GREETINGS FROM THE GOVERNOR SPREAD THE WORD! WOW! What a year it has been. We are finally together at last, but a little smaller than normal. I welcome all the attendees in person and those that might been attending virtually. We intend to make this an event you will remember. Although we have cancelled the District Convention as we know it and are calling it an Education and Leadership Conference, the Host Committee led by Joyce Montgomery and Jackie Bledsoe, have put together some fun events. Please enjoy what Roanoke has to offer. On Saturday, the Program Committee under the leadership of Governor-Elect Elana Gardner and Leadership & Education Chairperson Krista Latchaw, have guaranteed you will leave with more knowledge than you arrived with. The workshops are over the top. Saturday evening we will recognize our Service Leadership Program leaders and honor our Teenager of the Year at the Governor’s Banquet. This will be an event you will not want to miss. Finally, on Sunday, we will recognize the outgoing officers and install the incoming officers. Be sure to attend to see your future leaders. On behalf of your Kiwanis International Board, I hope you enjoy the experience of networking with Kiwanis members and leadership from the Capital District, learn some new ideas from the educational workshops to enhance our service, and empower our clubs. Take part and step up with leadership to help shape the future of our great organization, as we emerge from the COVID pandemic with new methods and ideas to serve the children in our communities and around the world. Kids need Kiwanis! Children need a nurturing and positive environment and education to succeed in life. Kiwanis clubs are adapting their service to address these needs of the children from this pandemic. I believe in our clubs’ abilities to meet these needs through service. Membership expansion will help our clubs in this effort. Thank you for all you do to create opportunities for children. Let this gathering open your minds to new ideas to lift your communities. A MESSAGE FROM THE CONVENTION TEAM SPREAD THE WORD! Fellow Kiwanians and Friends, Welcome to all of you who have joined us in- person in Roanoke this weekend for the Capital District’s Education and Leadership Conference. We also welcome a large contingent of Kiwanians who are joining us online. And we’re especially thankful for the technology and the skilled technicians who have made it possible to offer you options regarding participation. Circumstances have made the task of putting on an annual event combining education, inspiration, JOYCE MONTGOMERY entertainment, and Kiwanis business more challenging than usual this summer – but in true Kiwanis spirit, we have prevailed. Capital District Kiwanis Governor Dennis Baugh has been a pleasure to work with. His “can-do” spirit inspires us all. We thank him for responding to all of our emails and phone calls throughout the past year, consistently offering support and exhibiting good humor. District Secretary- Treasurer Jeffrey Wolff is a gem as well, handling JACKIE BLEDSOE a myriad of details; it’s gratifying and reassuring to work with such professionals. We’re delighted to be meeting at the Hotel Roanoke and Conference Center, a showpiece of Southwest Virginia. The Hotel has hosted Capital District Kiwanis conventions numerous times over the past century and we’re so glad to be here once again. As your time allows, please enjoy the hotel’s wonderful amenities. Our ELC committee began meeting more than one year ago. We are appreciative of all those committee members who met dozens of times to discuss potential programs and social options that were both feasible and appealing. The end result certainly speaks for itself. Thank you, committee members! Our keynote speakers are exceptional – as you will see at our meal events Saturday and Sunday. Their backgrounds and credentials can be found throughout this book. 6
