Chaplain’s Report

Here we are with February having quickly
disappeared and March being the harbinger of what
I wish for all to be a beautiful spring.
Having said that, I realized that the past year has
left me with many opportunities to reflect and
contemplate our current universal situation. I’m
more than positive I’m not alone in that arena of
speculation regarding what has brought us to the
cataclysmic state of our existence today.
Considering the extent of all the out-of-the-ordinary
factors that have been visited upon us, it is easy
to think the G.A.O.T.U. in his infinite wisdom, is
sending us messages much like those he sent to the
Egyptians in the time of the great Exodus as related
in the Old Testament.
Is it possible, the tornadoes, floods, pandemics,
fires, climates changing, ice storms etc., resulting
from the reversed polar vortex and more are
reminiscent of the Ten Plagues he visited upon
Pharaoh and the Egyptian people?
We of the Masonic Order have professed a deep and
loving appreciation of our creator, and as Masons,
Shriners, Scottish Rite and York Rite members, we

Not much has been going on with the ice

After thirty-five years in the public school system
I retired, only to accept a teaching position the
next day in a Catholic Vocational High School
in Philadelphia. A little more than four and a
half years later, I opted for full retirement from
teaching. My consulting still exists on a very
limited basis allowing me to enjoy the many
fruits of life here in the pacific northwest.
Some twelve years ago, we became grandparents
for the first time and this immediately gave us
impetus to sell two homes, ship the cars and
move here while bringing my 92-year-old mother-
in-law with us.
Shortly after settling here, my older son and
I demitted from our blue lodge and quickly
became enmeshed in Milwaukie #109. I joined
Al Kader and was deeply honored last year, for
the opportunity presented to me by I. S. Carl
Thompson to serve as Chaplain for the Nobility
and their families. This position has enabled a
monumental change in me as a Shriner, a man,
and a human being.

Noble John Smith, Al Kader Historian

     John Richard Newton Bell – Original Petitioner, Charter Member and
     1st Divan

           Rev. Dr. J.R.N. Bell was born about 1845 in Virginia. He was a
     confederate prisoner of war during the Civil War. After the war, Bell
     took a teaching job to earn tuition money and later graduated from
     college with a degree in theology. Bell then spent 3 to 4 years
     preaching in Arkansas before coming to Oregon in 1879.
           He became one of the founders of the athletic program at OR.
     Agricultural College (a.k.a. OSU). Following the very first “Civil War”
     football game between OSU and UofO, he got a little excited; he rushed
     down the hill to the bank of Mary’s River in Corvallis and threw his top
     hat into the river (see photo). After that, whenever OAC (OSU) would
     defeat UofO, Bell would repeat this historic hat-dunking. From 1921 to
     1953, the OSU Beavers played their football on Bell Field.
           He joined Al Kader while he lived in Baker City in 1888. Bell
     served as Masonic Grand Lodge Chaplain from 1877-1928 and was
     named Honorary Past Grand Master.
           Bell finally settled in Corvallis, OR. in 1907, where he died in 1928.
     He was buried there “within a hat’s toss of the Marys River”.

Philip S. Malcom – Original Petitioner, Charter Member and 1st Divan

      Noble Malcom was born in 1847 into a family whose roots
reached back to before the Revolutionary War. He was the great-
nephew of Alexander Hamilton. He was also the great-grandson of two
Revolutionary War Generals.
      Malcom was educated for a mechanical and electrical engineer’s
career but, in 1868, he started traveling instead, which took him to
many parts of the earth. He first ventured to Panama where he worked
for the Panama railroad until 1876. From there he moved to London
and then Australia, where he was engaged in the mercantile business.
He came to Portland, OR in 1882 and was employed by the Oregon
Railroad & Navigation Company. In 1894, he was elected Grand Master
of the Grand Lodge of Oregon.
           He entered politics in 1900 when he was elected “Recorder
of Conveyances” for Multnomah County and, in 1907, he was
appointed to the role of “Collector of Customs”. Later, he was the head
of the Colonial Fire Insurance Company.
      He died in Portland in 1929 at the age of 81.

     Knapp, Richard Baxter – Original Petitioner and Charter Member

           Richard Baxter Knapp was born in 1838 in Ohio. After completing
     a course at an academy, he went to Wis. in 1858. In 1859, he went
     from New York, to Panama, to San Francisco and finally on to Oregon.
     Soon after his arrival in Portland, he secured a job with what became
     Knapp & Hull. For 35 years he was with the firm as implement dealer.
     Later, he was president of Baggage and Omnibus Transfer Company.
     Logan, Dr. Hugh - Original Petitioner and Charter Member

           Dr. Logan was born in Dayton, OR in 1850. He practiced medicine
     in The Dalles as an ”allopath” - one specializing in the use of anti-
     biotics. He then moved to The Dalles. He regularly took the train to
     Portland for Masonic meetings. He died in The Dalles in 1913.

