2021 NJCAA Indoor Track & Field Championships Robert W. Plaster Center, Pittsburg, KS Welcome Congratulations on your qualification to the 2021 NJCAA Indoor Track & Field Championships! COVID-19 will obviously have an impact on these championships and will alter many of the ways the event operates. Please pay close attention to the details on pages 5 and 16, which outline what forms you will need to complete to comply with health restrictions in Pittsburg/Crawford County. We wish you continued success throughout your season and look forward to putting on an outstanding championship event for all participants. Facility Information & Layout Due to COVID restrictions, no tickets will be sold and spectators will NOT be allowed for the championships in 2021. Robert W. Plaster Center The dedicated 154,000-square-foot indoor track and field facility features a 100-yard turf field, an 11,000-square-foot modern strength facility, a 300-meter track with a Mondo Super X surface – the same manufacturer that has provided the running surface for the last 8 Olympic Games. Field event areas for the championships include a raised pole vault runway, raised long/triple jump runway, a high jump apron, and dedicated weight throw/shot put areas. Seating in the south bleachers and in each of the portable aluminum bleacher sections along the north side of the track will be utilized for team camps. John Lance Arena / Weede Building Pending the hosting of other sports (basketball, volleyball) within the facility, John Lance Arena and two dance studios in the Garfield Weede Building will serve as additional team camp areas. The team camp occupancy capacity of each of these spaces based on 36 sq. ft. per person are as follows: John Lance Arena- 740 persons – we will allow a maximum of 300. West Dance Studio- 100 persons – we will allow a maximum of 50; East Dance Studio- 40 persons (single team). The Harvey Dean Track The Harvey Dean Track is one of a select few 300-meter tracks in the nation. The competition surface is Mondo Super X Performance. It has six 42 inch lanes on the oval and eight 42 inch competition lanes plus an additional four practice lanes on the home straight. Facility Entry All attendees MUST enter the facility through the main west entrance of the Weede Building, from Homer Street. All attendees must also wear the appropriate wristband each day, which will be provided in your packet upon arrival. 3

2021 NJCAA Indoor Track & Field Championships Robert W. Plaster Center, Pittsburg, KS COVID-19 Requirements and Protocol 1. COVID-19 Testing: All student-athletes, coaches, athletic trainers, medical staff, equipment staff, and other personnel attending the national championships MUST fulfill one of the following requirements: i. A negative COVID-19 test conducted AFTER 12:00 p.m. (noon) on Sunday, February 28. PCR tests preferred. ii. A previous positive COVID-19 illness and recovery within the past 90 days from the meet date iii. Completed vaccination for COVID-19 – both shots must have been received if multi-dose vaccine Teams WILL BE REQUIRED TO CERTIFY that one of the above requirements has been met for all student-athletes and personnel. The required COVID forms and submission instructions are located on pages 16-17. You will only receive entry wristbands equal to the number certified/documented persons listed on your forms. Schools will also be required to complete a daily temperature check log for all attendees, as well as a health and temperature verification form. These forms are on page 18-19 of this packet. These must be turned in upon entry into the facility each day, including practice on Thursday. Forms are available for download at www.VisitCrawfordCounty.com/njcaa 2. Mask Requirements: Face masks are required for everyone inside the facilities and must be worn at all times. All attendees must supply their own masks. Athletes will be required to wear masks except when they are warming up or competing. 3. Sanitizer will be located throughout the facility, and wipes will be available at many competition areas. However, please bring any cleaning items/resources you plan on using for your team. Championship Qualifying Procedures • Individual performances: Allow all second season participants to use qualifying performances from last year’s indoor season (2020) to count towards qualifying for the 2021 NJCAA Men's and Women's Indoor Track & Field Championships. o Each team’s 2021 indoor roster must be finalized on DirectAthletics by February 5, 2021, for DirectAthletics to upload performances of all returning NJCAA student-athletes. o The performance must be verifiable on TFRRS from 2020 (must have been an NJCAA athlete last season). Performances by transfers from the NCAA/NAIA or any other association are not acceptable. • Relay performances: 4x400 and DMR performances can not be composited. 