LETTER FROM THE CO-DIRECTORS June 21, 2019 To IGBO Representatives, The Washington, DC gay bowling community is pleased to present this Bid Proposal to host the IGBO Mid-Year 2021 Tournament. We are looking forward to hosting IGBO bowlers and guests once again in DC. We’re on our 11-year cycle for hosting Annuals in 1988, 1999, and celebrating IGBO’s 30th Anniversary at Mid-Year 2010. We welcome the opportunity to bring IGBO’s Mid-Year Tournament to the nation’s capital once again. Our Bid Committee Board is comprised of familiar friends and some new faces to bring the best energy and experience to this event. We are confident that our committee, backed by more than 500 bowlers in DC-area and our strong GLBT communities, will be able to show all participants to IGBO Mid-Year 2021 a rockin’ time in DC. DC is known for its monuments, museums, and great nightlife. There’s plenty for all to do in DC while not bowling or participating in meetings. Adam Boenning—Director of Marketing Adam has been an IGBO bowler since the summer of 2005. Adam was Director of Marketing for IGBO Midyear 2010 and since then has served as CARA Sunday Night league President for several years. He is our drag Mama for the DC area Bowled and Beautiful charity drag fundraiser. He has been Secretary of 2 leagues and is a “go-to” resource for people in leagues to consult with. Adam was recognized by the CHIT 2007 co-directors for his outstanding contributions and is Co- Director of Marketing for CHIT 2008. Adam has been very involved in the gay and lesbian community over the years and will bring a wealth of experience and community connections to his position. His extensive experience in community outreach and fundraising dates back to his time as Board President of the Finest City Freedom Band of San Diego. Donny Tang—Director of Operations Donny started bowling with IGBO in 2006 when he joined the Friendship League in Hartford, CT. It wasn’t until 2009 when he bowled in his first IGBO tournament in Syracuse. In 2010, Donny became the Regional Director for the Northeast Region, before becoming the first Regional Director for the Mid-Atlantic Region. He has served as President in the Friendship League, Director for CHIT 2013 and 2015, and has been the Treasurer for Pride of Alexandria for the past 6 years. Outside of bowling, Donny has also served 2 years as League Commission and 1 year as Secretary for the Capital Tennis Association. Kim Winn—Secretary Kim has bowled in LGBT leagues since 1994. Since then, he has served in various officer positions for many years, including being the secretary of what was at the time the largest bowling league in the Washington, DC, metropolitan area. He continues in the role of league secretary to this day. Kim was also instrumental in preparing Washington’s bid to host Gay Games XI. He looks forward to helping make IGBO MidYear 2021 a success. Jim Tsugawa—Treasurer Jim has bowled in IGBO leagues since 1996 and been active in IGBO and the Washington, DC bowling community for over 20 years. Jim has served in roles including league treasury, IGBO representative, treasurer and statistician for the Capital Halloween Invitational Tournament (CHIT), treasurer for the IGBO Mid-Year 2010 tournament, and chairman of the IGBO Audit and Bylaws Committees. Steve Frable—IGBO Liaison Steve has been very active in the DC bowling community over the past 22 years. In 1997, he became an IGBO member and quietly served the bowling community by volunteering to be a CARA representative and sit on league committees. Steve has been active in IGBO since successfully hosting Mid-Year 2010 in DC serving on Membership, Sponsorship, Bid Standards committees and is currently Regional Director for Region 12 Mid-Atlantic. Steve also served 4 years as Team DC (30+ LGBT sports teams in the DC area) Vice President and 3 years as Team DC President. 5
Larry Carney—Awards/IGBO Liaison Larry attended IGBO Tournaments in more than a dozen cities. He enjoys the fellowship of the organization, making sure to stop by the hospitality suites. Larry met most of his best friends through IGBO bowling, and has bowled in leagues in Maryland, Virginia, and Florida. Marian Martin—Outreach Marian Martin is a staunch supporter of her bowling friends. She jokes that while she doesn’t bowl herself, she is more than willing to assist to ensure the success of the event. Marian has assisted for several years at CHIT selling raffle tickets and manning the prize table; participated in Bowled and Beautiful over 10 times; and helped out with Mid-Year 2010 when she literally did whatever was asked of her to get the job done. Marian is an Information Technologist with Fairfax County School system and is very familiar with social media and how to make it sing and dance for event success. Jason Muller—Audit and Average Verification Jason Muller has been bowling since his youth in upstate NY. He has been league VP and Treasurer on several leagues throughout DC and a board member for CHIT. Jason served as CARA Treasurer for 4 years verifying scores and awards across all of the CARA leagues and their reward program. Jason is currently employed with the City of Alexandria in their Treasury Department, and prior to that worked balancing millions of dollars for Loudoun County in Virginia. C.C. Ford—Social Events C.C. has