WELCOME Manawatū Mountain Bike Club (MMBC) welcome all school students and supporters to the 2021 Manawatū- Whanganui Schools MTB competition being held at Arapuke Forest Park. This being the inaugural event, MMBC believes that by presenting a Regional Schools MTB Competition we will be able to inspire interest in the sport and facilitate the continued growth of mountain biking at the intermediate and secondary school level. Additionally, on the morning of the events. ARAPUKE MTB PARK: 17TH to 19th April Arapuke MTB park is located approx. 15km from Palmerston. Access to the park, TCP and event hub is via Scotts Road. Additional parking is located at the end of Kahuterawa Road at the north of the park. Directions to Arapuke Forest Park from Palmerston North Square via Scotts road – Head away from the Square down Fitzherbert Ave, crossing Fitzherbert bridge. Keep right and head along Tennent Dr past Massey University. Keep on Tennant Dr for 11km past Linton Military Camp (on your right) and turn left onto Scotts Rd. Once on Scotts Rd, head Southeast for approx. 10km until you reach Arapuke Forest Parks Top Carpark. 5

3:00pm Race runs start (or earlier if possible) 5:00pm Prize-giving (or earlier if possible) GENERAL INFORMATON ENTRIES: Entries will open on 8 February 2021. Individual entries will be accepted via the registration portal. Entrants must be enrolled in an intermediate or secondary school before they can enter. Entries are welcomed from individuals and schools outside of the Manawatū-Whanganui Region. However, schools from outside of the Manawatū-Whanganyi region will not be elegable for the ‘Top School’ Trophy. Online entries will close on the 10th April 2021. There will be limited capacity to accept registrations on the day. Entry Fees: Cross Country - Individual (XCO) – $30ea. Cross Country - Team (XCR) – $50/team. (per team of three riders) Enduro (END) - $30ea. Down Hill (DHI) - $50ea. REGISTRATION LOCATIONS AND TIMES: Fri 16th Apr 21 - Registration pack pickup is from Torpedo 7 – 250 Featherston Street, Palmerston North from 12:00am - 4:00pm. For those arriving in town early and want to pick up race plates and to practice on trails. Registrations at Arapuke Forest Park: Sat 17th Apr 21 – Late registration and registration pack collection from 7:30 – 8:00am, for those competing in XCO and XCR events. Sun 18th Apr 21 – Late registration and registration pack collection from 7:30am – 8:00am, for those competing in the Enduro event. Mon 19th Apr 21 – Late registration and registration pack collection from 8:00am – 8:30am, for those competing in the Downhill event. Please register and put your race plates on prior to accessing courses for practice. PRACTICE All tracks will be marked out on Fri 16th Apr. Individual tracks will be closed during part of the day for the Event Directors course walk and inspection. Please refer to individual events for approximate times for track closures. 8
For XCO / XCR / ENDURO at Arapuke Forest Park, there are sections of tracks which are used in more than one course, so some course merges will be in force during self-practice. These will be marked and care will need to be taken at these points. SLOW DOWN, it is only practice. Foo Fighter – This trail will be used by the XCO event and will be close during the XCO event. About Time – The beginning of this trail will be used by the XCO event and will be close during the XCO event. Riff Raff – This trail will be used by the XCO event and will be closed during the XCO event. PARKING Arapuke Forest Park Parking will be available at both the Top and Bottom Carparks throughout the event. An event village will be established within the Arapuke Forest Park in the vicinity of the Top Carpark. Parking within the village will be limited to event organisers, emergency services, event village carts and school shelters. Overflow parking will be located in the vicinity of both the Top and Bottom Carparks. We do ask that you drop off equipment before 7.30am on event days and then park your vehicle outside of the event village. SAFETY COMMITMENT The Manawatū Mountain Bike Club is committed to providing and maintaining the highest of heath and safety standards. A safety management plan has been developed for the event by Peak Safety to ensure that all risks and hazards associated with the event are identified and managed in accordance with the Health and Safety at Work