The Challenge: We are experiencing explosive gains – 766+ new students in just two years – and the growth is expected to continue throughout the decade! 2016: High School enrollment has exceeded instructional capacity. 2017: Elementary and Middle School enrollment will exceed capacity. 2020: Kindergarten enrollment will exceed capacity. • Trailers are in place at three locations. This number is expected to grow. • Middle and High School classes are overcrowded. • New schools are essential if we are to maintain academic excellence, ensure safety & security, and promote a positive school climate.
Funding for Trailers is Not Sustainable: Funding for trailers is paid for with 100% local (operating) funds. This means less money for the classroom if we do not secure capital (bricks & mortar) support for a permanent solution. Take a look at the costs involved: • Installation fees: $300,000 trailer/per site* • Leasing fees: $25,000 per trailer/per year • Expense incurred so far: $975,000 Continued growth is likely to require the installation of more trailers at more schools (money from the operating fund), until relief comes in the form of new and renovated/expanded facilities. *Installation fees reflect the costs for site preparation, as well as structures that meet safety and accessibility standards. Each trailer houses 4 classrooms.
Capital Referendum Proposal We propose to build two New Schools at Fairview, a new High School and a new Middle School. • These schools will join the existing Kindergarten Center and Elementary School to create a K-12 campus at Fairview. • We’ll optimize the use of taxpayer dollars by developing shared spaces. Examples include the kitchen, nurses’ area, and a Performing Arts Center that will be utilized by both buildings. We will build a new Elementary School in the Town of Whitehall, on land that has been donated to the District. We will rebuild/expand Everett Meredith Middle. We will renovate/expand Silver Lake Elementary. • Extensive renovations are needed to address space, compliance, safety and infrastructure at these aging facilities.
Campus Rendering Aerial View of the Fairview Campus The District is seeking an innovative public-private partnership to develop an Aquatics Center at Fairview. This project is NOT part of the referendum. It will NOT require local community funding. The proposed Aquatics Center will be developed/ managed with private dollars on land leased from the District. It will provide our Swim Teams (all 3 high schools) with their first permanent home. A request for proposal is being sent out now.

Capital Funding: State (75%) Local (25%) Partnership New Elementary School State: $24,319,368 Funding necessary to plan, construct and equip a new 840-student Local: 8,106,456 elementary school in the Town of Whitehall (donated land) to alleviate Total: $32,425,824 overcrowding. New High School + New Middle School State: $111,412,271 Funding necessary to plan, build and equip a new 1,600-student high Local: 37,137,424 school and 1,000-student middle school to complete the Fairview Total: $148,549,695 Campus and alleviate overcrowding. Re-Design/Rebuild Everett Meredith Middle* State: $43,121,249 Funding necessary to plan, construct and equip a 1,000-student Local: 14,373,750 middle school that will be rebuilt from the ground up in order to Total: $57,494,999 address major renovation needs (roof, windows, HVAC, electrical systems, ADA access, security system...). Renovation/Addition Silver Lake Elementary* State: $22,389,896 Funding necessary to provide major renovations (HVAC, Local: 7,463,299 ADA access, number/size of classrooms, classroom storage…) Total: $29,853,195 and expand capacity to alleviate overcrowding. * The most cost-efficient way to address existing conditions and deficiencies as determined by the ASD Building Utilization Committee and the Delaware Department of Education.

When Will the New Schools Open? We’ll begin with construction of the new schools. When completed, Meredith Middle and Silver Lake Elementary students will temporarily occupy space in the two new buildings at the Fairview Campus while their schools are being renovated, a concept called “swing space.” 2019-20 • New Elementary Completed at Whitehall • New Middle and High School Completed 2020-21 { • • • Meredith Middle relocates to Fairview Campus High School Silver Lake relocates to Fairview Campus Middle School Grade 9 begins at the High School • Silver Lake returns home 2021-22 { • • New Middle School officially opens Grades 9-10 at High School • Meredith Middle returns home 2022-23 • Grades 9-11 at High School 2023-24 • Grades 9-12 at High School • Class of 2024 is first class to graduate from Fairview Campus
Operational Referendum Proposal A second ballot item will ask for your support ($3,086,415) of the following: 1) Staff recruitment and retention. Great outcomes require great teachers and support staff. More funding is needed to compete with neighboring districts/states. Ranking Ranking in State in NCCo. • New Teacher (Bachelor’s) 18/19 5/6 • Teacher with 5 Years’ Exp. (Bachelor’s 15) 10/19 5/6 • Teacher with 10 Years’ Exp. (Master’s) 8/19 6/6 • Teacher with 20 Years’ Exp. (Master’s 30) 8/19 6/6 2) Enhancement and replacement of instructional technology. Support to provide a 1:1 technology environment in high school, expand wireless networks and replace outdated technology. 3) Operating expenses associated with enrollment growth. Support for the local costs of materials, textbooks, supplies, salaries, transportation, facilities maintenance, furniture…due to growth.

Tax Impact of Referendum • Part I: Operational 15.00¢ / $100 assessed • Part II: Capital 08.54¢ / $100 assessed • Total requested 23.54¢ / $100 assessed Key: Every penny (1¢) of assessment raises $205,761 in revenue for the ASD.
2016 Referendum Proposal Most homeowners in New Castle County } have a tax assessed value of roughly 1/3rd their home’s market value. • The average amount assessed for residential school taxes in the ASD is $88,500.* • The referendum would increase taxes by $17.36/month for a home assessed at $88,500. • To find the assessed value of your property, go to the County website, http://www3.nccde.org/parcel/search. • To determine the annual increase in taxes being proposed, use this formula: (Assessed Value ÷ 100) x $0.2354 = Increase • A tax calculator feature – under construction on our website – will soon compute the answer for you. *Source: New Castle County Government
2016 Referendum Proposal The most accurate way to determine the cost of the referendum in relation to your school taxes is to look up your property’s school tax assessment. } The school tax assessment is roughly 1/3rd your home’s market value But for those who would prefer a quick snapshot of the increase: • $150,000 market value, assessed at $46,500 = $ 9.12/month • $250,000 market value, assessed at $77,500 = $15.20/month • $350,000 market value, assessed at $108,500 = $21.28/month • $450,000 market value, assessed at $139,500 = $27.36/month We’ll have a Referendum Calculator link on the District website (after November 6) that will help you accurately determine the projected increase for your household. Or do the computation yourself, (Assessed Value ÷ 100) x $0.2354 = Increase.
Referendum Guide Date: Tuesday, December 20, 2016* Time: 10:00 a.m. until 8:00 p.m. You can vote in the election if you: • Live in the Appoquinimink School District • Are at least 18-years old • Are a USA and Delaware Citizen • Show proof of identity and address– Driver’s license or State I.D. • If you are unable to go to the polls, you can request an absentee ballot This is a 2-part process. It requires a signed affidavit before a ballot is mailed. For information and to request forms, call the Department of Elections at 577-3464, or visit their website. * Earliest date available based on the State’s response to our request for a referendum, and requirements for mandatory, 60-day advance voter notification.
