American Rescue Plan Act Emergency Assistance for
                          Non-Public Schools
                               (ARP EANS)

• The American Rescue Plan Emergency Assistance for Non-Public Schools
  (ARP EANS) Program is a $55 million allocation to Louisiana through The
  American Rescue Plan (ARP) Act signed into law on March 11, 2021. The
  Program may be available to provide Non-Public Schools with services or
  assistance to address educational disruptions resulting from Covid-19.

                                  (ARP EANS)
A school is eligible to participate in the Program if it meets all the following
requirements:
     • Is an elementary or secondary school as defined by Section 8101(19)
        and (45) of the ESEA;
     • Is a non-profit;
     • Is accredited, licensed, or otherwise operates in accordance with
        State law NPS 19-20 Approval with Brumfield v. Dodd;

                      Non-Public Schools
                           (ARP EANS)
• Was in existence prior to March 13, 2020, the date the President
  declared the national emergency due to COVID-19; Did not, and will
  not, apply for and receive a loan under the Small Business
  Administration’s Paycheck Protection Program (PPP) (15 U.S.C.
  636(a)(36)-(37)) that is made on or after December 27, 2020;
• Enrolled a significant percentage of students from low-income
  families for the 2019-2020 school year, at a minimum, 22%; and,
• Was most impacted by the COVID-19.

•   The ARP EANS application and program resources will be available on Thursday, February 24 on the
    Federal Support and Grantee Relations Library. An informational webinar will take place via Zoom on
    Monday, February 21 at 10 a.m. Schools are encouraged to attend and learn about the application
    process and requirements.

Teacher Leader Summit
2022 Teacher Leader Summit
 •   The 2022 Teacher Leader Summit is an annual professional
     development conference which brings together Louisiana birth to
     grade 12 educators and content experts. Educators participating
     in the event will share their knowledge, learn new skills, and
     prepare for the 2022-2023 school year.
 •   The 2022 Teacher Leader Summit will take place May 31- June 2,
     2022 at the New Orleans Morial Convention Center in New
     Orleans.
 •   Registration for the event will be on a first come, first served
     basis. As space is limited, we encourage you to register early.

LEAP 2025 Spring Assessments
    for Nonpublic Schools
Objectives
1.   Understand how to create test sessions in 001 and 997 correctly
2.   Review the requirements for testing nonpublic school students who cannot test
     under state contract (TDC, nonpublic/non-scholarship students): LEAP and ACT
3.   Understand requirements of test security
4.   Understand requirements for accommodations
5.   Prepare for reporting and data certification

Creating Test Sessions
LEAP 2025
 The LEAP 2025 assessment suite includes the following subject tests:
1. For grades 3-8, English language arts, mathematics, science and social
    studies. State scholarship students are required to participate in all
    subjects.
2. For high school, English I, English II, Algebra, Geometry, Biology and US
    History. For state scholarship students, students must take the test
    when they take the course.
3. Students who participate in the Tuition Donation Credit program must
    take English language arts and mathematics assessments.

Spring Testing Windows
All students must be tested in the state-determined assessment windows:

•   LEAP Grades 3-8
     • Grade 3 Paper (if selected in October 2021 through DRC INSIGHT)
     • Grades 4-8 Online: April 25-May 25
•   LEAP High School
     • All subjects: April 11-May 13

Testing Students Under Different Site Codes
Nonpublic schools will find two at least two site codes that are available for setting up
test sessions in DRC INSIGHT:
• 001-0XX is the site code that should be used only for all state scholarship students
    regardless of grade level.
• 997 is the site code that should be used for students in the TDC program and for
    other nonpublic/non-scholarship students). Schools and sponsors will be billed
    for all students listed under 997.

Schools and scholarship sponsors are responsible for the cost of all students tested
under 997.

Participation Form for Nonpublic School Students
This form should be completed for students who are TDC scholarship and for
nonpublic/non-scholarship students no later than the end of the testing window.
The TDC sponsor is responsible for paying for English language arts and
mathematics assessments.
Students who are state scholarship should be tested under 001-0XX and should
not be included on this form.

Home Study and Nonpublic Schools Not Seeking State
                 Approval FAQ
An FAQ for Testing Home Study and Nonpublic School Students is available in the
assessment library that provides commonly-asked questions about testing home
study and nonpublic school students. It provides information regarding:
• Who should be tested
• Who must be included on the nonpublic school participation form
• When forms are due to DRC
• When and where test reports will be available

Student ID Numbers
•   State scholarship and TDC students should always test under the state-assigned 10
    digit ID number (LASID).
•   If these students are tested under the SSN, they will not match the state’s list of
    expected testers and this could result in the assignment of a forced zero for the
    student.

