Challenges in German transport sector: GHG-emissions and energy dependency. GHG-emissions in transport in mln tonnes Share of transport in total GHG-emissions at 20 % National targets for reduction of GHG- emissions compared to 1990 (federal energy concept) – 40 % until 2020 – 80 % until 2050 EU-targets for GHG-emissions in transport (EU white paper): – 20 % until 2020 (to 2008) – 60 % until 2050 (to 1990) More than 90 % dependency on crude oil in transport fuel market. Alternative fuel vehicles (AFVs) are one of the relevant measures towards achieving the targets Source: Voruntersuchung Mobilitäts- und Kraftstoffstrategie (dena et al. 2011). EFFICIENCY – OUR FOCUS. 6 .
German vehicle market: AFVs at a rise, but on a low level Market 2010 for new passenger cars Passenger car market in Germany at about 3 mln. vehicles per year CNG 4.982 Electric 541 Share of AFVs in new LPG 8.154 Hybrids 10.661 passenger car registrations at 0.8 % AFVs hence only play a marginal role in CO2-emission Diesel mitigation 1.221.938 Gasoline 1.669.927 Source: KBA, 2011 EFFICIENCY – OUR FOCUS. 7 .
German vehicle market: AFVs at a rise, but on a low level Total registrations of AFVs in thousand Total vehicle registrations (start of the year values) 52 mln vehicles AFV registrations in 2010 approx. 500.000 or 1% of total vehicle population. Of which LPG: approx. 430.000 CNG: 90.000 Source: Voruntersuchung zur Mobilitäts- und Kraftstoffstrategie (dena et al. 2011) EFFICIENCY – OUR FOCUS. 8 .
Agenda. dena in short. Challenges in the German transport sector. Status and targets for CNG and biomethane in Germany. “Initiative for natural-gas-based mobility – CNG and biomethane as vehicle fuels”. Declaration of intent & Policy recommendations. EFFICIENCY – OUR FOCUS. 9 .
Status of CNG and biomethane: vehicles. National fuel strategy of 2004 saw a potential market share of CNG of 0.5 to 2 % in 2010, i.e. 180.000 to 750.000 NGVs. NGV-registrations at the end of 2011: approx. 95,000 NGVs or 0.2 % of German vehicle fleet. Little results for ten year efforts and the fact that NGVs are a mature technology Total registrations of NGVs in tsd. (start of the year values) EFFICIENCY – OUR FOCUS. 10 .
Status of CNG and biomethane: filling stations. Approx. 900 CNG-stations (approx. 14,500 in total) Capacity utilization very low (approx. 100 vehicles per filling station) 2011 sales of about 2.8 mln MWh, i.e. about 0.4% of German fuel market Only two natural gas stations directly on motorways („Autobahn“) Proportion of natural gas stations in fuel station network in percent EFFICIENCY – OUR FOCUS. 11 .
Is there a „market failure“ in the NGV-market? Existence of market failure in German NGV-market as suggested by Dirk Peters ? Scale from 1..limited existence to 5..broad existence EFFICIENCY – OUR FOCUS. 12 .
Natural gas and biomethane in transport as part of the federal energy concept. Energy concept, 28/09/2010, p. 24. Federal government recognises CNG and biomethane as relevant fuel alternative for the future dena: 2020 potential of 4 % market share for CNG and biomethane in fuel mix is still possible It corresponds to approx. 28 billion kWh/a or 1.4 million NGVs EFFICIENCY – OUR FOCUS. 13 .

Creating a joint declaration of intent for accelerated market development. Mediation between different industries with partly conflicting interests. Finding common-understanding of the problems Ending “chicken-egg-dilemma”: Moving from waiting to trusting and acting! Agreeing on high-priority actions achieving planning security among the involved actors Agreeing on policy instruments, which are bearable for all industries. common address to government. Process 2010/2011 Several meetings of steering comittee and three parallel working groups High-level presentation of results in Sept. 2011 EFFICIENCY – OUR FOCUS. 16
Signing and handover of declaration of intent. International Motor Show (IAA), 14.9.2011 in Frankfurt: Press conference with leading representatives of the vehicle manufacturers and energy industry, as well as automobile customers Handover of the declaration of intent to the German government Around 50 media representatives High level of press coverage EFFICIENCY – OUR FOCUS. 17

Three parts: 1. Vehicles: Increasing availability, public awareness and sales of NGVs 2. Infrastructure: Increasing density and comfort of infrastructure for natural gas and biomethane 3. Recommendations: Creating an attractive policy framework for NGVs EFFICIENCY – OUR FOCUS. 19
Declaration of intent (I/II). Vehicle manufacturers. Expansion of the range of vehicles offered in current and new vehicle segments. Intensification of marketing and especially sales. Gas suppliers and biogas producers. Improvement of the filling station network to up to 1.300 stations. Increased marketing and sales efforts. Self-commitment on admixture of 20 percent biomethane by 2015 in case of favourable political framework. Further increase in the share of NGVs in the internal fleets. Sustainable generation of biomethane from waste materials. Fleet experiment with biomethane in heavy vehicle fleets. EFFICIENCY – OUR FOCUS. 20
Declaration of intent (II/II). Petroleum industry. Provision of access to installation of CNG-pumps esp. on highly frequented filling stations Increase in fuelling card acceptance for CNG. Closing the gaps in advertising CNG filling stations on the federal motorways. Car user associations. Communication of the advantages of CNG and biomethane Reduction of CNG-related customer prejudices. All. Unification of branding and terms used (e.g. “CNG / Erdgas”). Communication towards multipliers and opinion leaders. Winning the customers! EFFICIENCY – OUR FOCUS. 21
Recommendations to policymakers (I/II). Fiscal framework. Extension of the existing energy tax break for CNG from 2018 to 2025. Regulatory framework. Transparent price indication for CNG at filling stations (e.g. from “kg” to “litre gasoline-equivalent”). Optimisation of public procurement: Financial consideration of the energy consumption and environmental impact of vehicles as suggested by EU-directive. EFFICIENCY – OUR FOCUS. 22
Recommendations to policymakers (II/II). Funding policy framework. Optimization of “grid use fees” for CNG filling stations. Public co-financing of filling station construction. Technology-neutral direct vehicle purchasing bonuses. European framework. Consideration of the extra weight in the EU driving licence classes and EU weight regulations for commercial vehicles. EU-wide harmonisation of standards on the interface between filling station and vehicle. EFFICIENCY – OUR FOCUS. 23
Outlook. Outlook 2012 - 2020 Use the positive drive in the market. Keep AFVs on the political agenda as a signal to private stakeholders Implement intended measures. Monitor and report results and difficulties. Vision: A European declaration of intent German declaration of intent could be a “blue print” for a European declaration of intent for NGV-development Cooperation with stakeholders of other EU member states. Partners welcome contact Dirk Peters at dena. EFFICIENCY – OUR FOCUS. 24 .
Lessons learned? Comparison of past development of NGVs and targeted future European countries define development of Evs in Germany ambitious goals for introduction of electric vehicles. What can we learn from the NGV-introduction for introducing other alternative fuel vehicles? Year EFFICIENCY – OUR FOCUS. 25 .
