The purpose of the Tiger Launch Plan is to maximize learning opportunities for the 2021-22 school year. Our intent is to provide TIGER in-person learning, while also taking prudent steps to limit COVID- 19 risks to our students, staff, and community while adhering to any applicable public health orders and guidance. This plan is LAUNCH based on available public health information and predicated on the trajectory of public health data centered here in New Richmond, St. PLAN Croix County while also monitoring regional and state data. The 2021-22 Tiger Launch Plan is a constant work in progress and based on public health assumptions and subject to change. This 2021-2022 plan does not cover all decisions associated with the COVID-19 pandemic. This plan does satisfy requirements as outlined by Federal ESSER funding requirements. The School District of New Richmond (SDNR) successfully offered in-person learning for the 2020-21 school year thanks to the support and dedication of students, staff, families, and our community. We learned a great deal last year and in preparation for the 2021-22 school year, the following items will be District protocols at this time. We will continue to closely monitor all aspects of COVID-19 based on local, county, regional, and state data. The SDNR may change or reinstate various mitigation strategies at anytime. Areas of Interest District COVID-19 Practice and Protocols Masks and Face Coverings (Buildings and Grounds) Masks and Face Coverings will be OPTIONAL for all students and staff K-12 on District property Masks and Face Coverings (Transportation) Federal and CDC mandates require masks and assigned seating for everyone using public transportation Social Distancing Social Distancing will be 3 feet as reasonably possible with 6 feet being ideal Field Trips Field trips to locations outside the community will be allowed and we will adhere to COVID-19 mandates of those locations and federal transportation mandates when public transportation is utilized Positive COVID-19 Test Result If a student or staff member tests positive for COVID-19, they will be isolated based on CDC guidance which is 10 days out from the start of symptoms or positive test AND fever free for 24 hours without fever-reducing medication AND Symptoms have improved Exclusion of Close Contact The SDNR and/or SCCPH will notify families if their child is identified as a close contact. You will then have the option to quarantine if considered a close contact unless symptomatic. Students and staff that are vaccinated will be automatically exempt Household Exclusion If a positive case is identified then the entire household will be required to follow quarantine protocol. For those that are vaccinated, household exclusion will not apply unless symptomatic Vaccination Exemption All students and staff identified as a close contact will be automatically exempt from quarantining if vaccinated and not symptomatic COVID-19 Student Absences Student COVID-19 related absences will be supported with google classroom, zoom, or hard copy materials if isolated. Areas of Interest District COVID-19 Practice Transportation SDNR and Kobussen Buses will continue with assigned seats on daily routes COVID-19 Isolation Room The SDNR will utilize a COVID-19 isolation room if a student is identified as having COVID symptoms COVID-19 Symptom Chart Click HERE for COVID-19 Symptom Chart Self Screening Screening should be conducted by students and staff prior to school arrival using the Coronavirus Self-Checker Do not send a child to school ill Close Contact Processes Close contacts will be handled by SDNR and SCCPH Positive Case Communication A communication summary of positive cases by grade will be sent out weekly to families similar to last year Symptomatic Required Test Students sent home ill with COVID like symptoms will be requested to undergo a COVID-19 test, or provide an alternative diagnosis, or wait the full 10 days before returning to school. Click HERE for SDNR COVID-19 Student Triage Form Type of Tests Allowed Two types of viral tests can be used: nucleic acid amplification tests (NAATs) and antigen tests, both are considered “PCR” tests. The District’s Raptor Alert check in process will be reinstated for those approved to visit District buildings Ventilation Ventilation in the buildings will continue above CDC recommended levels. Delta Variant Contingency Plan The School District of New Richmond will continue to collaborate with SCCPH, WIDHS, DPI, CDC to ensure a safe and healthy learning environment for our students and staff. Regardless of the learning model, any person entering School District of New Richmond property will be required to follow all public health regulations. In the event the SDNR experiences intermittent quarantines and or closures at the direction of St. Croix County Public Health. The following mitigation strategies may be reinstated at anytime: • Masking or face covering requirement • Limit group gatherings in areas such as gymnasiums, cafeterias, hallways, and other high traffic areas • Social distancing requirements of 6 feet as much as reasonably possible • Lower building capacity by not allowing visitors in any capacity • Additional access and use of PPE • Limited spectators at events • Other mitigation strategies deemed necessary as determined by SCCPH and the SDNR Board of Education 5 2021-2022 TIGER LAUNCH Plan

Special Education and 504 Plans The Special Education Department is committed to providing free and appropriate educational opportunities for students with disabilities, to the greatest extent possible in alignment with public health guidelines. Collaboration with families has always been an integral part of the special education process and continues to be essential during this time. To address the unique needs of students with disabilities, special education providers will continue the work with families to collaboratively identify the most essential services for each student that can be provided both directly and indirectly in remote and in-person learning environments. ● IEP’s will be adjusted as needed for the circumstances of the learning environment ● Mask use policies in special education will mirror the policies expected in general education with the exception of students with sensory processing concerns, breathing difficulties, or other disabling conditions that make mask use not feasible ● Parents will have the option to attend meetings in person, telephone, or remotely via zoom or google meet ● Students with special health conditions will follow orders from a physician regarding the number of people the student should be in contact with and location of services ● IEP team(s) will decide on services that are similar to school-based services considering the current circumstances 14 2021-2022 TIGER LAUNCH Plan

Athletics / Activities Follow WIAA guidance for Athletics • The Covid-19 guidelines for the fall sports are now posted online - WIAA Fall 2021 Sport Guidelines • Masks are strongly encouraged for individuals not fully vaccinated • Continue with proper hygiene, do not share water bottles, regularly clean and disinfect equipment, and socially distance when possible • Full vaccination is strongly encouraged – keep in mind a person fully vaccinated is exempt from exclusion • Protect yourself, your team, and your season • Schools follow local health department guidelines • Event audiences may be limited with social distancing practices followed • SDNR home events will be streamed via Just In Live Stream Be flexible • Activities and events may be postponed or adjusted to meet guidelines or current conditions in schools or the community Follow social distancing and safety practices in clubs and activities when possible 17 2021-2022 TIGER LAUNCH Plan

Transportation The Transportation Department supports students by providing safe and timely transport services for ALL of our riders. The CDC’s Order requiring masks for everyone on all public transportation does extend to school buses (public and private), so while masks may not be required at school or during competition, everyone (staff, coaches, athletes) should wear them on buses/vans used to transport team members, coaches, and staff. CDC updated Guidance for COVID-19 Prevention in K-12 Schools. During school transportation: CDC’s Order applies to all public transportation conveyances including school buses. Regardless of the mask policy at school, passengers and drivers must wear a mask on school buses, including on buses operated by public and private school systems, subject to the exclusions and exemptions in CDC’s Order. For example, if a student attends a school where mask use is not required due to vaccination status (e.g., a high school with a high rate of vaccination), the student is still required to wear a mask on the school bus. Schools should provide masks to those students who need them (including on buses), such as students who forgot to bring their masks or whose families are unable to afford them. No disciplinary action should be taken against a student who does not have a mask as described in the U.S. Department of Education COVID-19 Handbook, Volume 1 and the SDNR asks for your voluntary compliance. 20 2021-2022 TIGER LAUNCH Plan
