TOURNAMENT CODE OF CONDUCT Tri-City United Soccer Clubs asks that you conduct yourselves in a manner outlined by the following guidelines: • Focus on praise and encouragement rather than criticism and negative comments. • Encourage fair play and good sportsmanship. • Attempt to reduce the pressure of competition, not increase it. A child is easily affected by outside influences. Parents should remember this is a “learning experience” for players and support this experience. • Be respectful to coaches and officials in all matches. • Please remember, many of these referees are young adults learning how to referee the game, so please treat them with respect. They are there to do a job which few others are willing to undertake. • Parents/Spectators should never enter the field of play for any reason, unless summoned by referee or team official. Speak to your coach or club official at another time if you have a concern. • Do not use offensive language toward any player during or after a game. • Accept the results of the game. Encourage your child to be a good sport in victory and in defeat. • Only sit in designated areas around the fields. The bench side is only for rostered players and coaches. This is for the safety of the teams playing as well as the safety of the spectators. • Treat other fans, coaches, players and officials with respect. • Alcoholic beverages, smoking, foul language, fighting and weapons of any type are not allowed on the premises. • Only Coaches/Team Managers are allowed to contact the Tournament Officials when concerning the field of play, scoring. Violations of the Code of Conduct are taken seriously and Tri-City United Soccer Club reserves the right to remove any person from the facility as well as sanction any person found by the Tournament Director and/or Club Administration to have violated this code. 2021 Tri-City United Summer Classic Soccer Tournament Rules Page 2
1. ELIGIBILITY AND APPLICATION The Tri-City United Soccer Tournament is an unrestricted international competition open to all teams who are registered and in good standing with their FIFA affiliated association. Priority placement may be provided to teams whose Club consists of 4 or more teams. The application for the tournament is completed online at www.tricitystorm.org. The deadline to register is May 14, 2021, after which teams will be placed on a waiting list and duly notified of their acceptance. There will be no refunds for teams that drop from the tournament after the registration deadline, May 14, 2021. A 50% refund will be considered before the registration deadline of May 14, 2021. Refund requests must be submitted in writing or by email to club@tricitystorm.org. Teams not accepted into the tournament will receive a full refund of their registration fees less the processing fees. Clubs with There will be separate male and female brackets for the following levels of play. The Tournament Director may combine age brackets and competition levels at his own discretion in order to provide the best playing experience possible for all teams. a. U8-U10: Royal (upper) and White (lower) b. U11-U19: Royal (C1/Premier), Black (C2/Developmental), White (C3/Recreational) 2. TOURNAMENT AUTHORITY The Tournament Committee shall have ultimate authority over all details of the competition, including without limitation format, scheduling, team rosters, discipline, and other matters within the confines of the event. The interpretation of the rules and all decisions of the Tournament Committee are final and there shall be no protests or appeals of the Tournament Committee’s decisions. 3. COMPETITION FORMAT The competition format will vary by age group depending on the number of participating teams in a given competition level. Teams will be guaranteed 3 games weather dependent. 4. ROSTER RULES Any player registered with a FIFA affiliated organization and with a valid player pass is eligible to be placed on the official team roster. The maximum roster size varies depending on the age bracket. a. U8-U10: May roster and dress up to 14 players. 2021 Tri-City United Summer Classic Soccer Tournament Rules Page 3
b. U11-U12: May roster and dress up to 18 players. c. U13-U19: May roster up to 22 players – Only 18 can dress for games* d. Guest players: Teams may roster up to 4 guest players. Guest players may come from any club provided the player is registered with a FIFA affiliated organization and has the proper paperwork to support guest playing within the affiliate organization. e. Dual Roster Players: Players are not allowed to dual roster for any teams. f. Age group structure: U8 Boys and Girls Born on or after 01/01/2013 U9 Boys and Girls Born on or after 01/01/2012 U10 Boys and Girls Born on or after 01/01/2011 U11 Boys and Girls Born on or after 01/01/2010 U12 Boys and Girls Born on or after 01/01/2009 U13 Boys and Girls Born on or after 01/01/2008 U14 Boys and Girls Born on or after 01/01/2007 U15 Boys and Girls Born on or after 01/01/2006 U16 Boys and Girls Born on or after 01/01/2005 U17 Boys and Girls Born on or after 01/01/2004 U18 Boys and Girls Born on or after 01/01/2003 U19 Boys and Girls Born on or after 01/01/2002 *Any team found violating these rules, will forfeit further participation in this tournament and will jeopardize acceptance in future Tri-City United Soccer Club tournaments. 