Programme of Work 2018-2019 Capacity building I. Capacity building and international knowledge sharing Objectives: • Organize workshops in the ECE region to allow for experience and knowledge sharing, to improve the human capital of stakeholders and enhance land management practices • Present the work of the Working Party and provide advice on land administration at workshops, conferences, seminars and other events focusing on land management • Digitally Enabled Development for a Sustainable Future in Eastern Europe (18-20 September 2019, Vrdnik, Serbia) • The Ecosystems Related to Real Estate Conveyancing (20-21 November 2019, Helsinki, Finland) 7
Programme of Work 2018-2019 Land administration reviews II. Land administration reviews Objectives: • To provide, upon the request of a member State, an assessment of member State land administration systems and guidelines to enhance these systems • To achieve this objective, the Working Party will, upon invitation by Governments and subject to the availability of funding, develop member State land administration reviews as part of the UNECE country profiles on housing and land management • Review on land administration in Belarus, May/June 2018 developed by experts from the Netherlands and The Russian Federation • The Guidelines on Land Administration Reviews revised and consistent with the CUDHLM guidelines for Country Profiles 8

Studies on selected topics in land management Objective: • To study issues in land management of interest to member States and develop publications containing analyses of this issue to help member States better understand the current status of land management and thus formulate more targeted and effective policies • Survey on Costs for Registration and Transfer of Real Estate and Mortgages for the ECE Region (November 2019) • Guidelines for the Formalization of Informal Constructions (December 2019) 9

Capacity building and international knowledge sharing Objectives: To increase the capacity of UNECE member States to formulate policies on land administration and management: • Organize workshops in the ECE region to allow for experience and knowledge sharing, to improve the human capital of stakeholders and enhance land management practices • Do outreach and promote the work of the Working Party and provide advice on land management at workshops, conferences, seminars and other events focusing on land management, as well as through other channels • Formalizing the Informal to Protect Residents in Informal Settlements (online 17 June 2020, jointly with FIG, initially planned for FIG Working Week) • PPP in Land Administration – presentation of survey results (online Annual Meeting of FIG Commission 7, 20-22 October 2020) • Education for Land Administration (Gävle, Sweden, March 2021) 10
Programme of Work 2020-2021 Capacity building (continued) I. Capacity building and international knowledge sharing Objectives: To increase the capacity of UNECE member States to formulate policies on land administration and management: • Contribute, as requested, to the work of the United Nations initiative on Global Geospatial Information Management, including the United Nations Expert Group on Land Administration and Management (UNGGIM) • Input to the Framework for Effective Land Administration (FELA) adopted at the tenth session of UNGGIM (26 and 27 August 2020, and 4 September 2020) • Input to the global study on the perception of land and property rights (PRINDEX) Data from 140 countries have been gathered up to date 11

Land administration reviews Objective: • To achieve this objective, the Working Party will, upon invitation by Governments and subject to the availability of funding, develop member State land administration reviews as part of the ECE country profiles on housing and land management • Planned Country Profile of Albania to include WPLA contribution on the review of the land administration 12

Studies on selected topics in land management Objective: To study issues in land management of interest to member States and develop publications containing analyses to support member States better understand the current status of land management and thus formulate more targeted and effective policies • FAO Legal guide on land consolidation (finalized June 2020) based on input by WPLA and Technical University of Munich Study on best practices on land consolidation • Scenario Study on Future Land Administration (ECE/HBP/2020/Inf.12), intermediate report, review and consultation planned at WPLA 12th session • Study on the Challenges of Fraud to Land Administration Institutions (ECE/HBP/2019/Inf.10), collection of best practices to illustrate study before finalization • Guiding Principles for Public-Private-Partnership in Land Administration survey disseminated, results to be presented at FIG Commission 7 meeting (21 October) • Land Administration in the ECE Region: Development Trends and Main Principles review and update of 2005 report planned for 2021 13
