The 16th World Scout Moot will take place in Ireland in 2021. This honour was granted to Scouting Ireland by the 41st World Scout Conference following the formal bid process. This document provides an update for the World Scout Committee on our proposed plans and seeks approval for the following items to enable our teams to continue progressing on these plans and to be able to confirm these aspects as we engage with NSOs and Contingents to seek registrations. 1. Location of event While we are still working on identifying all possible locations for the trail /expedition phase of the Moot, we have considered a number of suitable venues for the Basecamp phase. We have narrowed are options to a Dublin based locations; Malahide Castle & Demesne Our proposal is to use Malahide Castle & Demesne as the base camp location for the Moot with Larch Hill Campsite our National Scout Centre offering support and additional facilities (e.g. Indoor accommodation). Larch Hill will also be an ideal location for pre- and post- moot programme, trail programme elements and facilities. The venue is managed by the local government authorities (Fingal County Council) who have extensive experience in running festivals and concerts at this venue. The venue is located beside a seaside town called Malahide and the coast is approximately 1km from the site. This venue offers extensive parklands with good, well-drained and maintained lands surrounded by protected forests. The vast size of the location will not restrict us in the numbers of participants. The lands are level and ideal for camping. The site is close to Dublin Airport (20 mins) and only 5 mins from major road networks. The Dublin Area Rapid Transit train service (DART) has a terminus station beside the site which can transport passengers to Dublin City centre in 20 minutes. There is also ample land within the park to provide space for programme, ceremonies etc. A major hospital is approx. 15 minutes from the site location. Malahide Castle & Demesne will also be the departure point at the end of the Moot. Larch Hill International Scout Centre is located on the south side of Dublin, in the foothills of the Dublin Mountains. It is an 80 acre site in a great natural location, close to open mountainside. Scouting Ireland National Headquarters is located there, as are indoor accommodation and training facilities. The site can accommodate up to 4000 people under canvas.
It is our proposal that this site will be used during the Moot to provide indoor facilities for WOSM team, special guests, and any participants, IST or Planning Team members who require indoor accommodation. A shuttle bus service will bring people to and from Moot site. Larch Hill will also be available for pre- and post-Moot accommodation and programme options for those who wish to have a longer stay in Ireland. Larch Hill is located approx. 30 minutes (on motorway) from the site in Malahide. Larch Hill will also be a key location in the trail programme element of the Moot programme. 1b. Moot Entry Point & Opening Ceremony Location Mirroring previous Moots and other similar events, we are proposing to have a city location as the entry point for the Moot. This will offer multiple transport options for participants as they arrive, and will provide quick and easy access to transport networks as tribes depart for the Trail element of the programme. We have identified a number of potential locations and are working through logistics for these options. We will provide our programme proposals to you for your next meeting in 2019. The entry point location to the Moot will be Dublin City Centre and departure will be from Malahide Castle & Demesne base camp. 2. Dates of the event Our proposed dates for the event are Monday 19th – Thursday 29th July 2021 After studying various factors, the agreed dates of the 16th World ScoutMoot are Monday 19th July until Thursday 28th July 2021. The Moot will take place between two public holidays on the island of Ireland,the 12 July in Northern Ireland and the August bank Holiday in the republic of Ireland. IST will arrive a few days beforehand and remain for a few days after the event. Pre and Post Moot opportunities will also be available so contingents can arrive early or stay a bit longer after the event to experience more of Ireland and make use of flight connections and cheaper flight opportunities.
3. Participation Numbers Ireland is a very popular destination, with our culture and people spread far and wide. Many years of emigration have resulted in the establishment of multiple communities across the globe that has connections back to Ireland via family members. Irish people are good ambassadors and project a friendly and welcoming demeanour which is attractive to others who seek to visit Ireland. The fantastic scenery, opportunity for adventure, friendliness of Irish people, safety and security considerations and the diversity of our population are also major positives. Ireland is a global transport hubs with direct air access from Africa,North America, Europe and the Middle east, as well as numerous ferry ports. Diversity of population, religious freedom and tolerance and associated dietary considerations are common place and well catered for in Ireland. These combinations of factors, plus our strong Scouting focus places Ireland in the mind of likely participants as a ‘go to’ location. Our aim is to maximise participation at the World Scout Moot in Ireland. Our ambition is to attract higher numbers of participants than the last Moot in Iceland, and prove that the World Scout Moot can be a sustainable event with high participation. Having analysed the attendance at recent Moots, it is our belief that we can seek to have up to 6,000 at the World Scout Moot in Ireland. This will be made up of 5,000 participants and an IST complement of 750 – 1000. Scouting Ireland has experience successfully delivering events of this size. The venues proposed, specifically Malahide Castle& Demesne, can comfortably cater for this number of participants. Transport and logistics are also possible with this number attending. 4. Age Range criteria In accordance with the guidelines for the World Scout Moot, we are proposing the following dates to determine age range criteria. Participants – On the first day of the Moot (19th July 2021), participants must be at least 18 years old, and must be under 26 years of age. Therefore they must have been born between 18th July 1995 and 19th July 2003. IST – IST must be at least 26 years of age on 19th July 2021, e.g. their date of birth must be 19th July 1995 or earlier. 