All you need is love... and chocolate & wine! FEBRUARY 2021 - ISSUE # 339 Well, here it is February and winter has set in, in Prince INSIDE WOLRA Edward County. We all would expect to be enjoying our winter activities, however, we are in the middle of a Provincially mandated stay-at-home order. It appears that cases of Covid-19 are beginning to trend down so we are hopeful that we will see the full lockdown end by February 11. It is expected that we will still be in some form of restrictions, but we would hope to be able to use the Rec Centre as we did prior to the lockdown in November. We will keep you informed via E-Blasts primarily, but please remember we adhere to the Provincial Regulations, so they will have to change before we make any changes here in WOTL. The Board is currently in the middle of developing Plans for the coming years. For 2021, we are preparing detailed plans to complete the Park (remember, we still need a new name to christen the park this year). We will be placing the remainder of the gravel walkways in the eastern half of the Park and finishing all the walkways. There will be trees and benches placed and we will begin our Memorial Tree and Bench program. We will also be completing the 2nd phase of the Outdoor Living Centre which will include full electricity and furnishings and the completion of an interlock pathway from the OLC past the Bocce courts to the bridge that leads to the Park. The Parkette at the corner of Prince Edward and Empire will also be completed with trees, flower beds and a walkway. The landscaping around the Rec Centre (RC) will be completed as well in our 2021 plans. The Shuffleboard court will be completed and we will likely engage a new company to resurface the Tennis court. There are also plans to finish a number of items in the RC such as the countertop and refreshing the stage and bar areas. All of the above plans are fully funded by Frontier and/or a Frontier/WOLRA split. Finally, we are planning for several smaller Capital Projects around the community and more details will follow. The Board is also working on plans for 2022 to 2025. To this end, we will survey WOLRA members to determine your priorities for large Capital Projects in the years ahead. You will recall that we asked, and received, some suggestions for projects to improve the community and lifestyle. We will ask you to rank your priority from top to bottom on these capital projects. This will tell us what the community would like to do next, and we will then begin preparation to complete the list over a number of years. You can find a more detailed description of the Survey on page 11 of this issue of the Neighbourly News. So, please take a minute to complete the survey and get your voice counted as to where we are going in our future development and improvement plans for WOTL. There are also several Special Projects that the Board will work on in 2021 and beyond…these include COVID-19 management, volunteer development and recognition, Leasehold street paving and MPAC issues. So, we have our hands full and the Board remains actively working for the Community during these difficult times. Also, within our planning we are looking at Revenue Generation this year and into the future. Our traditional revenue generation programs did not take place last year. We had to cancel the 2020 Garage sale which usually nets us $6-7000, and it appears that we will not be able to conduct the Garage Sale in 2021, meaning we will not have the approximately $6-7000 to work with again this year. You will also recall that we cancelled our 2020 WOLRA Membership drive which resulted in the loss of approximately $12-14000 of revenue that is used to fund our operations. We did manage to cut expenses and COVID forced the closure of some of our activities resulting in expense savings, so the bottom line impact was modified. Many indoor and outdoor activities were functioning this year when COVID restrictions allowed us to perform them. Continued next page... Wellington on the Lake Residents’ Association 4
All you need is love... and chocolate & wine! FEBRUARY 2021 - ISSUE # 339 So, new revenue generating projects and events are being planned to take up the shortfall and increase our revenues. We need to increase our revenues to help fund our portion of the future projects that will be shared 50/50 with Frontier. We have decided to increase the prices we charge for advertising in the Neighbourly News and our Telephone Directory to help address revenue short- falls. Another item to generate revenues that the Board spent many long hours discussing, is an increase in Membership Fees from $15 per person to $20, which was requested by the Membership Committee. After much discussion over several meetings, the Board approved a motion to increase the Membership Fee to $20 for the 2021/22 year. With this motion, it is now necessary to submit the fee increase to the Membership at large to approve this with a majority vote. Our plan to do this is as follows: there will be an Internet Vote that will be conducted March 8 to March 15, with full details on our rationale and the voting procedures in the March Neighbourly News as well as selected E-blasts. The Membership Committee will be conducting the Membership Campaign in late March and early April with a fee that will be determined by the vote – either $15 or $20 per member. We would have preferred not to request a fee increase of $5, but we did so for several reasons. Firstly, the loss of revenue from last year’s Membership fees, combined with the loss of revenue from the Garage Sales last year and this year, have created a need going forward for more revenue. There was also a drop in Advertising revenues caused by businesses removing their ads due to the pandemic, and we gave our advertisers a 25% reduction in rates to retain as many advertisers as possible. We believe we have made some progress in 2020 in driving and funding improvements in the Community, and we want to continue with improvements such as those described in our