been bowling competitively since the 1970s, highlighted by her participation in the Gay Games in Chicago. She currently bowls in two leagues, and was the founder and creator of GRITS women’s tournament and League of Women Bowlers. An article in a local gay magazine featured C.C. in discussing how personal tragedy can be eased through bowling friendships found during the formation of the League of Women Bowlers. CC is an avid photographer and regularly is seen with her camera at bowling events getting people to smile as wide as she does. Clay Ellis—Hotel Liaison Clay has been a huge contributor to CHIT for the past several years, helping negotiate with the host hotels and assisting to secure sponsors and raffle prizes. He has been a meeting planner with the Experient Sales Network since November 2005, and has been in the industry for more than a decade. Clay is based in Rehoboth, DE, with primary focus on Washington, DC and Delaware while also supporting new client development efforts nationwide. 6
Les Johnson—Scratch Masters Les has been very involved in LGBT community activities for more than two decades. He ran Scratch Master for MY2010. He has been an IGBO league bowler since 1999 and has served as President, Vice President, Secretary and Treasurer for several DC area leagues. He is an IGBO Rep and a CARA Board member (President and Vice President) since 2001. Les has participated in numerous IGBO tournaments. Les is seen throughout DC as a leading LGBT sports advocate – TEAM DC, CARA, and FGG – and has been and is President and sitting Board Member of all 2 of the 3 right now. Les’ ability to get the best from people he works with is the definite trait he brings to running Scratch Masters for MY2021 Todd Wessendorf—Registration Todd has recently taken up the sport of bowling and has found a home and friends within the CARA bowling community. Todd is a senior software developer with General Dynamics Information Technology (GDIT), and has been developing and managing web applications for the federal government as a contractor for 11 years. Todd already has several ideas on how to design, develop, and integrate a complete registration system for IGBO MY2021. Shannon Carlson—Transportation and Hospitality Shannon is a longtime bowler with his first experience at the age of 5 in youth leagues and later in high school and college. He joined CARA fourteen years ago and regularly attends IGBO tournaments throughout the NE. As a senior corporate travel agent, Shannon has over 25 years of experience in the travel industry. Terry Broz—Banquet Terry has enjoyed the sport of bowling since he was a kid, and has been bowling in CARA since 2002. He enjoys the social aspect of bowling especially, and has been on a few league-winning teams. He has also served as a league VP. Terry served as Banquet chair for IGBO Mid-Year 2010, and also for CHIT 2008 and 2009. Terry currently bowls with a 160 average. Kurt Peterson—Tournament Ambassador Kurt has been bowling for a short 7 years. He has bowled in many different leagues to include the Hump Day League in Minneapolis, Honeymooners league in Madison, WI, and Pride of Alexandria, in Virginia. He also travels across the Midwest for different bowling tournaments. In his free time, Kurt loves to travel and have new experiences. He currently works in public service as an accountant. Jacob Welle—Tournament Ambassador Jacob has been bowling off and on in leagues since he was around 7 years old through high school. He got back into it during college and then started bowling in IGBO leagues/tournaments 5 years ago. Outside of bowling, Jacob is mainly involved with the local curling club where he volunteers doing anything from the finance committee, to teaching or bartending for major events. 7
ATTRACTIONS Washington, DC has so much to offer each and every IGBO bowler. Not only is this city the epicenter of US history, it’s also a thriving metropolitan center that’s evolving and growing more diverse every year. The recent development in DC has created a downtown area that attracts not only its residents, but also the citizens from the local suburbs in Maryland and Virginia. Whether you enjoy a night at the theater, a touch with history, a stroll through gardens, or just hanging out at a bar, Washington, DC will exceed your expectations. A park-filled city with a top-notch public transportation system allows you to visit so many different locations during your vacation. So, come early and stay late. But most of all, make your 2021 IGBO Mid-Year Tournament a celebration of monumental proportions. The National Mall is the main Washington DC attraction for visitors and the best place to start your vacation. Seeing the trees in all their fall colorful glory is an experience. You can walk through this open- area national park for almost two miles from the U.S. Capitol to the Lincoln Memorial with stops along the way to visit numerous Smithsonian Buildings, the Washington Monument and the war memorials for World Wars I & II, the Korean War and the Vietnam War. Although we do not yet know who will be residing there in 2021, the White House is one of the nation’s most popular tourist destinations. The official home of the current U.S. President is a building filled with history from the Oval Office to the West Wing. You can stroll