Working At Height Essentials (Practical) OPITO PRODUCTS OPITO is an Industry owned not for profit organisation that exists to service the needs of the Energy Industry. Working At Height Essentials (Practical) Working at Height Essentials (Practical) Standard A.1 Target Group This product is designed for personnel across the energy sector with an existing theoretical understanding and awareness of Working at Heights, associated hazards and guidance and required the corresponding practical skills necessary for working at heights. A.2 Prerequisites Learners must hold a valid OPITO Approved Working at Heights Essentials (Theory) certificate. A.3 Physical and Stressful Demands Training and/or assessment activities contained within this Standard may include physically demanding and potentially stressful elements. All personnel who participate in such activities must be capable of participating fully. Therefore OPITO-approved Centres are required, to ensure that prior to participating in practical exercises the learner undergoes medical screening by completing an appropriate medical screening form provided by the OPITO-approved centre The OPITO-approved Centre shall keep a record of the learner’s/candidate’s declaration of fitness in accordance with their document control policy(s) or procedures. This information, along with summary details of the type of physical activities the learner/candidate will be asked to perform, will be given to learners/candidates by the OPITO-approved Centre and, if applicable, to their sponsoring company as part of the joining instructions. The responsibility for declaring any current or pre-existing medical conditions that could have adverse effects to the individual’s state of health while undertaking the training and/or assessment activities lies with the learner/candidate and/or company sponsoring the learner. Where doubt exists regarding the fitness of any learner/candidate, the OPITO-approved Centre should direct the individual to consult a medical officer familiar with the nature and extent of the training. Note: Practical exercises should be designed and delivered solely to meet this standard and must not place on the learners any demands other than those required to meet the Standard. Working At Height Essentials (Practical) A.4 Aim and Objectives The aim of the Working at Heights Essentials (Practical) standard is to follow on from existing theoretical knowledge and introduce learners practically to varying equipment and PPE and the necessary practical skills required for inspection and use of equipment and PPE and safe ascent to and decent from a height. Learners will be able to perform: a) Pre work planning b) Inspection and donning of an appropriate harness c) Correct pre use checks and use of fall prevention and arrest equipment, including restraint lanyards and work positioning lanyards d) Ascent and decent of ladders, ladder transfers and working on platforms e) Attachment to structural anchor points, work positioning and attachment points Revision 0, Amendment 2, June 2021 Page 6 of 13
Working At Height Essentials (Practical) A.5 Outcomes of Working at Height Essentials (Practical) UNIT 1 – Working at Height Essentials (Practical) Outcomes Criteria The learner will perform: 1. 1.1 Involvement in planning of scenario-based work at height to include Pre work planning as a minimum: 1.1.1 Identification of scope of work 1.1.2 Hazard identification 1.1.3 Dynamic risk assessment 1.1.4 Emergency response planning 2. 2.1 Correct size selection Inspection and 2.2 Conduct of pre use inspection including: donning of harness 2.2.1 Markings and labels 2.2.2 Confirm operating weight and temperature range, equipment being within period of formal inspections 2.2.3 Fall indicator 2.2.4 Dorsal attachment point is seated centrally between shoulders 2.2.5 Stitching 2.2.6 Metal parts, straps 2.2.7 Back protection (where applicable) 2.2.8 Attachment points and D-Rings 2.2.9 Soiling of harness (e.g. oil spills) 2.2.10 Saltwater exposure 2.2.11 Locks 3. 3.1 Pre use inspection to include.: Correct pre use checks 3.1.1 Hardware and use of fall 3.1.2 Web lanyard prevention and arrest 3.1.3 Shock absorber pack equipment, including 3.1.4 Shock absorbing lanyard restraint lanyards and 3.1.5 Rope Lanyard work positioning lanyards 4. 4.1 Ascent and decent of the following ladder types using correct Ascent and decent of technique and correct use PPE and fall prevention and various types ladders, ladder of fall arrest equipment: transfers and working 4.1.1 Leaning ladder – instructor demo only on platforms 4.1.2 Step ladder – instructor demo only 4.1.3 Fixed vertical ladder 4.2 Ladder Transfers including: 4.2.1 to and from a working platform 4.2.2 to reverse side of ladder 4.3 Working against or next to unguarded openings Revision 0, Amendment 2, June 2021 Page 7 of 13