Capital Projects Survey. We want to take advantage of our current 50/50 funding arrangement with Frontier to fund new projects (for example the Outdoor Living Centre last year), so it has become necessary to increase revenues. The proposed fee increase of $5 is but one of the ways that we plan to increase revenues and continue to drive the community improvements that we all would like. So, more to come with the Internet Vote planned for March 8-15. We expect that WOLRA members will have comments and opinions on this proposal prior to voting and they can be directed to the Board via email to wolraboard@gmail.com. And speaking of the Board, we are forming the Nominations Committee to actively search for new Board members to join the Board at the end of the current two-year term that concludes in July 2021. We expect several Board members to run again for another term but we will need new people to volunteer to work on the Board. We believe that giving back to your Community through volunteering is very important and that if we all can take a turn then we will all lighten the load, become better informed and more committed to our community, making it the best place to live for all of us. See page 8 and there will be more to come on this. Finally, we have, through great volunteer help, been able to develop and use the Neighbourly News, our website, surveys, E-blasts etc. to better communicate to all WOLRA Members. With the completion of the construction in WOTL, there are now over 1000 of us living here. These numbers, along with COVID restrictions, have made it difficult for us to communicate with you and for you to communicate with us. So, we are looking at doing more and more of our communications in a virtual mode. We are planning a virtual meeting in the Spring that will allow us to talk to you, and you to talk to the Board. We will have ability to conduct a virtual General meeting that will have up to 1000 participants. We envision the ability for all of us to be informed, to meet and to discuss issues, and conduct the business of WOLRA virtually… so, more to come on this, we will communicate with everyone. Let’s enjoy the winter months despite COVID-19 restrictions and move forward in the improvement of our Community… we have an exciting time ahead of us in WOTL! All you need is love... and chocolate & wine! FEBRUARY 2021 - ISSUE # 339 We have been anxiously waiting and IT IS FINALLY HERE !!!! Yes, we know everyone has been waiting for information on the Nominations for the WOLRA Board of Directors. As everyone knows, the two-year term of eight members of the current WOLRA Board of Directors will expire in July 2021. There are currently two Board members whose terms do not expire until July 2022. The Board is fully aware that this information is very important to members of the Wellington on the Lake Community (WOTL), because it means that other people can finally submit their names to be nominated to the WOLRA Board. We strongly believe that every member of the Community will, eventually, want to give back to the Community and take a turn in helping to run WOLRA to develop, maintain and improve our Community and make Wellington on the Lake a great place to live and prosper. Now is the chance for those people who have told us what a great job the Board is doing via email or face to face in the community, to finally have the opportunity to be a part of making WOTL a great place to live. It is also the chance for those people who think the Board should be doing better or taking different directions to make WOTL a better place to live, to get involved and make that happen. There are currently eight members of the WOLRA Board whose terms will expire this year, and therefore, there is a potential for eight new candidates to join the Board. It is expected that several of the current Board members will run for another term, but we will need people to step up and volunteer to be a formal part of making our community a great place to live. So, we are asking everyone to consider joining the Board for a two-year term, beginning this July. We are forming a Nominations Committee to officially conduct the process of recruiting potential new Board members, and this will be announced soon. In the meantime, we would like everyone to consider serving on the Board…it is a rewarding experience. If you would like more information, please feel free to talk to any Board member, or if you wish, give me a call directly and I’ll provide any information you would like. All you need is love... and chocolate & wine! FEBRUARY 2021 - ISSUE # 339 Questions have come up in our walks around the neighbourhood which may be of interest to a broader audience. The answers to these are mine alone and are to be taken as opinion, albeit steeped in some history. 1. Why are our monthly fees going up again? Maintenance assessment fees go up 3% per year according to each resident’s Agreement to Purchase, which was signed by all freehold homeowners when they purchased their homes. This is a signed document that is an addendum in your Purchase Agreement 2. That same Addendum states (for many of us) that an audited accounting of those service costs will be provided annually. This has not occurred and repeated requests to provide them have been ignored. Presumably this information is being withheld because refusing to provide it will cause less fuss and upset than providing it. Numerous WOLRA Boards have requested and/or demanded this accounting to no result. After 15 years of getting the same non-result we needed to take a different approach. The WBE agreement facilitated such a change and today we have an agreement that states new and/or improved amenities etc. will attract matching investments from Frontier. In other words if we are willing to invest our WOLRA monies, Frontier will match those funds. It is not ideal but it gives us a measure of control over our future as opposed to the hat-in-hand requests of the past. 3. The departure of Bruce Rogers was upsetting for many of us and rumours ranged from ‘he left as a statement of disappointment in the releasing of Peter ahead of Christmas’ to ‘he was doing too good a job’. While I spoke with his daughter shortly afterward and believe I have an understanding, these too are just rumours at this point. Bottom line is, it is none of our business. This Board, led by our President Derek Mendham, has managed to strike a business relationship with Frontier. The catalyst created by the WBE agreement has provided early first steps and shows promise. A comprehensive list of potential future capital projects is coming for your input as well as suggestions for fundraising initiatives. There is no guarantee this course of action will work long term but the prospects are certainly better than continuing on the path we were on. There was heated opposition to WOLRA signing the WBE agreement in some quarters because of a long history of real and/or perceived betrayals. I can attest that all promises made stemming from that agreement have been honoured at time of writing. I also fully expect this agreement will hold going forward and I am encouraged by our prospects for the future. Board openings this summer offer an opportunity for more input and involvement from our membership. I hope we can attract people who see the benefit to building this community but, of course, those who long for a return to past practices are certainly welcome to apply. Negative chatter is never far from the surface in any community but we have several opportunities to get involved in a positive way as you'll see in the article on page 33. FEBRUARY 2021 - ISSUE # 339 The page that follows is addressing a topic that is quite unusual for us so please take a moment to think about your community and what sorts of things you would like to see the community pursue. Though still not perfect, the powers that be are attempting to make it easier to choose dying with dignity. Even our pets get that option... well, we get that option for them but still. The following is an excerpt from Bill C-7 (Government of Canada, Department of Justice). October 21, 2020 - Tabled in the House of Commons “...It is presented to assist in informing the public and Parliamentary debate on the Bill. The Bill would create two different sets of safeguards for those whose natural death is reasonably foreseeable and for those whose death is not reasonably foreseeable. For individuals whose natural death is reasonably foreseeable, the safeguards under the existing law, which are described in more detail below, would continue to apply subject to two modifications. First, the patient’s written request for MAID would only have to be signed by one independent witness, rather than two. Second, the 10-day reflection period would be eliminated. For individuals whose natural death is not reasonably foreseeable, the safeguards described above would apply in addition to four new or clarified safeguards. FEBRUARY 2021 - ISSUE # 339 RANDOM INTERESTING WOTL NEIGHBOURS David & Christine Searle from the Villas on Aletha Since moving to WOTL from Ottawa (they were born, raised and married in Winnipeg) Christine and David have fallen in love with The County. They particularly appreciate and respect the strength and resilience of our community; the love, caring and support of our neighbours and a mutual commitment to get through The Rona together. Both Christine and David are volunteers at 99.3 County FM, the Voice of the County; Christine as Treasurer and David as Emergency Preparedness Leader and part-time marine weather broadcaster. The community radio station has a large group of committed volunteers and is a challenging, fulfilling and thoroughly enjoyable place to volunteer! Christine enjoys her growing fibre arts business, Cosmic Crochet which features a line of custom-made clothing and home comfort items in Tunisian Crochet for sale online. In addition, she has been distilling her considerable knowledge and professional expertise with non-profit organizations into a product offering through her company, WindSea Governance. She has developed a workshop focussed on assisting local non-profits identify and address governance issues as they arise and is in the process of transferring it online. Christine has been instrumental in updating the WOLRA by-laws and policies. She has been a citizen member of The County's Community and Economic Development Commission for the past six years, and now serves as vice-chair. David enjoys his role as Unit Training Officer and Coxswain with Wellington Rescue. A member of the Canadian Coast Guard Auxiliary, Wellington Rescue volunteers are on 24-hour call throughout the boating season to assist boaters in distress, covering an area operations of 2,400 square kilometres. 2020 was a particularly busy year for Wellington Rescue but all the hours of training paid off and they were able to respond quickly and effectively. Avid sailors, Christine and David spend much of their summer on their sailboat Panache, which is moored in Belleville. RESPONSIBILITY I have been thinking lately of what it means to live in and be a member of society particularly in the context of COVID 19 restrictions and lockdowns. I found this article; a bit of a long read, I think its pretty good however. Sure it references the U.S., but the underlying notions of rights coming with corresponding responsibilities resonates. FEBRUARY 2021 - ISSUE # 339 WANTED: A DOGGIE TO LOVE We have been looking (in vain) for a dog to adopt and/or purchase at a reasonable cost...they are in short supply these days. We would prefer a Labrador or Lab crossbreed (we have owned 3 of them in the past), but we would consider other breeds too. We do prefer larger dogs and the colour does not matter. A dog past the puppy stage would suit us best so we'd be happy to have an older dog but we would consider a puppy too if a suitable one is available. Perhaps you know of a dog that is in need of a new home, or a dog that is for sale at an affordable price? Currently, there are almost no dogs available through the shelters.
