REPORT OF THE PRESIDENT Dear MAPGA Member and Apprentices: I hope the snow/cold front in early February giving everyone the opportunity to enjoy some down time and recharge for the upcoming 2021 Golf Season. Your MAPGA Committees have been continuing to work hard to ensure that we’re providing value to you during these times. I want to especially highlight the work of our Education Committee, co-chaired by Mark Russo, PGA and Sean English, PGA. They have been outstanding in providing educational content for our members in virtual forums and hopefully you’ve participated in many of those sessions. We will be holding Spring Section Meeting virtually on Monday, March 1st. While this isn’t our preferred forum, we hope you understand the need to continue to communicate with you in this manner until it is safe and responsible to gather in person. It is my sincere hope that 2021 will bring some return to normalcy and by the time the fall rolls around, we will again be holding these meetings in person. The Tournament Committee, Bob Heintz, PGA and Eric Southard have been working hard on putting together a great schedule for our Professionals to participate in. I encourage everyone to make a point to get out and compete this year…we need to show to our members, students and clients that we love to play the game as well. Take a look at the upcoming slate of events and get your game in gear. While on that topic, don’t forget to thank our MAPGA Sponsors by inviting them in to your facility and showing them that their support of our events matters. Be sure to utilize two great resources who want to help you succeed: Greg Stenzel, PGA and Doug Wert, PGA. Both are highly motivated to serve the member and grow the game and I know that any time you spend with them will benefit you and your career. This is the perfect time of year to set goals for your facility and your Professional Development. In addition to the growth we’ve seen with PGA Junior League here in the Section, don’t miss out on PGA Family Cup in 2021 – it’s the national pilot year so any PGA Junior League captains can run this great program to get the entire family out on the course. Doubles Golf is also a great way to bring that Junior League format to your adults for leagues and regular play. I am always energized by the camaraderie and resourcefulness of my fellow MAPGA Members. Nothing showed this more than the groundswell of support for David Hutsell, PGA. Several PGA Professionals throughout the Section organized Pro-Ams to support David and his family with medical expenses during his fight with cancer. I was able to participate at Elkridge on a team with three MAPGA Staff members and it was incredible to see the sold out field playing in frigid conditions. Dave, we are all thinking of you and can’t wait to see you back out striping it down the fairway again! Sincerely, Josh Tremblay, PGA President Page 4 March 1, 2021 MAPGA Spring Membership Meeting
REPORT OF THE VICE PRESIDENT In terms of operating revenue and expenses, the MAPGA was able break even within a difficult COVID environment. Overall revenues and expenses were down due to a decrease of in- person events like Chapter/Section Meetings, Awards Banquets, and Junior Golf Event volume. Most of the Professional Events that were cancelled had no negative financial impact, as each event breaks even with revenues and expenses. The reduction in our Junior Events (fewer events and fewer players per event) did have a negative impact financially. National funding and regional handicap income held steady which helped keep the Section moving forward financially. We continue to explore the most responsible way to spend Section funds on the programs and benefits which would be of great value to all of our Section Members and Associates, similar to the Video tip program in 2020. Similar to 2019, over 80% of 2020's combined revenue was attributable to: • Entry Fees (Professional and Junior Events) • Membership Dues • Sponsorships • Handicap Fees (combined partnerships with the MSGA and VSGA) • ADP Funding • Donations You, as an Middle Atlantic PGA Professional, can best help the Section financially through your efforts with Handicap Fees and Sponsorships. Please encourage your members or patrons to participate in their applicable MSGA/VSGA handicap program. Promote it, sell it, and create revenue at your facility at the same time. In terms of sponsorships, we are always seeking new leads via your business relationships or club members – we can help them market their products and/or services to the golf industry. Additionally, it is important to note that relative to our 2020 budget, of the principal revenue categories, Professional Entry Fees and actual Sponsorship dollars were more than planned for the events that were not canceled. Both revenue categories drive