Contents Overview This brochure explains the enrolment fees and charges for students undertaking government funded VET training at Eligibility Flowchart 3 Federation University Australia. It also provides details about accessing concessional discounts, how to pay your fees and Eligibility Criteria 4 refund eligibility. Eligibility Evidence 4 Eligibility Exclusions 5 Victorians, or people residing in Victoria during their training, may be entitled to a government subsidised place in recognised training if they meet the set criteria. Eligibility Criteria To be eligible for government subsidised fees, students must meet the following eligibility criteria: Australian Citizen; or Permanent Visa holder; or New Zealand Citizen AND enrolling and commencing training in a course or qualification provided by Federation University between the Commencement Date and 31 December 2018 inclusive; AND be under 20 years of age (as at 1 January in the year of commencement of training) and enrolling in nationally recognised training; or be over 20 years of age (as at 1 January in the year of commencement of training) and enrolling in nationally recognised training in a Foundation Skills List course; or be over 20 years of age (as at 1 January in the year of commencement of training) and enrolling in nationally recognised training as an Apprentice (not Trainee); or be over 20 years of age (as at 1 January in the year of commencement of training) and enrolling in training in the Victorian Certificate of Education or the Victorian Certificate of Applied Learning (Intermediate or Senior); or be over 20 years of age (as at 1 January in the year of commencement of training) and enrolling in nationally recognised training in a course that is at a higher qualification level than the highest qualification held at the time of the scheduled commencement of training*. AND, students are only eligible to: commence a maximum of 2 government subsidised courses in a calendar year (including a course that is to to commence at a later date in the current calendar year); undertake a maximum of 2 government subsidised courses at any one time; commence a maximum of 2 government subsidised courses at the same level within the AQF (Australian Qualifications Framework) in their lifetime*; and commence a maximum of 2 government subsidised accredited courses with the title ‘Course in…’ in their lifetime*. * Eligibility exemptions may be applicable – please contact the program area for more information. Note: Please go to the Skills First website for further information www.education.vic.gov.au/skillsfirst Eligibility Evidence All students wishing to access a government supported place must provide, at the time of enrolment, the following original documentation or certified copies to help determine eligibility. The University is required to keep a copy on file as proof for audit purposes. Citizenship/Residency To confirm citizenship you MUST provide ONE of the following original documents or certified copies at the time of enrolment. An Australian Birth Certificate (NOT BIRTH EXTRACT) A current Australian Passport A current New Zealand Passport TAFE Fees and Charges Page 4 of 9
A Naturalisation Certificate A GREEN Medicare Card Formal Documentation issued by the Australian Department of Immigration and Border Protection that confirms your permanent residency A proxy declaration for individuals in exceptional circumstances Age Requirements If the student’s age is relevant to their eligibility (15-19 years old at the 1st January) and the document produced from the list above does not include a date of birth: • Current Drivers Licence; or • Current Learners Permit; or • Proof of Age Card; or • ‘Keypass’ Card Note: Documents other than those listed above will not be accepted. Eligibility Exclusions An individual is NOT eligible for government subsidised training if they are a student enrolled in a school (excluding School Based Apprentice/Trainee). This includes any government, non-government, Independent or Catholic school as well as a student registered for home schooling in Victoria. Note: If you are seeking to enrol into an apprenticeship and one of the courses you are currently enrolled in is an approved pathways course you will be eligible for a government subsidised place. Please contact Student HQ on (03) 5327 8120 for more information. Note: All students should be aware that accessing government-subsidised training may impact access to further subsidised training. Please go to the following website for further information http://www.education.vic.gov.au Student Enrolment Fees All VET courses offered by Federation University have an enrolment fee associated which is payable at the time of enrolment. Fees will be calculated at the time of enrolment and are made up of the following charges: Tuition Fee Contribution – This varies based on the course of study and eligibility. It is calculated based on an amount for each scheduled hour. Eligible students