NFHS RULES BOOKS How does a member gain access to the complimentary editions of the rules books via the app? Follow these steps: 1. Download the App from the Apple iTunes or Google Play store. 2. Open the NFHS Rules App. At the bottom of the screen, select “Signup”. Enter your name and profile information: Note: The EMAIL address MUST match the address on your NFHS and/or state office account. 2020 NFHS RULES CHANGES
4-6-5g & 8-6-1e: Assisting Distressed Competitors Clarifies that a competitor should not be penalized for helping another competitor who is distressed or injured when no advantage is gained by the competitor who is assisting. Rationale: The committee believes when no advantage is gained by a competitor helping a distressed or injured competitor, the competitor assisting should not be penalized for exhibiting good sportsmanship.
5-3-3 & 4, 5-10-6 thru 11: Relay Exchanges Zones Clarifies that in the 4x100-meter relay and 4x200-meter relay, and other relays with legs of 200 meters or less, each exchange zone will be 30 meters long. All exchange zones for races in excess of 200 meters will remain at 20 meters. Rationale: In the 4x100-meter relay and 4x200-meter relay, and other relays with legs of 200 meters or less, each exchange zone will be 30 meters long. 5-3-3 & 4, 5-10-6 thru 11: Relay Exchanges Zones
6-2-6: Running Backward on Runways in Horizontal Events Clarifies that it is illegal to run backward or in the opposite direction (non-legal direction) on a horizontal jump, pole vault or javelin runway. Rationale: This change promotes a more organized and efficient warm-up period. PENALTY: First offense will result in a warning to the competitor. If the incident recurs, the competitor shall be disqualified from the event.
6-3-2-b-4-a: Metric Increments for Tie-breaking Jump-offs in the Vertical Jumps This change provides metric measurements for tie-breaking jump- offs in the vertical jumps. High Jump – 2 cm Pole Vault – 7 cm Rationale: The committee established appropriate metric increments for tie-breaking jump-offs in the vertical jumps.
6-9-5: Newly Constructed Horizontal Jump Pits Length Must be at Least 7 meters The length of long jump and triple jump pits constructed after 2019 shall be at least 7 meters. Rationale: Clarifies the language of the 2019 rule change for long jump and triple jump pits and ensures pit measurements are within industry standards for safety.
2020 NFHS POINTS OF EMPHASIS
Exchange Zones • 30m Exchange Zones only impact relays with legs of 200m or less. • The rule change does NOT require tracks to be repainted or resurfaced in order to be compliant with NFHS Rules. • The previously used acceleration zone is now incorporated into the exchange zone, thus creating a 30m exchange zone. • Existing acceleration zone marks may be used to indicate the beginning of the exchange zone. • In Florida, the 4x100m relay outgoing runners, while waiting for the baton, must be positioned ENTIRELY inside the 30m exchange zone.
Assisting Injured Athletes • The Cross Country Rule pertaining to injured athletes receiving aid now applies in Track & Field. • In situations where medical assistance may be present but may not be readily available, an athlete providing assistance may not be necessarily disqualified. • If an advantage is not gained by an athlete providing assistance, he/she should not be disqualified in an act of good sportsmanship. • The athlete receiving the assistance will be disqualified.
2020 FHSAA RULES CHANGES
Javelin Javelin will be an official event in the FHSAA State Series for the first time since 1950. Starting this season, Florida high school athletes will have the opportunity to compete in the iconic field event.
State Series Administrative Adjustments 1. Preliminary trials no longer required at district meets. 2. All officials to be assigned by FHSAA for region meets. 3. Foul lines to be fixed at the state finals in the Triple Jump. The use of foul lines in longer than those prescribed below must be verified in DirectAthletics and approved by the games committee. Prescribed distances are: Boys 11m Girls 8.5m
Results Reporting Requirement Adjustments Reporting window reduced to within 24hrs of the conclusion of the meet. CSV files may not be used in results reporting.
Minimum Contest Requirement • Policy 10.3.1.4 – Athletes must participate (compete) in at least 5 meets during the regular season in order to be eligible to be entered into the district meet (state series) • Eligibility will be checked/verified using DirectAthletics with respect to this policy. • Each athlete must have at least five separate meets with results in DirectAthletics and TFRRS in order to be entered into the district meet. • Coaches will be unable to enter anyone to the district meet on DirectAthletics with fewer than five meets.