5. TEAM CHECK-IN Tournament Headquarters: Tournament Headquarters is located at the Pepsi Soccer Complex, 3101 Old Highway 81, Fargo, ND 58102. The Tournament Director is Beth Bohlmann (701-205-1565) (tournament@tricityunited.org): Tournament Check-In Procedure: a. All teams must check in online. Procedures for online check in will be released online prior to the tournament. b. All teams MUST complete online check in by Friday, June 4, 2021 at 12:00 PM. 6. COMPETITION RULES 1. Pre-Game Check-In Procedure: a. Approximately fifteen (15) minutes prior to the start of each game, the coach shall present his/her team to the referee for check-in. The referee will check player and coaches passes against the individual players and coaches and provided approved roster. Referees will retain the cards until the game is complete. b. Only carded players and team officials listed on the official roster may be in the team bench area during the duration of the game. A maximum of 4 team officials are allowed in the team bench area at one time. c. NO TEAM is allowed to warm up inside the penalty area. All teams must perform their pre-game warm up either in a space outside the field or on their own half. Any team that warms up in the penalty area will be asked to relocate to another area. If a team is found to violate this rule on multiple occasions, further action may be taken by the tournament committee. 2. Game Play: a. All games shall be played pursuant to FIFA Laws of the Game, unless stated otherwise in these rules. b. Updated Laws of the Game: a. At a goal kick and a free kick for the defending team in their own penalty area, the ball is in play when it is “kicked and moved”, i.e., it can be played before it leaves the penalty area. Opponents must still remain outside penalty area until the ball is in play. b. For defensive walls, attacking team players must be at least 1 yard away from the defensive wall with more than 3 defenders in the wall. c. On dropped balls, the ball will be dropped for one player of the team that last touched the ball at the point of the last touch. All other players must be at least 4.5 yards away. d. On the coin toss at the start of the match, the team that wins the toss can now choose to take the kick off or which goal to attack. c. Length of games: The Tournament Committee reserves the right to shorten or cancel games if deemed necessary. Halftime will last 5 minutes. a. Substitutions: Unlimited substitutions and unlimited re-entry. Substitutions may be made, with consent of the referee at the following times: a. Prior to a throw in, by the team with possession of the ball, if the team in possession is substituting, both teams may substitute b. Prior to a goal kick, by either team. c. After a goal, by either team. d. After an injury, by either team, when the referee stops play. e. At half time b. Game format: The format of the game varies depending on the age group. • Play 7v7 – 6 field players + a goalkeeper. • Jamboree format U8-U10 • Size 4 ball. • Offside is in effect. • Build out line is in effect • Play 9v9 – 8 field players + a goalkeeper. U11-U12 • Size 4 ball. • Offside is in effect. • Play 11v11 – 10 field players + a goalkeeper. U13-U19 • Size 5 ball. • Offside is in effect. c. U11-U19 Champions will be decided either through group play or championship game dependent on number of teams in the division. d. In the group stage, games ending in a tie will be recorded as a tie. e. If a semifinal or championship game ends in a tie, the FIFA tie-breaking procedure of kicks from the mark will be used to determine a winner. There is no extra time (overtime) period. f. The home team for each game will be determined by the higher seeded team in the bracket at the start of the tournament. The home team must wear their darker colored jersey, unless there is no conflict with the other team. In the event of a color conflict, it is the responsibility of the home team to change jerseys. The home team will also provide the FIFA Approved game ball. g. Hard casts may be worn by players as long as it is completely wrapped by a soft material and securely fastened to the player’s arm. 7. U8-U11 COMPETITION RULES a. Heading: Deliberate heading is not allowed in U8-U11 games. If a player deliberately heads the ball in a game, an indirect free kick should be awarded to the opposing team from the spot of the offense. If the deliberate header occurs within the goal area, the indirect free kick should be taken on the goal area line parallel to the goal area at the point nearest to where the infringement occurred. b. Build Out Line U8-U10: Shall be placed equidistant from the top of the penalty area and the halfway line. When the ball goes out of play for a goal kick or when the goalkeeper has possession of the ball in his/her hands, the opposing team must retreat behind the build out line. The opposing team can advance beyond the build out line when the ball is put “in play.” The ball is considered “in play” when the ball is released from the goalkeeper’s possession by a pass or throw. The goalkeeper can put the ball into play sooner but he or she does so accepting the positioning of the opponents and the consequences of how play resumes. c. U8-U10 games will not allow players to punt the ball. If a player punts or dropkicks the ball, the opposing team will receive an indirect free kick from the spot of the infraction. If the infraction occurs within the goal area, the ball will move to the top of the goal area closest to where the infraction occurred. d. U8-U10 games will have no penalty kicks. All free kicks at U8-U10 will be indirect free kicks. e. U8-U10 games will use the build out line as an offside line. Replacing the use of the midfield line as the indicator of where a player may be in an offside position, the Build Out Line is now used to determine where a player may be called for being offside. 