4x800m relay times may still be composited. o All qualifying relay times must be run in 2021. o 4 x 800m relay performances may still qualify and be entered in DirectAthletics based on a composite time from individual performances achieved in either 2020 or 2021 by active and eligible members of the 2021 roster in accordance with the guidelines outlined above for individual performances. • Multi-Event performances: A total score (not a composite) from 2020 may be used in 2021 under the same conditions as above for individual performance. o For the 2021 men's and women's indoor track % field season, a multi-event performance may occur over the course of three consecutive days and at more than one competition. o Coaches will be trusted to enter the multi-event composite scores (like the 4x800m) into DirectAthletics manually. Proof of performances should always be brought to the NJCAA Men's and Women's Indoor Track & Field Championships in case of a challenge. • White Cards: The NJCAA Track & Field Coaches Association reserves the right to implement an increase in the number of white cards allowed per program from three white cards to five white cards. This option will be reviewed by the Coaches Association throughout the regular season and only be implemented if necessary. 2020 Indoor Marks – If an athlete competed for NJCAA Institution A during the 2020 Indoor season; and the athlete transfers to NJCAA Institution B, as long as the athlete is an eligible athlete on Institution B’s eligibility roster and appears on their DirectAthletics roster, any performances achieved at Institution A will be pulled into the 2021 performance list. If their mark from 2020, meets the 2021 qualifying standards, that athlete is qualified to compete at the 2021 NJCAA Indoor National Championships in that event if entered. 6

Plaster Center, Pittsburg, KS Qualifying Standards The formula for replacing qualifying standards for 2021 is three times the old standard plus the mark of the last scoring place of the previous National Meet divided by four. The NJCAA National Track and Field Committee may stabilize a standard which is felt to be adequate. Adjustments to performances in specific events, for (a) the type of indoor facility and (b) altitude shall be determined by the NCAA Track and Field Committee and found in the NCAA Rule Book. Indoor facility adjustments apply to all oval running events. The standards listed are applicable for performances on Banked/Oversized track; therefore all performances on undersized tracks will be converted to Banked/Oversized to determine whether times achieved on those track types meet the qualifying standards set for the championship meet. This will be done automatically on Direct Athletics and will show on the performance list. Altitude Adjustment will be done automatically on Direct Athletics and will show on the performance list. Altitude adjustments shall not apply to running events used in combined event scoring. Below are the permissible event conversions for the NJCAA indoor track and field. The Standardized Track Event Conversion factors will be used to convert times for the non-championship events listed below to determine what the corresponding times would be for the respective championship events. The conversion will be done automatically through Direct Athletics and will be listed on the performance list: 55m hurdles to 60m hurdles; Mile Relay to 4x400m relay; 500m or 600 yards to 600 meters Distance Medley Relay (DMR) yards to DMR meters; 4x880 Relay yards to 4x800m Relay Below are the permissible event conversions for NJCAA Outdoor Track and Field. The conversion will be done automatically by Direct Athletics and will be on the performance list: Mile to1500m; 4x110 Relay Yards to 4x100m Relay; 4x880 Relay yards to 4x800m Relay In order to be considered for entry into the National Championships, all institutions must ensure that the electronic submission of results from any competition in which their student athlete is entered is reported by the meet host to the Track and Field Results Reporting System (TFRRS) through the online provider, Direct Athletics. Indoor Track & Field Standards: All Divisions i. Hand times will be entered as HT into Direct Athletics which will convert to FAT. ii. Women DMR not composite - Men DMR not composite iii. Standards men and women pole vault progression 15cm for the first 3 heights and 10cm for the remainder. Entries for the multi events will be entered into the NJCAA National Championship Meet, with the athlete and their mark entered into TFRRS (www.tfrrs.org) and obtain a TFRR registration number. The top-16 will be entered into the championship. Nine contestants will qualify for the finals in each field event. *=composite times for 4x800 m relay can be used to compute total time (no splits, actual timed event). NOTE: STANDARD MAY BE MET AT INDOOR OR OUTDOOR EVENTS. The competitive field in the Pentathlon (Women) and Heptathlon (Men) will be fixed at 16 individuals. The top 16 entries listed on Direct Athletics (www.directathletics.com) will be submitted for consideration by the deadline date of February 27. Pentathlon scores can be computed from the composited of the individual competition events at a single day event. Should any invited athlete choose not to compete, the next highest entered individual will be invited. This process will continue until the field of 16 is complete. 7

