Executive Summary This document has been put together to provide a clear plan for managing peak traffic in and around Cheshire Oaks Designer Outlet and the wider Cheshire Oaks area. The Peak Traffic Management Plan is designed to identify a higher level of engagement during periods of peak activity. McArthurGlen engage the services of specialist transport management contractor CTM to deliver the internal and external traffic management plans for Cheshire Oaks Designer Outlet. This is formalised in two ways: - o the Standard Traffic Management Plan, which is adopted on the centre’s internal roads and car parks every weekend and during school holidays, operated by CTM and; o the Peak Traffic Management Plan, which operates on designated days of the year on the internal roads, car parks and external road networks, operated and overseen by CTM. Key Stakeholders The Peak Traffic Management Plan has evolved in partnership with: - o Cheshire Police o Cheshire West and Chester Council o Highways England o Coliseum Retail o Coliseum Leisure o Sainsbury’s o Marks & Spencer o Stagecoach Traffic Levels and Arrival Times The Cheshire Oaks Designer Outlet management team have complex historical traffic data and predictive models to assist in the forecasting of potential peak traffic events during the retail year. Peak traffic is seen to generally occur in 2 distinct phases – incoming traffic (ingress phase), which falls between 9:30 to 15:00 and outgoing traffic (egress phase) which falls between 14.00 and 18.00. Peak Period The peak period predominantly runs from late October through to early January. Other key peak times throughout the year include Bank Holiday weekends and School holidays. Schedule of Peak Days A schedule of peak traffic days forecast for April 2019 – March 2020 is set-out below: - Easter Weekend Friday 19th April (BH) : Saturday 20th April : Monday 22nd April (BH) May Bank Holidays Saturday 4th May : Sunday 5th May : Monday 6th May (BH) Saturday 25th May : Sunday 26th May : Monday 27th May (BH) August Bank Holidays Saturday 24th August : Sunday 25th August : Monday 26th August (BH) Christmas Peak Trade Saturday 9th November : Sunday 10th November Saturday 16th November : Sunday 17th November Saturday 23rd November : Sunday 24th November Friday 29th November : Saturday 30th November : Sunday 1st December Saturday 7th December : Sunday 8th December Saturday 14th December : Sunday 15th December Thursday 26th December (BH) : Friday 27th December : Saturday 28th December : Sunday 29th December : Monday 30th December Peak Traffic Management road network coverage The key roads serving the Cheshire Oaks area subject to the scope of the Peak Traffic Management Plan as shown on the plan in Appendix A are: Page 2 of 8
o Cheshire Oaks Way o Coliseum Way o B5132 Kinsey Way o A5117 o M53 Junction 10 Cheshire Oaks Way Cheshire Oaks Way is the main highway access to the car parking facilities at the Outlet and extends from a roundabout with the B5132 south of Cheshire Oaks Way to a roundabout with Coliseum Way in the northwest corner of the site. Coliseum Way Coliseum Way – on a north east – south west axis from a roundabout with Stanney Lane and Longlooms Road in the south to a roundabout with Cheshire Oaks Way. B5132 Kinsey Way Kinsey Way to the west and south of the site and links with A5117 to the south and Stanney Lane to the north, which provides connection to Ellesmere Port further afield. A5117 The A5117 extends on an east-west axis and provides a link between the B5132 and junction 10 of the M53 motorway. M53 Junction 10 Junction 10 of the M53 is located close to the site and is a grade-separated part-signalised roundabout layout. The Peak Traffic Management Plan Scope of Traffic management The scope of the Peak Traffic Management Plan covers: o Managing incoming traffic o Managing outgoing traffic o Working with emergency services o Managing the Highways Through our understanding of the current trends, traffic data and past experience, our strategy is to actively manage traffic flows by introducing qualified people at key road junctions in and around the Cheshire Oaks area, supported by additional signage. This strategy has been developed in consultation with the local stakeholders. The deployment of qualified people and the additional signage for peak traffic days are illustrated on plans in Appendix B and C respectively and explained below. Cheshire Oaks Designer Outlet Staff Whilst specific action is taken at the key junctions and roads around the Cheshire Oaks area on peak traffic days, special parking arrangements are put in place to free up as many onsite parking spaces as possible for visitors and customers to Cheshire Oaks Designer Outlet. Staff vehicles are identified by a car pass disc and temporary parking facilities are provided in nearby locations. Trading Hours During Summer holidays and the Christmas trading period the Monday to Friday trading hours are extended to assist with traffic management and allow customers to stagger arrival and departure times. Managing Incoming Traffic People on the ground During the ingress phase the majority of traffic congestion tends to be around Junction 10 of the M53/ A5117. At peak traffic flow times (0930 to 1500) the following measures will be put in place externally to ensure smooth ingress: - o Junction 10 / A5117 roundabout - 2 x CTM CSAS PATO (Police Accredited Traffic Officer) personnel encourage traffic to utilise all 4 lanes towards Ellesmere Port. o A5117 / Kinsey Road traffic lights - 2 x CTM CSAS PATO personnel direct traffic in the nearside two lanes to continue straight ahead towards the roundabout with Longlooms Road (Audi garage). o A5117 junctions of Little Stanney Lane and Stanney lane - CTM staff as required. o Kinsey Road roundabout (outside Sainsbury’s) - 2 x CTM CSAS PATO personnel ensure yellow box junctions are adhered to on the roundabout. o M&S/AUDI Roundabouts - 2 x CTM CSAS PATO personnel are positioned to react to traffic situations in the event of traffic build up diverted to Audi roundabout on ingress. o Internal focus during this time is given to the movement of traffic, assisting with the locating of available parking spaces and the management of our pedestrian crossings to ensure consistency of flow. o In addition, CTM provide a Traffic Manager, controller and CSAS PATO Biker for support and staff reliefs will be in place. Signage Additional signs will be put in place during the peak periods to manage the incoming traffic: - o Junction 10 / A5117 roundabout - 3 x VMS (Variable messaging sign) strategically placed to allow traffic direction messages to be displayed. o A5117 / Kinsey Road traffic lights - 1 x CTM Unit 2 NRSWA qualified operating traffic lights positioned for use when necessary. o A5117 junctions of Little Stanney Lane and Stanney Lane - VMS to ensure vehicles continue A5117 towards Longlooms Road (Audi garage). o Additional signage will support the alternative routes (black on yellow signs) Appendix C illustrates the proposed signage provision to be implemented during peak periods. Managing Outgoing traffic People on the ground o At peak traffic flow times (14.00 to 18.00) the following measures will be put in place externally to ensure smooth egress: - o Kinsey Road roundabout (outside Sainsbury’s) - 2 x CTM CSAS PATO personnel ensure yellow box junctions are adhered to on the roundabout. o Kinsey road / A5117 traffic lights - 3 x CTM CSAS PATO personnel manage traffic lights towards junction 10 M53 having closed off the right-hand turn towards North Wales on the A5117. o A5117 / Kinsey road traffic lights (traffic already on A5117 towards junction 10) - 1 x CTM Unit 2 NRSWA personnel manage traffic lights in conjunction with the above point. o A5117 junction 10 roundabout traffic lights - 1 x CTM CSAS PATO assist traffic at entry point to roundabout. o M&S Roundabout - 2 x CTM CSAS PATO personnel positioned to react to traffic situations in the event of traffic build up, diverting traffic to Audi roundabout when Kinsey Road traffic builds back to M&S from Sainsbury’s. o Coliseum Roundabout - Traffic congestion emanating from the coliseum complex (Vue cinemas) is managed initially by 2 x CTM CSAS PATO positioned to aid traffic leaving from Coliseum Retail, Coliseum Leisure and Cheshire Oaks Multi Story. Consideration will also be given to managing the Pedestrian Crossing outside Burger king. It is noted that the Coliseum roundabout forms part of a privately-owned estate. Page 4 of 8
o The egress phase points will enable the CSAS PATO personnel to manage a ‘green wave’ enabling large volumes of traffic to egress Cheshire Oaks area releasing traffic especially from the multi-story complex. o Internally focus during this time is given to the movement of traffic, including the large internal multi-storey car park and the management of our pedestrian crossings to ensure consistency of flow. Signage Additional signs will be put in place during peak periods to manage the outgoing traffic: o A5117 - Additional signage will be erected to encourage all routes into the Cheshire Oaks Designer Outlet all along the A5117 from junction 10 of the M53 backed up with six portable VMS signs (positioned off junc 10 slip road, roundabout and the A5117 4- VMS). o M&S Roundabout – 1 x VMS. o Sainsbury’s Roundabout – 1 x VMS o M56 east bound - Additional signs will encourage (M53 southbound / Manchester) egress vehicles to join A5117 towards Dunkirk and join M56 east bound. o Appendix C illustrates the proposed signage provision to be implemented during peak periods. Annual Review An annual review of the dates the peak transport plan will operate will be made in March, in line with the financial year. Dates will be supplied to relevant stakeholders and the Council. A review of the junctions and management regimes will be undertaken having regard to the previous years’ data, ensuring any appropriate operational changes and improvements are made. Provision may be made as part of the annual review process (or following contact to the Centre from other local or statutory highway authority bodies) for the temporary cessation of the Peak Traffic Management Plan, subject to provision for re-instatement of the implementation of the Peak Traffic Management Plan following notification by the local planning authority. The reinstatement of implementation of the PTMP shall be carried out within two months following notification by the local planning authority (unless other period is agreed/ required by a local or statutory highway authority body). 2019 and Future Years A review of the traffic data over the 2019/2020 period will be undertaken early in 2020 to confirm the list of 2020/21 dates and the dates will be provided to stakeholders, including: - • Cheshire Oaks Business Partnership. • Cheshire Police • Cheshire West and Chester Council • Cheshire West and Chester Highways Division • Highways England • Little Stanney & District Parish Council Page 5 of 8