2021 DISTRICT EDUCATION AND LEADERSHIP CONFERENCE A MESSAGE FROM THE CONVENTION TEAM Thanks to Governor-Elect Elana Gardner and Education Committee Chairperson Krista Latchaw who have put together an outstanding lineup of educational workshops. Our ancillary events outside the hotel – including Friday’s service project of spreading mulch at the Kiwanis Club of Roanoke’s Centennial Playground, Saturday’s “Market Passport” excursion to visit downtown Roanoke merchants and compete for a prize, and Saturday’s tour of the nearby Coca-Cola plant – all required extensive planning. We hope you or other members of your party are able to participate in those activities. The details of this weekend’s conference are explained on other pages in this program. We hope you will take time to read about them – and while perusing the book, we hope you will notice the advertisements throughout. We would be remiss if we didn’t salute the outstanding efforts of our conference advertising team – resulting in nearly 30 advertisements. We have overcome many challenges of the past year to bring this event to our members. What we have for you this weekend are informative forums, great speakers and three days of fun, reuniting with old friends and making new ones! FAST FACTS FRIDAY SERVICE PROJECT If your schedule permits, please join us anytime between noon and 2 p.m. Friday at the Kiwanis Club of Roanoke’s Centennial Playground for a mulching activity. (Dress appropriately; tools and mulch will be supplied.) This project was a Top 10 Finalist in Kiwanis International’s recent Signature Project contest; the results were announced in Salt Lake City in June. The playground is located adjacent to the Melrose Branch Library, 2502 Melrose Avenue, approximately 2.8 miles west of Hotel Roanoke. The library’s facilities will be available as needed. AND SPEAKING OF THE LIBRARY… All conference attendees are encouraged to bring a new children’s book to donate to support Star City Reads, Roanoke’s campaign for Grade-Level Reading initiative, which is working to ensure that all Roanoke children learn to read proficiently by third grade. The book can be dropped off at the registration desk when you check in. EDUCATIONAL WORKSHOPS Thanks to the advance planning by Governor-Elect Elana Gardner and Division 4 Lt. Governor and Educational Committee Chairperson Krista Latchaw, we are offering conference attendees a number of inter-related workshops (“Kiwanis is a Verb,” “Kiwanis is a Noun,” “Kiwanis is an Adjective,” etc.). Specific details can be found on pages 38-44. INFORMATION DESK Have a question during the conference? Stop by the registration desk located near the Hotel’s entrance on Wells Avenue during the hours of 2-8 p.m. on Friday and 7 a.m.-3 p.m. on Saturday. GOVERNOR’S RECEPTION There will be a special Governor’s Reception, open to all conference attendees and their guests, from 6:15 p.m. until 7:15 p.m. on Saturday evening in the foyer outside the Roanoke Ballroom. Join in the Kiwanis fellowship and fun before the Governor’s Banquet. ATTENDANCE AT MEAL SESSIONS Doors will open 15 minutes prior to every meal. Tickets will be required for admission. Be sure to wear your badge. 8
2021 DISTRICT EDUCATION AND LEADERSHIP CONFERENCE COCA-COLA PLANT TOUR Spouses and family members not involved in training sessions are invited to join us in the main lobby near the registration desk at 10 a.m. Saturday. The plant is approximately a 10-minute walk each way. MARKET PASSPORT ACTIVITY Roanoke’s famous City Market is located a short distance from the Hotel Roanoke. Conference attendees and their family members are invited to participate in visiting the retailers included in your packet, getting a stamp on your materials and entering the completed form after your return. There will be a blind drawing Sunday at breakfast for a $100 Visa gift card. DUCKY DERBY DRAWING Turn out at 5:05 p.m. Saturday in the Shenandoah Room and find out if anyone from your club is a winner. This annual event through the Capital District Foundation raises thousands of dollars for area neonatal hospital units – and rewards several supporting Kiwanians with gift cards and other prizes! 9

2021 DISTRICT EDUCATION AND LEADERSHIP CONFERENCE CHRIS MORRILL SESSION SPEAKER: CHRIS MORRILL CEO of the Government Finance Officers Association (GFOA) Chris Morrill is the CEO of the Government Finance Officers Association (GFOA) of the US & Canada, a 21,000 member professional association that advances excellence in government finance to build thriving communities. He has decades of experience in local government, serving as city manager of the City of Roanoke, VA, the only seven-time All- America City, Assistant City Manager and Budget Director for the City of Savannah, GA, a budget analyst for Catawba County, NC, and downtown project manager for Lynn, MA. Chris also served as Senior Municipal Finance Advisor to the South African National Treasury. In this position, he