Act 2015. All attendees are expected to report any hazard or incident to the Race Office and/or race officials. RULES The event is being run under Cycling New Zealand School Rules. The NZSCA Rules for School Cycling Events (01/01/21) and the MTBNZ Technical Regulations (18/06/19) are available online through these links. START LISTS Start lists for events will be posted on the Event Website and shared on Facebook prior to the event, after entries close and are finalised. Items of note include: XCO/XCR MANDATORY: A helmet that satisfies current New Zealand or equivalent international standards is compulsory. Highly Recommended: Sunglasses or protective eyewear. Highly Recommended: Full Finger gloves. ENDURO MANDATORY: A helmet that satisfies current New Zealand or equivalent international standards is compulsory. 'Enduro Style' 2-piece helmets with removable Chin-bar are permitted. Highly Recommended: A full face helmet. A helmet with chin-bar and meeting approved Safety Certification (see below) is permitted. Approved Safety Certification standards are: ASTM-F1952 (ASTM for DH), UN/ECE Reg No. 22, AS 1698, NZ5430, British standard BS 6658 or Japanese standard T8133. Note: Helmets must be worn at ALL TIMES WHILE RIDING IN THE PARK, including practice runs and when moving between Enduro stages. The chin bar may be removed when not racing. Highly Recommended: Elbows/Forearm protection. Highly Recommended: Knee/Shin protection: Highly Recommended: Shoulder / Spinal / Neck protection Highly Recommended: Full Finger gloves Recommended: Protective eyewear. 10
DOWNHILL PROTECTIVE EQUIPMENT REQUIREMENTS: Junior – (includes years 7/8, U14, U15, U16, U17) MANDATORY: Full Face Helmet – Any 1 or 2-Piece helmet with approved Safety Certification (see below) is permitted. 'Enduro Style' 2 Piece helmets with removable Chin-bar are permitted if they meet the approved Safety Certification below. Note the Chin-bar must be attached any time the rider is on course. Must achieve one of the following approved Safety Certification standards: ASTM-F1952 (ASTM for DH), UN/ECE Reg No. 22, AS 1698, NZ5430, British standard BS 6658 or Japanese standard T8133. If you are unsure whether your particular helmet meets the required standard, please consult your helmet manufacturer’s information. MANDATORY: Neck Brace - Leatt (leatt.com) or similar to work in conjunction with the Full Face Helmet. MANDATORY: Elbows/Forearm Protection - Regardless of the length of shirt with the following properties: o Self-fastening – does not require auxiliary fastening devices to secure to the body. o Can be standalone elbow protectors or as part of a protective suit e.g. full body, half body or vest. o Can be elbow only or combined elbow/forearm protection. MANDATORY: Knee/Shin Protection - regardless of the length of short/pant with the following properties: o Self-fastening – does not require auxiliary fastening devices to secure to the body. o Can be standalone leg protectors or part of a protective suit e.g. full body, half body or vest. o Can be one-piece knee/shin protectors or separate knee and shin padding. Highly recommended: Spinal Protection. o Self-fastening – does not require auxiliary fastening devices to secure to the body o Cover full length of back (spine) from between shoulder blades to tail bone o Can be fully, partially or non-articulated in design o Can be standalone back protectors or part of a protective suit e.g. full body, half body or vest o Motocross style “roost guards” are NOT PERMITTED unless with a specific back protector, not just a rear roost deflector Highly recommended: Shoulder Protection. o Self-fastening – does not require auxiliary fastening devices to secure to the body. o Outer shell should be constructed of a solid material e.g. Hard Shell Plastic. o Can be standalone shoulder protectors or part of a protective suit e.g. full body, half body or vest. Highly recommended: Hand Protection. o Full Finger Gloves Downhill Protective Equipment Requirements: Seniors: U19 (includes U20 Boys in Schools grades) The regulations for U20 vary slightly to the Junior grade. Please refer to the MTBNZ Technical Regulations for full details. It is recommended that you comply with the regulations for the Junior grades. 11