Plaster Center, Pittsburg, KS Entry Requirements and Deadlines Direct Athletics will be used to register for the 2021 NJCAA Men’s and Women’s Indoor Track and Field Championships. 1. NJCAA Performance List – Hosted by TFRRS i. To be entered into the NJCAA National Championship Meet, the athletes and their marks must be entered into TFRRS (www.tfrrs.org) and obtain a TRRF registration number. ii. All performances that will be used for entry into the NJCAA Indoor and Outdoor National Championships (DI and DIII) must appear on the NJCAA Performance List within 14 calendar days of date of the performance. 2. Championship Declaration Process – Hosted by Direct Athletics: Entry Procedures for all events except Multi Events. i. All entries will enterthroughwww.directathletics.com website (including any White Card entry). ii. Entry page will open a minimum of 10 days prior to the first day of competition. All Coaches are encouraged to check entries for accuracy before the deadline. iii. Entries will be due at NOON (CST) four (4) days prior to the first day of competition. iv. Entry Fee will be $25.00 for each individual including relay members and alternates. v. Late entries include: a. Any entries that may have been inadvertently left off by the original deadline of four days prior to the first day of competition b. Any submitted entries that were not paid in full by the original deadline. c. Late entries will be due at 12:00 PM ET three (3) days prior to the first day of competition. A late entry fee of an additional $25 per individual (regardless of number of events). For a total of $50 per entered/declared athlete. d. Any entries that remain unpaid by the Late Entry Deadline will be scratched from the competition. vi. After the Late Entry Deadline, the rank order list will be posted. 3. Entry Procedures for Multi Events i. The Multi-Event Entry Form on page 20 of this packet must be completed and returned to Dee Brown by noon on Feb. 27. ii. All entries will enter through www.directathletics.com web site. a. Multi-events will be entered through a second meet entry link, separate from the open meet. iii. Entry page will open a minimum of ten (10) days prior to the first day of competition. iv. Entries will be due at Noon (CST) six (6) days prior to the first day of competition. v. Entry Fee will be $25.00 for each entry accepted. vi. There will be no late entries for the multi events. vii. The accepted multi event athlete list will be emailed by 5:00 PM six (6) days prior to competition. viii. Payment for multi-events will be set as OPTIONAL a. If an athlete is also competing in an open event, in addition to the multi-event, the $25 payment is due for them through the normal meet entry system with the rest of your entries. b. If your athlete is only entered in the multi and is already among the top-16 in the most recent performance list, the $25 payment is due for them through the multi-event entry site. c. Accepted athletes that were not among the top-16 and not in an open event in the normal meet will need to be paid for by the coach, in cash at check-in prior to receiving their meet packet. PLEASE HAVE EXACT AMOUNT OF CASH or A CHECK PAYABLE TO: CRAWFORD COUNTY CVB. 4. A team using too many white cards will cause all athletes entered from that team on white cards to be disqualified Attending a scheduled meet (two or more teams and ten or more events completed) after the Region Championship is allowed but must count as one of the teams 20 combined events (Indoor/Outdoor). Coaches’ Meeting There will be a coaches’ meeting on Thursday, March 4 at 3:30 PM in the Pittsburg State Athletics theatre meeting room, located in the Weede Physical Education Building. There will be a virtual option for this meeting. A link will be e-mailed prior the meeting and posted at www.VisitCrawfordCounty.com/njcaa. The meeting is STRONGLY recommended for all head coaches. Competition procedures, awards presentation, and NJCAA policies will be covered. Packet Pickup Packet pickup will be available at check-in, located inside the entrance. The only entry location is on the West side of the Weede Physical Education Building, from Homer Street. Pickup times are as follows: Thursday, March 4 10:00 AM to 3:00 PM Friday, March 5 8:00 AM to 9:00 AM 8