assisted the South African government with developing local government finance legislation, municipal budget reforms, and capacity building programs. He was in the first group of U.S. Peace Corps volunteers in the former Soviet Union, where he advised the City of L’viv, Ukraine on finance and management issues. Morrill co-authored The Savannah Story: The Road to Equity and Sustainable Community Development in Economic Development in American Cities: the Pursuit of an Equity Agenda. He completed a three-year fellowship in the Kellogg National Leadership Program, exploring conflict resolution and community building in Peru, China, Northern Ireland, and South Africa. Chris is a recipient of the Southern Christian Leadership Council (Roanoke Chapter) Martin Luther King, Jr. Drum Major for Justice Award. He is a fellow of the National Academy of Public Administration, an ICMA Credentialed Manager, and a leadership fellow of the National Association of Corporate Directors. He holds a Bachelor of Arts degree in political science from the College of the Holy Cross and a Masters of Public Administration degree from the University of North Carolina at Chapel Hill. 17

2021 DISTRICT EDUCATION AND LEADERSHIP CONFERENCE DAN CASEY SESSION SPEAKER: DAN CASEY, COLUMNIST Columnist, The Roanoke Times Dan Casey is the metro columnist of The Roanoke Times. He’s 63 and holds a bachelor of arts in English from the University of Maryland. Dan started in the news business at age 11, delivering the Newark Evening News in northern New Jersey. In his teens he worked in a newspaper mailroom, and he sold newspaper ads one summer during college. From 1980 to 1982, Dan worked in Washington, D.C. as a full-time bicycle messenger, mostly serving media outfits like the Associated Press, United Press International, The Washington Post, Newsweek and The New York Times. The Bowie Blade News, a weekly in the Maryland suburbs of Washington, D.C. was his first newsroom job. From there he moved to the twice-weekly Maryland Gazette in Glen Burnie, then to a daily, The Annapolis Capital, where his investigative reporting freed from prison two men wrongfully convicted in separate murders. One of them served 14 years in prison; the other five years. He joined The Roanoke Times in 1994 as a reporter covering Roanoke City government. Since then he’s worked as night metro editor, news editor, metro editor, single copy manager, senior editor, and (since 2009) metro columnist. His columns appear on Sunday, Tuesday and Thursday. Dan has won more than 30 regional and national journalism awards, including the Virginia Press Association’s top award for community service. In 2012 he was named one of the best columnists in America by the National Society of Professional Journalists. He and his wife Donna have three daughters and one son, all of whom are grown and out of the house. They live in Roanoke’s Grandin Court neighborhood. 19

She has extensive knowledge of community and media engagement, fund development, corporate social responsibility (CSR), and partnership building. Victoria serves as the Director of Play 4 ALL, an extension of Cunningham Recreation that provides resources and guidance to ensure that every community has access to play and fitness. Also, she oversees the Healing Communities Through Play projects that aim to bring social sectors together, particularly law enforcement and community members. Victoria has traveled nationally conducting workshops and keynotes addressing strategies to successfully run a community campaign, fund development planning, the value of inclusion and sharing the benefits of incorporating play into a community. Brendan, Victoria’s nephew, was and continues to be her inspiration to help communities create and fund inclusive play, fitness and recreational spaces. 25