the size of our Professional Purses and allow us to pay more to you the Professional. That said, and for many more reasons beyond the financial implications, we want all of you to play more golf – not only for you’re the sake of your own game, but also for the camaraderie and what being together provides to us and our Association. For the 2021 budget year, we are budgeting as if it will be a normal year knowing that some in-person events might be postponed or cancelled. With the Stafford Office mortgage being paid in full, these redirected funds will be put to good use with direction from the Section Board. Respectfully submitted, Andy Weissinger, PGA Vice President Page 5 March 1, 2021 MAPGA Spring Membership Meeting

REPORT OF THE EXECUTIVE DIRECTOR This time last year, we were coming off the PGA Show with excitement for the new season. We (both the Section and our member professionals) had all made plans to make 2020 a great year. Then, the explosion of the coronavirus and its attached restrictions changed all of our lives. However, golf was seen as one of the few safe activities, so after a short shutdown, golf rounds boomed for the remainder of the year. So, the question for all of us is “How do we take advantage of this momentum to keep golf in the forefront of our customers’ minds?” Please read our player development report and/or talk to Doug Wert or Claire Jansa about riding this wave of participation. I am happy to report that we have all of our staff returning for the 2021 year. We have a fantastic crew and they continue to work every day to make your lives/jobs better. You will see their activities and planning all over these committee reports. Our PGA REACH Middle Atlantic foundation, (rebranded in 2019) was the hardest hit part of our operations due to the pandemic. We were very limited in the amount of PGA HOPE programs we were able to run, and our junior golf program was shut down for three months (March, April, May) and had limited volume the rest of the year. Part of the issue going forward is that many of your courses are so full, setting aside space for our junior golfers is difficult. I do ask that you try to balance the current economics of the game with our future when asked to host! If you live in an area with some military veteran presence and would be interested in running a 6-8 week program, please contact Andrew Gridley or Claire Jansa. We are actively seeking PGA HOPE sites, but need to pair it up with available funding. One of the things we were unable to do in 2020 was to host our annual Hall of Fame & Awards Banquet. While we recognized our award winners at the Spring Meeting (our last event pre- coronavirus), we weren’t able to properly honor them in front of their families and club members. We hope to be able to host this ceremony, to include our newest HOF inductees, Troy Beck and Dean Hurst, in the second half of 2021. As you will read in the Awards Committee, the 2021 Awards process will begin in late summer with nominations and culminate in December with the winners being notified, and celebrated at the Spring 2022 meeting. Before I leave the awards topic, I need to shout out J.P. Lunn, PGA. Not only was J.P. our 2020 MAPGA Professional of the Year, but he was also recognized by PGA HQ as the 2020 Deacon Palmer Award (for overcoming obstacles/challenges). They could not have picked a better recipient. Of course, like our Section awards, the awards ceremony has been pushed to 2021. Looking back, one of our best programs annually is our grant program (in its 7th year). We made significant progress by doubling our applications this winter to 45. After the secondary application, we had 33 applicants left. The Player Development and Junior Golf committees will meet soon and distribute $25,000 in total to applicants. The committee still believes we should have 50-100 applications each year, so don’t be shy about applying. We can ALWAYS use your help in the sponsorship arena. You can read the Sponsorship committee report in this packet, but our golf vendors have been wonderfully supportive in these uncertain times. Some had to defer their sponsorships for a year, but many stayed with us in 2020, and we are so appreciative of that. We list our sponsors on the MAPGA website. Many are golf industry sponsors. Are you buying from our sponsors? Are you calling them and asking them to show you their lines? We never make promises about how many professionals will buy product, etc., but nothing helps justify a sponsor’s investment more than seeing their sales increase. If you want sponsors to continue their support, please take Page 11 March 1, 2021 MAPGA Spring Membership Meeting