Working At Height Essentials (Practical) 5. 5.1 Through conduct of scenario-based training. Identification and Attachment to attachment to: structural anchor 5.1.1 Structural anchor points, points, work 5.1.2 Work positioning positioning and 5.1.3 Attachment points attachment points 1.1.1 Centres must ensure that learners receive all theoretical learning Assessment guidance specified in each Outcome prior to any practical assessment taking place. 1.1.2 Following theoretical learning and demonstration of practical exercises by the centre, learners will be observed undertaking practical exercises covering all the criteria specified in Outcomes 1 - 5 of Unit 1. Learners must successfully complete all practical exercises to achieve this Unit. A.6 Performance Assessment Learners will be assessed against the outcomes specified in section A.5 in accordance with the Assessment Guidance detailed in each unit. Working At Height Essentials (Practical) Resources In order that a training programme may be delivered successfully it is essential that appropriately qualified and experienced people can deliver and support the programme. B.1 Staff Training staff must be: (a) Qualified or experienced in working at height operations including use of testing equipment and techniques. (b) Qualified or experienced in the use of PPE and all relevant equipment, used in working at height operations. (c) Trained and qualified in training delivery and training assessment techniques. (d) Included in an ongoing staff training and development programme to enable them to maintain and update skills and knowledge. (e) Qualified or trained in Working at Height rescue techniques. (f) Confirmation of training and competence for Working at Height rescues techniques and associated equipment specific to the Centre’s rescue plan All staff will have the appropriate competencies to conduct/assist with the element of training being undertaken. B.2 Trainer/Learner Ratio The ratio shown for theory sessions indicates the maximum number of learners that should attend the programme in any one session when delivered in a physical location. Ratios indicate the maximum number of learners to be supervised by an instructor at any one time during each activity. Theory 1: 16 Demonstrations 1: 16 Practical 1: 8 Note: In addition, during all practical demonstrations and learner practice of working at height, an appropriately competent staff member (see above requirements a-f) must be in attendance. Working At Height Essentials (Practical) B.3 Equipment The following equipment is required to meet the stated content of the training course: (a) Full body harnesses (b) Helmets and gloves for working at heights (c) Slings (d) Karabiners (e) Vertical ladder systems for safe ascent decent with incorporated vertical fall arrester systems (f) Working platforms incorporated in the vertical ladder system to allow for transfers (g) Fall arrest lanyards (twin and single) (h) Adjustable work positioning lanyards (i) Fixed length work positioning lanyards (j) Fixed anchor points at minimum height of 6.75 meters (k) Attachment points (may include wire strops with karabiners or direct attachment to any suitable point identified on the frame. (l) Restraint Lanyards (m) Leaning ladder (n) Step ladder (o) Evacuation / Rescue devices Note: Sufficient equipment for use by all learners must be available All equipment must be maintained, and where appropriate, inspected and tested in accordance with current standards/legislation, guidance and manufacturers recommendations. Working At Height Essentials (Practical) Administration and Certification C.1 Joining Instructions The OPITO-approved Centre must provide the learner with course information prior to course so that learners are aware of the requirements of the Working at Height Essentials (Practical) Standard. C.2 Validity The validity of the OPITO Working at Height Essentials (Practical) certificate is three years. C.3 Certification Centres are responsible for issuing a certificate direct to the learner completing the programme and to the sponsoring company (when required). Each certificate must indicate that the learner has been assessed against and met the outcomes and must contain the following: (a) Centre name (b) Full OPITO course title stating that it is OPITO-approved (c) OPITO registration code (d) Learner's name (e) Course date (f) Expiry date (Three years minus one day following the date that the learner successfully completes the Award) (g) Unique Certificate Number (UCN) – Refer to OPITO UCN Guidance doc. for details (h) Centre Signatory. Note: Working and Height Essentials (Theory) may be delivered consecutively with Working at Height Essentials (Practical), as a combined course and certified accordingly. Please note: If the expiry date on the learner’s previous certificate is within 3 months prior of the course enrolment date then the date of the new certificate should correspond with the expiry date of the existing/previous certificate unless stated otherwise by the Duty Holder or Asset Owner or Operator Revision 0, Amendment 2, June 2021 Page 11 of 13
Working At Height Essentials (Practical) C.4 Course Administration Each learner attending any OPITO approved programme must be registered with the Central Register (CR) operated by OPITO. Registration must be made by the training establishment to OPITO within one week following the course. OPITO confirms that information on the registration form will be contained in a computerised register which will be available to employers, prospective employers and Centres in the oil and gas industry to verify training records.
