2021 ARTBOXES Utility Box Wraps The City of Bloomington’s Creative Placemaking Commission in partnership with Artistry seeks proposed designs for transforming five common utility boxes in South Loop into creative, exciting, and appealing objects of art that celebrates Bloomington while enhancing the district’s character and vitality. Eligibility: This Request for Proposals (RFP) is open to artists and non-artists working in any medium (painters, photographers, collage artists, mosaic artists, quilters, poets, etc.) who are at least 18 years or older and residents of Minnesota. Preference will be given to Bloomington residents. Applicants do not need to identify as artists or have previous experience in public art or creative placemaking. Previously accepted applicants will not be considered to provide others an opportunity to display work. One design concept per applicant please. Honorarium: Each selected applicant will receive a $1,000 honorarium Deadline: Design proposals are due: 5:00 p.m., Tuesday, December 15, 2020 WHERE AND WHY? The South Loop is uniquely positioned and home to the Mall of America, the Minnesota Valley National Wildlife Refuge, numerous hotels, 4 light rail transit stations, a residential area, and significant new development opportunities. The City of Bloomington adopted a long-range plan to transform the area into a densely populated, walkable urban neighborhood featuring new housing, a variety of businesses, world-class recreation, entertainment options, and hospitality. In 2014 the City of Bloomington and Artistry initiated a Creative Placemaking Plan knowing that the arts and other creative activities can transform the neighborhood physically, socially, and culturally. The goals of the Plan are to create Urbanism, Animation, Involvement, Leadership, and Investment. The ARTBOX Project is just one way to expand on the creative enthusiasm and enjoyment already experienced in the South Loop. In simple yet powerful ways the utility box wraps enhance neighborhoods by helping shape a more vibrant, distinct place, making the area a more pleasurable place to walk, deterring graffiti and creating elements of surprise and delight. Artboxes may reflect on the unique history or assets of Bloomington; celebrate and embrace the City’s diversity; and elicit interest, excitement and enjoyment from people of diverse ages, cultures and backgrounds. ABOUT THE VINYL WRAP PROCESS The selected designs will be printed on a vinyl wrap which is adhered to the utility box. The City will contract with an appropriate vendor to ensure that the design is digitally applied to a high-quality vinyl product. The vendor will then apply the vinyl to the utility box, using a process similar to applying graphic vinyl to vehicles. The vinyl product will include a graffiti resistant outer layer that will facilitate future clean-up. Anything that can be copied, scanned, or printed can potentially become a vinyl wrap (i.e. photograph of a 3-D object, written words, etc.). Applicants should note that certain areas of utility box cannot be covered by the wrap including meters, windows, vents, and handles and as such the design may be affected by the need to keep these elements clear. HOW TO APPLY? Proposals Due: Tuesday, December 15, 2020 by 5:00 p.m. Your design proposal must include: 1. Application Cover Sheet: Please complete the Application Cover Sheet with applicant’s full contact information and a narrative description of applicant’s proposed design concept and information about any inspirational or symbolic aspects of the design. Please save the one page cover letter in PDF format with applicant’s full name as part of the file name (i.e. “Smith, John_Artbox Cover Sheet”). 2. The Design: One design concept per applicant. Applicants may use the design template (optional). The design page or digital attachment file name must include the applicant’s full name (i.e. “Smith, John_Artbox Design”). Submitted designs may include digital versions of existing artworks, photographs, original poetry, or three- dimensional pieces so long as the applicant owns the copyright. Selected designs will likely be cropped to fit the utility box or to accommodate certain elements on the box. Attached digital design image(s) should be between 1- 3 MB in JPG or PDF format. Each applicant may include no more than five images/viewpoints of one design concept. The Application Cover Sheet and the design template can both be found at blm.mn/placemaking. Proposals must be received no later than 5:00 p.m. on Tuesday, December 15, 2020. THE SELECTION PROCESS Timeline: Proposals Due: 5:00 p.m. Tuesday, December 15, 2020 Projects Selected and Notification sent to Applicants: by March 30, 2021 Projects Implemented: Spring/summer 2021 All proposals will be evaluated by a review panel. Five design proposals will be selected by the panel. Selected applicants will sign an agreement for the scope of services that includes the Intellectual Property terms as outlined in the “Responsibilities of Selected Artists” section on page 3. The selected applicant will also submit a final, high quality image in a version and format as specified by the vinyl vendor. RESPONSIBILITIES OF SELECTED APPLICANTS IF your design is selected you will be responsible for the following: Selected applicants must provide a final image at a quality level and format specified by the printing vendor. Selected applicants must cover all costs (if any) related to providing the final digital image in the specified format which may include but is not limited to, photography, scanning and graphic design expenses. Applicants must be the author, creator or sole copyright holder of the material submitted for review and said material must not infringe upon the proprietary or intellectual property rights of any other persons or entities. If images of real people are included, the applicant must obtain a release from those people for the images to be used for this purpose. The artist must also obtain all releases necessary for text and poetry if applicable. No advertising, branding, or commercial images allowed. Selected applicants must sign a legal contract with the City for the use of the design, and must either provide reasonable insurance coverage or execute a Waiver and Release form.