pay considerably less as the State Government helps subsidise a portion of the tuition fee. Material Fee – Covers the cost of materials such as tools, uniforms, text books etc. purchased by the University and provided to the student. Ancillary Fees – may include excursion costs and incidentals. Some courses may require the purchase of text books. This charge is in addition to the enrolment fees and is solely the student’s responsibility. Schools will provide details regarding material fee, ancillary charges and books which may be required as part of the course. Note: Material and Ancillary fees must be paid in full prior to materials being issued to the student. You may be required to provide evidence of payment. TAFE Fees and Charges Page 5 of 9
Concessions A concession is available on tuition fees for any government subsidised student who holds one of the following cards and is enrolling in a Certificate I to IV course: • Commonwealth Health Care Card • Pensioner Concession Card • Is a dependent spouse or dependent child of one of the above cardholders and is listed on the card • Veteran’s Gold Card (but not their dependents) To claim a concession on tuition fees you must provide concession details during the enrolment process. A University Staff member MUST sight the original evidence and a copy will be placed on file. If you fail to provide your concession evidence within 10 days from the day of confirming your enrolment your fees will be recalculated and you will be charged the standard non concessional fee. Notes: 1. Each time you need to enrol into additional units of competency, or into a new course, you will be required to present a current concession card when you enrol. The concession card must be current at the time the course commences. We are required to retain a copy of your card on file. 2. The university will not apply concession to an existing enrolment if the relevant evidence is not supplied within the stipulated time frames. The concession does not apply if the student’s fees are: • being fully paid by a Commonwealth Government Agency • Part of a Commonwealth program or initiative Note: Concessions will not apply for courses at the Diploma, Advanced Diploma, Vocational Graduate Certificate and Vocational Graduate Diploma level. Aboriginal/Torres Strait Islander Indigenous students will pay 20% of the hourly fee that a non-concession student would be charged for the same course including enrolments in Diploma and Advanced Diploma courses. Indigenous students who do not meet the eligibility criteria will pay the advertised full fee rate. Fee Payment It is University policy that fees must be paid prior to enrolling in a course of study. Students who enrol online can pay via the credit card self-service at the time of enrolment confirmation. Students who don’t pay up front will be invoiced and will have strictly 14 days to make payment. Students will be able to access deposit slips and invoices via the online student management system, myStudent Centre (mySC). Preferred payment options once invoiced are BPay, POST Billpay and online credit card. Student invoices are emailed direct to FedUni student email accounts and are also available from mySC. Students who fail to make payment within the above stipulated terms may be cancelled from their course and prevented from enrolling into future courses. Restrictions will also be placed on your account which will prevent access to results, transcripts and graduation. TAFE Fees and Charges Page 6 of 9
Acceptable payment methods Students can make payment of their student fees through the following means MySC Credit Card Self Service – Mastercard, Visa, Amex Third Party Arrangement (‘Third Party Authorisation to Pay Tuition Fees’ form completed and forwarded to student finance). POST Billpay Bpay In person at the following cashier points. Payment via cheque, EFTPOS and Credit Card. Application MUST be received prior to the invoice due date. The student will be advised in writing (email) if their application has been approved. To be considered for a payment plan the following criteria must be met: A minimum 20% deposit of the tuition contribution is required at the time of enrolment. All material and ancillary fees paid prior to application No outstanding debts for previous studies, library fees, etc. Completed application form and attached relevant supporting evidence. Not be eligible for a VET Student Loan or VET FEE-HELP If you are approved for a deferred payment plan the following must be abided by: Payments to be made via the online e-gate payment service or via Bpay or Post Billpay Minimum fortnightly payments required. Maximum 3 month payment plan to approved students based on factors pre-determined by the University. Failure to make payment will result in a hold on the students account and possible course cancellation. If the Payment Plan application is not approved, full payment of fees must be paid immediately. Students eligible for VET Student