Achieve 3000 Supplemental Reading Program Program Review May 1, 2015
A. Executive Summary Supplemental Materials Purpose Achieve 3000 offers Collier County Public Schools’ students the opportunity to engage with rigorous readings in order to improve Lexile levels and be College and Career Ready. The Achieve 3000 online platform adapts to the individual student and differentiates the grade-appropriate topic to each student in the class. These materials have been used with the intensive reading course, which primarily consists of fluent readers who do not meet proficiency standards according to state-wide assessment data. Content focus Students have online access to the Achieve 3000 materials that have been assigned by the teacher and are based on the students’ individual Lexile levels. These materials address each student’s needs and build to a stretch article with accompanying tasks that are based on the grade level Language Arts Florida Standards (LAFS). Student performance Measures These materials are used with those students not meeting proficiency standards on the state’s English Language Arts (ELA) assessment. Students engage with readings and in associated reading response tasks in order to increase their Lexile levels and strengthen their reading skills. Interventions Supported Achieve 3000 allows for differentiation for each student without singling out at-risk learners; additional supports are also provided to facilitate the Multi-Tiered System of Supports (MTSS) model. Students work with articles at their reading-level and grade-level in order to ameliorate their reading deficits. Instructional personnel may utilize the student’s individual scores from embedded assessments for data tracking necessary for 504 Plan and Individualized Education Plan (IEP) monitoring. The instructional materials are accessible to students with diverse needs and learning styles. Besides leveled texts, each contains visual aids, graphic organizers, etc. to support student learning. Connection to strategic plan goals/KPIs The supplemental reading materials support the district’s goal to “narrow achievement gaps on statewide accountability assessments.” Students who have not met the proficiency standards on the state reading assessment engage with these materials to strengthen their literacy skills as aligned with the LAFS. Alternative programs considered Achieve 3000 has been in use in Collier County for the last few years. These instructional materials have been updated to align with the new state literacy standards. Achieve 3000 provides assessments that are in alignment with the state’s test item specifications and has enhanced the level of reading remediation to now include a phonologic awareness component which means that it can be used with both intensive reading and intensive language arts students. NewsELA was considered, but is aligned to the Common Core State Standards. NewsELA updates its website daily, which raises a concern regarding the content that may be added to this site and would place an additional burden on the teacher to vet articles. Cost Achieve 3000 was analyzed for its current and continued use in Collier County Public Schools. The cost detailed below is for a 3-year renewal of materials. Furthermore, the cost for Achieve 3000 includes licenses for Achieve Summer, which can be used for summer school starting in 2016. Achieve 3000 - $1,197,675.00 for 3 years which is inclusive of multi-school, multi-year, and Summer Achieve discounts Statement of Recommendation Based upon instructional personnel feedback and usage reports, staff recommends the purchase of Achieve 3000 instructional materials for students in Collier County Public Schools for the 2015 – 2016 through 2017 – 2018 school years.
B. Company Review Achieve 3000 For more than 13 years, Achieve 3000 has been established as a leader in differentiated instruction. The vision at Achieve 3000 is simple: ensure each and every student is on an individualized path to College and Career Readiness. The premise behind Achieve 3000’s approach is to improve Lexile levels and to prepare student for the rigors of College and Career by meeting each student at his or her individual reading level. Materials and instruction focus on grade level ELA standards and include the following: TeenBiz3000® for students in grades 6 – 8 Empower3000® for students in grade 9 – 12 Achieve Language® for English language learners Achieve Summer® for summer programs serving grades 2 - 12 Achieve 3000 delivers literacy programs for some of the largest states and districts in the country including El Paso ISD, The Hawaii Department of Education, Miami-Dade County Public Schools, and Lee County (FL) Public Schools. Overall, Achieve 3000’s platform and services support more than 1.5 million students and over 150,000 educators in the U.S. and abroad. The Achieve 3000 platform is tailored to Florida’s ELA standards to include: Literacy across the Content Areas – nonfiction passages from science, social studies, etc. in order to expose students to passages from all areas Response to Intervention – the platform allows for differentiation based on individual student needs Alignment to FSA test item specifications – inclusion of technology-enhanced items similar to those that will be seen on the state’s ELA assessment Furthermore, Achieve 3000’s platform includes a data portal so that teachers may immediately analyze their students’ performance and administrators may monitor both usage and performance data across the school building. Achieve 3000 is built around a 5-step literacy routine: respond to a Before Reading Poll, read the Article, Do the Activity Questions, respond to the After Reading Poll, and answer the Thought Question. The routine embeds the idea of simple rigor into each step, providing independence by allowing students to readily move through the lesson by clicking on the appropriate tab, giving students multiple opportunities to read and collect information, track progress towards key program goals with progress metrics displayed on the dashboard, and develop metacognition and autonomy.