8. STANDINGS AND TIEBREAKERS a. After each game the referee will fill out the official game card provided to them and submit the final score to the Tournament Site Supervisor. The winning and losing coach or manager must verify the final scores on the game card after each game. Once coaches or team manager have signed off on the game, the result is considered final. b. Point system: Points and results will only be recorded for the U11-U19 age groups. c. Forfeits: A forfeit will be recorded as a score of 4-0 and 3 points will be awarded to the non-forfeiting team. d. Tiebreakers: For teams tied in points at the end of round-robin play, the following criteria will be used to determine advancement to the knockout round: • Winner of head-to-head competition • The greater goal-differential (maximum of +4 per game, ex. A game recorded as ending 7-1, will be interpreted as 5-1) • The least goals allowed • The most goals scored • The least amount of red cards • Coin toss 9. GAME AUTHORITY AND DISCIPLINE a. The referee’s decision in all matters related to the field and the game itself shall be final. There shall be no protests of any referee’s decision or game result. b. Red cards awarded to players during a game, or dismissals of team officials, shall result in that player or team official receiving a suspension for the next game. Suspensions are to be served immediately and apply to the next game played for the team that the suspended player or team official represented when they received the suspension. The player may remain in the bench area but not in team uniform, unless specifically asked to leave for further intolerable behavior. Team official who receive a red card must leave the area of the field which includes but not limited to bench and spectator areas. c. In the event that a player or team official receives a red card, the referee will keep their player or team officials pass and turn it into the Tournament Director along with a description of the incident. After the player or team official has served their suspension, a team official can pick up the guilty party’s pass, unless the Tournament Director feels that additional action is warranted. d. Referee abuse will not be tolerated during the tournament. Referee abuse by the player, coach, or fan will be reported to their Home State Association within 48 hours of the end of the games. The player, coach or fan will be removed from the soccer complex and will not be allowed to return. e. If, in the opinion of the referee, it is necessary to terminate a game due to the misconduct of a team or others associated with that team, the game shall be forfeited and scored as 4-0 to the opposing team. The matter shall be referred to the Tournament Committee, which may, among other penalties, suspend the team for 2021 Tri-City United Summer Classic Soccer Tournament Rules Page 8
the remainder of the tournament. f. At all times, all coaches shall have complete responsibility and control for the conduct of their players, bench area, parents, family and friends. 10. GAME START TIMES AND RESCHEDULING a. All games shall start at the designated time. A forfeit will be declared if a team cannot field the minimum required number of players within 10 minutes of the start of the game. If the opposing team agrees, they may wait longer than the 10 minutes, however the referee will start their watch right at the scheduled game time. Required number of players to play is as follows: • U8-U10 (7v7): Minimum of 5 players • U11-U12 (9v9): Minimum of 6 players • U13-U19 (11v11): Minimum of 7 players b. The Tournament Director will make reasonable efforts to complete every game as long as the safety of the players and spectators is not jeopardized. Should a game not be able to be started or should a suspension of play be required due to safety concerns or unplayable conditions, the referee may temporarily suspend play, but only the Tournament Director may terminate or reschedule games due to weather. c. If it is not possible to complete a game that has been stopped for the reasons set forth in this section, the Tournament Committee may require that the game be continued at a different time, or if the first half is completed, may determine that the results are final. If the first half is not completed, the Tournament Committee will determine whether the game shall be rescheduled and continued, or whether another resolution of the matter shall be implemented based on their best judgment. The schedule of remaining games or any impacts on group winners shall be a factor in any determination and all decisions will be made with the best interests of all teams involved, their safety and with consideration of resources and determent of impact to the overall schedule. Any decisions by the Tournament Committee under this section are final, and there shall be no protests or appeals. d. If games are suspended the tournament website, and social media will be updated. Suspensions do not mean cancellations. e. Every effort will be made to provide 3 games for each team. However, the Tournament Committee will not be responsible for any expenses incurred by any team if the tournament is cancelled in whole or part. f. In all cases, the Tournament Director has the ultimate authority and sole discretion to adjust the schedule of any or all remaining games, including shortening the length 2021 Tri-City United Summer Classic Soccer Tournament Rules Page 9
