Bowlus Wood County EOC Situation Report COVID-19 Response December 10, 2020 County EOC Status: Virtually Activated State EOC: Activated This report communicates County EOC activity over the past 24 hours Dissemination: After Governor’s Press Conference at 4pm Information Cutoff Time: 330pm Executive Summary: **Next press conference scheduled for Monday December 14, 2020** Governor DeWine: Today we are reporting 11,738 new cases in Ohio, which is the 4th highest case count, 452 new hospitalizations, 31 new ICU admissions with 111 deaths reported in the last 24 hours. Noble, Harrison, and Washington Counties are red for the first time ever. Medina, Portage, Richland Stark and Summit remain purple. The next 3 weeks will be the most important heading into the biggest holiday of the year and what everyone does will affect our holiday into the new year. We cannot afford on the eve of a safe and effective vaccination to further overwhelm our hospitals with a tsunami. We have an obligation to stop community spread and keep loved ones safe. The pandemic has been going on for 9 months now and is the biggest threat to our health, our mental, health, and economy. We can protect each other and our families deserve to have normalcy in our lives. There are things each of us can do to help all of us to live safely with the virus. The governor reached out to a panel of medical experts for guidance in developing a statewide protocol for Ohioans to follow in the next 21 days. The new StaySafeOhio Protocol is as follows: Governor DeWine had 12 physicians throughout Ohio for the 10-Step Safe Ohio Protocols. Each physician discussed the importance of how we can have not only a happy, but safe upcoming holiday. 1. Stay home except for essential travel, work and school 2. Wear mask (over mouth and nose) 3 Keep interactions short and maintain social distance 4. Wash hands frequently 5. Work remotely/from home when possible 6. Celebrate safe, celebrate small 7. Do not eat or drink with anyone outside your family. Consider deliver, curbside service and take out 8. Limit travel 9. Keep weddings, funeral and mass gatherings safe. 10. Today Ohio Dept. of Health is extending the 10pm – to 5am curfew in Ohio until Jan. 2, 2021. We believe the curfew along with wearing a mask have had an impact to slow the spread. The Ohio Dept. of Health will issue a variance to the curfew for teams/spectators for the following events: Columbus Crew MLS championship game, Monday night football games Browns vs. Ravens, Bengals vs Steelers and the possible UC conference championship football game. The biggest risk is not with the spectators at the games but from other fans who have the urge to gather with friends at homes to watch the games. Lt Governor Husted: Every week Lt Governor Husted conducts a call with the Ohio Restaurant Association to discuss how restaurants can remain open and keep customers as well as employees. They would like to remind everyone you can still get takeout, curbside pick-up and delivery. Please consider helping your local restaurants to help to keep them open when COVID is under control. With all the COVID discussions many good things in Ohio are not making the news. Waymo (Google’s self- driving vehicle company) has established a presence at the Transport Research Center in East Liberty Ohio. Not only are they working on self-driving cars, but Class 8 (semi) trucks as well. This morning the Governor and I attended a virtual ribbon cutting at Beta Technologies and Joby Aviation in Springfield Ohio. They are working on a joint project on advanced air mobilities vehicles also known as “air taxis” (flying cars). Companies like these will help to bring back Ohio’s economy in 2021. Coordinate the county’s response to limit spread of COVID-19; and maintain medical care. 2. Provide timely, clear, and consistent messaging to the public, stakeholders and media on the status of COVID-19 and actions the public can take to keep themselves safe. 3. Determine how county agencies will continue delivery of essential services to Wood County residents while following COVID-19 public health guidelines. 4. Prevent, identify, mitigate, and respond to COVID19 hotspots within the county. EMA: • When requesting PPE through the EMA please us the updated 213RR PDF Form. Once completed, emailed the completed form to the EMA at woodcountyema@woodcountyohio.gov . We will approve and forward to Ohio EMA. Turnaround time is usually very quick as long as they have access to the supplies. • Wood County was elevated to a level 3 or RED level. Level 3. Public Emergency indicates: very high exposure and spread. Limit activities as much as possible. Follow all current health orders. Same guidelines as in previous levels. • Avoid contact with anyone who is considered high-risk. Page 2