around the Ellipse to view the South Lawn or schedule a public tour prior to your arrival. The U.S. Capitol serves as the seat of the U.S. Congress, the legislative branch of the United States federal government. Our host hotel is only a few blocks away and offers a stunning view of the Capitol dome at its front entrance. Directly in front of the U.S. Capitol is the U.S. Supreme Court building, which houses the judicial branch of our government. Spend a couple hours touring the chambers where U.S. law is enforced or swing by the neighboring Library of Congress. Of the many theaters in DC, Ford’s Theater is the most well-known, due to the assassination of Abraham Lincoln in 1865. This classic building offers guided tours, exhibits and live theater performances. Not everyone realizes how much Washington DC is a hotbed for performing arts and entertainment. From the Kennedy Center to National and Warner Theaters on Freedom Plaza, our city has the second (only to New York City) largest number of theater seats in the U.S. 8
Since the 1970s, Dupont Circle has served as the center of gay life in the DC area. Many of our gay bars are located in this neighborhood, along with a farmer’s market on Sundays. Mixed in with the numerous foreign embassies, restaurants and coffee houses, you can find the national headquarters for the Human Rights Campaign. There is no lack of gay nightlife in the DC area, as the varied population of DC creates a diverse group of local hangouts. With 8 different gay bars in the area, from women’s sports bar in Adams Morgan to dancing and video bars in Dupont to the new bars and dance clubs on U Street and 14th St (and everything in between), the party is just starting once the sun goes down. An unexpected treasure that a little off the beaten path is the National Arboretum. This 446 acre park and garden complex contains a wide variety of plant life with a touch of DC history. The original U.S. Capitol columns create a stunning centerpiece to the scenery with a short hike up Mount Hamilton, one of the highest points in the District of Columbia. At the summit, you’ll be treated to a view of the Capitol (and the rest of the city) while surrounded by peaceful trees. A brief trip up from the host hotel by subway or car, takes you to one of the nation’s oldest military burial grounds, Arlington National Cemetery. You can pay your respects at the Tomb of the Unknown Soldier and the grave of President John F. Kennedy or reflect at the famous "Iwo Jima Memorial". Just south of Alexandria is Mount Vernon, the plantation home of George Washington. Overlooking the Potomac River, the mansion and its surrounding gardens will take you back in history during a guided tour. Be sure to imbibe like our first President at the restored Mount Vernon distillery. No visit to DC is complete without a trip to one of the 16 local Smithsonian Museums, which are all open FREE to the public. The Smithsonian’s millions of artifacts include the flag that inspired "The Star-Spangled Banner", the original Wright Brothers’ airplane, the 45-carat Hope Diamond, the First Ladies’ inaugural gowns and Dorothy’s ruby slippers. Opened in 2016 the National Museum of African American History and Culture is a must see. This state- of-the-art building addresses nearly every aspect of the African American experience, covering the arts, slavery, the Civil Rights Movement, athletics and much more. It is so popular that this is one of a few Smithsonian museums where you will need Advance Timed Passes. Make sure you make time in your schedule for a visit! 9
The National Museum of the American Indian, which is located only a few blocks from the US Capital. This museum is the first national museum in the country dedicated exclusively to Native Americans. The architecture of the building alone is well worth the visit, and the Zagat-rated Mitsitam Cafe promised a unique and memorable Native American dining experience Above the Gallery Place Metro stop is the National Portrait Gallery & American Art Museum, two museums in one newly-renovated and expanded government building. This building contains paintings of all American Presidents and a pictorial history of the U.S., in addition to its interesting temporary exhibits which rotate periodically. Further east on the Mall, the completely renovated American History Museum and Natural History Museum bring the shine back to the fabulous museums. The updates created a special gallery for the "The Star-Spangled Banner" Flag and easier navigation through the highlights of American politics (from George Washington’s uniform to Bill Clinton’s saxophone), pop culture (from Dorothy’s ruby slippers to Kermit the Frog) and the major events that have affected the lives of American people. The International Spy Museum, one of DC’s most popular places for tourists since opening in 2002, was recently moved to L’Enfant Plaza in a huge new building. Espionage takes on a personal meaning, as you are given a private spy profile upon your entry and investigate various exhibits throughout the building. After 200 years in the making, the National Museum of the US Army is set to open in 2020. Located in Ft. Belvoir in Virginia, this five-story building will have exhibits spanning the Revolutionary War through to today, and a 200-seat panoramic theater. Open to the public in 2004, the World War II Memorial is located on the Mall between the Washington Monument and the Lincoln Memorial. The elliptical fountain is surrounded by sweeping arcs of pillars for each of the U.S. states and territories involved in the war. The Martin Luther King, Jr. Memorial is the newest memorial on the Tidal basin. This is a wonderful monument and tribute to a fantastic US leader., located in between the FDR Memorial and the WWII Memorial. 10