5. Fee levels and structure In the development of the proposed fee structure, we referenced the 15th World Scout Moot, the 24th World Scout Jamboree and similar recent/future events worldwide (both internal and external). Other factors included the fixed costs an association must include to setup and run the Moot, the quality and expansiveness of the programme opportunities and the quality of the Moot experience. So, in essence all factors have been considered. We have ensured we have covered all the basic requirements of accommodation, food, health and safety, infrastructure, water and sanitation. Our aim is to provide all of these at a high level and they are our first consideration for the welfare, comfort and wellbeing of participants. The approved fee for attendance at the World Scout Moot is as detailed below. If participants register and pay a booking fee as per WOSM Groups by 31 January 2020 and pay the remainder (in full) by 31 July 2020 then the Early Bird fee will apply. From Iceland we know that significant numbers of participants take advantage of the prompt payment discounts. Payment between 1 August 2020 and 31 March 2021 will be at full rate Payment after 31 March 2021 will incur a penalty of 5% extra to full fee. IST will have a full fee rate for payments up to 31st March 2021 and thereafter the ‘Late Fee’ will will apply of an additional 5%

To this aim, we wish to establish, as far as is possible, information and interactions in their own local language. Our website is currently displayed in seven key languages-English, Spanish, French, Arabic, Portuguese, Bahasa, Russian. English and Spanish are our preferred languages of the Moot. This is based on experience at the 15th World Scout Moot where a considerable number of participants favoured these language groups. It is our belief that to communicate to someone in their own language is a key first step. In Ireland, Irish and English are the official languages, with English being the dominant language. Although not all Irish people have a foreign language, (other than school-level capabilities in mostly French, Spanish, German), we do have many linguists and, our aim is to welcome all Scouts of the world to Ireland and we will make every effort to communicate with them and provide information in seven languages. We will also welcome assistance from contingents who wish to have information available in their own language – if they agree to translate it, we will make it available. Our communications team will therefore consist of many IST who can help with translations and present video based reports and bulletins. These volunteers will also be involved in direct communications with contingents to ensure all information is free flowing. We are also conscious that Heads of Contingents will be tasked with building their contingent and in this regard we will supply and assist all contingents with marketing material (suitably translated, if they assist with translation) so as to maximise participation from a country. All methods of communication form part of our plan, and social media as well as traditional media will be employed to ensure that the event is promoted well and that participants, IST and HOCs have all the information they require.
Our marketing plan includes attendance and interactions at all the Regional Scout Conferences, other events and via NSO invitations to attend large events. Initially, our plan is to develop direct contacts and have face to face meetings so that NSOs can appoint Heads of Contingents and then to create a clear method of support and communication with Contingents – in essence to make sure it is as easy as possible for them to attend the Moot. Individual interactions will be established with key large contingents – contingents that have traditionally participated in larger numbers at previous Moots. The official languages of the Moot will be English and Spanish (with the objective of endeavouring to communicate certain information in seven languages and/or other languages if assisted by contingents in translation). 6. Overall project plan We have produced a basic overall project plan that shows our key deadlines at this time in the process. Currently we are establishing our working teams and they will provide us with work plans and key project management dates. These work plans will intensify as we near the date of the Moot. We have had a Moot Advanced Planning team researching and working on various aspects over the past 2 years. Through this team, we have developed our member’s skills and built their capability through various training courses under the umbrella of ‘Acadamoot’; we identified and researched locations for the Moot, undertook feasibility studies on locations, trails and programme items, budget etc., and we have mapped out the next phase of the communication and marketing plan. We presented our project timeline of key dates and this will be developed further over the coming months to create a full Project Management Plan as work teams provide key information, communication lines are established with contingents and indications of booking become a reality. At the next and subsequent meetings of the WSC, we will provide updated versions of the project management plan and updates on progress. Proposals in summary At their most recent meeting, the World scout Committee unanimously accepted the proposals presented to them. This means that we can move forward with the marketing phase and increase the visibility of the World Scout Moot worldwide. We have a lot of interest in the World Scout Moot 2021 and it is our key objective to turn this interest into real bookings and participation. Ireland is a great place for the Moot experience – we have friendly and welcoming people and communities; we have wild, wonderful, mystical and magical locations; we have impressive and beautiful scenery located at the ’edge of the world’ and we want everyone to experience it. The Sustainable Development Goals, dialogue, peace and diversity will be key programme platforms. ‘There is no Planet B’ - it is vitally important that Scouts worldwide lead the field in protecting and preserving our planet. Ireland has much to offer with examples of sustainable energy generation, sustainable farming, clean water and protection of wildlife on land and water. Peace, dialogue and understanding of others are in our DNA – all Irish people have first- hand experiences and we can offer and support those who are currently seeking resolutions and moving to new futures. The whole package of the World Scout Moot will be a great experience for young people, it will be memorable – a treasure they will bring with them for the rest of their lives and it will change their perspective on life, they will develop new friendships and increase their experience of Scouting.