2021 DISTRICT EDUCATION AND LEADERSHIP CONFERENCE DENNIS BAUGH GOVERNOR , Governor Dennis Baugh began his Kiwanis career when his father was attending the Kiwanis International Convention in Chicago in 1947 and met who would ultimately become his wife in 1948 and Dennis’ mother in 1950. Dennis’ father held several offices in the Radford Club and was Lt. Governor in 1947. He also started the Virginia Beach Club in 1954 and was its first Club President. Dennis’ first “official” club was the Fort Dodge, IA Club in 2008. He was a 2010- 11 Distinguished Club President and a Distinguished member. Dennis was also the Division 2 Eliminate Project Coordinator for the Nebraska-Iowa District. When he returned to Virginia, he joined the Shenandoah Valley Club in 2012, but transferred to the Harrisonburg Club upon his retirement in 2015 to be closer to home. Dennis was Division 9 Lt. Governor for two terms, 2013-2014, 2014-2015. He was Heart of Virginia Trustee from 2016- 2019, serving as Governor-Elect for 2019-2020 and currently District Governor for 2020-2021. Dennis has a lengthy career in the corrections field and as a non- profit manager. He held the position of Executive Director of Valley Children’s Center in Staunton, VA from September 2012 until his retirement in July 2015. He has served on several boards in his community. Dennis received his BS in Criminal Justice in 1972 and his MS in Criminal Justice in 1985, both from Virginia Commonwealth University. Dennis has three children from his first marriage and five grandchildren. He has been married to Darlene since 1991. She is retired from the Iowa Department of Corrections. They have a home in the Massanutten Resort near Harrisonburg, VA. 27

She is a mother of two and her favorite person is her grandson Atticus. Elana started her journey as a Bowie Sr. High School Key Club member and continued her service when her father was stationed at Vandenberg AFB, as a member of Cabrillo SHS Key Club. This is her 25th year as a Kiwanian in the Capital District where she is a dual member of the Eastern Branch (Division 1) and Rockville (Division 3) clubs. She is a distinguished Past Lt. Governor and has served in several district roles. In her spare time, she enjoys music, mythology and the Marvel Cinematic Universe. She has been an active member of the Kiwains Family since her sophomore year of High School. She served as her Key Club’s Vice President, President, and as a Lieutenant Governor on the Key Club District Board. Enjoying the service, friendship, and fellowship she found within Key Club, she went on to join CKI. During her freshman year of college, she served as a tri- chair for the Capital District Diversity, Equity & Inclusion taskforce as well as South Division Lieutenant Governor. MACY LINDBLOM Capital District Key Club , Governor Macy Lindblom is the Capital District Key Club Governor for the 2021-22 year. Key Club has always been a huge part of her life, so she feels extremely fortunate to serve in this capacity and help better our District. She is currently a senior from Alexandria, Virginia, but had previously moved around frequently due to her family’s connection with the military. When Macy found Key Club, it provided her the chance to form incredible friendships and make a lasting impact in our community. Since the start of her Key Club journey, Macy has had the opportunity to serve in various positions such as Club Secretary, Lieutenant Governor, Convention and Events Committee Chair, and now Governor. Outside of Key Club, she’s also involved with the Girls in Engineering Math and Science Club, honor societies, and sports (cross country, track, lacrosse). She also enjoys spending time with friends and family, hiking, skiing, and cooking! 29

JANE ERICKSON, PAST KIWANIS INTERNATIONAL PRESIDENT Jane Erickson is a Past Kiwanis International President (2016 – 2017) and International Vice president (2014 – 2015). Jane has been a member of the Bellevue-Offutt Kiwanis Club for more than 20 years. Before that, she was a member of the Fort Dodge (Iowa) Noon Club, where she served as distinguished Club President. She’s been a K-Kids advisor for almost 20 years and was a Kiwanian of the Year (2007 – 2008). Erickson served on the Kiwanis International Foundation Board of Trustees and was also its President. She continues to be a facilitator for Kiwanis Key Leader and is a recipient of Circle K International’s McKitrick award, a Diamond-level George F. Hixson Fellow, Tablet of Honor recipient, Founders Circle, Kiwanis International Foundation’s Heritage Society member, and Walter Zeller Fellow. Outside of Kiwanis, Erickson is owner of The Wellness & Training Works. She is a member of St. Mary’s Catholic parish, the Bellevue Drug and Alcohol Prevention and Education Commission and a mentor with Teammates, a school mentoring program. Jane also keeps herself very busy with five children and seven grandchildren! 38

