COLEG Y CYMOEDD POLICY DOCUMENT ______________________________________________________ Preamble to the Policy Equal Opportunities The College shall comply with all statutory duties in respect of equal opportunities in the areas of sex, race, age, disability, sexual orientation, transgender, religion, belief, pregnancy, maternity and paternity, marriage and civil partnership and the rehabilitation of offenders. The college shall also comply with the Human Rights Act 1998 and any subsequent enactments or modifications. Sustainability The college will comply with all statutory duties in respect of sustainable development by seeking to improve the long-term economic, social and environmental wellbeing of people and communities. This needs to be done in ways which promote social justice, equality of opportunity and which enhance the natural and cultural environment while respecting its limits. Welsh Language The Welsh Language Measure of 2011 ensures the equal status of the Welsh language alongside the English language. This law has created the role of a Welsh Language Commissioner and has introduced a number of Welsh Language Standards with which the College are under a statutory duty to comply. This includes conducting Welsh Language Impact Assessments for all new and revised policies. 2
COLEG Y CYMOEDD POLICY DOCUMENT ______________________________________________________ 1 General Principles • Fees are charged on an annual basis. • HE course fees are based on the fees set by the franchising institution and government policy. • Deferred payment periods are available to some students for course fees above £300.00 per year. • An administration fee for any refunds made (£30.00) • An enrolment registration fee of £30 to meet the costs of administering enrolments for full time learners. • A minimum fee of £30 for part time learners before any fee waivers are applied. • Using, in a few instances, differentiated pricing where it is perceived that the value or cost of the courses to students is higher than the price arrived at by using the £/hourly rate approach. • Similar to the above, the use of price discrimination where the competitive environment would suggest that tactical pricing should be considered. • The college reserves the right to alter tuition fees at any time in response to, for example, market forces or guidance from DfES, HEFCW or any other. 2. Fee Payment 2.1 All Fees must be fully paid at the time of enrolment or within the period prescribed by the College. 2.2 The total fee charged at the start of the course will include the tuition fee, as calculated using this policy, and additional costs such as examination fees and equipment costs. Additional costs are likely to rise by 5% this year. 2.3 Any disagreement with fee level must be made known and resolved prior to enrolment. 2.4 Anyone claiming that someone else should be invoiced, such as a sponsor (e.g. employer), must provide written evidence of consent from the sponsor. Should the sponsor later refuse to pay the student will become liable for any outstanding fee. It should be noted that our payment terms are 30 days from receipt of an invoice. 2.5 Students who fail to make tuition fee payments will be asked to leave their course (see 2.1) 2.6 Any fee waiver or deferred payment terms must be agreed with Learner Services staff prior to enrolling and starting classes. 2.7 Fee remission/waivers only apply to persons regarded as Home residents of the European Union. 2.8 All Full time learners will pay a registration fee on enrolment of £30. 2.9 Where sponsors are responsible for payment no fee remission will be available. 3 Refund Policy The College will refund full or partial fees for the following reasons 3.1 Where the course fails to mature. 3.2 Where in exceptional circumstances the tuition fails to meet the required standard and following a written complaint to the Director of Learner Services. 3.3 Where the College makes a goodwill gesture in response to exceptional circumstances (usually judged by the Director of Learner Services and following written representation). 3

COLEG Y CYMOEDD POLICY DOCUMENT Further Education Tuition Fee Remission Policy 2018/19 Note: Where fee waivers are applied the first £30 of the fee will be payable before application of the waiver. None of the below apply to persons funded by government schemes, Non EU students or Higher Education students. The College can require the student to provide documentary proof of their circumstances. 1) Unemployed people in receipt of income-based Jobseeker’s Allowance 100% or the income support element of the Employment Support Allowance. relief - evidenced by ‘in receipt’ of benefits documentation. 2) Persons in receipt of severe disablement/invalidity/incapacity benefit - 100% evidenced by ‘in receipt’ of benefits documentation. relief 3) Refugees or asylum seekers in receipt on the equivalent of income 100% based benefit (assistance under the terms of the Immigration and relief Assylum Act 1999) and their dependents. 4) People studying basic skills courses and generic ESOL courses at or 100% below Level 1. relief 5) Persons under the age of 19 not funded by any other government 100% scheme – evidenced by official document with date of birth included. relief 6) Persons in receipt of Working Family Tax Credit with NHS Exemption. 100% relief 7) Persons in receipt of Pension Credit 100% relief 8) Certain courses funded by ESF or taster courses may be offered free of charge at College management discretion. 9) Peculiar circumstances of hardship may be referred, in writing, to the Director of Learner Services who may make a discretionary reduction or remission of fees based on the evidence presented. 5