a proactive approach and make that purchase. I know there are many factors you consider before buying a product for your shops, all I ask is that you consider whether or not the company is a Section or Chapter Sponsor. Lastly, and most importantly, I want to thank our fantastic Section staff for the work they did on your behalf in 2020. This truly wonderful group worked remotely most of the year, implementing safety precautions to keep you safe but able to play in events, and worked out ways to help you get through the pandemic. They managed the transition to remote work exceptionally, with no dropoff in performance. Bob, Eric, Ben, Collin, Claire, Kristine, and Andrew, thanks for your professionalism and hard work. You all mean so much to me and our members! As always, let’s make today better than yesterday, and make 2021 better than 2020! While that may be difficult in terms of golf rounds, it certainly won’t be hard to improve in general quality of life! Respectfully submitted, Jon Guhl Executive Director Page 12 March 1, 2021 MAPGA Spring Membership Meeting
REPORT OF THE PGA DISTRICT 10 DIRECTOR Middle Atlantic PGA Members and Associates, I hope this report finds all of you healthy and well. 2021 is going to be another memorable year as we continue to fight against this COVID-19 pandemic. We need to continue to follow Back2Golf Guidelines and other supporting materials that can be found at www.PGA.org. Let’s continue to grow this game with all these new, old and returning golfers to our great sport. Facilities will continue to be busier than ever and the PGA is still working hard to continue giving each member additional guidance and support during these trying times. Please continue to follow all the CDC, World Health Organization and local jurisdiction requirements. The health of you, your family and your customers should be your Number 1 priority. New Director at Large Cathy Harbin, PGA/LPGA, is the owner of Pine Ridge Golf Course in Paris, Texas. She has joined the PGA Board for a 3-year term. She is replacing Renee Powell as her term ended last November. Cathy is the founder of OnCourse Operations, and has been a PGA member since 1992. Harbin is also a member of the LPGA and CMAA, as well as the Secretary of the NGCOA. I look forward to working with Cathy in the board room. The PGA Merchandise Show Recap The 68th edition of the PGA Merchandise Show, January 26 – 29, was a virtual event and drew more than 11,000 attendees from 78 countries, including some 6,500 PGA professionals. Exhibitors included nearly 400 golf brands. The Virtual PGA Show helped the industry capitalize on the rising interest in golf by virtually showcasing new products to enhance the game experience and by promoting industry growth initiatives through virtual presentations. Most PGA Show programming will remain available on demand for an extended period of time, and exhibitor showrooms will remain open on an ongoing basis to help exhibiting companies and buyers continue to connect, have meetings, discover new products and drive commerce throughout 2021. Did you miss the Virtual PGA Show? It's now available for you to watch on-demand. Catch up on industry presentations and earn MSR Credits by watching workshops on the PGA Show website! 2022 PGA Championship Update The PGA of America Board of Directors voted to exercise the right to terminate the agreement to play the 2022 PGA Championship at Trump Bedminster. This decision was difficult, but necessary to protect the PGA brand and reputation, and to avoid the risk of the PGA’s ability to deliver our many programs and sustain the longevity of our mission. We had over 30 different facilities reach out to the PGA to host the 2022 PGA Championship. Southern Hills in Tulsa, Oklahoma was selected as the new site. TOURNAMENT UPDATE We are excited to be conducting the following Championships in 2021. Hopefully, we will be able to bring back spectators to these great courses to watch the top players in the world compete. 54th PGA Professional Championship, April 25-28, PGA Golf Club 2021 PGA Championship, May 17-23, The Ocean Course at Kiawah Island 2021 KitchenAid Senior PGA Championship, May 25-30, Southern Hills Country Club Page 13 March 1, 2021 MAPGA Spring Membership Meeting

PGA Tee Times booking Market Place The PGA of America and Supreme Golf, a leading tee time marketplace and golf course software company, have entered into a multiyear relationship to launch a new tee time booking marketplace: PGA Tee Times. The marketplace is slated to launch in early spring and will be available on PGA.com and SupremeGolf.com. This relationship gives golf course owners and PGA Professionals a new option for managing their tee sheets and inventory, and provides golfers the benefit of knowing they are getting the best rates available directly from the course. Finally, I would like to thank President Tremblay, the Board, Executive Director Guhl and his staff for all their hard work during this crisis. They