Sail Sydney With support from NSW Partner Clubs: Royal Sydney Yacht Squadron and Middle Harbour Yacht Club COVID-19 Note: Due to the current uncertainty surrounding public events, the format of the Event may change depending on NSW Government Public Health Orders. Entries for Sail Sydney have been capped to comply with Mass Gathering restrictions, which take into account competitors, support vessel personnel, race management and staff involved in Sail Sydney. 1. Rules 1.1 The Regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS).. 1.2 The Australian Sailing Special Regulations, Part 2 Off the Beach Boats will apply. 1.3 RRS Appendix P – Special Procedures for RRS 42 will apply as amended in SI 14. 1.4 RRS Appendix T, Arbitration, will apply as amended by SI 17. 1.5 [NP] Harbour control regulations laid down by the NSW Roads and Maritime Authority (RMS) will apply and are detailed in SI 27.1. 1.6 [DP] Competitors and support persons shall comply with any reasonable request from an event official. Failure to comply may be considered as misconduct. 1.7 Reasonable actions by event officials to implement Covid-19 guidance, protocols or legislation, even if they later prove to have been unnecessary, are not improper actions or omissions. 1.8 If there is a conflict between languages the English text shall take precedence. 1.9 [DP] denotes a rule for which the penalty is at the discretion of the protest committee. 1.10 [SP] denotes a rule for which a standard penalty will be applied by Race Committee or Technical Committee without a hearing. This changes RRS 63.1 and A5. 1.11 [NP] denotes that a breach of this rule will not be grounds for protest by a boat. This changes RRS 60.1 (a). 2. Notices to Competitors 2.1 The Official Sail Sydney Notice Board will be located at www.sailsydney.org – Race Regatta Documents. 2.2 It is the responsibility of all sailors at all venues or launching at other sites to be aware of notices posted on the Official Notice Board. 2.3 Notices may be displayed via social media and text messaging via mobile phone. 3. Changes to Sailing Instructions 3.1 Changes to the format or schedule of races will be posted on the Official Notice Board www.sailsydney.org before 2000 hrs on the day before it will take effect and any change to the sailing instructions will be posted before 0900 hrs on the day it will take effect. 3.2 Any reassignment of classes to course areas will be posted before 0900 hrs on the day it will take effect, or if flag AP is displayed ashore, 30 minutes before flag AP for that class is removed. 3.3 When any SI Addendum is changed, an updated version of it will be posted on the Official Notice Board. 4. Signals made Ashore 4.1 Signals made ashore will be displayed from the signal flag mast located in the centre of the rigging area at WSC. 4.2 When Flag “AP” is displayed ashore, ‘1 minute’ is replaced with ‘not less than 30 minutes’ in the race signal AP. This changes Race Signal AP. 4.3 When Flag AP over H is displayed ashore: boats shall not leave the club to go sailing and shall wait for further instructions. This adds to Race Signals. 2|P a g e
Sail Sydney 4.4 When Flag AP over H over a Class Flag/s is displayed ashore: the relevant Class/s shall not leave the club to go sailing and shall wait for further instructions. This adds to Race Signals. 4.5 Signals made Ashore will be posted on the Official Notice Board located at www.sailsydney.org 5. Schedule 5.1 The total number of races scheduled is as per the Event Schedule NOR Attachment A. 5.2 The daily race schedule and the scheduled time of the warning signal for the first race is shown in SI Addendum “C” 5.3 The warning signal for each succeeding race will be made as soon as practicable after the completion of the previous race. 5.4 To alert boats that a race or sequence of races will begin soon, the orange starting line flag will be displayed with one sound at least five minutes before a warning signal is made. 5.5 On the last day of racing no warning signal will be made after 17:00 hrs. 6. Class Flags Each Class Flag will be a flag showing the class insignia, unless otherwise shown below. Racing Areas SI Addendum “A” shows the approximate location of the racing areas. 8. The Courses 8.1 The courses to be sailed, including the course designations, the order in which marks are to be passed and the side to which each mark is to be left are shown in Addendum “D”. 8.2 The course to be sailed will be signaled by displaying from the committee boat the course designation detailed in Addendum “D”. 9. Marks The Marks are described in Addendum “B”. 10 Format of Racing The format is a single series. If the Race Committee deems it necessary to split a class into fleets, then separate instructions will be issued. 3|P a g e
Sail Sydney 11 The Start 11.1 Class fleets may be started in any order, and some Class fleets may be started together. 11.2 The Starting Line will be between a staff displaying an orange flag on the Race Committee Start Vessel at the starboard end and the Start Mark at the port end. 11.3 [DP] Boats whose warning signal has not been made shall avoid the starting area, unless finishing. 11.4 A boat starting later than 4 minutes after her Starting Signal will be scored DNS without a hearing. This changes RRS 35, Appendix A4 and RRS Appendix A5. 12. Change of the Next Leg of the Course To change the position of the next mark, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark. 13. The Finish 13.1 The Finishing Line will be between a staff displaying an Blue flag on a Race Committee Vessel and the Finish Mark at the other end. 13.2 [DP] Boats finishing shall keep clear of boats about to start where reasonably practicable. 