They will tell us what they do and how it will be done. For more details, call 760-736-1608 or email info@lwvncsd.org www.lwvncsd.org Redistricting: What It Is, How It Works Discover the details of redistricting from Commissioners Patricia Sinay & Rosette Garcia, LWVNCSD members Redistricting is a primary area of interest for Leagues all over the U.S. It’s the once-a- decade process of redrawing the political boundaries for elective offices after completion of each U.S. Census. The redistricting of California’s Congressional, State Senate, State Assembly and Board of Equalization districts is determined by the voter-approved California Citizens Redistricting Commission. LWVNCSD member Patricia Sinay was appointed to the California Redistricting Commission last year while fellow member Rosette Garcia was recently appointed to the San Diego County Independent Redistricting Commission. They’ll share their insights during this informative webinar on April 15. We are fortunate to have these Commissions, because in states where the boundaries of political districts are drawn by elected officials, the possibility of gerrymandering is always a concern. The California Redistricting Commission has 15 members and San Diego County Redistricting Commissions has 15 members. Our Local League has a member on each Commission, California Redistricting Commissioner Patricia Sinay and San Diego County Commissioner Rosette Garcia. The type of questions is in the negotiation stage, questions about boundaries will not be allowed. Each Commissioner is required to have a staff member present. The meeting will include LWVNCSD and LWVSD members; LWVSD has a 500 participant capacity Zoom account and will host the meeting.

Page 6 LWV North County County San Diego April 2021 EVENT: MAY 1ST ZOOM QUILT AUCTION by Sandra Sweet, Ways & Means Director Why do we love quilts? There is an American historical significance to quilts. Quilts were made to raise funds to support the abolitionist movement leading up to the civil war and then during the war quilts were made to give warmth and comfort to the soldiers. While the patterns were much like many that are made today, the purpose is often different. Quilts can bring more than physical comfort. Today they can be a compelling message and/or art. They can be from soft neutral organic patterns to bold eye popping patterns. These creations may take mere hours to make or take up to years to create. Some quilters create a piece based upon their experiences, imagery and ideas rather than traditional patterns. You may recall the AIDS quilt. It is now housed in San Francisco consisting of over 48,000 individual memorial panels. The quilt helped change the hearts and minds of millions of people. It showed that these lives were loved by families and friends and served as a historical memorial. Currently quilting is popular and often breaks long held stereotypes elevating it from craft to art. We shall soon get to see the creative work of several of our League friends on the May 1st Zoom Auction. And what a creative assemblage of quilts you will see! April 2021 LWV North County San Diego Page 7 Peg Dyer "It is with great sadness that we want to let you know Margaret Dyer (known to us as Peg) passed away on March 13, 2021 after a long illness. She was in her 94th year when she died peacefully and pain free. Peg was a long time member of our League and served as the Oceanside Unit Chair for several years. Leaving a business career in Los Angeles working for the County Adoption Dept, Peg started volunteering here in the Foster Care System which was in great need of repair and which she was very influential in supporting. Peg has been cared for by her daughter Lesley for the past few years. We send our deepest sympathies to her friends and family who can be reached with a card at 1396 Panorama Ridge Road, Oceanside, CA 92056.” (Thanks to Liz Kruidenier for the message above.) Board Report March 2021 At its 3/12/2021 meeting, the Board learned: 1. Letters authorized by the Executive committee were sent to Oceanside at different times during the month to oppose ending mail service at Brother Benno’s, opposing using designated open space at El Corazon Park for a parking lot, and opposing the closing of Brooks Street Pool. In addition, a letter was sent to the Board of Supervisors regarding charging prisoners for making phone calls and public testimony was given at the Board meeting by our president for both county Leagues. Finally, a letter was signed along with LWVSD supporting the banning of single use plastic in San Diego County. 2. State League request to do local legislative officials’ interviews was honored. 3. Meeting with two Redistricting Commissioners is set for 4/15/2021. 4. Fundraising quilt auction plan is proceeding well with some terrific donations. 5. Nominating committee received no responses to two eblast requests for volunteers. 6. Buena Vista Lagoon government committee is to meet for first time since 2017. 7. Bill suggested we have updates from 5 social justice committees at Annual meeting. 8. A model for press releases was developed by Susan and Rita. Very well received. 9. We will have a Caring Connections committee from now on under the able direction of Jennifer White. 10. Meg Thode will keep us informed on “March for our Lives” that the San Diego Chapter of ”March for our Lives” is planning for May or June. 11. Carol reported that the LWVC Climate Change Committee is sponsoring a discussion of “Kiss the Ground” on 4/21. 12. Approved report to LWVC regarding our Program Planning results in January. 13. Asked newer members to consider attending state convention by Zoom. Agreed to use existing $1,500 budgeted for in-person costs to pay for any member who wishes to attend as a delegate or an observer ($75.00 and $25.00 respectively) 14. Brittany reported that the Instagram “Takeover” at MCC was a big hit with lots of interest by students in LWV program and history. 15. Mayor Esther Sanchez of Oceanside included our League in a proclamation praising and acknowledging the services provided by women’s organizations to the residents of Oceanside. It was accepted by Jennifer White Oceanside resident and LWVNCSD Board Secretary. 16. Discussed San Pasqual Academy situation. Research to be done on situation.
