Flash appeal • Submitted by the WASH Sector on the 19 March • Consultation with 3 AFAs • 1 page narrative + 1 budget with breakdown of activities per AFA • 3 sectors: Health, WASH & CwC • Total envelop: 13.643.259 USD Focus on: • Hygiene promotion (Awareness Raising, soap and hygiene kits) • Emergency response (materials and HR) • Critical O&M activities • WASH in Health (host) • Scaling up WASH coverage in affected host communities • Coordination

CRITICAL In line with: National Preparedness and Response Plan for COVID-19, Bangladesh (v3, 01 March 20220) In line with the core group of health expert recommendations, this modality should remain in place until we have more than 10 cases confirmed in the camps (community transmission), at which point we will shift to critical.

CRITICAL Core assumptions • Given the extremely high density in the camps, we assume that once the virus is present, it will spread extremely rapidly. • Given the evolution of Government policy and the understanding of the virus transmission globally, we assume that restrictions on movement may be imposed by the authorities. • Restrictions on movement and requirement for social distancing may continue for extended periods of time. • Once the virus is in the camps, any staff working in the camps will be at extremely high risk of exposure.
Essential Facilities and services to remain open and staffed • All health and nutrition facilities and services • Information hubs • Individual protection services: counselling/case management (including GBV), ongoing registration, reception of new arrivals, family tracing • Food distribution • LPG distribution • Hygiene (including soap) and dignity kit distribution • Tie-down kit distribution; TSA to those who received training, repair and maintenance; and emergency shelter distribution (according to need) • Water and sanitation (water supply management, desludging, disinfection, maintenance of hand-washing points) • Construction as necessary of additional water-points to support improved hygiene • Site management and Logistics services (Maduchara/Balukali/Teknaf hubs)
Critical Staff presence will be massively reduced: many or most essential services to be provided by volunteers on the ground, or potentially by the Military. Adequate measures and guidance must be given to volunteers delivering critical services and assistance. Critical facilities and services requiring humanitarian staffing (full staff) • Health and nutrition facilities with in-patients • Outbreak management for COVID-19, including maintenance of critical case management facilities (ICU) • Emergency medical/ambulances and Rapid Response Teams (RRT) • Critical water supply management • Individual protection services: counselling/case management (including GBV), reception of new arrivals • Critical logistics support as needed (Maduchara/Balukali/Teknaf hubs)

To start now • Regular soap distribution ensured • Scaling up Hand-Washing presence (latrines, public places…) – including Host’s communities – Other sectors also scaling-up HW in their own facilities • HP messages focused on COVID-19 only • Support other sectors (request to come to WASH Sector but you might be approached at field level as well). Update on Water Stress in Teknaf Area - WASH Sector Coordination team has visited Teknaf area to see the ongoing activity to address the Water Stress in Teknaf - Visited Camp: Camp 26, Camp 27 - Still people are getting sufficient water per person per day - Sufficient water is reserved in the dam.