SCHEDULE OF EVENTS Below is the proposed schedule of events for IGBO MY2021. It should be noted that it is a decision of the tournament to NOT have the ability to bowl all 9 games on Saturday. This might impact a few bowlers, but it allows for less need of a Registration Room (and volunteers) and gives all attendees at least 2 shifts to select from. It also eliminates the need to have a shift that finishes at 1AM in the morning. Wrap-up meeting might be unnecessary by the time of the event; it could be a phone conversation the next week. TRAVELING HERE Washington, DC is centrally located on the east coast, which makes it easy for bowlers from Florida to Maine to drive here, if they wanted to. Admittedly that is a little far to drive, but it can be done. Atlanta and Detroit are a 10- hour drive. NYC and Raleigh are 4.5 hours away. There are three major airports within an hour of downtown DC (Baltimore-Washington, Reagan National and Washington Dulles), which allows bowlers to choose the best flights that meet their schedule/budget. We recommend flying into and out of DCA as this airport is by far the closest to the host hotel. Amtrak train through the NE corridor and even the auto-train from down south means taking the train is an option too. Alexandria station and Union Station in DC are both on Metro (subway) that drops you off right at the host hotel. There truly are plenty of options for getting into town for the tournament. GETTING AROUND We highly encourage bowlers to make this a “green” IGBO tournament by utilizing the numerous public transportation options in the DC area. There’s no need to rent a car with the following transit systems available: • By 2021, all three of the surrounding airports will be connected by the Metro and local rail systems. o If you’re flying into DCA, you can take the yellow/blue line for two stops, and be at the host hotel. o If you’re flying into IAD, you can experience the newly open silver line extension, and then transferring once to get to the host hotel. o If you’re flying into BWI, you can take the MARC train for $7 to Union Station, and from there metro to the host hotel. • Using the Metro subway system is highly encouraged for all bowlers going to the downtown DC tourist locations and bar scene, as parking is often limited. A map of the local gay bars will be provided at registration with the closest Metro station highlighted to assist bowlers with easy travel planning. Metro operates until 3am on Friday and Saturday nights. • We are also looking to work with Uber or Lyft to help get attendees credits for rides. 15
TOURNAMENT DETAILS SINGLES, DOUBLES, TEAM There will be 3 separate events – Singles, Doubles, and Team – each comprised of 3 games. Singles is a solo person event; Doubles, a 2-person event; Team a 4-person event. Scratch score plus handicap will determine winners. Handicap is 90% of 240, no negative handicap. OPTIONAL SCRATCH An Optional Scratch event will be offered to all participants in the IGBO Mid-Year 2021 Mid-Year Tournament using six divisions as determined by their entering average. The entry fee for all six divisions will be $25. The divisions for Optional Scratch will be: Division Average Range Division A 0 to 140 Division B 141 to 159 Division C 160 to 174 Division D 175 to 190 Division E 191 to 210 Division F 211 and up Scores used in the Optional Scratch event shall be those (nine) scratch games as bowled in the handicap division of this tournament. Awards in the Optional Scratch event shall be given for Best Single Game (any event), Best Series (any event) and Best All-Events (9-game total). The award ratio for the Optional Scratch event shall be a minimum of 1:20 per division. All funds collected in each division in the Optional Scratch event shall be returned to that division. Entry into the Optional Scratch event must be submitted before the bowler throws his/her first ball in the Handicap Division of the tournament. SCORING/RESULTS TABULATION Scores will be captured by the house and by the bowlers at the lanes, providing a cross check for scores. They will then be input into IGBOTS or other commercially available software for compilation. Scratch Masters qualifiers will be posted online (FB, website) and in the hospitality suite. We will also text the qualifiers if they give us their information to do so. Results will be posted on FB and MY2021 website as quickly as possible following the tournament. REGISTRATION/CHECK-IN • Registration will be held at the host hotel during the times posted in the tournament schedule of events. • Each bowler will be required to check in before each of his/her squads at the bowling center. • You will not be able to register for the tournament at the bowling center; this will only be done at the host hotel. ACCESSIBILITY All facilities associated with IGBO Mid-Year 2021 are in compliance with the Americans with Disabilities Act (ADA). IGBO Mid-Year 2021 will have a designated committee member to assist with any bowler or non-bowler with special needs. All applications will include space to request special needs, including dietary and special assistance. We will offer ASL services for the IGBO General Membership Meeting and the Awards Banquet upon request. 16
