EMPOWERED TO LEAD PROGRAMME (EMLP) | 3 About the EMLP So you’ve been made a middle manager and have taken on more responsibilities. It’s not easy dealing with the new challenges that the role presents. One (common) challenge, for instance, is the feeling of being ‘sandwiched’ – having to manage demands from the bosses and your teams. Research tells us that leaders face significant challenges managing transitions, as these demand a paradigm shift and an expanded skill set. The EMLP will equip you with (1) a better appreciation of your new leadership context and role and (2) the key skills you need to navigate this new context and role. Through this programme, you will gain an appreciation of how the operating context and priorities of the Public Service shape the work of your teams. EMPOWERED TO LEAD PROGRAMME (EMLP) | 5 Programme Format NEW The EMLP is a 7-week virtual learning experience that combines synchronous check-ins with asynchronous self-directed learning. The 3 virtual check-ins are on weeks 1, 4 and 7. Between check-ins, you will be able to access online learning resources to learn at your own pace and convenience, and practise what you have learnt in the programme back at work. You will earn a total of 78 training hours by the end of the programme. EMPOWERED TO LEAD PROGRAMME (EMLP) | 7 Programme Details Target Audience You are a newly-appointed middle manager*, and: • Within your first year of being in a middle management role • Have prior experience leading teams (i.e., you are not a first-time manager) • Your work requires you to lead your teams through Public Sector Transformation efforts, and to work across boundaries to deliver on the government’s Medium Term Policy Agenda. * Depending on your agency, as a middle manager, you may be a Grade MX11A to 10 officer, or their equivalent, holding the designation of Assistant Director, Senior Assistant Director, or Deputy Director. You should not attend this programme, if you: • Have attended/will be attending Management Development Course (MDC); or • Have attended/will be attending the E.M.M.A Experience; or • Will be attending the Directors’ Developmental Experience (DDE) or the Senior Management Programme (SMP) within the next 2 years. EMPOWERED TO LEAD PROGRAMME (EMLP) | 8 Programme Details Programme Fees $4756.15 per participant (including 7% GST of $311.15) For Ministries and Statutory Boards, PSD will co-fund 30% of the fee before GST, i.e. Ministries and Statutory Boards will pay $3422.65 per participant (including 7% GST of $311.15). The grant for this course is valid from 1 April 2021 to 31 March 2022. The fee is inclusive of a full-access Harvard Manage Mentor (HMM) license purchased for each participant. Absentees will be charged the full fee. EMPOWERED TO LEAD PROGRAMME (EMLP) | 9 Frequently Asked Questions 1. If I am an experienced middle manager (with more than 1 year in my role), what alternative programmes can I attend? The EMLP is a transition programme designed for middle managers who are within their first year in the new role. However, CSC will continue to accept middle managers who have less than 3 years of experience in FY21 to ease the transition. For more experienced middle managers, you may consider attending Leading from Within: Reflections on Leadership for Middle Managers. Alternatively, we recommend that you consider other skills-based or knowledge-based programmes that address your specific areas for development. EMPOWERED TO LEAD PROGRAMME (EMLP) | 11 Frequently Asked Questions 3. What will happen at the virtual check-ins? There are three virtual check-ins at the EMLP. Leadership Development Module During the Leadership Development module, learning will take place in small groups using action learning principles. There will be up to 7 participants in each small group, facilitated by an experienced Leadership Development facilitator from CSC. The small group sessions will include skill-based practice, and time to contextualise learning from the online modules. Policy & Governance (P&G) Module During the P&G module, you will examine the challenges and opportunities in our current operating environment through group discussions. In addition, you will have the opportunity to engage and dialogue with experienced resource persons to discuss the importance of collaboration with organisations across and outside the Public Service. 4. What online learning assignments do you have to complete? The online learning assignments comprise P&G, and Leadership Development content, which are hosted on a learning management system and the Harvard Manage Mentor (HMM) portal respectively. Leadership Development Module The HMM portal features 42 online topics related to Leadership Development. CSC has curated a list of 13 core leadership topics. Of these 13 core topics, you will only be required to complete 4 topics. You are required to submit 3 learning reflections for your chosen topics. You are free to access and learn from any of the other non-core topics available on the HMM portal, although these will not count towards programme completion. EMPOWERED TO LEAD PROGRAMME (EMLP) | 12 Frequently Asked Questions 5. What is the difference between the EMLP and the EMMA Experience programme? The content in EMLP covers both Leadership and P&G content which is recommended for ALL newly transitioned middle managers, especially where their work requires them to lead their teams through PST efforts and work across boundaries, etc. In contrast, the E.M.M.A Experience is a stand-alone leadership programme, without the P&G content. The content coverage and learning format are identical to the leadership component of the EMLP. In E.M.M.A, you will focus purely on your personal leadership development. Through exploring the role of the MM in the Singapore Public Service, facilitators will infuse key P&G messages such as Public Sector Transformation, adopting a Whole of Government perspective and the importance working across boundaries. That said, the coverage of P&G content in E.M.M.A is light-touch. EMPOWERED TO LEAD PROGRAMME (EMLP) | 13 CSC Milestone Programme Mapping for Middle Managers CSC has created two broad categories of programmes for middle managers: the Milestone Programmes and the Skills-Based Programmes. These programmes serve to strengthen the different aspects of an individual’s capacity and capability to lead and manage more effectively.
