1. DECLARATION OF MEETING OPENING / ANNOUNCEMENT OF VISITORS Mr Bird declared the meeting open at 12.33PM and welcomed new members of the Committee. 2. APPOINTMENT OF PRESIDING MEMBER Mr Bird called for nominations for the appointment of the Presiding Member. Cr Harkins nominated Cr Thomas for Presiding Member and Cr Thomas accepted the nomination. With there being no further nominations, Mr Bird declared Cr Thomas elected as the Presiding Member. 3. CONFIRMATION OF MINUTES OF PREVIOUS MEETING Moved Cr Thomas, seconded Ms Carmichael. The Minutes of the Community Safety and Crime Prevention Committee meeting, held on Tuesday, 17 October 2017, be confirmed. Carried 5. WALGA ROAD SAFETY UPDATE Ms Celenza tabled the Metro North WALGA Roadwise Report for December 2017. The Road Ribbon for Road Safety campaign will continue to run through to Friday, 5 January 2018. WALGA Roadwise has joined the Facebook community. Cr Thomas informed Ms Celenza of the ongoing pedestrian crossing safety issues along Marine Parade, near Wearne and Lady Lawley Cottage. Ms Celenza informed the Committee of the WALGA Page 1
Roadwise Working groups and Committee groups concerned with pedestrian safety in the community. Ms Celenza suggested contacting these groups to see how they are addressing pedestrian safety issues. Cr Thomas asked Ms Celenza if she can keep the Committee informed on grant opportunities. 6. ISSUES ARISING FROM PREVIOUS MEETINGS Action Item Update a. Manager Engineering Services to Ongoing. Cottesloe Police Sgt Vernon informed the Committee that the Western Australian Police inducted Senior Constable Natalie Crook. Senior Constable Natalie Crook will be taking up a position at the Cottesloe Police Station. Sgt Vernon will encourage Senior Constable Natalie Crook to engage with the Committee. Snr Sgt Julie Foley will also be available to represent the police at the Committee meetings. 7.2 WALGA Crime Statistics October 2017 attached. 8. SENIOR RANGER REPORT Ms Squiers reported on the following matters: The ranger department has had a few issues with people surfing between the flags and surfing north of Cottesloe Beach Groyne, which is not permitted at this time of year. There has also been an issue with people drinking at the beach. Cr Thomas asked Ms Squiers whether the rangers still wear body cameras. Ms Squiers said she is looking into upgrading the body cameras. Sgt Vernon suggested approaching alcohol vendors in Cottesloe to encourage them to speak to customers about drinking responsibly. Ms Squiers is assisting the police with CCTV footage in regards to an incident that occurred on Friday, 1 December 2017, at North Cottesloe beach, opposite Eric Street. CCTV is working well and is being used for parking appeals. The ranger summer roster has been finalised and three casual rangers have been appointed. 9. COMMUNITY DEVELOPMENT PROJECTS Ms Macready reported on the following matters: Cottesloe Primary School will be having their Walk/Ride to School event on Friday, 18 May 2018. North Cottesloe Primary School will be having their Walk/Ride to School event in March 2018. The event will provide information on road and cycling safety. The Road Ribbon for Road Safety campaign is underway, with a display at the Civic Centre and the Grove Library. Page 4
The Halloween event at the Grove Library was a success, with over 500 people attending. The Halloween Hotspot initiative was well- received. Ms Macready will be working with Ms Celenza to plan road safety projects moving forward. Ms Celenza informed the Committee of the campaign that rewards drivers who blow zero on a police breath test. If the driver blows zero they can enter a competition to win a prize. The campaign is used to increase the awareness of the dangers associated with drink driving and reward good behaviour. 10. OTHER BUSINESS 10.1 CCTV CCTV is working well. The footage is clear and has good coverage of the Cottesloe area. 10.2 Committee Charter and Representatives Nominations to be a community representative closed on Wednesday, 6 December 2017. The Town is receiving late nominations. Mr Bird advised the Committee that the Charter is still being drafted so an Officer Recommendation to adopt the Charter is not required at this Committee meeting. 10.3 Motorbikes (singular and groups) speeding along Marine Parade and North Street Cr Thomas informed the Committee that residents have contacted Councillors regarding motorbikes speeding along Marine Parade and North Street. Sgt Vernon informed the Committee that a percentage of these motorbikes would be scooters that have been hired from shops in Fremantle and driven along the coast. Sgt Vernon suggested contacting these hire shops to include, in the scooter hire, a package about the dangers of speeding and not concentrating on the road. There are also a number of organised runs that occur along Marine Parade. Sgt Vernon suggested an educational campaign in the local newspapers that will remind drivers to be safe and to observe the road rules. Ms Macready informed the Committee that WALGA has a Motorbike Awareness Week. Mr Bird informed the Committee that a traffic counter is often placed along Marine Parade and has speed data available. Mr Bird advised the Committee that a speed camera would also be effective in slowing down motorbikes. Sgt Vernon informed the Committee that a speed camera can be requested. Cr Thomas suggested passing on the number of people caught by the speed camera to the local newspaper to include in reports/articles on crime. Sgt Vernon suggested implementing a speed camera to coincide with the Safer Beaches Campaign. Page 5