Gibons, Rupp Franklin – Original Petitioner

“SUDDEN DEATH OF R.F. GIBONS”
      “Prominent Citizen Of This City Passed Away Last Wednesday.”
     Rupp Franklin Gibons, one of the prominent men of The Dalles and
Wasco County, died at his home about 12 Wednesday night, death
resulting from heart failure after a brief illness of about a week. Mr.
Gibons was born October 12, 1832 at Allentown, Pennsylvania. He
removed from there, in his early years, to Princeton. From Princeton,
he removed to The Dalles, becoming an Oregon pioneer and farmer on
Chenowith Creek. Later, he went into the hardware business with J. M.
Marden and A.S. McAllister of The Dalles. After the fire of 1891, in
which the store was destroyed, he became engaged in the real estate
and fire insurance business with Marden and devoted his time thusly
until his death. Mr. Gibons was mayor of The Dalles in 1885. He also
held the office of Wasco County Clerk for 13 years. He was Past Master
of Wasco Lodge Number 15, Past High Priest of The Dalles Chapter
Number 6. He was a Royal Arch Mason and Grand High Priest of the
State of Oregon, as well as Generalissimo of Columbia Commandery of
the Knight Templars. He was a member of the Al-Kader Temple Nobles
of the Mystic Shriners.”

FUNDRAISING ACTIVITIES
     It is natural to associate the fez with Shriners Hospitals for Children. Because of this, meticulous attention must be given to all
     fundraising activities, including circuses, to make certain that such activities comply with the law of the land and that a contributor is
     not led to believe that his money will be used for the Hospitals when all or a portion thereof will be used otherwise. The integrity of our
     charity and of our fraternity must remain above reproach.
     Your specific attention is called to the following fraternal and charitable bylaws:
     §335.3 Use of Name “Shriners Hospitals For Children.” The use of the name “Shriners Hospitals for Children” or reference to the
     Hospitals in connection with any fundraising activity by a temple or Noble without the written consent of the Imperial Potentate and the
     chairman of the board of trustees of the Hospitals is prohibited.
     §503.11 Commercial Use of Name. The use of the name “Shriners Hospitals for Children” or reference to the hospitals in
     connection with any commercial product or business enterprise is prohibited unless the written consent of the boards of directors
     and trustees has been first obtained.
     Now, therefore, IT IS HEREBY ORDERED:

     1.   Fundraising for Fraternal Purposes: (a) No Noble (in his capacity as a Shriner), club, unit, organization of Nobles or affiliated or
          appendant corporations, shall engage in any fundraising activity without the express written consent of the Potentate of the temple
          having jurisdiction thereof.
          (b) There can be no representation, express or implied, that the proceeds will be for the benefit of Shriners Hospitals for Children.
          (c) The temple Potentate shall carefully examine all phases of the advertising, promotion and solicitation to determine that it
          complies with §335.3 and §503.11 of the fraternal and charitable bylaws and that there is no representation, expressed or implied,
          that would lead a reasonably prudent person to believe that the proceeds will be for the benefit of Shriners Hospitals for Children.
          If the Potentate is in doubt, he must receive the opinion of the Imperial Potentate who, after consultation with the Director of
          Temple Accounting, shall make the final determination.
          (d) The temple Potentate must approve the terms and provisions of any contract for a fundraising activity after receiving the advice
          of the temple attorney, and, additionally, as may be required by the temple bylaws.
          (e) A copy of the temple Potentate’s written consent shall be mailed to the Executive Vice President, Shriners International. Further,
          such written material pertaining to the fundraising activity, as requested by the Executive Vice President, Shriners International,
          shall be promptly mailed to him.

     2.   Fundraising for Charitable Purposes: (a) No Noble (in his capacity as a Shriner), club, unit, organization of Nobles or affiliated or
          appendant corporations shall engage in any charitable fundraising activity other than for Shriners Hospitals for Children. Permission
          therefor must be first obtained in writing from the temple Potentate. The temple Potentate must then obtain written permission
          from the chairmen of the boards of directors and trustees. This request for written permission shall be sent to the Executive Vice
          President, Shriners International, P. O. Box 31356, Tampa, FL 33631-3356. No charitable fundraising activity shall be held in the
          jurisdiction of another temple without the written permission of the Potentate of that temple.