were always thinking about you the member and how they could assist you or your facility. I am amazed at the many programs, educational seminars, virtual meetings and tournaments they were able to provide you. They didn’t miss a beat. Please don’t hesitant to reach out to me if you have any questions! REPORT OF THE A-8 DIRECTOR As we approach the start of the 2021 golf season, I wanted to make sure I provide everyone with information regarding the Assistant Professional Association. To be eligible for the APA, you must be an Associate, A-6 or A-8. That means we have over 500 potential members. We encourage everyone to become an APA Member, whether it is for the scholarship opportunity, educational opportunities or for more tournament golf experience. Each year the APA, in partnership with AHEAD, awards twelve $500 scholarships to those Associates who are enrolled in the APA that successfully pass any level of PGA PGM Program testing within the calendar year. This year was obviously a different year for participation due to COVID-19, so we were not able to award all twelve scholarships in 2021. We still were thrilled to award seven scholarships to six different MAPGA Professionals. I would like to congratulate the following APA Members on passing their respective levels and earning their scholarships: Level 1: Allan Day – Salisbury Country Club Shannon McKew – TPC Potomac at Avenel Farm Level 2: Ian McConnell – Springfield Golf & Country Club Kyle Fuller – The Country Club of Virginia Level 3: (all elected as a Class A PGA Member): Josh Apple, PGA – Raspberry Golf and Hunt Club Kyle Fuller, PGA – The Country Club of Virginia Scott Blundo, PGA – The Crossings Golf Club We want to encourage each Associate within the Middle Atlantic Section to become a part of the APA. To fulfill the requirements for the AHEAD MAPGA-APA Scholarships, in addition to registering as an APA member by the end of 2021, you must participate in at least two of the following: · APA Tournament (must complete the round and turn in a scorecard) · APA Education Seminar · APA Meeting · Section or Chapter Membership Meeting · Section specific education seminars (e.g. MAPGA Teaching Summit) For associates planning to advance in the PGA PGM levels in 2021, the $70 investment for a possible $500 scholarship is a no-brainer! As we all plan for the upcoming season, keep in mind this fall we will be holding elections for all three Chapters positions and the Section position. If you have ever had a thought about being involved with the APA; feel free to reach out to me or any of the Chapter Directors with any questions. The officers of the APA try to do our best to make decisions based on the goals and values of when the APA was formed. We make these decisions with all potential members in mind and make sure to give them the best opportunities to learn, play and network. This Page 16 March 1, 2021 MAPGA Spring Membership Meeting
is a great opportunity to make an impact on not only on your fellow peers but also on future generations of members of the APA. REPORT OF THE EDUCATION COMMITTEE Fellow Professionals, As the calendar shifts to 2021, we are very pleased with the results of the Online Education Series that was created during the height of the pandemic in 2020. While it has been a challenging time, we feel that this shift to online education was a silver lining for our education programming, and we have decided to continue using this method of education in 2021. By the time you read this, we will have finished the bulk of our 2021 Online Education Series, with some outstanding information provided by a great lineup of presenters. Thank you to the following professionals for taking the time to contribute: Michael Breed, PGA Josh Tremblay, PGA Doug Wert, PGA Matt Fuller, PGA Mike Adkins, PGA Aaron Dill James Hong Mark Blackburn, PGA Due to the pandemic we decided it was best to hold our Teaching Summit virtually, and that will take place via Zoom on Monday, March 8, 2021. The theme will be “Power & Speed in Golf”, and the event is sponsored by Ping and Ikonik Golf. The day will run from 8:45 to 2:00, and feature Dr. Sasho MacKenzie, Dr. Scott Lynn, Michael Romatowski, Marty Jertsen of Ping, and Tim Campbell of Ikonik Golf. It’s a fabulous lineup made possible by our sponsors, that features some of the smartest minds in golf as it relates to how speed and power are created. The best part? It’s only $10 to join the event! Please sign up at MAPGA.com. We thank you all for your continued support as we find ways to adjust during these challenging times. If you have any requests or feedback on the current education program we would love to hear it. Like all of you, we can’t wait to host some education events in person and get back to normal. Stay safe and thank you for your support, Mark Russo, PGA Sean English, PGA Co-Chairs, Education Committee Page 19 March 1, 2021 MAPGA Spring Membership Meeting
