November 13, 2017 What is the role of each EBC member? Members understand that his/her role on the EBC is not to represent herself/himself. Instead: Members are on the committee to represent the employees in his/her department or school site. BEYOND THAT, each member considers globally, what is the best decision for the majority of CUSD employees. 9 Norms and Expectations Attendance at all meetings is expected Share information and gather input and questions from co‐workers All factual information and decisions may be shared with co‐workers or retirees All handouts will be available to the public on the CUSD website 10 5

Ask your EBC rep today You must make changes, to your dependents in the event you have a Change in Life situation such as birth, death, marriage, divorce or gain/loss of other insurance coverage, within 31 days of the Change in Life situation. Proof of a change in life status must be given to the Benefits Department during the 31 day window to ensure coverage of your new dependent(s) or to terminate dependents that are no longer eligible. November 13, 2017 Health Plan Providers for Clovis Unified Self‐Insurance Plan is at Full Risk for Paying the Total Cost of All Claims Health Now Administrative Services – Third Party Administrator; Oversees all medical related claims. Blue Shield – Self‐Insurance Fund (SIF) pays a fee to “rent” access to Shield’s Preferred Provider Organization (PPO) network. CVS/Health – Pharmaceutical Benefits Manager; Oversees and manages all aspects of member Rx usage. Delta Dental – Provides access to Delta’s dental plans and network. VSP – Provides access to VSP’s vision plans and network. Halcyon – Provides access to Avante’s Behavioral Health network and operates our Employee Assistance Program. November 13, 2017 Why were our benefit expenditures in 2016/17 nearly 10% less than projected? 31 Components of Cost Savings Implemented by Employee Benefits Committee 1) First year of new three year agreement with CVS negotiated by the Standing Benefits Committee. Mitigated cost increase by $3m. 2) Significantly fewer “unpredictable” medical claims, reduced medical claims by $2million. 3) Identified excessive cost for blood draw claims by a local provider. In May, EBC recommended that members refrain from using the identified labs. Potential annual reduction of $500,000. 4) Implemented five Utilization Management protocols to decrease the usage of high cost Rx . Estimated mitigated cost increase by $400,000 5) Reduction in the ratio of dependents to active employees. The yield ratio dropped from 2.18 to 2.04, resulting in an estimated 500 fewer dependents. Estimated mitigated cost increase of $1million. 32 16
