The 2018 Tennis Victoria Competitions Committee move to an online only resource allows any changes to clubs, teams and Maria Keys (Chair) scheduling to be updated in real time. This initiative, combined with the Phillip Goodman enhanced player engagement supported via the national competition Vicky Lee software, Match Centre, will continue to modernise and improve both the Warren Maher club and player experience of this great competition. Ken Young Following consultation with clubs and players, the 2018 season also sees the minimum playing age of the Men’s Masters Doubles reduced to 35 and over, while the Men’s Open Doubles category has been withdrawn. The 2018 season has 131 clubs competing, with 417 teams involving 4,000+ players and an amazing 14,500+ rubbers played at tennis courts across the greater Melbourne area. Tennis Victoria Pennant remains the longest running and largest interclub competition in Australia. We’re proud of this high quality, unique competition and the wide range of playing standards and formats that we cater for. WHAT IS PENNANT? 2017 PENNANT RESULTS The Tennis Victoria Pennant competition for both the men’s and women’s GRADE WINNER RUNNERS UP draw is played over 14 weeks for 8 team sections where each team plays each other twice. For 6 team sections the competition is played over 15 Men’s weeks where each team plays each other 3 times. Singles and doubles Grade 1 Kooyong #1 5-11-100 Glenburn 2-8-89 are played on alternate weeks, with all rubbers played as the best Grade 2 Heatherdale 4-10-85 Pakenham Regional 2-5-62 of three tiebreak sets. Grade 3 Ashburton Uniting Church 4-10-82 Eaglemont 3-7-82 Grade 4 East Coburg #1 4-11-112 Uniting Church 4-11-101 At the conclusion of the home and away rounds the Pennant Sectional Finals will be played. In an 8 team section the teams finishing in first to Grade 5 Donvale 4-10-84 Glencairn 3-6-75 fourth positions will play-off as follows 1v4, 2v3 and in a 6 team section Grade 6 Greensborough 4-11-90 Ashburton Uniting Church 3-9-102 the team finishing first will proceed straight into the Grade Finals Series Grade 7 Grace Park Hawthorn #2 5-10-75 East Coburg 1-3-55 and the teams finishing second and third will play-off. Grade 8 Glenburn 5-10-70 Kooyong 3-7-75 Grade 9 Hawthorn 5-11-97 Holy Saviour 3-9-94 The winners of these playoff matches will proceed to the Grade Finals Series and be seeded to compete in a series of knock out finals to Grade 10 Taylors Lakes 4-10-92 Langwarrin 3-9-86 ultimately playoff in their Grade Grand Final to win their Pennant grade. Women’s Tennis Victoria Pennant also offers Men’s Masters 35+ doubles Grade 1 Centre Court Indoor 4-10-70 Bundoora 1-4-55 competition where in a 8 team grade the Grade Finals Series will see Grade 2 Kooyong #1 5-11-94 Hawthorn 2-7-82 teams finishing in first to fourth play off 1v4, 2v3 and in a 6 team grade the team finishing first will proceed straight to the Grade Grand Final and Grade 3 MCC Glen Iris Valley #2 5-10-68 Centre Court Indoor 1-3-39 the teams finishing second and third playoff with the winner advancing Grade 4 Knox City 4-10-72 Liston 2-4-60 to the Grade Grand Final. Grade 5 Bulleen 4-10-78 West Brunswick 2-5-55 Men’s Masters 35+ doubles is played as best of two tiebreak sets and a ten point match tiebreak played at one set all to decide the rubber. Men’s Open Doubles Men’s Masters 35+ doubles also change playing partners for the reverse Grade 1 Kooyong 2-6-44 St Mary’s Greensborough 0-2-38 doubles rubbers. 