2020 FHSAA POINTS OF EMPHASIS
No-Shows in the State Series Coaches should strongly consider not 1. 398 Event No-Shows Total (All entering athletes into the state series who Regions and State Finals) cannot commit to the full series in every event. 2. Varying Reasons – Prom, Cambridge Exams, Grad Bash, etc. A no-show deprives another student of an opportunity to compete. Qualifying spots 3. $50 Fine per Occurrence (Policy should be filled by students committed 10.5.2) fully to the competition. Please address this issue prior to districts with each member of your team who you intend to enter into state series competition. Plan accordingly with regard to exam schedules and school events.
Metric System •All field events shall be administered using the metric system. •All measurements of height or distance may be made with a steel tape, fiberglass tape, bar or electronic measuring device.
State Series Entry Limits for Individual Contestant (NFHS Rule 4) CONTESTANTS MAY OFFICIALLY ENTER: May be listed on any number of relays but may not compete Four Individual Events in said relays in the initial round of competition (Districts). May be listed on any number of relays but compete in only Three Individual Events one relay. May be listed on any number of relays but compete in only Two Individual Events two relays. DirectAthletics is the official results and data management provider for FHSAA Track & Field. DirectAthletics provides all meet entry and data management for the FHSAA State Championship Series.
TRACK & FIELD RESULTS REPORTING SYSTEM • DirectAthletics provides and operates the FHSAA TFRRS site throughout the season. • All meet results, athlete profiles, team profiles, and rankings will be displayed at no cost. • Only results submitted to DirectAthletics by meet hosts with athlete TFRRS IDs may be displayed on TFRRS.
Approved Third-Party Timing Contractors List Minimum standards will be in place for third-party timing contractors during the 2019-20 FHSAA Track & Field post-season for district meets, region meets, and the state championship finals. Host schools may utilize only timing contractors for post season meets (unless done in-house*) that are explicitly approved by FHSAA and listed on the FHSAA Track & Field webpage. The approved contractors list will be available November 2019. *In-house timing is timing done by host schools themselves with school-owned equipment only. In-house timers must meet all requirements placed on third-party timing contractors.

Appropriate Uniforms The examples below are considered illegal for at least two reasons: 1. These are foundation garments and considered visibly inappropriate as a uniform. 2. NOT school issued uniforms—not intended by the manufacturer to be a uniform. Athletes wearing this or similar attire will NOT be permitted to compete. Athletes will be asked by officials to put on regular track uniform bottoms in order to compete. These are, for all intents and purposes, considered underwear or foundation garments.

You are in a position to be a positive role model around children and young adults. Sports officials must be able to bring control to chaos; understand fairness; promote safety and encourage good sportsmanship. A sports official must have the positive characteristics of a police officer, lawyer, judge, accountant, reporter, athlete and diplomat. Adapted Track & Field Equipment Loaner Program How is the equipment obtained? 1) Check that the student has completed all requirements set forth by the school in order to participate in track and field, i.e., physical, good grades, etc. 2) Obtain the athlete’s physical disability if required by the school. 3) Take pertinent measurements as directed by the Chiavarolis so the proper equipment can be fitted at the trial appointment. There are numerous styles of chairs for track and throwing so it is pertinent that the style of equipment accommodates the athletes’ physical limitations. Measurements of hip width, length of arm, height, weight, and ability to be flexible are necessary. 4) Provide the parents with the loan agreement so it can be properly filled out, signed and provided to the Chiavarolis before initial meeting. Special Olympics Project UNIFY What is Project UNIFY? Project UNIFY is a sports and education program that partners students with and without intellectual disabilities to create a more inclusive school environment where students are able to work together, excel athletically and academically regardless of ability . Project UNIFY has three components: 1. Unified Sports 2. Inclusive Youth Leadership 3. Whole – School Engagement Fosters respect, dignity and advocacy for people with intellectual disabilities
Special Olympics Project UNIFY Unified Sports What is Unified Sports®? - Teammates with intellectual disabilities (Athletes) participate with teammates without intellectual disabilities (Partners) to practice and play together on Unified Sports teams. Team sports are about having fun, promoting physical health and bringing people together. Unified Sports® Competitive Format - Teams are made up of players with a minimal difference in talent/ability between the best and the worst player. Games can be highly competitive.
Special Olympics Project UNIFY Whole–School engagement Fans In The Stands – Every athlete needs a fan to support them while they are competing in sports. Fans in the Stands is a great way to promote respect and advocacy for student- athletes (with and without intellectual disabilities) during Special Olympics sporting events.