REPORT OF THE EMPLOYMENT AND CLUB RELATIONS COMMITTEE The 2021 golf season is foreshadowing to be an extension of the 2020 golf season which produced unprecedented levels at many facilities. The pandemic showed golf as a great way to exercise, socialize, and experience our great sport. Despite many facilities required to press pause due to COVID restrictions last Spring many facilities roared back to life and produced record rounds and revenues. I hope everyone documented and told stories of how PGA Professionals provided great value to their respective facilities in 2020. Now more than ever, talent is sought after and opportunities are available. Hopefully, many of you have utilized the early educational opportunities afforded you through the MAPGA Section during the online series. ‘Sharpening your saw’ to better you or your team will pay the biggest dividends. We look forward to sharing Best Practices from your peers and ‘Did You Know’ items that are being offered by the Section currently. We hope these pieces of information will offer you more ways to inform and better your operations. Also, as someone who enjoys discussing the interview process, reading resumes, and discussing cover letters, please don’t hesitate to reach out to discuss. My email is jdufty@washingtongolfcc.org. REPORT OF THE HALL OF FAME COMMITTEE The MAPGA is proud to announce its Hall of Fame Class of 2021! Ms. Troy Beck (Glenn Dale GC) and the late Dean Hurst (Bayville GC) will join as the 54th and 55th member of the Middle Atlantic PGA Hall of Fame. Beck, 65, is entering based on her sterling playing credentials after spending her whole career at Glenn Dale GC in various positions. Troy played in 4 majors (1984 & 1985 US Open, 1994 & 1995 McDonald's LPGA Championship) and 13 LPGA Tour events. She won LPGA National T&CP Championship at Woodlands Country Club in Texas in 1994. She was named the MAPGA Women's Player of the Year four times in 1993,1994,1998, and 2003! Troy was selected as a player, and she is quite accomplished as listed above. But she also has done more than play tournaments. She served on the National LPGA Board and was an LPGA Section President (2003-07). Troy Beck Golf Academy was noted for its Junior Golf Programs. Junior Golfers played over 5000 rounds at Glenn Dale annually. Troy was recognized as the MAPGA Junior Golf Leader of the Year twice, in 1992 and 2000. She was awarded the prestigious LPGA Nancy Lopez National Award in 2008, presented to an LPGA member that exemplifies the qualities of Leadership, Passion, Giving and Approachability. She was also recognized as the LPGA Northeast Teacher of the Year in 1995. The late Dean Hurst, who passed away in 2017, was the first professional at Bayville GC in 1995 and guided the club through its formative years to the outstanding facility it is today. Dean was elected Section Secretary in 2006 and progressed through the Section chairs to become elected as Section President in 2010. Dean was selected as MAPGA Professional of the Year in 2007, the Bill Strausbaugh Award Winner in 2001, and the Horton Smith Award winner in 2003. Dean was a very popular delegate at National PGA meetings, and kept the MAPGA at the forefront with his charisma and leadership. We hope to host the 2021 Hall of Fame and Awards Banquet later this year when it is safe to gather in-person. Additional information will be announced in Section Communications when it becomes available. The 2022 Hall of Fame Nomination period is open through February 19, 2021. For additional information on the criteria required for nomination and the nomination form itself please visit: https://mapga.com/about-us/hall-of-fame/. REPORT OF THE HANDICAP COMMITTEES Virginia Handicap Report (VHP) World Handicap System Just over a year ago, golfers in the United States began using a new set of rules to measure their performance and to compete against one another on an equitable basis. Though some elements are the same as were used in the USGA Handicap System, many are new, including the maximum hole score (net double bogey), calculation of a Course Handicap (inclusion of Course Rating minus Par in the formula) and Playing Conditions Calculation (where scores determine whether conditions impacted player performance), just to name a few. The VSGA has published several resources on VSGA.org dedicated to the World Handicap System. We encourage you to visit and share this page with your members so they can learn more about the Rules of Handicapping. Check it out at https://vsga.org/learn/handicapping/world- handicap-system/. To complement the Rules of Handicapping book and assist each club’s Handicap Committee in the practical application of the system, a USGA Handicap Committee Guide