SPECIAL EVENTS HOSPITALITY A hospitality suite will be located at the host hotel. The Presidential Suite is being provided by the host hotel at no cost to the bowlers or the tournament committee. We will be serving a fully-stocked bar of alcoholic and non- alcoholic drinks, along with snack food. Please see schedule of events for hospitality times. AWARDS BANQUET The Awards Banquet will be held in the Edison Ballroom of the host hotel. Also, there will be a cocktail reception for one hour prior to the banquet (cash bar). IGBABE We are honored to host IGBO’s Mid-Year drag pageant IGBABE. This event will take place Saturday evening after last shift of bowling is done. TOURNAMENT FORUM The committee will work with the IGBO Tournament Forum Chair to determine the best time and place for the Tournament Forum and will adjust the schedule of events accordingly WOMEN’S INTERESTS EVENTS We strongly encourage women’s participation and want to attract female bowlers to IGBO Mid-Year 2021. We are currently investigating local possibilities for this event with the guidance of the IGBO. NEW BOWLERS EVENT We will host a Welcome Reception for all first time IGBO MY attendees. We want to make them feel appreciated and that we’re happy to have them at MY2021. 17

MARKETING MARKETING OVERVIEW IGBO Mid-Year 2021 WILL be a heavily promoted tournament. We plan to promote the 2021 Mid-Year IGBO Tournament at all of our fundraising events, at all 6 Capital Area Rainbowlers Association (CARA) leagues (more than500 bowlers), through the CARA E-Group (~400 members), via the IGBO E-Group (~400 members), in The Washington Blade, and through our alliances with our local bowling centers, the Capital Halloween Invitational Tournament, the National Capital Area USBC Association, and Team DC (umbrella LGBT sports group in DC). We will have MY2021 Ambassadors that will travel to tournaments around the country. They will be supplied with materials advertising IGBO Mid-Year 2021 to distribute, and plenty of free entries. We have also discussed a partnership with the gay media Compete Magazine in which they would run a series of articles about IGBO and gay bowling in general leading up to 2021. We want to help leverage as much publicity as possible with the goal of increasing IGBO’s membership and its visibility in the larger GLBT community. PROGRAM A program will be produced and distributed in each registration packet to all participants (bowlers and non- bowlers). The program will contain information about the tournament, a schedule of events, letters of support and welcome from the community and advertisements from our sponsors and friends of the tournament. Advertising will be offered at the following prices: Quarter Page: $75 // Half Page: $125 // Full Page: $200 ONLINE SERVICES The DC Bowling community is experienced with utilizing online methods to facilitate league and tournament management. We will have a Facebook page for the tournament as well as a website. • Online registration via PaySafe; • Rules • Events going on throughout the leadup to the tournament and during MY2021 SPONSORSHIP Based on the level of exposure and benefits available to potential sponsors, we wish to extend the sponsorship levels as noted. 20
TOURNAMENT RULES Sanctioning 1. The IGBO MID-YEAR 2021 Tournament is a mixed handicap competition open to men and women by invitation only. IGBO Mid-Year Directors have the authority to extend or revoke the invitation. 2. The IGBO MID-YEAR 2021 Tournament is a United States Bowling Congress (USBC) sanctioned tournament and maintains a Moral Support Certification for non-members of USBC. In Part, the Moral Support Certification permits the use of FIQ recognized league averages and tournament scores to determine a bower's entering average for the tournament. All participants are subject to USBC rules and jurisdiction for this event. 3. All participants must be a member of USBC and be able to provide proof of membership (current sanction card or signed statement from the League Secretary verifying membership) or qualify under the Moral Support Certification. If the participant is not a member of USBC, he or she must pay the appropriate fee. 4. If the participant is not a member of IGBO, in any of its membership classes, he or she must become an IGBO Associate Member and pay the appropriate Associate Membership fee. The participant shall have the opportunity to apply for Associate Membership at the time of registration. Associate Membership applications are approved upon clearance of fees. Event Participation 5. The tournament events shall be handicap events as follows: Singles, Doubles and Team. a. Optional Scratch will be offered, using scores without handicap from Singles, Doubles, and Team. b. An optional Scratch Masters Event will be offered. 