Plaster Center, Pittsburg, KS Practice Schedule Practice times will be available in four one-hour sessions, from 11:00 A.M to 3:00 PM on Thursday, March 4. The indoor track WILL NOT be open at any time for practice during competition. Athletes wanting to practice during competition may use the designated warm-up area. Once entries for the Championships are finalized, a link will be e-mailed where you may register your team for a defined one-hour practice time slot. These will be available on a first-come, first-served basis. Pending the total number of teams entered in the competition, we anticipate 15 available registrations for each of the four sessions. Check-in and Clerking All athletes must check-in for their events with the Clerk of the Course no less than sixty (60) minutes prior to the time listed on the schedule of events. All Relay Cards must be completed and submitted at this time. Uniform, equipment/spike check, instructions and escorting will take place accordingly. Running Events – Athletes must report to the Clerk of the Course area twenty (20) minutes prior to the start of the event for final instructions, spike check, and to receive hip numbers. From the clerking area, athletes will be staged and then escorted to the starting line. Field Events – Athletes must report to the field event site no less than forty-five (45) minutes prior to the start of the event. Access to field event sites will be available sixty (60) minutes prior to the start of the event. Coaching Boxes Coaches’ boxes will be available, but may be altered depending upon use of the infield for team camps (if necessary). Only one coach per institution will be allowed into the coaches’ boxes, provided they have an athlete competing in that event. Bib/Hip Numbers Athletes must wear the competitor bibs on the front of their jersey/singlet. Bibs may not be altered in any manner. Hip numbers will be issued upon final check-in and spike check at the clerking area. Uniforms All uniforms must comply with the NCAA Men’s and Women’s Cross Country and Track and Field 2021 and 2020 Rules, Rule 4; Section 3; Articles 1, 2 and 3. Implement Check-in Athletes must weigh-in all throwing implements at the weigh-in station in the cage next to the clerking booth. No implements will be processed less than ninety (90) minutes before the event. Implements may also be checked in during your scheduled practice time on Thursday. Illegal implements will not be allowed for throwing events during warm-ups. Warm-up Area A warm-up area will be provided. Pending the hosting of other sports within the facility, the location will be inside John Lance Arena. The warm-up area will be reserved for student-athletes with upcoming events and will be monitored at all times. Field Event Warm-up Procedures Field event competitors will be permitted onto the competition site one hour prior to the start of the event. The general warm-up will proceed until 30 minutes prior to the start of the event, at which point only the first flight will be allowed to warm up. Appropriate time will be allotted for subsequent flights. Spikes Only ¼” Pyramid spikes are allowed. Any athletes reporting to the starting line with larger spikes or needle spikes will not be allowed to compete. This will be strictly enforced. All athletes must check their spikes with the clerk when they check in. A limited number of replacement spikes will be available. 9
2021 NJCAA Indoor Track & Field Championships Robert W. Plaster Center, Pittsburg, KS Pole Storage Poles/equipment may be stored overnight at Robert W. Plaster Center. Please store any poles in the implement weigh-in cage next to the clerking area. Any overnight storage of equipment is at your own risk, as Pittsburg State University, the NJCAA, and the Crawford County CVB assume no liability for damage or theft to poles or equipment stored overnight. Indoor National Meet Formation of Heats/Assignments of Lanes The 2021 NJCAA Indoor Track and Field Championships will be conducted according to the NCAA Men’s and Women’s Cross Country and Track and Field 2021 and 2020 Rules rulebook. 60 Meters/60 Meter Hurdles/200 Meters/400 Meters/600 Meters Heats and Lanes assignment for incoming performances will be seeded randomly. This means that the fastest time could be in lane one if the computer picks it that way. • Top 8 advance to finals for the 60 Meters & 60 Meter Hurdles – The number of advancers is based on the number of lanes available on the straight away (8 for an 8 lane track and 9 for a 9 lane track). • In the 200/400/600 finals, there will be a fast heat (4 runners) and a slow heat (5 runners). The slow heat will run first and the fast will run immediately after. Note: Lanes 1 and 2 closed for preliminaries 800 Meters Heats and Lanes are random (See Above) • Heat Winners Advance plus next fastest times (up to 9 runners). So, if there are 4 heats, there would be 4 heat winners plus the next 5 fastest times. • Prelims and finals can be run in alleys or a waterfall start. The finals will be run in 1 heat. 1000 Meters Heats and Lanes are random (See