ACT and WorkKeys Testing
•   The only students who should test during the state’s ACT testing window are
    students who are state scholarship. The department will pay for the cost of the
    following students:
      • All students who are state scholarship and are enrolled in grade 11
      • All students who are state scholarship, are enrolled in grade 12, and who
         have no prior year ACT score on file with the department
      • For WorkKeys, the department will pay for one full battery one time (per high
         school experience) for students who are state scholarship, are on the Jump
         Start pathway and who are enrolled in grade 11.
For accountability, all students in grade 12 and who are state scholarship must have
an ACT score. WorkKeys will not be substituted if the student does not also have an
ACT score.

Test Security
Test Security
Test security applies to all state-mandated assessment in scholarship schools. All staff
who take part in the administration of a state assessment must have test security
training.
• There should be a locked, secure area of testing materials that are considered
    secure.
• Test administrators must be aware that:
      • They should actively monitor students while they are testing
      • They are not permitted to provide cues, clues, hints or other information that
          would compromise the validity of the assessment.
      • They are not permitted to view or study test items. The only exception is for
          teachers who may need to read aloud or transcribe answers.

Testing Accommodations
Testing Accommodations
•   Accommodations can only be provided on assessments if students have an IAP or
    IEP. Nonpublic schools must work with school systems to create IEP service
    agreements.
•   Accommodated tests are monitored and the department has the authority to
    conduct audits.
•   Some accommodations that are allowed in a classrooms setting are not allowed
    for testing.
      • For example, a teacher may assist students with spelling words on a class
          assignment, but this is not allowed for testing).
•   The test administrator for any students who have accommodations should
    understand how to use them appropriately.

Reporting and Data Certification
Reporting
•   Student reports, school rosters and data files are provided to schools in DRC
    INSIGHT no later than July 31.
•   Schools are expected to distribute all reports to students and their families.
•   The department does not provide reports to parents.

Data Certification
Each year, the department hosts data certification using a secure web-based platform
known as Louisiana Data Review. Login credentials are assigned only to official
accountability contacts. It is extremely important that we have current information for
both the accountability contact and the district test coordinator. Individual schools in
a diocese must work with the diocese accountability contact.

The data certification process is the final opportunity that schools will have to review
data and request changes that can be documented. Once the Scholarship Cohort
Index is released, there are no additional opportunities to correct the data used to
calculate it.

Quarterly Enrollment
All Quarterly Enrollment Reports must be submitted on time via the LEADS portal
during each quarter by the dates listed below in order to receive payments on-time.
Quarter 4 reporting for both the Louisiana Scholarship Program (SEE) and the School
Choice Program (SCS) is May 4-6.
 •   If the enrollment reports are not submitted on time, it affects your student
     enrollment counts and delays payments.

 •  If a student drops from your school, please follow the drop procedures so that the
    student can be dropped from your roster.

access the LEADS portal (it can be used in any browser)

Application
• The application process opened on January 31st, 2022
• This year we will be launching an electronic application through Jotform to
  help align the application with the Louisiana Scholarship Program application
  and to ensure coordination across the programs.
• Families will be able to access the application using this link:

• All applications must be completed by March 7th, 2022

Application
•   In order to be eligible for an award, students must meet the following criteria:
     a. Have an exceptionality of autism, intellectual disability, brain injury,
         developmental delay, other health impairment, emotional disturbance, or
         specific learning disability.
     b. Be evaluated by the local school district and have an IEP or a district-created
         service plan.
•   Families will be required to upload copies of the IEP or district-created service plan
    along with proof of residency during the completion of the application.
•   Continuing students must reapply in order to maintain their award for the
    upcoming school year.

     •   To begin the application process
         parent’s must answer questions
         to verify the following:
          a. The student has a current
              IEP or district provided
              services plan
          b. The student is eligible to
              attend any Louisiana public
              school in grades K-12
          c. Parents must indicate the
              student’s exceptionalities

  •   Once parent’s have verified the
      student’s eligibility, they will then be
      asked to enter the student’s
      information.
  •   This information includes name, date of
      birth, grade level, previous participation
      in the SCP program, gender, etc.
  •   Further down in this section, parent’s
      will also be asked to provide their name
      and contact information.

      •   The next page of the application will
          ask parents to select their requested
          school for the 2022-23 school year
          from a dropdown list of participating
          schools.
      •   They will also be asked to select an
          alternative choice.

   •   New participants to the program will be
       asked to upload a copy of their IEP or
       district created service plan.
   •   New participants will also be asked to
       provide at least one proof of residency
       document.
   •   All proofs of residency must be current and
       should match with the student’s address
       listed in this application. The person named
       on this proof of residency must be the
       parent or responsible adult of the student.
   •   PLEASE NOTE: Current school choice
       program participants completing the
       application will not see this screen.

          • Current Official letter from a
             Government Agency (DSS, DHH)

          • Most recent property tax notice

              parents will be asked to sign the
              application.

          the application after they have
          submitted it using the “Edit