2018 PENNANT COMPETITION – RULES & CONDITIONS OF PLAY 6.0 CONDITIONS OF PLAY – VICTORIAN PENNANT MATCHES (Men and Women) 6.1 GENERAL No. Victorian Pennant shall be conducted for Clubs affiliated with Tennis Victoria in accordance with the following By-laws and Conditions of Play. 6.1 GENERAL 6.2 INTERPRETATION 6.2 INTERPRETATION 6.3 PENNANT The following terms and definitions shall have the following meanings: 6.2.1 “BY-LAWS” means the rules of the Victorian Pennant Teams Competition, which encompasses the regulations 6.4 DOUBLES PENNANT governing the Pennant, Doubles Pennant and Men’s Masters 35+ Doubles Pennant Competitions as set out herein. 6.5 MEN’S MASTERS 35+ DOUBLES PENNANT 6.2.2 “CAPTAIN” (or “Team Captain”) means a person who is nominated player in the team or may also be another 6.6 ENTRIES person who is registered member of the team’s Club, who is appointed by that team to represent them in relation to any decisions or coin tosses that may need to be made pursuant to these By-laws. 6.7 CONDITIONS OF PLAY IN VICTORIAN PENNANT HOME AND AWAY MATCHES (a) The player / person appointed to be the Team Captain may vary each week. 6.8 TIME BETWEEN RUBBERS AND FOR FIRST RUBBERS BEING CALLED (b) The appointed Team Captain for each match must be nominated on the score sheet before play commences. 6.9 HIT-UP AND REST PERIODS AND TOILET AND CHANGE OF ATTIRE BREAKS (c) Where a Team Captain is not in attendance to make the required decision, the remaining members in attendance in the Captain’s absence shall appoint a substitute Captain to take his/her role until he/she is in 6.10 COMMENCEMENT AND CONCLUSION TIMES FOR MATCHES (HOME AND AWAY) attendance. Where only one team member is present (and that person is not the usual team Captain) that 6.11 METHOD OF SCORING IN HOME AND AWAY COMPLETED AND team member is the Captain until the appointed Captain arrives. INCOMPLETE MATCHES 6.2.3 “CLUB” means any Tennis Body approved to play in the Pennant competition by Tennis Victoria, provided that the Tennis Body is affiliated with Tennis Victoria and: 6.12 PENNANT SECTIONAL FINALS (a) Its home courts are located within Metropolitan Melbourne (as defined by the TV Constitution: ‘situated 6.13 PENNANT GRADE FINALS SERIES within the State of Victoria and located within a metropolitan local government area as recognised by the 6.14 PENNANT SECTIONAL AND GRADE FINALS SERIES MATCH CONDITIONS State Government from time to time, excluding the Mornington Peninsula Shire.’) or (b) Its home courts are located outside Metropolitan Melbourne (as defined by the TV Constitution), but its 6.15 PENNANT GRADE GRAND FINALS “home Pennant courts” are located within Metropolitan Melbourne (as defined by the TV Constitution) or 6.16 DOUBLES PENNANT AND MEN’S MASTERS 35+ DOUBLES PENNANT (c) Its home Pennant courts are located outside Metropolitan Melbourne (as defined by the TV Constitution) GRADE FINALS & GRADE GRAND FINALS and is given special approval to participate in Pennant by Tennis Victoria. (Applications for non-metro club approval must be made in writing to Tennis Victoria, a minimum of 4 weeks prior to the team entry closing 6.17 ABANDONED, POSTPONED AND RESCHEDULED VICTORIAN PENNANT MATCHES date). Note: any club that participated in Victorian Pennant between 2015 and 2017 6.18 ATTENDANCE AND NO SHOW PROVISIONS inclusive, is exempt from this process. 6.19 PLAYING OUT OF ORDER AND STRENGTHENING A TEAM 6.2.4 “COMMENCEMENT TIME” means the time prescribed by these By-laws for the start of play for defined types of matches (Note: home and away matches may have different times from Finals matches). 6.20 DEFAULTS BY TEAMS/PLAYERS 6.2.5 “CONCLUSION TIME” means the latest prescribed time by which a specified type of match must be 6.21 RESULTS OF MATCHES completed or discontinued in accordance with these By-laws (Note: home and away matches 6.22 PLACES AND DATES FOR MATCHES may have different times from Finals matches). 