Kiwanis Clubs need to foster relationships with the people in our clubs and in our communities. We need to include people with different views, thoughts, and ideas. It’s all about representation and education. Let’s explore why representation matters in your Kiwanis journey and how it will benefit your club members to embrace the differences in all of us. ERIC LAMB, LIEUTENANT GOVERNOR & LTG CLASS PRESIDENT Eric Lamb is a native of Charlottesville, VA and has lived there his entire life. He started his career as a teacher and then was promoted to a school Administrator in a public school that was the hub for special needs and International students. His last year in the school system, his school had 47 different native languages represented. Eric also has degrees in Sociology, Psychology and Restorative Justice. Eric is also a highly sought after consultant for Non-Profit organizations. He has dedicated his life to service and to asking the difficult questions of why and how? Why are things done this way – and how could things be done better? He is often accused of being “an out of the box” thinker. Eric joined Kiwanis 5 years ago and served as club president for 2 of those years. He is in his second term as Lt. JUSTIN GARROW, KIWANIS KIDS DISTRICT ADMINISTRATOR WORKSHOP DESCRIPTIONS Justin Garrow is a member of the Canton-Fells Point Kiwanis Club, of which he is the Immediate Past Club President. He will be serving as the Kiwanis Kids District Administrator (2021 – 2022) and the CKI North Division Zone Administrator next Kiwanis year as well. He has served as the Lt. Governor in Division 14 (now Div 4) for the 2012 – 2013 Kiwanis year. In his career, Justin has spent almost two decades working in ‘Before and After School’ Programming. He is currently working for the Y of Central Maryland as a BASE Site Manager. In his spare time, Justin serves as an Interim Commissioner on the Baltimore City LGBTQ Commission. JAMIE MOORE, LIEUTENANT GOVERNOR Jamie Moore is a member of the Chester, VA Club. He is the current Lieutenant Governor of Division 10 (2019 – 2020 & 2020 – 2021 Kiwanis years). Jamie also spends his time serving as the current Builders Club Chair. In his spare time, he has spent 18 years as a teacher in four schools. He is currently teaching at Petersburg High School and has held that position since 2016. He is no stranger to giving back to the community through his teaching and Kiwanis experiences. JENNIFER HISCOCK, AKTION CLUB ADMINISTRATOR Jenn Hiscock can be found at any time with a smile on her face and a positive attitude! She is a go-getter and is always putting others before herself whether it be through her involvement in Kiwanis, the 4-H program, or in her job as a Special Education teacher. In her professional life, Jenn is entering her 10th year as a high school Special Education teacher in Montgomery County, Maryland where she serves as a College and Career counselor for students with disabilities. Teaching has been a dream of hers since second grade and once she started volunteering with a therapeutic riding program in sixth grade, she knew Special Education is where her heart laid! Jenn loves going to work every day! When not at school, she is very involved in her Kiwanis Club, serving as Club 40

However, Kiwanis is not the extent of Jenn’s volunteer commitments, as she also serves in many volunteer roles for the Maryland and Carroll County 4-H program. There is no such thing as free time in Jenn’s life, but when she has a spare minute, she loves to spend it with her chocolate lab, Belle, or running! 11AM – 11:30AM – KIWANIS IS A NOUN Human & Spiritual Values It takes a VILLAGE of VALUES. Humans live best in a village, which can also be very challenging due to the differing values of community members. Be a part of the Kiwanis 2021 - 2022 Village of Values – a monthly program featuring human values that reach across our many religions and cultures. CAROLYN RICHAR, PAST CAPITAL DISTRICT GOVERNOR Carolyn Richar has been a member of the Kiwanis Family since joining Circle K International as a freshman at Emory University in Atlanta, GA. The wonderful support of Kiwanians throughout her 5 years in CKI made joining Kiwanis a priority in her life. She was proud to join the Fairfax Kiwanis Club in 1989, serving as a Club President four times, Lieutenant Governor, in various District Committee Chairs, and as Governor of the Capital District. Carolyn will serve as the District Chairperson for Human and Spiritual Values Committee in 2021 – 2022. Outside of Kiwanis, Carolyn works full- time for Capital Caring Health, using her background as an RN and a minister to focus on clinical services and quality development. She also serves part time as the Associate Pastor of Bethel United Church of Christ. Carolyn is married to fellow Kiwanian, David Diesselhorst. She and David have three adult children. When she has a few free moments, Carolyn enjoys singing, reading, hiking with her two German shepherds, gardening and chocolate! 41