has been created. The most recent version of the publication (available only in a digital format) was updated in January 2021 and is available at https://vsga.org/wp- content/uploads/2021/02/USGA-Handicap-Committee-Guide-January-2021.pdf. While the VSGA will not be offering in-person seminars to begin the year, we will be offering several virtual options for clubs and golfers in 2021. Throughout February and March, VSGA staff will be conducting 90-minute webinars open to all members at no charge focusing on the Rules of Golf and World Handicap System. A schedule, with registration links is available at https://vsga.org/learn/educational-seminars/. In addition, the VSGA is offering to host a 60 to 90-minute educational seminar for any of its member clubs on these topics. We will tailor each presentation to suit the needs of the club and flexible scheduling is available. For more information, please contact the VSGA at (804) 378-2300. Staying on the topic of education, the USGA first introduced its authorization program through club licensing in 2005, as an important first step in assuring Handicap Committees across the country understood their responsibilities and were providing handicap administration and oversight in a fair and consistent manner. It also restricted the use of the handicap system to only licensed (now referred to as authorized) clubs. Club authorization continues to ensure fair and consistent administration, as well as ensuring that only authorized golf clubs are permitted to use the new World Handicap System, its formulas and marks. Every club under the handicap administration and oversight of the Virginia State Golf Association who wishes to use the WHS must be in compliance with the Rules of Handicapping and the USGA Handicap Committee Guide in order to be authorized. GHIN – Digital Profile As of mid-January, golfers will need a digital profile in order to access GHIN.com and the GHIN Mobile app. In order to create a digital profile, a golfer will first need to have a valid email address in their account within the USGA Admin Portal. Each digital profile will be tied to a unique email address. For golfers that share an email address, the first person to initiate the profile creation process will “claim” that email address for their digital profile and the other person will need a different email address in their GHIN Account to create a digital profile. Page 22 March 1, 2021 MAPGA Spring Membership Meeting
A digital profile will not be required to access the handicap section of the MyVSGA app until a later date (a communication from the VSGA will follow when a date has been scheduled for the MyVSGA release). The implementation of digital profile will greater enhance the golfer’s data security and privacy by providing a more secure authentication method. A digital profile will not be required to access the golfer posting kiosk at the club. More information on GHIN Digital Profile is available at https://vsga.org/learn/handicapping/ghin-digital-profile/. GHIN – Minor Guardian Golfers designated as minors (under 13 years of age) will not be able to provide an email address, create a digital profile, or directly access GHIN Golfer Products (Kiosk, GHIN Mobile App, ghin.com). Their profile must be linked to a guardian who can access ghin.com or the GHIN Mobile App and post on their behalf. This is per the Children’s Online Privacy Protection Act (COPPA). Guardian Management is available now in the GHIN Admin Portal to link a guardian to each minor. For existing minor golfers, the information can be updated within the “Account” tab in a new section labeled “Guardianship”. Guardian information will be also be collected during the add process when the birthdate provided indicates that the golfer is a minor. More information on GHIN Minor Guardian is available at https://vsga.org/learn/handicapping/ghin-minor-guardian/. MyVSGA App The MyVSGA app continues to be a useful tool for golfers in Virginia. Among the many features of the app is the ability for golfers to post scores hole-by-hole and track their statistics. Please encourage the golfers at your club to download it from the App Store or Google Play. USGA Tournament Management powered by Golf Genius Software With its VSGA membership, your club receives access to USGA Tournament Management powered by Golf Genius Software to run club tournaments and events. Along with access, the VSGA also offers its member clubs the opportunity to schedule one-on-one training with a member of our staff. There is no cost for these sessions, and you can choose how long the session will last and the topics to be covered. If your club is interested in scheduling an appointment with us or has any questions about training, please contact the VSGA. Other Notes As always, both the VSGA and MAPGA count on the promotion of the handicap system by our PGA Professionals and club members. As we have stated before, it is a goal of the VSGA and MAPGA to reach 100% participation with golfing members and patrons at all member clubs. It is important that we look at all golfers as potential members and do our best to bring these golfers in as members. Increasing the membership base will help grow the game in Virginia as well as help both the VSGA and MAPGA provide additional benefits and services to their members. Page 23 March 1, 2021 MAPGA Spring Membership Meeting