14. Penalty System 14.1 For the Wind Foiling, Techno 293, Techno 293+, 49er, 49er FX, 29er, Nacra 15 and Nacra 17 classes, RRS 44.1 and RRS P2.1 are changed so that the Two Turns penalty is replaced by the One Turn Penalty. 14.2 RRS Appendix P will apply as changed by Instructions 14.1 and 14.3. 14.3 RRS P2.3 will not apply and RRS P2.2 is changed so that it will apply to any penalty after the first penalty. 14.4 In RRS 44.2 insert after the first sentence: However, if a windward offset Mark is set, a boat may delay taking a penalty for an incident in the zone around the windward Mark or on the leg between the windward Mark and the windward offset Mark until she has rounded the windward offset Mark. 15. Time Limits 15.1 The Time Limits for each race are shown in Table 1. 15.2 If no boat has passed the first mark within the Mark 1 Time Limit the race shall be abandoned. 15.3 If no boat has sailed the course and finished within the Finish Time Limit, the race shall be abandoned. 15.4 The Finish Window is the time limit for boats to finish after the first boat sails the course and finishes. 15.5 A boat failing to finish within the Finish Window shall be scored Did Not Finish without a hearing. Protests 16.1 Australian Sailing has appointed a Protest Committee for this event. 16.2 Protests shall be lodged online via the online results system (sign on/off). 16.3 Boats from other venues intending to protest may telephone the Regatta Office, before the end of Protest Time, and provide the protest information (as specified in RRS 61.2) verbally. A completed protest form shall be submitted before the hearing. This changes RRS 61.3 16.4 The Protest Hearings will be heard via video call (Zoom) unless otherwise scheduled by the protest committee. 16.5 The Protest Time Limit for a boat will be 90 minutes after the finish of the last boat in the last race for each class each day or the race committee signals no more racing today whichever is the later. This changes RRS 61.3. The Protest Time for each class will be posted on the Official Notice Board. 16.6 The Protest Time Limit for all protests by the race committee, technical committee or protest committee will be 90 minutes after the finish of the last boat in the last race to be held on the relevant course area. This changes RRS 61.3. 16.7 Notices of protest by the race committee, technical committee or protest committee will be posted to inform boats under RRS 61.1(b). 16.8 A list of boats that have been penalised for breaking RRS 42 will be posted on the Official Notice Board. 16.9 A Hearing Schedule will be posted on the Official Notice Board as soon as possible after a protest has been lodged, but not later than 30 minutes after the end of Protest Time to inform competitors of hearings in which they are parties or named as witnesses. Protests will be heard in the order specified on the Hearing Schedule. Parties and witnesses are required to be available via video at the time stated on the Hearing Schedule. It is the responsibility of each party to ensure their witnesses are available at the time of the video call. 16.10 For the purpose of RRS 64.3(b) the ‘authority responsible’ is the Regatta Measurer. 16.11 On the last scheduled day of the regatta a request for reopening a hearing shall be lodged within the protest time limit for protests if the party requesting reopening was informed of the decision on the previous day, or no later than 30 minutes after the party requesting reopening was informed of the decision on that day. This alters RRS 66. 16.12 On the last scheduled day of racing a request for redress based on a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes RRS 62.2. 17. Arbitration 17.1 RRS Appendix T1(b) is deleted and replaced with “A Post-Race Penalty is a 30% Scoring Penalty calculated by by adding to the score she would have received without that penalty the number of places equal to 30% of the difference between the boat's score and the score for Did Not Finish, rounded to the nearest whole number (0.5 rounded upward). The scores of other boats shall not be changed; therefore, two boats may receive the same score. However, rule 44.1(a) applies, and the penalty shall not cause the boat’s score to be worse than the score for Did Not Finish 18. Scoring 18.1 A minimum of three races will be required to constitute a series. 18.2 When fewer than five (5) races have been completed for a class, a boat's series score shall be the total of her race scores. This changes RRS Appendix A2.1 18.3 When five (5) or more races have been completed, a boat's series score shall be the total of her race scores excluding her worst score. This changes RRS Appendix A2.1. 18.4 To request correction of an alleged error in posted race or regatta results, a boat may complete an online scoring enquiry via the online results system (sign on/off app). 5|P a g e

[NP]Safety Regulations 19.1 [SP] Competitors shall wear Life Jackets devices in accordance with NOR 1.2 at all times while afloat, except briefly while changing or adjusting clothing or personal equipment. 19.2 Boats not leaving the beach for a schedule race shall promptly use the electronic sign on/off system by selecting “Not Sailing Today”. 19.3 [SP] Before leaving to race on each scheduled racing day, a crew shall sign-on using the online sign on/off system. 