UNIFORMS Please efer to Section 5 (Pg 7) and Appendix 2 of the Schools Rules for information on Uniform Guidelines. Ensure you are compliant before you arrive at the event to avoid any disappointment. PIT SITES/TENTS Schools are responsible for providing adequate shelter for their riders. There will be sites available on a first in first served basis in a dedicated area in the event village. There will be limited space so please limit shelters to a 3x3 gazebo per 6 riders and ensure you minimise the space used. Please ensure that any structure erected suits the conditions (Arapuke can be very windy). Schools are also responsible for removing any waste at the end of each day. Please help us in supporting our venues and respect the environment. Schools will be able to set up sites from 7.00am on each morning of the event. Security will not be provided on site overnight. The organisers take no responsibility for any equipment left overnight. SMOKE, DRUG AND ALCOHOL FREE The entire event is smoke, drug and alcohol free. Please ensure all your supporters are aware of this. SPORTSMANSHIP Sportsmanship is important at any level of mountain biking. We highly encourage you to watch out for your fellow riders, whether they be your team mates or not. Remember if someone yells ‘rider on your right’ please allow them to pass at the next possible spot that you deem is safe for yourself, and the fellow rider to pass. Please pass this onto your students, and if we hear of any foul play the competitor could face being disqualified. FOOD AND WATER Limited water is available on-site at the Event Villages. Please ensure students have sufficient fluid and nutrition for the duration of the event. Each competitor will be provided with a lunch meal on their day of competition. There will be a coffee cart and other food stalls on site. Keep cups are encouraged! TOILET FACILITIES Toilet facilities will be available on site. NON-COMPLETION OF EVENT Please reiterate to your students that if for some reason they cannot finish the event they must tell a race official. For Enduro riders must also return their race timing tag (if applicable). CONTINGENCY PLANNING The event recognises that there is the potential for circumstances outside of their control occurring that could result in the published event format and/or distance being adjusted in the interest of participant and officials' 12
safety. If inclement conditions exist, all decisions regarding the implementation of the contingency plan will be made by the Race Organisers. CANCELLATIONS The organisers reserve the right to cancel one or more of the events in the case of adverse weather conditions or other adverse conditions. Any contingency plans will be announced via Facebook and the website. Please note that there will be no refunds if any event is cancelled. RESULTS Interim results will be printed and/or posted throughout the event duration. Official results will be posted to Event Website as soon as possible after the event. Provisional results will be available on Facebook. Please note these are provisional and any queries are to be made by the Team Manager (if appointed) only directly to the MMBC. Any Protests are to be submitted in writing (see form at back of programme) and will be reviewed by the Disputes Panel. CROSS COUNTRY (XCO) SENIOR (UNDER 15/16/17 AND 20 BOYS AND GIRLS) The XCO (Snrs) event will be run over Grade 2/3/4 trails. Starting with a gravel road climb before entering into the trail network. The course will incorporate parts of the trails: Swamp Monster, Ice Breaker, Riff Raff, Jack and the Beanstalk, Foo Fighter and Riff Raff. Pass through the start/finish line (located on Scotts Rd at the entrance to Swamp Monster) when completing a loop. Lap Guideline: Proposed laps and waves are below. CROSS COUNTRY TEAM RELAY (XCR) INFORMATION Event: Regional Schools XCR Competition. Date: Saturday 17th April 2021. Location: Arapuke MTB park. Practice: Fri 16th April 2021. 