6.2.6 “COMPETITION SOFTWARE” means the national computer software used by Tennis Victoria to conduct 6.23 MAKES OF AND NUMBER OF BALLS FOR USE IN EACH MATCH Victorian Pennant, including, but not limited to the registration of teams and players, payments of fees, 6.24 NUMBER OF COURTS NECESSARY registration of results and protests. 6.25 CONDITIONS OF COURTS AND CLUBS 6.2.7 “DOUBLES PENNANT” means a doubles only tennis competition conducted by Tennis Victoria for clubs, teams and players pursuant to these Victorian Pennant By-laws; 6.26 ELIGIBILITY OF PLAYERS FOR VICTORIAN PENNANT 6.2.8 “MATCH CLOCK” means the clubhouse clock (not a watch) located at the site where a match is to be played. 6.27 ELIGIBILITY OF PLAYERS FOR ALL FINALS MATCHES If there is more than one clock, the home team captain must nominate which is the specified match clock. 6.28 PLAYERS COMPETING IN DIFFERENT GRADES This clock shall be used as the official timepiece for the match unless the Team Captains by agreement elect to use a different timepiece (this may be a watch) which can be used near the match courts. Where the specified 6.29 PLAYERS CHANGING TEAMS IN A GRADE Match Clock is not working for reasons not in the control of the Home team (i.e. power failure or flat battery) the 6.30 EMERGENCY PLAYERS home team shall nominate a watch to substitute in place of it. 6.31 SUBSTITUTE PLAYERS AND RETIREMENTS 6.2.9 “MEN’S MASTERS 35+ DOUBLES PENNANT” means a doubles only tennis competition for men aged 35 years or more conducted by Tennis Victoria for clubs, teams and players pursuant to these Victorian Pennant By-laws; 6.32 PLAYER TRANSFERS 6.2.10 “NOMINATED CLUB REPRESENTATIVE FOR WASHOUTS” means the person appointed by a club as an 6.33 PLAYER’S TENNIS ATTIRE alternative contact to the home Captain who may make a decision with the mutual agreement of the visiting 6.34 PROTESTS BY CLUBS Captain to abandon play because of rain in accordance with the Abandoned Washout Procedure (see By-law 6.10.3). This person’s contact details will be included in the Pennant Handbook and on Tennis Victoria’s website. 6.35 PAYMENT OF FEES AND FINES 6.2.11 “PENNANT” means a singles and doubles tennis competition conducted by Tennis Victoria for clubs, teams 6.36 POWERS OF TENNIS VICTORIA AND THE COMPETITIONS COMMITTEE and players pursuant to these Victorian Pennant By-laws; except where its contents specify that it applies to 6.37 INTERPRETATION OF BY-LAWS AND CONDITIONS OF PLAY either Doubles Pennant matches and/or Men’s Masters 35+ Doubles Pennant only. 6.2.12 “COMPETITIONS COMMITTEE” means the Tennis Victoria Competitions Committee – as constituted pursuant 6.38 APPEALS to the By-laws of the Victorian Tennis Association. 6.39 CONDITIONS OF PLAY FOR PLAYERS – TA & MA EVENTS DISCIPLINARY POLICY 6.2.13 “PENNANT HANDBOOK” means the book published on line by Tennis Victoria to give each team details about the Victorian Pennant competitions. Details will include but not be limited to club addresses, contact details, the fixtures, the Victorian Pennant Rules, Melbourne Light-up times for the season, and SCHEDULE OF FEES AND FINES the team make-up of each Grade and Section. 6.2.14 “REFEREE” means a registered tennis official appointed by Tennis Victoria for the purposes of officiating at a specified Pennant, Doubles Pennant or Men’s Masters 35+ Doubles Pennant match. (a) Where no umpires are present, any determination made by a Referee in relation to a question of fact shall be final. (b) Any determination made by a Referee in relation to a question of law shall be final save that the Referee shall not be required to make any determinations in relation to a team’s makeup and/or singles order of merit. These considerations will be solely determined by Tennis Victoria in accordance with these By-laws. 26 27
(c) Tennis Victoria will appoint Referees at Tennis Victoria’s expense for all Grade Grand Finals.
