WINNING BLOCKCHAIN CONTRACTS WITH GOVERNMENT 07/20/2018 Presentation compliments of
Blockchain in its simplest form is digital information divided into blocks and linked together in a public or private peer-to-peer network. The database this creates is not BLOCKCHAIN managed by any one person. Instead, everyone in the network DEFINED gets a copy of the entire database. The old blocks are preserved forever while new blocks are irreversibly added. This makes it impossible to manipulate by faking documents, transactions and other information. www.GBAglobal.org / www.simbachain.com Presentation compliments of 2

This is called a hash. • The USA block has the cities Chicago, New York, and Houston. For this example, the hash could be “CNYH”. • Every successive block includes the previous block’s hash, binding the blocks together. www.GBAglobal.org / www.simbachain.com Presentation compliments of 5

CONNECTING WITH GOVERNMENT CUSTOMERS Presentation compliments of
FIND YOUR USE CASE • The First step is to find something that you have expertise in and apply blockchain to this. • Government customers are looking for innovative solutions to solve big problems with compliance of FAR(Federal Acquisition Regulation) and DFAR(Defense Federal Acquisition Regulation). • Team up with universities – they are accustomed to doing business with government, they can help you write proposals and can be a subcontractor to you and do 33% of the work on most projects. DON’T TRY TO DO IT ALL! www.GBAglobal.org / www.simbachain.com Presentation compliments of 14
PROSPECTS https://www.challenge.gov/ Variety of challenges posted daily, some looking for blockchain solutions. Great place to interact with government acquisition. https://www.fbo.gov/ Another posting of government RFPs and RFIs. Great place to connect with government customers looking for solutions. https://www.sbir.gov/ Small Business Innovation Research Grant is a great way to get started into government contracting and is a platform for businesses to do work for the government with non-traditional contracts. www.GBAglobal.org / www.simbachain.com Presentation compliments of 15
JOIN AN OTA CONSORTIUM WHAT’S AN OTA? Other Transaction Authority (OTA) is the term commonly used to refer to the (10 U.S.C. 2371b) authority of the Department of Defense (DoD) to carry out certain prototype projects. • These consortiums are usually funded with over $1 Billion to carry out certain missions as it relates to DoD acquisition. Looking for private and non-profit solutions in a non-traditional contracting way. You can apply for funding with a white paper usually 10-20 pages in length. Once you join you’ll have access to various projects and RFPs they are looking to fulfill. These can turn into long term contracts. www.GBAglobal.org / www.simbachain.com Presentation compliments of 16

Request for Information (RFI) • RFI Who: A procurement officer When: Prior to releasing a formal Request for Proposal (RFP) Why: The procurement officer can gauge interest and/or if there is a vendor who can provide a product and/or service. The officer, after reviewing responses to the RFI, can decide how to best proceed — either by issuing an RFP or RFQ. The information gathered during the RFI process can help the procurement officer best craft the RFP or RFQ to generate the best responses/bids. www.GBAglobal.org / www.simbachain.com Presentation compliments of 19