19.4 [SP] After returning to shore on each scheduled racing day, a crew shall sign-off using the online sign on/off system 19.5 Instructions for use of electronic sign on/off system: a. Competitors shall provide a contact mobile phone number on the entry system. b. Competitors will receive a text message prior to the first race containing a link to the sign on system. c. Prior to leaving the shore, competitors shall click on the link, select the “Sign on/off” link in the menu and select either “Sign on” or “Not Sailing Today”. d. On returning to shore after racing, competitors shall click on the “Sign Off” link. e. If for some reason the competitor is having issues with the sign on/of please call 0412 502 395 and the regatta office will manual sign you on/off. 19.6 [DP] A boat that retires from racing shall notify the race committee before leaving the racing area, or, if that is not possible, shall notify the race office as soon as possible after returning ashore and shall complete a retirement declaration form via the online results system (sign on/off app) 19.7 [DP] Boats should not sail into other course areas whilst the other course areas are racing. Boats not racing should remain clear of boats that are racing and official boats. 19.8 When the race commit displays code flag ‘V’ with repetitive sounds, all official and support vessels shall monitor the race committee radio channel for search and rescue instructions. 19.9 Race Management VHF Channels: Course A/D CH - 77, Course B - CH: 71, Course C - CH 73. 19.10 [DP] Race officials and race committee vessels may retrieve boat crews and return them to their boats for safety reasons. The sail number of a boat which receives outside help will be notified to the Race Committee with details of the incident and a hearing may be held (if required) to determine any penalty. This changes RRS 41. 20 [DP][NP] Replacement of Crew or Equipment 20.1 Substitution of crew members will not be allowed without the prior written approval of the race committee by lodging online. 20.2 Substitution of skippers will not be allowed after close of Registration for the applicable class. 20.3 Substitution of damaged or lost equipment will not be allowed unless authorized by the race committee. Requests for substitution shall be made to the committee at the first reasonable opportunity via the online form. 20.4 When equipment is substituted during a series of races on the same day, the request shall be made before the protest time limit expires on that day via the online form. 21 [NP] Equipment and Measurement Checks A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat may be instructed by the technical committee to proceed to a designated area for inspection immediately upon returning to shore. 6|P a g e
Sail Sydney 22 [DP] [NP] Advertising 22.1 Advertising will be in accordance with World Sailing Regulation 20. 22.2 Boats may be required to display bow numbers and/or advertising supplied by the Organising Authority. 23 Official Vessels Official Vessels will be marked as follows: Equipment Inspection Flag with letter M or Measurer Judges and Umpires White Flag with letter J Media Flag with letters Media Race Committee Flag with letter referring to course area team – “A”, “B”, “C” Rescue Flag with letter referring to course area team – “A”, “B”, “C” VIP Flag with letters VIP PRO Flag with letters PRO 24 [DP][NP] Support Vessels 24.1 Team leaders, coaches and other support personnel shall stay a minimum of 50m outside areas where boats are racing from the time of the Preparatory Signal for the first class to start until all boats have finished or retired or the Race Committee signals a postponement, general recall or abandonment. This will apply at all times except when asked to assist by the Race Committee. 24.2 Support Vessel Regulations are detailed on the ONB 25 [DP][NP] Radio Communication A boat shall neither make radio or data transmissions while racing nor receive radio or data communications not available to all boats, except in an emergency or when using equipment provided by the race committee. This restriction also applies to mobile telephones. 26 Prizes 26.1 Medals will be awarded to the crews as listed below. Additional prizes may be awarded at the discretion of the Organising Authority. One to five boats in a class = 1st Prize only Six to ten boats in a class = 1st and 2nd Prizes Ten boats plus in a class = 1st, 2nd 3rd Prizes 26.2 Presentations of prizes will be mailed to competitors or available for pick up at Woollahra Sailing Club from Sunday 13 December after protest limit time or as soon as possible after the completion of racing on those days. 27 [DP][NP] Harbour Safety/Control Regulations 27.1 Competitors shall comply with the Harbour Masters Directions for Navigation in Sydney Harbour. These directions include: a. ferries displaying an orange diamond have priority over sail. b. competitors shall not interfere with inbound or outbound shipping. 7|P a g e
Sail Sydney c. competitors shall keep 200m clear ahead and 30m from the sides and stern of ferries and naval shipping navigating the port, and 500m clear ahead and 30 m from the sides of commercial shipping. An RMS Maritime or Sydney Harbour Ports vessel may escort a vessel from a position ahead of the vessel. d. Competitors shall not loiter in the Eastern or Western navigation channels, the regular ferry lanes, nor near heavy traffic areas such as Kirribilli Point, Garden Island, Bradley’s Head, Steele Point, Chowder Head and Georges Head whilst not racing. e. Competitors shall not approach within 50 metres of Naval property, such as Garden Island and the Chowder Bay wharf. 28 Disclaimer of Liability and Risk Warning. Competitors participate in the Regatta entirely at their own risk. See rule 4, Decision to Race. The Organising Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the Regatta. Attention is drawn to clauses 16 and 18 of the Notice of Race. 29 Insurance 29.1 Each participating boat shall present a valid insurance certificate showing proof of third-party liability coverage of at least AUD $5,000,000 (recommended $10,000,000), or equivalent, per incident. 29.2 Competitors shall provide insurance details as part of the online entry. Any competitor not holding this cover is not eligible to enter. 8|P a g e