Loans or VET FEE-HELP are not eligible for Payment Plans. Students ineligible for VET Student Loans or VET FEE-HELP may apply for a Payment Plan for their tuition contribution. Note: All Material fees must be paid by the due date, or before any material or ancillary fees are issued to the student. Evidence of payment may be required to receive goods or services. VET Student Loans Students enrolling in Diploma and Advanced Diploma courses may be eligible for VET Student Loans, which is an Australian Government loan program that helps eligible students enrolled in an approved course pay for all or part of their VET tuition fees. The VET Student Loans program replaces VET FEE-HELP, which ceased on 31 December 2016. Repaid through the taxation system once a person reaches the minimum income threshold level and will remain as a personal debt obligation until it is repaid to the Government. Available for approved courses only. A loan cap applies to each approved course. Additional costs such as material fees CANNOT be deferred via a VET Student Loan. Students undertaking a course on a full fee basis may also be eligible to access a VET Student Loan, but will incur a 20% loan fee. There is a limit on the maximum amount you can borrow over your lifetime, including VET Student Loans, VET FEE-HELP and FEE-HELP (called the FEE-HELP limit). You need to ensure you have not already exceeded your FEE-HELP limit and that the VET Student loan amount is not greater than your remaining FEE-HELP balance. The loan will remain as a personal debt obligation until it is repaid to the Commonwealth and may affect (by reducing) the student’s take home (after tax) wage or salary until the debt is repaid, and may affect the borrowing capacity of the person until the debt is repaid to the Commonwealth. Students may wish to seek independent financial advice prior to applying for a VET Student Loan. Federation University Australia is an approved VET Student Loan provider. For more information on VET Student Loans please refer to the Government’s VET Student Loans website and ‘VET Student Loans Booklet’: www.education.gov.au/vet-student-loans To apply for a VET Student Loan a student must: Meet the citizenship or residency requirements. Have been assessed as being academically suitable to undertake the approved program. Have a valid Unique Student Identifier (USI). Provide your Tax File Number (TFN). Have a FEE-HELP balance more than $0. Complete an online ‘Request for Commonwealth assistance form’ (eCAF) prior to census date. Census dates are predetermined and the student will not incur a VET Student Loan liability until after census dates. Students should ensure that they are aware of the census dates that apply to them. Census dates are printed on the student’s confirmation of enrolment and published on Federation University’s web site. Refund of Fees Certificate I to IV To be eligible for a tuition fee refund a student must complete and sign the withdrawal form which is available from the teacher or program coordinator. If the enrolment is cancelled prior to, or up to 4 weeks after course commencement the student will be eligible for a full refund. All other fees and charges (materials, ancillary fees) will be refunded at the discretion of the program area. Students are required to discuss a withdrawal or program cancellation with the applicable program area prior to completing the withdrawal form. Any student who does not officially withdraw in writing from their course within the specified timeframe, and have fees outstanding after the 4 week withdrawal period will continue to be liable for any outstanding tuition and material fees. If a course is cancelled by Federation University before a student completes the requirements a full refund will apply. Diploma level and above For all courses Diploma level and above, a full refund or credit of all tuition fees will be made if the withdrawal application is submitted on, or prior to the census date. All other fees and charges (materials, ancillary fees) will be refunded at the discretion of the program area. If a signed withdrawal form is not submitted prior to census date then the student will not be eligible for a refund or adjustment to their VET Student Loans debt. If the student withdraws any time after the census date no tuition fee refund is applicable. For further information visit http://policy.federation.edu.au/finance/refunds Non Payment of Fees Students who fail to pay their fees by the due date outlined on their invoice will go into collections. Once in collection, failure to settle the debt may result in your enrolment being cancelled. If you feel you will have trouble making complete payment upfront, or within 14 days of enrolment should apply for a deferred payment plan, please refer to this section above for more details. Students who fail to pay their fees within the current enrolment year will be unable to enrol in future years until all outstanding fees are settled.