• High-risk individuals* should take extra care to follow precautions. • Decrease in-person interactions outside household. • Seek medical care as needed, but limit or avoid unnecessary visits to hospitals, nursing homes, and residential care facilities to see others as much as possible. Ohio’s Public Health Advisory System is updated every Thursday. The system consists of four levels that provide Ohioans with guidance as to the severity of the problem in the counties in which they live. The levels are determined by seven data indicators that identify the risk level for each county and a corresponding color code to represent that risk level. • Please contact us if: o If you have PPE to donate, if you have any PPE needs or have any questions. o If you know citizens looking to purchase masks, please connect them with our office and we can give them the contact information of local mask sellers. o The EMA has kits for Wood County for-profit small businesses (under 100 employees) that contain PPE and hand sanitizer. These kits were provided through JobsOhio to Wood County Economic Development and are at no cost to the business. These kits are first come, first served. The Positivity Rate is an indicator of how much COVID-19 there is in a community. The Ohio Department of Health has recommended traveling to state that exceed the 15% threshold. If you do need to go to states exceeding the 15% threshold you should self-quarantine for 14 days after leaving those locations. Law Enforcement/Fire/EMS: • The Wood County Sheriff’s Office now has the option for cell phones to text 9-1-1 in an emergency. o Enter 911 in the “To” field o The first message to 91-1- should be brief and contain the location of the emergency and type of help needed. o Push the “Send” button o Be prepared to answer questions and follow the instructions of the 9-1-1 call taker. o Text in simple words and do not use abbreviations. o Keep text message brief and concise. o See the Wood County Sheriff’s website www.woodcountysheriff.com for more information. • Cygnet Volunteer Fire: Our department will be holding a food drive. We will start collecting food on Saturday 10/31/2020 until Friday 12/18/2020. Any contribution you can make will be helpful to families in our community in need. Any cash, checks, and gift cards will be used by the department to purchase more food and meat to give away to the families in need. To drop off food, please message us on here, contact any member of our department, or call 419-889- 2143. We will also have a drop box set up at BH&H Snacks and Gas in town. BGSU: • The BGSU COVID Response Hotline: 419-372-3000 is open M-F 8am-8pm and Saturday from 10am-2pm. The new Wood County suffix will be @woodcountyohio.gov replacing @co.wood.oh.us. The prefixes will continue to be the same. This project is designed to allow safe delivery of holiday shipment’s for residents who would not normally be home during the daytime. The program also discourages theft of these packages by thieves who may be trolling the area. This funding is for Ottawa, Sandusky, Seneca and Wood County residents who have experienced financial hardships due to the COVID-19 pandemic. For information go to www.glcap.org/covidrelief or call 1-800-775-9767 • Perrysburg City Council is seeking a candidate to fill the upcoming vacancy of City Council Member Jim Matuszak's. Council Member Matuszak was recently elected as the Wood County Recorder and will be resigning from his position on Perrysburg City Council on December 31, 2020. Perrysburg City Council will be accepting resumes for the upcoming vacancy from January 1, 2020 to January 15, 2020. The appointed term for this City Council vacancy will run through December 31, 2021. This Council seat will be on the November, 2021 ballot. Utilities The Northwestern Water and Sewer District (The District) has noticed an increase in delays for mail deliveries due to increased holiday mail volumes. To avoid a delay in receiving your bill from the District, residents can sign up for electronic billing to receive email or text alerts when your bill has been processed. Please visit The District’s website at NWWSD.ORG to sign up for this service. Four payment options are offered: credit card, auto-pay, phone and payment drop box. • As the office remains closed to the public, those who have received a Notice of Late Payment are encouraged to call 419-354-9090 Option 2 to discuss billing questions or concerns during normal business hours weekdays from 8 a.m. to 5 p.m. The District understands that some customers are experiencing financial hardships caused by the pandemic.