We would like to thank you for your support of this important membership and handicap service in Virginia. If you should have any questions or suggestions, please contact Michael Walder, Director, Handicapping and Members Services, at the VSGA. Respectfully submitted, John Madden, PGA Matthew Schulze, PGA Co-Chairs, Virginia Handicap Committee MARYLAND HANDICAP PROGRAM (MHP) In what was a tumultuous year, thank you to the PGA Professionals and amateur golfers that enable the Maryland Handicap Program to serve approximately 38,000 golfers at more than 145 clubs in Maryland and Washington D.C. The per golfer charge for the handicap service in 2021 will be $19 for the software service, $22 for the full hardware service and $10 for junior golfers. The MHP will continue to provide the service at well below the national average of $27 per golfer across 59 Allied Golf Associations approved by the USGA to provide handicap services. The minimum number of golfers invoiced to hardware clubs has changed from 150 members to 100 members. Handicaps will remain free-of-charge for up to three staff members, with normal rates being applied for staff members’ golfer profiles added beyond that number. Despite golf’s popularity during the COVID-19 pandemic, the MHP anticipates budget shortfalls this year for some Member Clubs that continue to be impacted financially. As a result, the Maryland Handicap Committee chose to raise fees by $1 increments in 2021 and again by $1 in 2022, rather than increasing fees by $2 in 2021. GHIN AND GOLF GENIUS TRANSITION On February 1, 2021, the Maryland State Golf Association transitioned from its previous technology vendor, Golfnet, to the GHIN Suite of Products. With the introduction of the GHIN Centralized Computation database early in 2020, existing MSGA members were already assigned GHIN numbers. This simplified the process to migrate our members’ and clubs’ data without any disruption to services provided by the MHP. MSGA Members can now post their scores on GHIN golfer products. These are the GHIN Mobile App, ghin.com, and the club kiosk posting station. Club administrators for Member Clubs of the MHP can use the USGA Admin Portal to manage the club roster and access reports (adminportal.usga.org). Several GHIN training sessions are scheduled for club administrators in February. In addition to transitioning to GHIN, MSGA Member Clubs now have access to USGA Tournament Management by Golf Genius. USGA TM Club is available to member clubs at no charge, and clubs receive a $600 discount for USGA TM Club Premium. If you did not receive an email to register for training sessions created for club administrators, please contact the MSGA office (410-653-5300). There are training sessions in February for GHIN products and USGA TM (Golf Genius). As our season quickly approaches, here are a few reminders: Page 24 March 1, 2021 MAPGA Spring Membership Meeting
• GHIN Digital Profile and Golfer Products: A GHIN account must have a unique email address saved in order to create a digital profiles and access GHIN golfer products. Please encourage your members to become familiar with the GHIN Mobile App and ghin.com. The kiosk posting stations will also be available. Prior to March 15, MSGA staff will provide instructions to clubs for adding updated links to posting stations, so members can access the GHIN kiosk posting stations. • MHP eRevisions: Handicaps are revised daily under the World Handicap System (WHS), but MSGA continues to send eRevisions to members on the 1st and the 15th of each month. • Active/Inactive Schedule: The Active Season for posting in Maryland and Washington D.C. is March 15 through November 14. Scores made on golf courses in Maryland and D.C. during the inactive season are not acceptable scores for posting. Unlike the previous Golfnet system, which allowed members to post these scores but did not include these in members’ “revision scores” used for Handicap Index computation, GHIN does not allow members to post scores during the inactive season. Scores made in states observing an active season, e.g. Virginia, the Carolinas, Florida, etc. must be posted, and will reflect accordingly on members’ scoring record. • Transferring Golfers: It is no longer necessary to contact MSGA to request account