This year’s theme illustrates that school safety is achievable when we work together toward our common goals. Through new initiatives like the digital mapping program, suicide prevention and threat assessment PSAs, and a continued strengthening of our relationships with students, staff – and each other, we can create a brighter 2023. We are committed to partnering with you in those efforts and to high- lighting ways to thrive in today’s world. Bringing together professionals from a broad range of disciplines and backgrounds to focus on the safety and security of Virginia’s school systems in this way is imperative. You and over 900 attendees from the fields of law enforcement, PreK-12 division and school administration, mental health, and counseling – have joined us here in Hampton to get rejuvenated for a new school year. The keynotes and workshops in this year’s program represent the plethora of resources within reach to you. It is through new ideas and connections that we can move the needle forward in each of our respective areas. My colleagues and I are truly grateful to you for being here and for the ongoing work you do. We are honored to partner with the Virginia Department of Education, the Office of the Attorney General, and the D.A.R.E. Association to bring you this opportunity. We also appreciate the presenters who have lent their time and expertise to ensure that the next several days are time well spent. Elijah Lee’s personal journey to raise awareness regarding child abuse will be highlighted, as well as his community activism. The needs of our youth in today’s society will be emphasized, as well as the importance of rallying behind our young people. 9:00–10:00 am Power of Partnerships Grand Ballrooms ABCDEFG Officer Ryan Tillman, Founder, Breaking Barriers United It has become common practice to chase knowledge through education and is undoubtedly a great foundation to have. But sadly in doing so, we have neglected the value of true partnerships and real relationships. We focus on titles, followers, or status, while bypassing creating new authentic relationships. During this presentation, Officer Tillman will challenge his audience to see beyond the status quo, and revisit what it truly means to foster new partnerships that stimulate change. As a Police Officer for eight years, the founder of Breaking Barriers United, and Heal America’s Change Maker, Officer Tillman will give his message through storytelling and his experience of sharing his personal and professional life. The audience will leave this presentation feeling inspired to get beyond the screens and get back to real FaceTime and not Apple® FaceTime. 10:00–10:15 am Break 10:15–11:15 am Turning Pain into Purpose Grand Ballrooms ABCDEFG Anne Moss Rogers, Founder, Emotionally Naked, LLC After trying to find help for her once joyful son and rap artist, including wilderness therapy and therapeutic boarding school, Anne Moss Rogers’ son Charles met heroin, a love affair that ended with his suicide in June 2015. This presentation is about her journey to healing by dragging an unpopular topic into the spotlight, how giving back has helped her heal, and how a blog community that came together in their shared pain has saved lives in the most surprising and unconventional of ways. 11:15–11:30 am Break 1

Since that time, Ms. Gay has channeled her love for Josephine into her work as an advocate for improving safety and security in schools and communities across our country. This passion most recently inspired Safe and Sound’s Especially Safe Planning & Preparation Guide. She will share the relevancy of this Guide in planning for the safety of all students and its practical activities for increasing empowerment and building a positive culture of safety within your school community. Along with additional newly developed resources, this program has been adapted to Virginia’s students and is designed to help safety planning teams address the safety and security needs of all members of the community. Association Board 8:30–9:30 am How to Build Digital Trust and Safety at School Grand Ballrooms ABCDEFG Kim Karr, Executive Director and Co-Founder, #ICANHELP Over the past few years, technology has often created a rift between students and schools. These digital devices have increasingly become integrated into a student’s life, but can often do more harm than good. Harmful TikTok® challenges (such as the Devious Lick), school shooting threats, and even fake pages or ‘finsta’ pages have had an increase to aid in anonymity online. Students often don’t know how to report or are afraid to report what they see online, even to teachers, due to a lack of trust and fear that they will be the ones punished for the report. By learning how to use digital technology responsibly, teachers will have the ability to respond and investigate cyberbullying, harassment, slander, and more with a new understanding and greater empathy towards their students. 9:30–9:45 am Break 9:45–10:45 am Hidden, High, and Hammered Grand Ballrooms ABCDEFG Beth Sanborn, DPA, School Resource Officer and Juvenile Detective Communication between all invested stakeholders is essential to the development of children. Each of us possess a critical puzzle piece in identifying the complete picture of a teen. By assembling all of these pieces, we are able to better identify a child who may be struggling or who may fall victim to a crisis. These indicators are in front of us, but often so difficult to see until we know what to look for. As such, these poor lifestyle choices may be hidden right in front of us. Hidden, High, and Hammered grew from the Mock Teen Room. Stash devices (Hidden) are shown to illustrate commonplace items meant to deceive and conceal. Marijuana and its associated paraphernalia (High) are exhibited to showcase THC in its current forms. Also included are vapes, vape paraphernalia, CBD products, and products/logos indicative of the drug culture. Alcohol products (Hammered) marketed toward younger demographics are presented. The demonstration culminates with a challenge to identify items in a game of “Booze or No Booze.” 10:45–11:00 am Break 11:00 am–12:00 pm Black Swan Grand Ballrooms ABCDEFG John Michael Keyes, Executive Director, I Love U Guys Foundation This stems from the old belief that all swans were white, and was used in reference to something impossible. When black swans were discovered in Southern Australia, the meaning changed. It’s now used to refer to an improbable event. Black Swan events can be both negative and positive; John-Michael Keyes connects the violent incident at Platte Canyon High School with the Black Swan Theory. The aftermath is also in that category; how the outcomes and programs of The “I Love U Guys” Foundation are unpredictably positive. 12:00–1:00 pm Lunch 3

Agenda || DAY THREE – Thursday (7/28/22) 8:30–9:30 am Overview of Current and Upcoming Initiatives Grand Ballrooms ABCDEFG DCJS Public Safety Training and the Virginia Center for School and Campus Safety Staff On any given day at the DCJS Public Safety Training and the Virginia Center for School and Campus Safety there are resources, trainings, and conferences being planned, grants being given, research being done, and programs being developed. This session will provide an overview of what’s coming to a locality near you – including Federal grant projects, public service announcements (PSAs), the school safety audit, new legislation, and the anxiously awaited case management tool. Digital School Mapping: Virginia’s Next Frontier in School Safety Mike Rogers, CEO, Critical Response Group Paper and one-dimensional digital maps are obsolete for today’s school emergencies. When law enforcement and other emergency first responders arrive on scene at a school to respond to an active attacker or a fire or medical emergency, seconds count. On April 25, 2022, Governor Glenn Youngkin issued a press release announcing the availability of $6.5 million in funding to support school safety through the Virginia Department of Criminal Justice Services (DCJS) Digital Mapping Program for Virginia K-12 Schools. A summary of the Collaborative Response Graphics® (CRGs) technology and the grant program will be provided during this keynote. 9:30–10:30 am The Backpack: One Story from the Boston Marathon Mario Millett, Detective Lieutenant, Gang Unit Commander (Retired), Massachusetts State Police On April 15, 2013, during one of the country’s most celebrated marathons, two backpacks containing pressure cookers that had been converted into bombs were strategically placed amongst the crowds of onlookers then detonated. The explosions would forever change the community of Boston, and the fugitive hunt and investigations to follow would present several unforeseen challenges for law enforcement.
