBLI’s national advocate on the integrated care, social and employment model.
04 PERSON SPECIFICATION The successful candidate will be a dynamic and communicative leader, capable of winning trust, and will bring: PERSONAL QUALITIES • Exceptional leadership and motivational skills • Team player • Influencer at all levels • Strong organisational skills • Passion for care and welfare ESSENTIAL KNOWLEDGE, EXPERIENCE AND QUALIFICATIONS: • At least 2 years proven experience at Director level in either care or welfare or both – including experience of operating in a tightly regulated environment • Experience of building and developing diverse and high performing teams • Candidates must possess degree or similar level professional qualification in a related profession • Proven commercial and financial experience • Evidence of operating at a strategic level or the ability to step up OTHER DESIRABLE EXPERIENCE: • Experience and qualifications in the delivery of programmes supporting those with mental health/addiction issues. • Experience of working with veterans and their dependants • Experience of commercial health care provision