Above) • Heat Winners Advance plus next fastest times (up to 9 runners). So, if there are 4 heats, there would be 4 heat winners plus the next 5 fastest times. • Prelims and finals will be a waterfall start. The finals will be run in 1 heat. Mile This is run as a final only, random assignment within the heat. If there are 15 runners or less, then it will be run as a 1 heat final. If there are more than 15 athletes, then it will be run as a multiple heat final (the slow heat(s) first and the fast heat immediately after). If there are more than 15 athletes entered into the race, then the fast heat will be 12 runners and the slow heat(s) will contain the rest of the field with a maximum of 15 and a minimum of 4 in a heat. *If there are more than 15 athletes entered into the race, then the fast heat will be 12 runners and the slow heat will contain the rest of the field. (Recommended) 3K&5K This is run as a final only, random assignment within the heat. If there are 18 runners or less, then it will be run as a 1 heat final. If there are more than 18 athletes then it will be run as a 2 heat final (a slow heat first and the fast heat immediately after). • If there are more than 18 athletes entered into the race, then the fast heat will be 14 runners and the slow heat will contain the rest of the field. (Recommended) • NCAA Rules as follows: If more than 16 competitors for the 3K, it is recommended that the event be contested as a timed-section final. 4X400 or Mile Relay Heats will be decided by incoming performances. The fastest 4 incoming times will be run in the final heat. The next to last heat will have the next 4-6 (no more than 6 in a heat) fastest times and so on. The lanes within the heat will be assigned by qualifying time, the fastest time being placed in the preferred lane as determined by the Game Committee (places will be determined on time). • Places will be determined on time 10
2021 NJCAA Indoor Track & Field Championships Robert W. Plaster Center, Pittsburg, KS 4X800 Relay/DMR Heats will be decided by incoming performances. The fastest 8 incoming times will be run in the final heat. The next to last heat will have the next 8-10 (no more than 10 in a heat) fastest times and so on. The position of the first runner will be a random draw. Field Events All Field Events will follow NCAA Rules (See Rule 6 Section 4) • No flights will have more than 16 competitors and no flight will have less than 5 competitors • The final preliminary flight will contain the competitors with the best incoming marks, but they will throw in an order that is a random draw. In the finals, all field events (except high jump and pole vault) will be competed in reverse order. • When more than 15 athletes compete in the high jump or pole vault, then the official running the event will have the option to do 5 alive (according to Rule 6 Section 4) if they so choose. Pentathlon & Heptathlon NCAA rules shall be followed for the combined event. See NCAA Rules (Rule 9) • In all hurdle races for the combined events, there shall be 1 empty lane on each side of the competitor. For example: On an 8- lane track, there can be a maximum of 4 runners per heat (lanes 1,3,5,7 or 2,4,6,8). On a 6-lane track, there can be a maximum of 3 runners per heat (lanes 1,3,5 or 2,4,6). Appeals and Protest • Only coaches may make protests or appeals. • A $50.00 sincerity fee will be charged for all appeals and protests. The sincerity fee will be returned to the coach if the appeal or protest is upheld. In the event the appeal or protest is disapproved, the fee will be included in the receipts of the meet. • The appeal or protests shall be presented in writing within 30 minutes of final results being posted, on an official form, to the Jury of Appeals who will render a final decision. The jury may hear oral comments from the coach and/or meet officials to assist in arriving at its decision. A link to the heat sheets will also be provided at that time. Live results and updated heat sheets will be available throughout the day at http://www.midwesttiming.com. Hard copies of results will be posted in the Plaster Center. Awards The following awards will be distributed as per NJCAA guidelines: 1. Awards shall be given to first, second and third place teams. 2. Gold medals shall be awarded to the first place winners in all events, including relays. 3. Silver medals shall be awarded to the second place winners in all events, including relays. 4. If test results are pending, please notify Devin, but your team will not be able to practice on Thursday unless a completed form is received. If necessary, a single document (PDF preferred) may be requested by Devin containing copies of negative test results, vaccination cards, or proof of previous illness within 90 days for EVERY individual attending the meet from your school. ALL RECORDS MUST BE KEPT FOR YOUR ATTENDEES FOR A MINIMUM OF 30 DAYS FOLLOWING THE MEET.