          A joint charitable fundraising activity with another 501(c)(3) charity may be authorized, provided that a minimum of 50% of the
          net proceeds are for the benefit of Shriners Hospitals for Children, and the chairmen of the boards of directors and trustees
          determine, on a case by case basis, that it is in the best interest of Shriners Hospitals for Children and they grant their written
          permission for the activity.
          A charitable fundraising activity conducted by a temple located outside of the U.S.A. may be authorized for other charities,
          provided that the chairmen of the boards of directors and trustees determine, on a case by case basis, that it is in the best
          interest of Shriners Hospitals for Children and they grant their written permission for the activity.

          (b) All Shrine temples and their units, Shrine clubs, Shrine Associations and their units and Imperial Sessions of Shriners
          International are prohibited from engaging telemarketing firms and direct mail firms to assist with fundraising for Shriners Hospitals
          for Children. Any existing contracts may be completed, but not renewed. No new contracts are permitted without first obtaining
          written permission from the chairmen of the boards of directors and trustees.
          (c) 100% of net proceeds (as defined in the Charitable Fundraising—Approval And Reporting provisions of this General Order) from
          charitable fundraising must be given to Shriners Hospitals for Children except for such portion thereof as may be permitted to be
          retained for the temple Shrine Hospital Patient Transportation Fund, pursuant to the Special Purpose Funds provisions of any
          General Order. Provided, however, if the chairmen of the boards of directors and trustees determine for good cause shown, that
          the law of the land requires that a portion of the net proceeds must be distributed locally, then they may, if they determine it to be
          in the best interest of Shriners Hospitals for Children, grant their written permission for such distribution. The remaining net
          proceeds from charitable fundraising must be given to Shriners Hospitals for Children and may not be designated or restricted in
          any way other than for research at one or all of our hospitals.

(d) The temple shall report the result of each charitable fundraising activity within sixty days of the activity, pursuant to the
     Charitable Fundraising—Approval And Reporting provisions of any General Order.
     (e) This section shall not apply to activities exempt under §335.4(b) of the bylaws of Shriners International.
     (f) Each independent corporation or entity that receives the permission of the chairmen of the boards of directors and trustees to
     raise moneys for Shriners Hospitals for Children, and which does not have its financial statements reviewed pursuant to §§334.6 &
     337.8 of the bylaws of Shriners International, shall have its financial statements audited by a certified, chartered or licensed public
     accountant and shall submit such audit report to Shriners International within 120 days of the activity.

3.   Statement of Purpose and Disclosure:(a) Every fundraising activity must contain factual information on its solicitation material,
     tickets, programs and documents, including all electronically transmitted material, regarding the use of the proceeds.
                   Examples:      “Proceeds are for the benefit of ( Shriners) ( Shrine club) activities.”
                                  “Proceeds are for the benefit of Shriners Hospitals for Children.”

     (b) Every fundraising activity which is not entirely for the benefit of Shriners Hospitals for Children shall prominently state on all
     solicitation material, including tickets, programs, documents and electronically transmitted material, that “payments are not
     deductible as charitable contributions.”
     (c) There must be compliance with the Revenue Act of 1987 provision of any general order by U.S. temples.

4.   Compliance with Applicable Laws:
     It is the responsibility of the temple Potentate, after receiving the advice of the temple attorney, to determine that there is
     compliance with all applicable laws in its jurisdiction for the temple’s fundraising activities.

5.   Financial Records:(a) The temple shall maintain detailed financial records pertaining to all fundraising activities involving Nobles,
     clubs, units, organizations of Nobles and affiliated and appendant corporations. Details of all revenues and expenditures shall be
     maintained in such financial records.
     (b) The temple must retain such detailed financial records for a period of seven (7) years.
     (c) There must be compliance with Financial Reporting on Charitable Funds and Activities provision of any General Order.

6.   Notification to Nobility:
     A copy of the Fundraising Activities provisions of this General Order shall be printed in the temple publication at least once every
     calendar year. If there is no temple publication, then a copy shall be mailed to each Noble in the temple not later than the last day
     in March of each calendar year.

7.   Prior Permission:
     Every Noble (in his capacity as a Shriner), club, unit, temple, organization of Nobles or affiliated or appendant corporations is
     prohibited from entering into any telemarketing agreement or contract to raise money for the benefit of Shriners Hospitals for
     Children without first obtaining written permission from the chairmen of the boards of directors and trustees. This request for
     written permission shall be sent to the Executive Vice President, Shriners International, P. O. Box 31356, Tampa, Florida 33631-
     3356.

8.   Discipline:
                                        2
     Any officer, Noble or temple which violates a provision of Fundraising Activities is subject to discipline pursuant to the bylaws of
     Shriners International.

9.   Shriners International Education Foundation:
     Notwithstanding the previous provisions of FUNDRAISING ACTIVITIES stated above, Nobles may contribute, encourage other Nobles
     to contribute and engage in charitable fundraising activities directly to Nobles and their families for the benefit of the Shriners
     International Education Foundation.