6. Each participant shall bowl three (3) games per event and must enter and bowl all three events. No substitutes permitted for a specific event other than that covered in rule 0. Teams will consist of four (4) members comprising any combination of men and women. Men and women will compete on an equal basis. Doubles partners must come from the same team. 7. Each participant may bowl only once in each event. 8. A professional bowler who is not a current IGBO league member or current organizational member, with a minimum of 21 games may not bowl in the Mid-Year Tournament. Only one (1) professional bowler per team will be allowed. A professional bowler is defined as any person who has been a "card-carrying" member of a professional bowling organization within the past twelve months preceding the IGBO Mid-Year Tournament. Optional Scratch Events 9. IGBO MID-YEAR 2021 Tournament will offer both Optional Scratch and Scratch Masters Events to all participants using six (6) divisions as determined by entering average (see Rule 180). 10. Entry into the Optional Scratch must be submitted before the bowler's first ball in the handicap division of IGBO MID-YEAR 2021 is thrown, including practice. 21
The Average Divisions and Entry Fees for Optional Scratch and Scratch Masters will be as follows: Division Average Range Optional Scratch Masters Scratch Division A 0 to 140 $25 $25 Division B 141 to 159 $25 $30 Division C 160 to 174 $25 $35 Division D 175 to 190 $25 $40 Division E 191 to 210 $25 $45 Division F 211 and above $25 $50 a. The Optional Scratch shall use the scratch scores (without handicap) from the Regular Events (Singles, Doubles, and Team) to determine winners in each Division. Prizes will be awarded in: • Best Single Game (any event) • Best Series (any event) • Best All Events (9 game total) b. The Scratch Masters event shall use the scratch scores from Regular Singles, Doubles, and Team events (the 9-game total from singles, doubles, and team without handicap) to qualify for Scratch Masters. Those scores will NOT carry over into Scratch Masters. Detailed Scratch Masters event rules are provided in the Scratch Masters section of these rules. 11. Awards in the Optional Scratch Divisions shall be given for the Best Single Game from any of the events, Best Three (3) Game Series from any of the events, and Best All Events (nine game totals). 12. The award ratio for the Optional Scratch Divisions shall be at a minimum of at least 1:20 per division. 13. 100% the entry fee from each division in the Optional Scratch event shall be returned to that division and 100% of the entry fee less any lineage and trophy expenses (if given and not sponsored) shall be returned for Scratch Masters. Awards and Prizes 14. All cash awards shall be based on the Total Pins PLUS assigned handicap for each event (with the exception of the Optional Scratch and Scratch Masters events). 15. Awards will be given in the Handicap Division for the best Singles, Doubles, Team, Individual All Events, and Team All Events. Individual All Events is defined as the nine (9) game total including handicap of an individual bowler. Team All Events is defined as the nine game total plus handicap for the four (4) members of the same team who actually bowled the team event. In the event that any member of the team does not bowl the nine games, that team will be ineligible for the Team All Events recognition. 16. The award ratio for the Handicap Division shall be at a minimum of at least 1:10. Individual All Events and Team All Events shall be a minimum of at least 1:20. 22
17. Prizes will be distributed via check payable in U.S. currency within thirty (30) days of the completion of the tournament, barring any protests. A tie in any position will result in the sum of the prizes being aggregated for the tied positions and divided equally by the number of ties for that placing. Prize funds will be based on 100% participation. Entering Averages 18. Any bowler entering the IGBO Mid-Year 2021 Tournament must establish a (10) ten-pin average acceptable to USBC. (as per USBC Rule 319): The following rules shall be used to determine the entering average: a. The 2020-21 book average (minimum 21 games). If bowler competed in more than one league, the bowler MUST submit the COMPOSITE average of all leagues bowled, even if a league has less than 21 games bowled. 1. COMPOSITE average is totally of all league bowled pin-fall divided by number of games bowled. USBC, www.bowl.com, has composite average for yearbook. a) Example – Bowler bowled in 2 leagues, and subbed in 1. League 1 pinfall is 10250 across 60 games. League 2 pinfall is 12581 across 75 games. League 3 pinfall is 750 across 6 games. Composite average is (10250+12581+750) divided by (60+75+6) for a 167-composite average. (10250+12581+750)/(60+75+6) = 167. b. If “a” is not available, use the 2021 final summer league average (minimum 21 games). If bowler competed in more than one league, the bowler MUST submit the COMPOSITE average of all leagues bowled, even if a league has less than 21 games bowled. c. If neither “a” nor “b” is available, use the 2019-2020 book average (minimum 21 games). If bowler competed in more than one league, the bowler MUST submit the COMPOSITE average of all leagues bowled, even if a league has less than 21 games bowled. d. If neither “a”, “b” nor “c” is available, a current season league average (minimum 21 games) as of the deadline date for accepting entries will be accepted. If bowler competed in more than one league, the bowler MUST submit the COMPOSITE average of all leagues bowled, even if a league has less than 21 games bowled. e. Non-certified bowlers shall use a minimum of 130 and must submit all league averages and tournament scores (for the 12-months immediately preceding the entry cut-off date) for possible average adjustment. f. If none of the scenarios above is applicable, then the entering average shall be equal to 240 (See rule 22). USBC Rule 319a(2) does not apply. g. The above averages MUST be submitted, and subsequently verified, by the use of one of the following: 1. Electronic PDF from LeagueSecretary.com including League Secretary league number. 2. Averages from www.bowl.com (USBC) 3. League standing sheet, signed and dated by League Officer 23