10:00am – 4:00pm (Merging with XCO, Enduro and DHI) Age Groups: Year 7 & 8 Team, Junior Team, Senior Team. Categories: Girls, Boys, Mixed (min one female and one male) Race Notes: Race plates must be secured properly to bikes, as they hold the riders timing tag. Bikes (+ tags) must not leave the designated transition area while not racing or the team will be disqualified. Riders must dismount before entering the Transition area, then run (with their bike) and physically tag the next rider. Riders must ride single laps in their designated order (Rider 1 tags Rider 2 who tags Rider 3, who tags Rider 1, etc) and may not miss a rider from their turn. Failure to do so will result in disqualification. Bike repairs, can be undertaken in the staging area. Bikes (+ tags) cannot be removed in order to undergo repairs. Race Finish: To complete the race, after 1.5 hours of racing the transition area will be closed and the final riders will ride through the closed transition area to the Finish line. The closure of the transition area, and the need for the rider to ride on to the Finish line will be signalled by both the waving of a chequer Finish flag and the sounding of a bell. Cross Country Team Relay (XCR) Course The XCR event will be run over Grade 2/3 trails. Starting with a gravel road climb before entering into the trail network. The course will incorporate parts of the trails: Swamp Monster, Ice Breaker and Riff Raff. The transition will be located within the event village on Scotts Rd. Pass through the start/finish line (located on Scotts Rd at the entrance to Swamp Monster) when completing a loop. 19
This trail option offers a fast, flowing course with plenty of locations for spectators to heckle and support their school. Note: Trails and distances may change prior to the event. ENDURO (END) INFORMATION Event: Manawatū-Whanganui Schools Enduro Competition. Date: Sunday 18th April 2021. Location: Arapuke MTB park. Practice: Friday 16th April – All Stages. Saturday 17th March - At the completion of the XCO race (All stages) Seeding: Riders will need to self-seed within their age/gender groups. Riders will be released from the start of each stage at 30sec intervals. Description: Enduro will consist of the accumulated time to complete 3 Enduro stages. Untimed transitions to the start of the next stage must be unassisted i.e. NO SHUTTLING. Age Groups: Year 7, Year 8, U14, U15, U16, U17 and U20 Categories: Girls, Boys. Course and Uphill Routes: The trails for the 5 Enduro stages are described in the following map sections. To get to the start points, riders will be required to ride up the MTB trail network, the shuttle will be operating for other park users. As such, the shuttle road will not be closed for the event. DOWN HILL INDIVIDUAL (DHI) INFORMATION Event: Regional Down Hill Competition. Date: Monday 19th April 2021 Location: Arapuke MTB park. Practice: Saturday 17th April – At the conclusion of the XCR event. Sunday 18th April - At the conclusion of the Enduro event. Monday 19th April: 9am to 12.00pm (Closed Seeding Run: Monday 19th April 2021 - 1:30pm. Race Run: Monday 19th April 2021 – 3:00pm Prize giving: 4:00pm Age Groups: Year 7, Year 8, U14, U15, U16, U17 and U20 Categories: Girls, Boys. Notes: The 90min time allocation for both the ‘seeding run’ and ‘race run’ allows for 150 riders to be run at 30sec intervals and a 15min contingency for injuries, sweeping the course and reset between runs. At the completion of runs, riders will be shuttled back to the shuttle hub at the top of the park. Trails and distances may change prior to the event. Any updates will be communicated via the event website, social media platforms and issuing an updated event manual. 28
DOWN HILL (DH) COURSE The DH event will be run over Grade 3/4/5 trails. A starting date platform would be established at the top shuttle hub to drop into the start of Foo Fighter. The course will incorporate parts of the trails: Foo Fighter, Container link, Riff Raff, Shuttle rd, and Ripper (old and new). Distance Climb Descent Grade(s) Comments 2.2 km 3m 258 m 3/4/5 Finish coral would be established at the shuttle pick-up on shuttle rd. riders would push up to the top of Zig Zag rd to take the shuttle to the top. 29
EVENT LAYOUT The Arapuke Forest park offers two carpark locations from which riders can access the park. The first being from the ‘Bottom Carpark’ (BCP) at the end of Kahuterawa rd and the second from the ‘Top Carpark’ (TCP) at the end of Scotts rd. Bottom Carpark: The BCP location offers a gravel carpark with council services eco toilet. Top Carpark: The TCP location offers a gravel carpark with council serviced eco toilet. This carpark offers direct access into the top of the MTB park and trails. Event Village(EV): The EV will be located in the vicinity of the TCP at the end of Scotts Road. The EV will consist of the Event HQ, Tech Zone, Food Zone and School Zone. Overflow sites will be identified and participants informed of these locations on the day. 30
