Overview The 2021 Federal Fiscal Year began on October 1, 2020. However, FY2021 funding was not finalized until December 27, 2020. Federal agencies operated under temporary funding between Oct. 1 and Dec. 27. Federal agencies are releasing FY2021 grants, while Congress works on COVID Relief, FY2022 appropriations, and Economic Stimulus/Recovery.
Key Terms Budget ≠ Appropriations Budget = Your credit card limit. Appropriations = The act of using your credit card for an expense. “The President’s Budget” is not a real budget, it is only a request to Congress.
Key Terms Continued Reconciliation = Process by which Congress can spend money, but not enact policy changes.* COVID Relief = "The American Rescue Act" current under negotiation in the House. Appropriations = The annual process of funding regular governmental functions. Stimulus Bill = An economic recovery/infrastructure package and the next step in Biden-Harris' COVID agenda.
FY2021 Funding Levels Youth Collab’s Approps priorities Runaway and Homeless Youth (RHY) = $137M an increase of $5 million. Youth Mentoring Grants (YMG) = $100M an increase of $3 million. Youth Homelessness Demonstration Program (YHDP) = $82M an increase of $2 million.

FY2021 Funding Instructions RHY – "The Committee supports the ability of grantees to provide prevention services, such as counseling and case management, regardless of enrollment in residential services" + anti-discrimination instructions. YMG – "OJJDP is expected to maintain expanded eligibility for local mentoring programs, particularly in rural areas, unaffiliated with national mentoring organizations. OJP and OJJDP are also expected to collaborate with mentoring stakeholders to expand youth mentoring services in rural areas inordinately affected by substance abuse and that are considered at- risk." YHDP – Distribution of best practices; rural challenges; and coordinated entry.

FY2021 Federal Forecasts & Open Funding Opportunities HHS – Late Spring/Early Summer HUD – Spring/Summer • YHDP Rounds 4,5 and 6 are likely released together by mid-Spring DoL – Winter/Spring DoJ – Winter/Spring • National Mentoring and Multi-state Mentoring RFA close April 6; • Mentoring for Youth Impacted by Opioids closes April 13.

COVID Funding (to date) Youth Collab’s COVID priorities $25M for RHY in the CARES Act March. $4B for Emergency Solutions Grants (ESG), with flexibilities in March. Youth Collab and peers developed ESG guidance for local administrators. $25B in Rental Assistance in December. Federal eviction moratorium and extension in March & December.
What to Expect: COVID Relief $1.9 trillion (with a ‘T’) package currently being negotiated. Congress will use ‘reconciliation’ to bypass the Senate’s filibuster.
What to Expect: COVID Relief Components under consideration: • $19 billion in rental assistance (in addition to $25B in Dec.) • $5 billion for emergency housing vouchers • $5 billion to assist people who are homeless with immediate and longer-term assistance • $9.96 billion for homeowner assistance • $5 billion in utility assistance • $100 million for housing counseling
What to Expect: COVID Relief COVID Relief Timeline: Congress will attempt to complete before March 14. House vote next week? Then the Senate will consider under expediated process.
What to Expect: FY2022 Appropriations The “skinny” version of President Biden’s FY22 Budget Request should be released in February. Release of the Budget Request typically kickstarts the FY22 Appropriations process. Appropriations "keep the lights on."
What to Expect: FY2022 Federal agencies Start of Fiscal & OMB (Aug. - Year (Oct. 1) Jan.) The Budget & Appropriations Appropriations POTUS Budget Cycle Hearings/Markups (Apr. - Jul.) (Feb.) Congressional Budgets (Mar.)

What to Expect: FY2022 February, March, and April are the best times to engage in appropriations advocacy. Advocate early and often! All advocacy is local!
What to Expect: Stimulus Bill Infrastructure and Economic Recovery package, the "Christmas Tree" of DC spending bills. Likely to also require reconciliation. Dems fear doing "too little" to restart the economy. Insight into the Biden economic philosophy from the NYTimes Magazine.