4. Letter from League President or Secretary 5. Photocopy of book average (with year noted), signed and dated by League Officer, h. Averages from “Sports Condition” leagues or “Challenge Leagues” are not acceptable at any time. i. USBC Rule 319d does NOT apply. This is prize fund reporting rule. 19. The per-game handicap for the tournament shall be based at 90% of the difference between the bowler’s entering average (see Rule 18) and a scratch score of 240. Negative handicap will NOT apply. 20. USBC rules regarding the BOWLER's responsibility to verify the accuracy of his/her entering average, whether submitted by the bowler, the team captain, or any other individual, applies to all bowlers. Failure to use proper average shall disqualify scores if the submitted average is lower than the actual average, thereby resulting in a lower classification for more handicap. Event placement and/or prize winnings shall be based on the higher average should the submitted average prove to be higher than the bowler's actual average. (USBC Rule Book, Rule 319) Average Adjustment 21. The Tournament Directors have the authority to adjust the entering average of any bowler. Average adjustments will be applied as set forth under IGBO and USBC rules. All average adjustments will be completed prior to the start of each event or the tournament. A bowler unwilling to accept an average adjustment is entitled to a refund for that event and all subsequent scheduled events, or entire Tournament entry if adjusted prior to any bowling is done. 22. If a bowler has a current tournament average (comprised of a minimum of 21 games bowled during the 12- months less the 30 days immediately preceding the official start date of this tournament), that is one or more pins higher than their Entering Average (as outlined in rule 18), the bowler must use the higher tournament average as their entering average. a. i.e. Tournaments bowled between October 10, 2021, and November 10, 2021 will NOT count. b. Per rule 20, it is the bowler's responsibility to report ALL tournament scores including: • City, State, or National tournaments following USBC rules or another affiliated country’s 10- pin rules. • IGBO tournaments • No-Tap, Mail-in, or other “fun” style tournaments need not be reported. Failure to report this information may result in AUTOMATIC disqualification and loss of all prize winnings; subject to tournament management discretion. Attendance and Substitutes 23. It is solely and entirely the bowler’s responsibility to be present at the assigned lanes at the start of bowling. Each bowler shall have the total responsibility to arrive in time to bowl. Mechanical failures, transportation irregularities, improper directions and related reasons DO NOT alter the application of Rules 24 and 26 below (USBC rules will apply). 24
Incidents involving tournament offered transportation and catastrophic events will be subject to Tournament Management discretion. 24. Complete doubles and Team entrants must be present for bowling each event. If a team member is not present, the team may use an authorized substitute (Rule 26). If no substitute is available, a zero score will be used for the missing bowler or bowlers. 25. Late bowlers will begin bowling in the frame in which they are ready, with prior frames being scored as zero. No practice balls will be allowed to late bowlers. 26. Substitutes may bowl at the discretion of the Tournament Directors. Their entering averages must comply with the rules previously stated. Substitutes must complete an entry form. Substitutes DO qualify for awards and prizes for events they bowled in. 27. Bowlers will be allowed ten (10) minutes of practice before the start of singles, doubles and team events. Entry Requirements 28. IGBO MID-YEAR 2021 registration will be available only online with payment available only through PaySafe (a PaySafe account is not required). All entries must be submitted and paid through the tournament website and must be electronically timestamped no later than 11:59 PM on October 22, 2021. 29. Entries shall be limited to a maximum of 432. Once this maximum has been reached, no more entries can be accepted. Entrant's acceptance will be based on the order in which received. Once an entry has been accepted, refunds will only be issued at the discretion of Tournament Management. 