transfers. Club administrators can add members to the club roster with the “add golfer” button in USGA Admin Portal. To add a member who already has a GHIN account, use the option to “search for existing member.” Use the “add new golfer” option to add new members who do not have GHIN accounts from active or inactive club membership(s). • Merging Accounts: Members who have multiple GHIN numbers and scoring records must be merged under one (1) GHIN number per the Rules of Handicapping. Please send merge requests to intern@msga.org and include both GHIN numbers for each member in your request. • Billing: MHP Invoices are delayed by several weeks due to the transition to GHIN. The first invoices will be sent in February with ½ of the total MHP fee due by March 31, 2021. The next invoices will be sent in June with the remaining balance due by June 30. A final invoice for golfers added between June 1 and September 30 will be sent in October and will be due by October 31. Any golfers added between October 1 and December 31 will be applied to the first invoice in the following year. IMPORTANT BILLING INFORMATION Please note that the late fee policy implemented in 2019 will again be enforced this year. The late fee will remain a 10 percent fee for any unpaid balance as of the due date listed on the invoice. The MHP is responsible for paying fees to the USGA for all active golfers on your roster, so timely submissions, and roster management are very important going forward. Thank you again for your support, and we look forward to a great 2021 season. Respectfully submitted, Bob Dolan, PGA J.P. Lunn, PGA Co-chairs, Maryland Handicap Committee Page 25 March 1, 2021 MAPGA Spring Membership Meeting

REPORT OF THE MEMBERSHIP COMMITTEE 2020 was an extremely challenging year for most of us. In February we held our only in- person Associate Orientation of the year, with seven (7) associates in attendance. After a brief pause due to the COVID-19 pandemic, the Membership Committee decided to hold our remaining Associate Orientations via Zoom. Four (4) Associate Orientations were held virtually. 28 associates entered into the PGA Professional Golf Management (PGM) program. In addition, 23 MAPGA associates were elected to PGA membership in 2020. Thus far in 2021, one (1) orientation has been held, with 10 associates in attendance. There are currently five (5) additional orientations on the schedule. These will take place on the first Thursday of the month in April, June, August, October, and December. In order to attend an orientation, individuals must be registered in the PGA PGM program. Associates must attend this orientation within one year of their associate registration date. The MAPGA Written Rules Examination for playing privileges is administered at the beginning of each orientation. Eleven (11) Playing Ability Tests (PATs) are scheduled throughout the Section for 2021. To register for a PAT or check available sites and dates, simply go to mapga.com, click on PGA Member, and click on Become a PGA Member. The Membership Committee is also responsible for investigating membership related concerns. These include, but are not limited to, improper classification, primary employment, and other membership matters. Lastly, a special thank you to the other members of this committee. Tom Barry, PGA and Jay Dufty, PGA have been so valuable, not only with their time but also their collective wisdom. In addition, MAPGA Secretary Lynne Hunter has also volunteered her time for new associates as well as to aid me. Our staff liaison, Kristine Alonso, is always available, not only to me, but to any member or associate. She is an invaluable resource! Thank you. To be elected to membership once admitted to the PGA PGM 3.0 Associate Program, Associates will have to meet the appropriate milestones and requirements: Acceptable Progress • Level 1 must be successfully completed within three years of the Level 1 Start Date • Level 2 must be successfully completed within three years of the Level 2 Start Date • Level 3 and election to PGA Membership must be successfully accomplished within nine years of the Level 1 Start Date Associates have nine years from their Level 1 Start Date to graduate from the PGA PGM Program, meet all election requirements and become elected to PGA Membership. Failure to complete Level 1 or 2 within three years of the Level’s start date will result in suspension. Failure to complete a level by the end of their two-year suspension will result in termination from the PGA PGM Program. Employment - A total of 30 work experience credits must be earned in addition to fulfilling the PGA PGM Program. (One credit per month while eligibly employed full time.) 12 credits are awarded for a four-year college degree and six credits for a two year college degree. Respectfully Submitted, Scott A.
