(406) 256-2701 // www.co.yellowstone.mt.gov/LockwoodSafety Lockwood Pedestrian Safety District Advisory Board Meeting Minutes recorded and submitted by Carlotta Hecker, board secretary January 6, 2021, 7pm The meeting was brought to order at 7 pm. Board members in attendance were: Brandy Dangerfield, Woody Woods and Carlotta Hecker, as well as Elyse Monet, Mike Hayes and Brad Boehn. Public Comment: Elyse introduced Mike Hayes who will be keeping track of the counters and checking on the counters when the numbers appear off. Approval of December’s Board Meeting, motion made by Woods and seconded by Hecker. Brad Boehm, Engineer gave an update on the new project. He passed around colored maps of the tentative project that showed where utilities were located. He said he needs to be in touch with the Lockwood Water and Sewer District to determine where the sewer lines run along Old Hardin Rd. from IGA down to Lockwood Square to make sure there will be no issues when one of the Old Hardin Rd. projects is decided on. At this time one project is from IGA to the ball field and the other is from the ball field to Lockwood Square. Brad will be bringing back cost estimates for each of these projects so the board can decide which one they want to pursue. Yellowstone County Commissioners have not yet decided about the easements or encroachments on Piccalo Rd. so we are moving on to another project. It has been two years and no decision has yet been made at the County level and we can't pursue until that is settled. Jon's Snow Removal service has submitted their proposal to the County for snow removal and sweeping on the past sidewalk and updated it to include the additional sidewalk added on Becraft. The original bill for Highway 87 East and Old Hardin Rd. was $350.00 per time which has now increased to $600.00 per time and the sweeping goes to $500.00 per occurrence. Woody will be contacting Rod Nelson to see what the total project cost for Becraft was. MDT has finally submitted that bill and we need to know if it was within our budget or if it was over the budget. This will help us determine what money we have for the next project. TEDD update from Woody. TEDD committee is working with the land owners within the designated TEDD area to possibly increase the boundaries and if approved the project can proceed to the next phase. We can resubmit for the CDBE Grant after July 21st, 2021. The County will have closed out one of its Grants so we can then apply. Brandy will contact Heidi to see when we can apply so we get our project in a quickly as possible. Brad is to check on the cost of each counter so we can order up to three more and pay with PILT funding. Need to just check on pricing now versus last year's pricing. Mike Hayes will be checking on the counters, it did show for December there were 649 walkers on Becraft sidewalk and the count was short by 4 days. This is showing good usage and it winter time so summer should show lots of usage. The Old Hardin Road counter however didn't appear accurate and Mike will try to determine why, weeds being counted due to heavy winds or what. Elyse reported they will be resetting the counters February 1 so we will have clean data starting January 1, 2021 and she will archive the past reports. Action items for next meeting will be: l. Brad will report back on each possible Old Hardin Rd. project so we will know the costs and can then decide which way to go. 2. Woods will get the final cost on Becraft now that MDT has turned in its bill. Meeting adjourned at 7:35 pm. Exercise caution when opening attachments or clicking links, especially from unknown senders. Hi Heidi, I apologize for my slow reply. As I thought, only local governments (i.e. cities, towns, counties) can apply for CDBG Planning Grants but they can do so on behalf of special districts (such as the Lockwood Pedestrian Safety District), and so this application is ineligible as Yellowstone County currently has an open CDBG Planning Grant from the previous cycle. That grant is due to be completed by April 2021 and completely closed out by July 31, 2021. We certainly encourage you to reapply for this project in the next cycle (possibly mid‐2021 or fall 2021 at the latest). In either case, we would be happy to work with you and Yellowstone Co. to try to ensure the other grant is closed out before the next deadline.