30. Partial team entries will be accepted, and the Tournament Directors will make every effort to fill vacancies. Scoring Errors 31. After a score has been recorded, it cannot be changed unless an obvious error in scoring or calculation has occurred. Obvious errors must be corrected by a tournament official immediately upon discovery. Questionable errors must be reported to a tournament official within one (1) hours of the error and will be decided by Tournament Management. (USBC Rule 328). Protests 32. Protests and appeals must be in writing, stating the grounds for the protest and/or appeal. a. A protest involving eligibility or playing rules must be filed with the tournament management by 12pm (noon) Tuesday 11/16/2021. b. Protests by non-participants or non-attendees of Mid-Year 2021 will NOT be accepted. c. Anonymous protests will NOT be accepted. d. The decision of the tournament management shall be final unless a written appeal is filed with the local association or USBC Headquarters prior to tournament prizes being awarded/paid. Upon notification of a protest or appeal, tournament management must withhold all affected prizes until the protest or appeal is resolved. 25
Miscellaneous 33. All other USBC rules will apply. 34. Any person attending requiring special needs MUST notify the Tournament Directors in writing when the application is submitted. 35. The team captain MUST sign the entry form acknowledging he/she has read and understands the rules. In the case of online registration, the timestamp will be considered the team captain's acknowledgement. Scratch Masters Rules Scratch Masters is a separate competition open to the IGBO MID-YEAR 2021 Tournament attendees that paid additional monies to participate in the event. 1. The nine (9) game scratch Singles, Doubles, and Team bowled in IGBO MID-YEAR 2021 will be used to determine the top eight (8) qualifiers in each division. Scores do not carry over into Scratch Masters. In case of a tie for the last qualifying spot, the bowler with highest scratch series from Singles, Doubles, Team will be used to qualify the bowler. 2. Payout will be 100% of Division monies less lineage and trophies has been paid. 3. Scratch Masters Divisions will be offered to all participants using six (6) divisions as determined by entering average (see Rule 18). 4. Scratch Masters Divisions and fees shall be as follows: Division Average Range Scratch Master Fee Division A 0 to 140 $25 Division B 141 to 159 $30 Division C 160 to 174 $35 Division D 175 to 190 $40 Division E 191 to 210 $45 Division F 211 and above $50 5. The bowlers are responsible for checking if they have qualified. Lists of the bowlers, who have qualified, as well as alternates, will be posted online on the IGBO MY2021 website, Facebook page, and at the Hospitality Suite, Saturday, November 9, 2021. 6. The Scratch Masters competition will begin at 8:30 AM on Sunday, November 10, 2021 at Bowl America Falls Church, 140 Maple St, Falls Church, VA https://www.bowl-america.com/locations/falls-church/ for all Divisions. 7. Bowlers must check in by 8:30am. A bowler who is not checked in at the scheduled time will be disqualified and the first available alternate qualifier), starting with 9th place and going down, will replace them. Once replaced, the disqualified bowler will NOT be allowed to bowl in Scratch Masters. 26
8. The Committee member in charge of Scratch Masters will hold a briefing meeting for all qualifiers to distribute lane assignments and discuss the rules. Additionally, one lane/score monitor for each Division will also be in the briefing. 9. Any claims of error must be submitted to the Scratch Master's Committee prior to the start of the next match. In the case of an error in the final match, claims must be made within one (1) hour of the end of the final match. Format 10. Each bowler will be allowed ten (10) minutes of practice across all Division lanes. If they want all 10 minutes on one pair or across 4 lanes or across all 8 lanes, that is up to them. 11. A warm-up lane will be provided for the players waiting to bowl. 12. In case of a tie for any seeding a 9th and 10th frame roll-off will be bowled by those that tied. If a tie still remains, sudden death, one ball/high count will break the tie. 13. All 8 bowlers will bowl an individual 3-game set. 2 bowlers per pair. Bowlers will shift lanes after each game and bowl different opponents. 14. The 3-game scratch score total will be calculated to seed the bowlers for Scratch Masters Ladder. 15. Lowest seeded 4 bowlers will be eliminated. The remaining top 4 will bowl in Step-Ladder format, on a designated pair of lanes: a. Round 1: 4th seed bowling 3rd seed; 3rd seed will decide who bowls first. Winner advances. b. Round 2: Winner from Round 1 bowls 2nd seed; 2nd seed will decide who bowls first. Winner advances to Champion round. c. Champion Round i. Top seed and winner from Round 2; 1st seed will decide who bowls first for each game. ii. 2 games total bowled. iii. Scratch total from the 2 games will determine Division winner. 27

IGBO Midyear 2021 Committee and Directors, Dixie is proud to support the DC bowling community’s efforts in hosting IGBO back in our nation’s capital. CARA and the DC bowling community has hosted two extremely successful events in 1999 for annual and again in 2010 for the 30th anniversary mid-year. Dixie and CHIT have had a long history of bowlers attending each other’s events and, this was also the case for both the annual in 99, and again in 2010.
