Operational Plan 2021-22 Purpose of the Operational Plan The Queensland Police Service (QPS) Operational Plan 2021-22 (operational plan) contributes to the Government’s objectives for the community to back our frontline services and safeguard our health. It does this by highlighting our operational responses to address the key strategic risks and opportunities impacting our service delivery in 2021-22. The annual operational plan should be read in conjunction with the QPS Strategic Plan 2021-2025. The key strategic risks and opportunities are high-level risks which require identification, treatment, monitoring and management by the QPS senior executives and peak governance boards. This is achieved through several mechanisms, one of which is the agency-level operational plan. Levels of planning The various levels within the QPS prepare operational plans to reflect actions to be undertaken at each level as they relate to the strategic direction established through the Strategic Plan. QPS Operational Plan 2021-22 The policing environment is dynamic, and we must remain agile in our responses. For this reason, operational plans are ‘living documents’ and should be continually reviewed. Therefore, although some specific key activities scheduled for 2021-22 are already included for reporting, there may be changes in the activities and/or the operational priorities included in quarterly reports over the 12 months. Our operational priorities in 2021-22 Operational priorities are not intended to include everything the QPS does as part of the important core business in keeping Queensland safe. Operational priorities focus on areas where new emphasis, funding or attention to outcomes will be undertaken to address one or more of our strategic risks and opportunities. Stand-alone priorities relating to domestic and family violence and road safety have been included to appropriately reflect their importance to the QPS along with the ongoing impact of COVID-19. Support the development of stakeholder engagement plans to prioritise prevention partnerships and outcomes in ED CCE 30/06/2022 conjunction with the Prevention Together Strategic Framework. ALL 9. Continue to implement DFV and Vulnerable Persons Units in partnership with other agencies to enhance an ELT AC DFV&VPC 30/06/2022 integrated response strategy in regional areas. 7. Re-establish the Seeking Justice Committee, to examine prosecution failures of sexual offences with the intent to ELT AC CIC 31/12/2021 improve policy and practice within Office of the Director of Public Prosecutions (ODPP) and QPS. 8. Develop options and expand the Sexual Violence Liaison Officer Model which has completed a 12-month trial GO AC CIC 30/06/2022 period in Townsville and Logan. 9. Develop the Cyber Crime Strategy 2021-25 to prevent, disrupt, respond to and investigate cybercrime and deliver ELT AC CIC 30/06/2025 key initiatives to ensure a safe and secure Queensland community. 10. Lead the development of a coordinated national response to internet facilitated sexual offences in association ELT with the Australian New Zealand Policing Advisory Agency, industry, jurisdictional police and online service AC CIC 30/06/2022 GO providers. 11. Undertake strategic review of PLO capability to support frontline officers in responding to victims of culturally ED CCE 30/06/2022 sensitive DFV incidents. 12. Context of the Operational Plan 2021-22 Strategic Plan In the QPS Strategic Plan 2021-2025 (see below), we articulate what we are striving to achieve through our strategic objectives, outlining our strategies and performance indicators. The Strategic Plan also outlines our key strategic risks and opportunities. Government’s objectives for the community – Unite and Recover The QPS contributes to the Queensland Government’s objectives for the community of Backing our frontline services and Safeguarding our health. We do this by providing world-class frontline services in community safety and ensuring a sustained and effective response to COVID-19 in support of Queensland Health. Our service area Our services to the community are represented by the following service area (as reported in the Service Delivery Statement): Police Services - to keep Queensland safe by working with the community and our partners to prevent, disrupt, respond and investigate crime and eliminate road trauma. Our commitment to Queensland’s disaster management arrangements The QPS continues to support the Queensland Disaster Management Arrangements (QDMA) whilst aligning to prevention, preparedness, response and recovery activities to ensure communities are supported when faced with disaster events. Our commitment to Human Rights The QPS has made a commitment to respect, protect and promote human rights in our decision-making and actions. Reporting on the QPS Operational Plan 2021-22 Relevant areas of the Service will be required to provide information about actions and outcomes undertaken in support of the operational priorities. Responsible executive officers will be accountable to their respective Deputy Commissioner and through their Senior Executive Officer Performance Agreement. The progress of the priorities will also be monitored by the Board of Management through the QPS Quarterly Report. The Minister will be provided with a progress report on request, as required, under the Financial and Performance Management Standard 2019.