My Kiwanis Moment Panel An interjection is a word added to a sentence to convey an emotion or a sentiment such as surprise, disgust, joy, excitement, or enthusiasm. Well, what does an interjection have to do with membership? This session will feature Kiwanians from around the Capital District sharing their Kiwanis “Ah Ha!” moment. Their message of why they joined Kiwanis and why they have stayed a member through the years will inspire you and be a reminder of why we dedicate our time and talents to serve children and make a difference in our communities. CAREN SCHUMACHER, CAPITAL DISTRICT MEMBERSHIP COORDINATOR Caren Schumacher was born in Washington, D.C. and spent her life in the Maryland and Virginia suburbs until 21 years ago when she and her husband relocated to Williamsburg, VA. Caren spent her career as a National Trade Association Vice President and in 2018 retired from her 16-year tenure as Executive Director of the Historic Virginia Land Conservancy. A member of the Kiwanis Club of Williamsburg for the past 20 years, Caren has served as Club President and on the club’s Foundation Board. She is a two-term Lieutenant Governor, served as Capital District Public Relations Chair, is currently the Capital District Membership Coordinator, and Certified Club Coach and Opener. Caren is a proud recipient of a Hixson Fellowship and a Walter Zeller Charter Member. She is also a member of the Capital Legacy e-club. Volunteering has always been a priority for Caren, who serves on other boards in her community and beyond. She is a past recipient of the Reston Citizen of the Year Award and the Fairfax County Citizen of the Year Citation. Caren has been married to Ed (also a Kiwanian) for 54 years, and they have 3 grown children and 6 grandchildren. 2PM – 2:30PM – KIWANIS IS AN ADJECTIVE A Cool & Dope Update The young service leader is back! Cavanaugh has been busy since we talked to him at the Mid-Year Conference. The Gaithersburg native was honored with a Governor’s citation for his work to help those in need during the coronavirus pandemic and for his anti-bullying campaign. 42 He will give us an update on his service projects and the non-profit

Come check out what this young leader – and friend to Kiwanis – has to say! CAVANAUGH BELL, FOUNDER, COOL & DOPE NON-PROFIT Cavanaugh Bell is the 8-year-old Chief Positivity Creator of the bullying prevention nonprofit, Cool & Dope. With a mission to end all bullying worldwide by 2030, Cool & Dope creates family volunteer and activism opportunities to empower youth to speak up and to speak out. For the pandemic, Cavanaugh used his life savings to make care packs for senior citizens and was able to quickly mobilize global donations to create the Love is Greater Than COVID-19 Community Pantry that has served 12,000+ people since April 2020, including sending $32K of critical COVID supplies and food to the poorest community in the Nation, the Pine Ridge Reservation in South Dakota. Cavanaugh has been awarded a Congressional Certificate of Recognition by House of Representative David Trone, been named a 2020 CNN Young Wonder, and the National Action Network’s 2020 MLK Award Recipient – as well as has had his work acknowledged by Maryland Governor Larry Hogan, President Donald Trump, and Vice President Kamala Harris. 2:40PM – 3:10PM – KIWANIS IS AN ADVERB How We Modify The definition of an adverb is a word or phrase that modifies or qualifies an adjective, verb, or other adverb or word group, expressing a relation of place, time, circumstance, manner, cause, degree, etc. Kiwanis Clubs are already engaged in MEANINGFUL service, fundraising, membership recruitment, etc. How can we improve upon these? This workshop will take a look at what our Kiwanis Clubs are currently doing, how we can modify it, and how to become more creative. This workshop will teach us to look at things from a different perspective and use the PAGES framework to help us achieve new objectives. 43

Governor in 2016 – 2017 and was elected Class President. Tim is currently the Trustee representing the National Capital Region (Divisions 1, 2, & 3). Tim has been a member of the Tysons Club since 2010 and was a Builders Club member at P.S #20 (now Maya Angelou School) in Jersey City, NJ. RHONDA VRELL, KIWANIS INTERNATIONAL AREA DIRECTOR Rhonda Vrell has worked in the Global Education and Membership Department at Kiwanis International since 2005. During this time, she provided education, support and mentorship to Districts, Divisions, and Clubs on opening clubs, inviting and retaining members, leadership principles, and establishing strong clubs. Rhonda received a Bachelor of Science from High Point University. As a resident of North Carolina, Rhonda is exciting to – again! – be working with the Leaders and members of the Capital District. 44
SPREAD THE WORD! STANDING RULES STANDING RULES OF THE BUSINESS SESSION RULE 1 The official language of this convention shall be English. RULE 2 Only delegates with official delegate ribbons may present or speak on motions and vote. RULE 3 Only delegates may be seated in the area designated for delegates. RULE 4 Delegates are not permitted to leave or enter the House while a written ballot is being conducted or counted. RULE 5 Any main motion or amendment shall be written in English, signed by the maker and the seconder, and presented to the District Secretary-Treasurer before it is moved. RULE 6 No delegate may speak in debate more than three (3) minutes at a time unless allowed to do so by a majority of the delegates. RULE 7 No delegate may address the assembly a second time on the same question until all other delegates who desire to speak on the topic have spoken. RULE 8 The maker of a motion shall be entitled to speak first in support of such motion or may immediately yield the floor to another delegate. RULE 9 Microphones shall be designated by number. Speakers for the main motion shall use the odd-numbered microphone, and speakers against the main motion shall use the even-numbered microphones. The chairperson will recognize microphones in rotation order. Debate on each issue will begin at Microphone One and alternate between those speaking for and those speaking against a motion. RULE 10 A delegate shall not speak for or against a motion and move to close debate on the same recognition. 46
2021 DISTRICT EDUCATION AND LEADERSHIP CONFERENCE RULE 11 STANDING RULES OF THE BUSINESS SESSION Any microphone may be used to make priority or secondary motions. RULE 12 Debate on main motions (i.e., any resolution or proposed amendment to the bylaws) shall be limited to 15 minutes, at which time the vote shall be taken on the resolution or amendment, unless the House, by a majority vote, orders debate to be extended. Debate on debatable secondary motions from the floor, such as amendments or motions to refer, shall be limited to five (5) minutes, which shall not apply to the 15-minute limit on debate on the main motion. Debate may be closed by a two-thirds (2/3) vote on any immediately pending motion or series of motions at any time. RULE 13 If the submitting body wishes to withdraw a motion after the motion has been moved and seconded, the House, by a majority vote, may grant permission for withdrawl. RULE 14 Candidates for the office of District Governor may have one (1) nominating speech not to exceed (3) minutes and shall have up to five (5) minutes to personally address the House of Delegates. RULE 15 Candidates for the office of District Governor-Elect may have one (1) nominating speech not to exceed (1) minute and shall have up to (1) minute to personally address the House of Delegates. In the event of a run-off election, each of the candidates involved shall return to the stage before the second ballot to present remarks not to exceed (2) minutes. RULE 16 Any candidate who is unopposed for office may be elected by a voice vote. RULE 17 Any of the above rules may be suspended by a two-thirds (2/3) vote. RULE 18 Robert’s Rules of Order Newly Revised shall be the parliamentary authority for all matters of procedure not specifically covered by the bylaws of Capital District, Kiwanis International and these standing rules. RULE 19 The Capital District Kiwanis Board of Trustees is authorized to make non- substantive corrections that may be necessary as a result of adopting bylaw amendments that cause unintentional conflicts or inconsistencies in terminology, grammar, numbering, cross-references, etc. 47
